INTRODUCTION

Following the re-opening of the site, the site management structure also underwent a re-structuring for the
purpose of better efficiency and improved/enhanced output. All Staff engagements were reviewed and renegotiated, while some were retained on a full time appointment basis, others were to be on contract/work
packages as the need arises and a few were relieved of their appointments. The restructuring exercise also
resulted in the engagement of additional 6 fresh hands into the technical team to man various strategic
positions.
STATUS OF THE WORKS ON RESUMPTION OF THE SITE IN JULY, 2016
As at the time of take-over by the new management and the resumption of works on site in July, 2016, the
status of the various aspects of the works/buildings under construction were as follows;
1. ANNEX SITE: the Main Annex building, Security Post II, Staff Conveniences, Pump House and
majority aspect of the external works had been completed. These had however, not been handedover owing to issues of snag. On the other hand, the Fuel dump, Generator house, some aspect of
the External works i.e. Visitor's Car park fence, Soft Landscaping work were yet to be completed.
2. MAIN BUILDING (EXISTING SECOND FLOOR): works had been ongoing on this floor since
February, 2014. Various mechanical/electrical installation works above the ceiling level had been
largely carried-out awaiting the execution of the ceiling grids. The removal of the old windows and
installation of new ones was at about 50% complete.
3. MAIN BUILDING LEFT SIDE EXPANSION WORKS: the structural works of the left side expansion
were at roof beam/rafter level. Although there were aspect of the roof beams/rafters towards the
rear which were still pending, the lift shaft works was still at first floor ceiling level and the rear
parapets and part of the left side parapet works were also yet to be executed. A significant amount
of the structural works at the roof level were defective i.e. the roof beams/rafters and parapet
requiring remedial action.
4. CURRENCY DESTRUCTION SYSTEM (CDS): the civil works in the CDS space had been
substantially completed awaiting finishes works and other fixtures. Though there were also
defective masonry works requiring remedial action.
5. SECURITY POST I: the Security post I had been substantially completed and painted and some of
the sanitary fittings installed. Electrical fittings were pending while the external tile works were
uncompleted. There were also snag issues.
6. SECURITY POST 3A: this had been practically completed awaiting handover to the branch.
7. EXTERNAL WORKS (MAIN BUILDING): this was yet to commence in earnest apart from the
cable duct chambers by the fence of the main building.
MAJOR WORKS EXECUTED/COMPLETED IN 2016:
1. ANNEX SITE:
I. Execution of all pending numerous snag issues at the Main Annex Building,
Security Post I, Staff Conveniences, Pump house and External works
II. Completion of Annex Car Park fence

MAJOR CHALLENGES
1. SETTLEMENT OF OUTSTANDING LIABILITIES: part of the issues confronted on the resumption
of work on site was the issue of numerous liabilities/outstanding payments to some sub-contractors
who had executed various item of work. In order to address these outstanding liabilities a meeting
was scheduled to enable the new MD have a firsthand meeting/assessment of the level of
indebtedness to the sub-contractors. Those whose debt were easily/immediately verified were paid
within a short period of time. There are however others whose outstanding liabilities have been
verified and are yet to be settled. A list had already been compiled and forwarded to the MD/CEO.
2. ISSUES WITH SUB-CONTRACTORS: there were numerous crisis issues with various subcontractors as at the time of resumption of the site. These included the following;
I. Outstanding payment and reduction of scope in the control sub-contract being carried-out
by.

Contention arising over the reduction in capacity of 1no lift of the 2nos lifts to be installed in
the lift sub-contract by This resulted into outstanding payments to the sub-contractor
pending the resolution of the issue.

There were also contentious disagreement in the sub-contract signed with over the
delivery of partition materials, ceiling grids and ceiling tiles.

There was documentation and funding challenges on the Aluminium windows fabrication
and installation sub-contract with
Several meetings were held by the new management at various quarters to facilitate the resolution of the
various issues and challenges in these sub-contracts. Following these several meetings, compromises
were reached with the sub-contractors on almost all the crisis issues. The result of these settlements is
expected to be yield positive results as efforts are being made to deliver on critical aspect of the main
contract in the current year.
PRIORITY FOCUS TOWARDS ENHANCING THE DELIVERABLES IN THE NEW YEAR 2017:
It is pertinent to mention, that we currently are at least between 6-8 weeks behind schedule as per our
global program of works. To enable us get back on track in-line with our global program of works, there is
the need to fast-track current/succeeding items of work on our schedule. Therefore to bridge the current
time lag so that we can meet with our deliverables for the year, the following items of work on our work
program should be urgently prioritized;

Cable drawing linking the generator house to the main panel room of the main building and
subsequent switch-over of power.
Engagement of a Fire Alarm and Detection sub-contractor to allow for the execution of the
installations at the Security Post I requiring urgent attention. This will also facilitate the immediate
hand-over of the facility. Subsequent arrangements for the main building second floor can also
follow suit.
Completion/Delivery of the Main Building Second Floor, this has already reached advance stage.
There is however need to follow-up on to make good their promise of the delivery of the
outstanding ceiling grid and ceiling tile materials to facilitate the completion and delivery of the
second floor.
Similarly, the Architraves for use at the main building which presumably were supposed to have
been delivered together with partition materials and doors from are presently not on the site.
Discussions with the store-keeper suggest that they were not at any time received by him. There is
need to exhaustively discuss this matter with with a view to identifying the status of the architraves.
The need to initiate the procurement of the fire sprinkler heads required especially for the second
floor. Since these have to be procured from off-shore, an early initiation of the procurement
process will be advantageous.
Arrangements should be concluded to initiate all off-shore procurements to avoid unnecessary
time lag in the delivery of the ordered equipment.
Provision/procurement of the professional tools required for the effective/efficient
execution/delivery of certain aspect of the works. A preliminary list has already been forwarded.

If the above issues are promptly resolved/addressed, it will set-us off to a good start towards meeting and
possibly surpassing our targets for the year.
CONCLUSION:
This year poses yet greater challenges/opportunities for us to be able to deliver on the project, addressing
the issues raised above and promptly too will in no mean way facilitate the attainment of the various
timelines set for this year. We remain committed in ensuring that every member of the team is galvanized
so that they can offer their best efforts at all times towards the attainment of objectives and targets for the
year. We will continue to work closely with the consultants so that we are assured of their support and
cooperation at all times. We also seek this avenue to crave the indulgence of management for their
continued support, encouragement and understanding.
