VACANCY NOTICE
Monitoring and Evaluation Officer, NO-B
UNICEF is seeking a highly qualified specialist, with significant expertise in monitoring and evaluation to
join us in our efforts to advance the rights of children in Moldova.
Purpose:
Under the general supervision of the Deputy Representative, Monitoring and Evaluation Officer is responsible for
support to the Deputy Representative office to lead the core roles of monitoring and evaluation and knowledge
exchange, ensuring that UNICEF Moldova Country Office has useful, valid and reliable information on the situation
of children and womens rights as well as performance of UNICEF-supported programs, including their relevance,
efficiency, effectiveness and sustainability, coordination and coherence. The incumbent is also responsible for
assisting the development of national capacities for monitoring, evaluation and research, with special attention to
the interest, concern and participation of government, community and civil society stakeholders.
Qualifications and competencies required:
Advanced university degree in Social Sciences, Demography, Development Planning, Statistics or a related
technical field.
Five years of progressively responsible professional work experience at national and international levels in
programme monitoring and evaluation. Practical experience in community-based research.
Fluency in English, Romanian and Russian, both oral and written. Working knowledge of one or more
additional languages relevant for Moldova, including Bulgarian, Gagauzian, Romani, Ukrainian or sign
language is an asset.

Assignments:
Provides technical support to ensure that the Country Office and national partners use a well-prioritised and
realistic plan of research, monitoring and evaluation activities that will provide the most relevant and strategic
information to manage the Country Programme, including tracking and assessing UNICEFs distinct
contribution.
Provides technical support to ensure that the Country Office and national partners have timely and accurate
measurement of change in conditions in the country or region, including monitoring of socio-economic trends
and the countrys wider policy, economic or institutional context, to facilitate planning and to draw conclusions
about the impact of programmes or policies.
Provides technical support to ensure that the Country Office has quality information to assess progress towards
expected results established in annual work plans.
Provides technical support to ensure that a well-prioritised and strategic selection of evaluations at programme
or Country Office strategy level is managed to ensure that each evaluation is designed and carried out with
quality process and products, and that evaluation results are useful to the intended audience.
Provides technical support to ensure that the monitoring and evaluation capacities of Country Office staff and
national partners government and civil society are strengthened, enabling them to increasingly engage in

and lead monitoring and evaluation processes.


Provides technical support to ensure that all of the above tasks are carried out and accomplished through
effective communication, partnerships and knowledge management.
