Background

Fast Return to UTRAN feature was successfully tested in UR12.

Substantial gains in reselection were observed

Normal Reselection 17 s
Fast Return 2 s

SD Traffic for LOC updates reduced significantly.

Risk of certain 2G phones being stuck was identified.

2
Feature Implementation with UR14 upgrade

With UR14 upgrade, parameters related to subjected feature have become more
complex.

Trial conducted to check functionality of newly added parameters.

IBS selected to minimize effect of external factors (Ec/No Degradations etc)

After a 3G dual-mode terminal

should return to 3G network as soon as

UTRAN Neighbour Cell
the "Cell selection indicator after

the Channel Release message can carry 3G

parameter is for control if 3G neighbor cell

is carried.

This parameter defines a threshold value.

When the average receiving level (RLA_C) 0 ~ 15
of this cell is lower than the lower
UTRANMeasurement Qsearch_C threshold (0 to 6) of this parameter or 7: always
higher than the upper threshold (8 to 14)
of this parameter, the UE starts to search 15: never
for 3G adjacent cells.

Summary

Gains
Significant reduction in 2G to 3G Reselection Time.
SD Load for LOC update Reduced.
Highly Recommended for Cells where CS Traffic Pushed to 2G.
Also will be helpful in weak 3G coverage areas.

Risks
Apprehension of certain 2G only Phone being Stuck.
Testing with different available models in proccess.
