St. Hannibal Empowerment Center (SHEC) Pasay Communities

About the Organization

The St. Hannibal Empowerment Center (SHEC) of the Rogationists of the Heart of Jesus is a
religious organization focused on praying for vocations and assisting the poorest of the poor.
SHEC was established after a series of immersions of the Rogationists in the depressed areas of
Pasay City. After almost six years of dealing with the people, the Rogationists finally decided to
live with the people in order to fully assist them in their pressing concerns. SHEC aims to
empower the people especially the informal settlers of Malibay, Maricaban, Riverside and Apelo
Cruz in Pasay City. To carry out this aim, the center aims to assist the people in the following
areas:
Housing (upgrading and construction of new housing)
Livelihood program (skills training, micro-finance, job placements, cooperative
development)
Health (training of community health workers, establishment of health centers, feeding
program)
Environment and sanitation (orientation on sustainable development, waste
management and sanitation, establishment of material recovery facilities, waste
recycling)
Values formation (cathechism)
Education (scholarships, youth formation, tutorials, home study)

About the Area

SHEC operates in seven urban poor communities in


Apelo Cruz, Tramo, Malibay, and Maricaban, Pasay
City which belong to the Archdiocese of Manila
under the Parishes of San Juan Nepomuceno, San
Roque, and Mary Comforter of the Afflicted. These
urban poor communities have organized
neighborhood/homeowners associations which
have been federated into the St. Hanibal Christian
Community, Inc. (SHaCC).

Housing Program

The SHEC housing program is being implemented in


collaboration with the Archdiocese of Manila, Pondo ng
Pinoy Community Foundation, Habitat for Humanity
Philippines Foundation, local and national government,
non-government agencies and friends. The following are
the ongoing and planned projects:

o On-site upgrading and construction of houses for 122 families in Brgy. 156, Tramo,Pasay
St.Hannibal Housing Project Phase 2
o Near-site relocation and construction of two-storey row houses for 344 families in the danger zone of
the creek in Brgy. 165, Malibay, Pasay
St. Hannibal Housing Project Phase 3
o Relocation of 244 families in PAL Gate 1 in Maricaban to medium-rise buildings in Balagbag, Kalayaan,
Pasay City
St. Hannibal Housing Project Phase 4
o On-site upgrading and construction of two-storey houses for 182 families in Brgy. 157, Apelo Cruz,
Pasay

Role of TAO-Pilipinas

TAO-Pilipinas works with SHEC in the development of conceptual development plans for Phase 5
and 6 in Barangay 165, Phases 8-12 in Barangay 156 and Phase 14 in Barangay 157. TAO also
conducted trainings on community-based solid waste management for SHaCC members.
