Major Assumptions

1.

The Annex Renovation would take 2 years to complete and the City would have to rent
space while this renovation is going on.

TMA:

The construction contract should be able to be completed within fourteen months. If


we allow:

one month to set up rental space


one month to move out of the Annex
fourteen months construction
one month to move back in

The above total is seventeen months. I suggest one and one half years be allowed in
lieu of two years.

Annex Renovation study was done 8 years ago and was $8 million - today that would
cost approximately $10 million.

TMA:

Our 2007 report on City Hall Annex Renovations estimated the renovation cost at
$8,450,000. If a renovation project were bid today we expect the cost would have
escalated to $12,000,000. Allowing for four percent escalation over two years to plan
the project from today we believe $13,000,000. should be budgeted.

3.

Moving costs for 1 move 1 way for the Annex or HPS staff would cost $75,000. including
moving company ad network.

TMA:

We accept your $75,000. estimate if City Hall Annex Offices are moved to 57 Suffolk
Street. If HPS relocate from Suffolk Street to the Annex the cost will double to account
for both HPS and Annex Offices to relocate.

4.

The City departments would occupy 3 floors at 7,500 square ft per floor.

TMA:

No opinion.

5.

Renovation for moving into 57 Suffolk would be at $50 per square feet.

TMA:

The $50. per square foot estimate is adequate if the space being occupied is properly
configured, however, it is more common once such projects are discussed that
reconfiguration of the space becomes desired. We believe $100. per square foot is a
more realistic estimate of the project cost.

Boarding up or mothballing the Annex would cost $50,000.

TMA:

No opinion.

How much would it be to demolish the Annex building?

TMA:

$700,000. to $800,000.

8.

Costs $150 per square ft to renovate Central Supply for HPS headquarters (this is
warehouse space).

TMA:

We expect the renovation cost will be $250. to $300. per square foot.

It would cost an additional $4 million on top of the $10 million to move HPS headquarters
to the Annex or an addition to the Annex.

TMA:

Assuming this is the cost to relocate the present City Hall Annex Departments options
previously considered with todays costs include:

Relocate Annex Departments to City Hall, the former HEIDC Building, and the
Pellissier Building at a cost of $5,000,000.
Construct a new building to house the Annex Departments at a cost of
$6,000,000. Site development costs not included.
Demolish the former police headquarters building and construct a new building
over the easterly portion of the site. Renovate the space between the new
building and City Hall for a new plaza connecting City Hall, City Hall Annex, the
new building, and the Dwight Street Parking Garage at a cost of $8,000,000.

Also cost $150 per sq ft to renovate an empty school like Lawrence or Metcalf into HPS
headquarter office space.

TMA:

We expect the renovation cost would be $250. to $300. per square foot.

11.

Lynch renovation would be $250. per square feet.

TMA:

We expect the renovation cost would be $250. to $300. per square foot.

12.

How much could it be to demo Annex and build new building? More than $10 million?

TMA:

To demolish the City Hall Annex and build a new building on the same site to
accommodate the HPS and present City Hall Annex departments may cost $13 to $15
million.
