Dear Constituent,

Greetings!

After 3 years of service, I am pleased to report to you my accomplishments during my last


year in office as one of your Provincial Board Members in the 7th Sangguniang
Panlalawigan of the Province of Ilocos Norte.

LEGISLATION
First and foremost, as your local legislator, I filed another twelve (12) draft provincial
ordinances this past year. I am happy to inform you that four (4) of my measures were
enacted into law.

For the protection of our environment, the Provincial Board approved Provincial
Ordinance No. 73-2010, regulating the disposal of electronic goods in the Province.

To help indigent patients in need of blood, we increased to PHP 200,000.00 the


province’s financial assistance to the Blood Handling Fee Fund of the Philippine National
Red Cross through Provincial Appropriation Ordinance No. 65-2010, also known as the
Blood Samaritan Ordinance of 2010.

And in the matter of increasing local revenue in order for the Provincial Government to
serve you better, we imposed an application fee for the issuance of Mineral Ore Export
Permits (MOEPs) (Provincial Ordinance No. 62-2009) and collected PHP 375,000.00 in
back rentals from the National Food Authority (Provincial Ordinance No. 72-2010)

In recognition of my achievements as a legislator, I was awarded the Gawad sa Kampeon


ng Kabataang Pilipino 2009 by President Gloria Macapagal-Arroyo and the National
Youth Commission (NYC) last 10 December 2009 at Malacanan Palace. I was one of only
four local legislators from the entire country chosen to receive the award.

I also drafted eleven (11) additional resolutions. Among the five (5) approved were
resolutions calling on municipalities to avail of the E-Governance for Municipal
Development Project of the Mayors’ Development Center (Provincial Resolution No. 126-
2009); endorsing Executive Order No. 817 providing for a 1 month Nation-wide Gun
Amnesty Program (Provincial Resolution No. 128-2009); expressing support for Senate Bill

1802—promoting sound waste management by requiring all department stores to utilize
reusable environment-friendly shopping bags (Provincial Resolution No. 136-2009); recognizing
the contributions of Rotary International to the People of Ilocos Norte (Provincial Resolution No.
144-2010); and, reminding business establishments to grant 20% discount in favor of persons
with disabilities (Provincial Resolution No. 145-2010);

I enclose a list of my legislative accomplishments for year 2009-2010 (Annex “A”) for your
perusal and review.

PROGRAMS
Second, from July 2009 to June 2010, with the help of various government agencies and the
private sector, we were able to organize a number of activities, which I hope benefited our
constituents. They are:

A. Inmate Skills Training and Livelihood Program – In cooperation with the Ilocos Norte
Provincial Jail (INPJ), gave a welding machine to male inmates, who in turn fabricated trash
bins, which were placed in tourist spots around the province; bike racks, which were placed in
schools; and benches, which were donated to the Sangguniang Kabataan of Pasuquin.

B. Additional Saguip Maestra Teachers – Sponsored additional teachers to teach in public


elementary schools not covered by the Saguip Maestra Program. Beneficiaries of this program
include Carusikis Elementary School in Pasuquin and Gubang Elementary School in Vintar.

C. Elem. School Student Feeding Program – Sponsored a four (4) month (July-August 2009
and December 2009-January 2010) feeding program for elementary school students in Carasi.

D. Softball Development Program – In cooperation with the Amateur Softball Association of


the Philippines (ASAPHIL), the Ilocos Norte Sports Development Council (INSDC) and the
Department of Education (DepEd), we organized a follow-up sports clinic for softball players and
a seminar for coaches and umpires. The 3-day event, held on 13-15 January 2010 at Marcos
Stadium, was participated by over 100 coaches and close to 50 players.

Donated softball equipment to the Ilocos Norte College of Arts and Trade (INCAT) and the
Vintar DepEd District Office.

E. MMSU Ride-a-Bike Project – In cooperation with the Mariano Marcos State University
(MMSU), we promoted the use of the bicycle as an alternative means of transportation in
campus by giving five (5) bikes to each of the following colleges: College of Arts and Sciences;
College of Business, Economics and Accountancy; College of Aquatic Science and Applied
Technology; and College of Health Sciences.

F. Other Youth Development Programs – Together with MMSU’s ABES, organized a Debate
Seminar for high school and college students in October 2009, followed by the holding of the 1st
Ilocos Norte Debate Cup last February 2010 in Northern Christian College and Robinsons
Ilocos Norte. The debate team from DWCL won the competition.

Last November 2009, I invited Youth Advocating Leadership, Empowerment, Advancement and
Development (U-LEAD) to conduct the Ilocos Norte Youth Leadership Camp, which was
attended by more than 100 student leaders.

G. On-Campus Voter Registration – In cooperation with the Commission on Elections


(COMELEC) and Youth Vote Philippines, we organized on campus voter registration for college
students. Held one in Northwestern University (NWU) last August 2009, and another in
Divine Word College of Laoag (DWCL) last October 2009. More than 500 students, faculty
and staff benefited from this project.
H. Voters’ Education Seminars – Together with Youth Vote Philippines, organized voters’
education seminars from November 2009 to February 2010 in San Nicolas, Laoag City,
Bacarra, Vintar, Burgos and Piddig for senior citizens, women and barangay officials.

I. Eco-Bike Ride – Together with the Provincial Environment and Natural Resources Office
(PENRO), Sokisok Bikers and other biking groups, organized a Critical Mass Action dubbed
“Brigada Bisikleta 2009,” advocating the use of bicycles as an alternative mode of transportation
for a bluer earth and a healthier lifestyle. The eco-bike ride, which was held in October 2009,
was participated by over 300 bicyclists of all kinds.

J. Macadamia Tree Livelihood and Reforestation Program – In cooperation with the


Department of Agrarian Reform, distributed 3,000 macadamia nut seedlings to Agrarian Reform
Beneficiaries (ARBs) around the province for cultivation by farmers, and to complement the
reforestation program of the DENR.

K. Support for Tourism Infrastructure – Had road signs fabricated and installed in Adams
and Pasuquin. Also coordinated with the Ilocos Norte Conventions and Visitors Bureau
(INCVB) and the North Philippines Visitors Bureau (NPVB) to put up tourist road signs around
the province.

L. Oplan Iwas Rabies – Supplemented the supply of rabies vaccines of the Provincial
Veterinarian Office to prevent the spread of rabies in the province.

M. Medical Assistance Fund for Indigent Patients – Allocated PHP20,000.00 from my


Barangay Development Fund to provide financial assistance to indigent patients of the Gov.
Roque B. Ablan Sr. Memorial Hospital.

N. Natural Family Planning Program – As chairman of the Population Development


Committee, with the assistance of the Population Commission (POPCOM), conducted
reproductive health seminars in schools and barangays around the province; and with the help
of the INPJ Women Inmates, we manufactured menstrual cycle bead necklaces for distribution
to married couples.

PROJECTS
Finally, of the Seven Hundred Fifty Thousand Pesos (PhP 750,000.00) entrusted to me by Gov.
Michael Marcos Keon from the Provincial Development Fund (July 2009 to June 2010), much
was used to support barangay projects. Assistance came in the form of cement, G.I. sheets,
paint, water pumps, grass cutters, mountain bikes, monobloc chairs, refrigerators, TVs, sound
systems, computers, softball equipment, and rabies vaccines, among others.

I enclose a record of all my disbursements (Annex “B”) for your information.

It was an honor and a privilege to serve the People of the 1 st District of Ilocos Norte in the 7th
Sangguniang Panlalawigan. From the bottom of my heart, thank you for giving me the
opportunity to do so.
