Development Authority intends to hire the services of a Resident Consultanting Firm/JV
for its schemes and civil works projects.

HIRING OF RESIDENT CONSULTANT FIRM/JV

Fort Munro Development Authority (FMDA) Dera Ghazi Khan was established to develop
a sustainable and eco-friendly hill station in South Punjab District Dera Ghazi Khan.
FMDA invites applications of selection of resident consultant firm/joint ventures in "two-
stage (envelope A&B) bidding process" under the relevant Punjab PPRA rules.

Fort Munro is a water scarce hill station, where projects involving future city development
and planning are being conceived and executed. Firms having excellent performance and
reputation in the execution of the following types are projects are encouraged to apply:
Waste Water Management, Water-Supply Distribution, Sewage, Horticulture, Roads,
Infrastructure and Buildings.

Scope of consultancy services comprises, but not limited to the followings.

a. Conducting Topographical survey of the projects sites as per requirement.

b. Conduction of Geo-technical investigation, Preliminary designs, drawings, and
estimates.
c. Preparation of detailed cost estimates, tender documents (BOQs).
d. Resident construction supervision of the projects.

Preference will be given to firms/Joint Ventures who have the following:

i. Extensive experience in Urban Water Supply Management & Distribution, Waste
Water Management, Solid Waste Management, Urban Sewage Design &
Management.
ii. International experience/exposure of consultants to bring to Fort Munro the world
best practices.
iii. Are able to mobilize and meet the tight deadlines of FMDA (Firm/JV will have to
provide affidavit that detailed cost estimates and tender documents (BOQs) will be
provided to FMDA within two weeks of official engagement with FMDA).
iv. Proven ability to manage similar size/scale of projects simultaneously.
v. Prior consulting experience in hill stations (local/international).

The interested Consultant Firms/Joint Ventures are required to furnish application along
with the following information:

I. Name and address of firm/Joint Venture and branch office/s if any.

II. Status of the firm (i.e. proprietorship or a Limited Company) with name of
principal person(s).
III. In case of a joint venture, a JV Agreement between the parties on stamp paper
is required.
IV. List of technical/permanent staff along with their qualification and experience.
V. Registration with professional bodies like PEC .(renewed)
VI. Experience of the firm/Joint Ventures in the similar areas.
VII. Registration with Securities & Exchange Commission of Pakistan.
 VIII. List of similar works assignments in similar environments (local/international)
already completed in last 10 years or in hand, indicating their quantum/cost.
IX. National Tax Number of the firm/company (NTN) along with the copy of income
tax return. Financial statement of the last three financial years ending June
30th, 2016.
X. Performance certificates from the Clients.
XI. Affidavit that the company has never been black listed by any Government
agency.
XII. Any other information in support of capability and experience of the firms

It is important to mention that the single resident consultant Firm/JV having the expertise
of multi-sectoral projects will be selected for the all projects of the hill station of Fort
Munro. The FMDA reserves the right to cancel all proposals/applications prior to
acceptance of a bid or proposal on the basis of PPRA Rules 2014 and no claim
whatsoever shall be entertained on this account. If at any stage concealment/ distortion of
fact is detected it would be sufficient cause to reject the application. The date of opening
of financial bid will be communicated to the technically qualified consulting firms at a later
time.

Interested Firms/Joint Ventures may submit their application on their official letter head
with all the above listed documents with a non-refundable fee of Rs.5,000/- by 1000 hours
(10:00 am) on November 18th, 2016 at the address given below. Furthermore, FMDA
2016-17 projects correspond to those listed under Punjab ADP 2016-17. Individual project
details maybe obtained from the address listed below for non-refundable fee of
Rs.5,000/project.
