What problem do we need to fix for people?

Carbon pollution is not going down in BC under Christy Clark. It s going up, and it will
continue to go up under the next 10 years. And that s the wrong direction for our kids and
their future here.

Christy Clark s government isnt using the carbon tax to directly invest to grow a
sustainable economy and build more green infrastructure and create good jobs. Instead, a
big chunk has gone to tax breaks for the rich and Christy Clarks corporate friends.

The reality of Christy Clarks climate record is this: It isnt reducing carbon pollution.
And it isnt working for people. It isnt creating jobs. We need to fix that.

The Trudeau government has said: all provinces will have a price on carbon equivalent to
$50 by 2022 - or the federal government will impose one.

What is our solution?

Families who are already living paycheque to paycheque shouldnt have to pay more with
increases coming from Ottawa.

At the same time, we need to make sure that we are actually reducing climate pollution,
and creating good jobs and growing our economy.

Thats why our climate action plan is about good jobs, measurable reductions in carbon
pollution and fairness for families.

We will make sure it s corporations that are profiting from polluti g who pay, not
average families.

We will make sure that the revenue doesnt go into tax breaks for the rich and
corporations, but instead goes into investments to create good jobs and clean growth for
the future.

We will make sure that BC measurably reduces carbon pollution and reduces our
dependence on fossil fuels.

Well work with the Climate Leadership Team - put their hard work into action, so we
have more good jobs, so it s affordable for families, and action on climate that benefits
more British Columbians.

According to these five principles:

1. Taking measures to actually reduce carbon pollution rather than let it go p and continue
to go up like Christy Clark plans
2. Bringing in the federally mandated carbon pricing gradually and predictably - over three
years starting in 2020, rather than hit people with whopping hikes all at once
3. Making it more affordable for families by putting more of it back in your pocket, in
advance with a new climate action rebate cheque that will go to 80% of BC families,
rather than getting a smaller amount after the fact like the Liberals carbon tax
4. A sector by sector approach to carbon pollution reduction that protects trade exposed
businesses, rather than hurting competitiveness
5. Using a portion of the carbon tax revenue to create jobs and invest in green economic
growth in BC to take advantage of the opportunity to develop this industry at the front
end of the trend, rather than chasing it later when it s too late

We want people to feel confident and secure. We can build a better BC.
Where working families and the middle class get the break, not the rich
Where we can invest in a sustainable economy that works for people of BC
Where we can create more good jobs that last and lower carbon pollution.

Here s what we re doing:

A made in BC solution that respects the hard work of the Climate Leadership Team,
instead of rejecting it.

By raising our $30 tonne carbon tax by smaller increments beginning in 2020, and
reaching the federal price of $50/tonne in the mandated year of 2022, we will:
o minimize the annual adjustment for industry and individuals,
o send a clear signal to industry and the public regarding incremental increases over
a three-year period, allowing for planning and stability, and
o maintain a leadership position that will attract investment in our tech sector and
spur its growth, innovation and job creation,
o We will act here with a made in BC approach before the federal government acts
for us.

This new climate action rebate cheque will go to approximately 80% of British
Columbians. They will have more money in their wallet with our rebate, than they do
today under Christy Clarks unfair tax.

Strategic considerations:
The tax increase will happen regardless (by to $50 a tonne by 2022) By increasing
gradually, we will generate funds to invest in transit and other measures to help British
Columbians reduce carbon pollution

If we do not have a specific proposal Clark will make one up for us ( They re planning to
raise your carbon tax, but they wont tell you when or how much till after the election ),
as she has already done in ads. The best defense is a good offence the specific
proposal. They are going to accuse us of having an increase planned whether we like it or
not.

They are going to play the standing up for BC position, claiming they have veto and can
block future increases. But this is simply not true. The Trudeau government has said: all
provinces will have a price on carbon of $50 by 2022 - or the federal government will
impose one.

We do not want to and cannot afford to leave this opening for the Green Party,
particularly when the messaging works for us and the Liberals have a credibility gap.

The carbon tax will go up in 2020, 2021 and 2022. The BC Liberals will call it a tax
increase. And theyll holler from the rooftops in rural BC.

We must holler back with:


o our plan puts more money in the pocket for a majority of BC families. Hers
doesnt.
o our plan actually accomplishes the goals of a carbon tax - reducing carbon
pollution. Hers doesnt.
o our plan creates good jobs that last in a more sustainable economy with more
opportunities for the future. Hers doesnt.
o our plan provides businesses with stability and certainty and transparency. Hers
doesnt.

Our tone is loud and proud. Its the right thing to do. Putting people before big
corporations. Its good for families. Good for BC. Defends our environment. Check.
Check. Check. A public policy hat-trick.

The leader is our primary spokesperson, with support from George Heyman, issue
spokesperson.

Were gathering quotes from other endorsers to support this decision.

They need to include supporters of reducing costs to families as well as reducing climate
pollution!

Key contrast message:

Christy Clark's Climate Fail: While she takes care of people at the top, it's not worki g
for you.

Her plan: Carbon pollution has been going up and will continue to go up.
Our plan: Carbon pollution will go down, defending our environment for our kids and
grand kids.

Her plan: Corporations and the wealthy get the bigger breaks.
Our plan: Middle class and working families will be better off.

Her plan: Carbon tax revenue wasn t targeted to invest in good jobs.
Our plan: Well invest to help grow our economy and create more jobs that last.

reduce carbon pollution like new transit and transportation, renewable and clean
technology, and energy efficiency upgrades

We want to make sure that action on climate gets results that benefit us all for the long
term - and doesn Y put the burden on average families.

Christy Clarks made people pay while giving people at the top a bigger break. She let
pollution go up and didnt invest in green jobs and economic growth. Thats three times a
failure.

What to say about Jobn Horgans personal commitment on this issue?

John Horgan stands strongly for making life more affordable for middle class and
working families today, creating good jobs that last here in BC, and reducing climate
pollution now.

He believes we need real leadership that works for people. Not phony claims and photo
ops.

So we can create opportunities from climate action and not stick our kids and grandkids
with a problem thats too big to fix.
Key facts:

Under Christy Clark, carbon pollution in British Columbia have risen by more than 3 per
cent and continues to trend upwards

Environment Canada projects that carbon pollution in British Columbia is set to increase
by 32% by 2030.

The climate leadership team recommended reducing carbon pollution by 40% during the
same period.

We will issue the first annual carbon tax rebate cheques upfront, in the first month of
each increase to the tax

A price on pollution and smart regulations is how to reduce carbon pollution, and it
always has economic benefits - spurring innovation and investment in new technologies
and jobs.
