6.

0 COMPLETION PERIODS:
6.1 Mobilization Period
6.1.1A For Tank Preparatory Services
A Period of 1 day shall be allowed for mobilization.

6.1.1B For Tank Cleaning Works


A period of 1 day per tank will be allowed.
6.1.2 For Tank Repair, Fiberglassing & Painting Works
A period of 3 days per tank will be allowed.
6.2A Calculation of Completion Periods for Tank Preparatory Services:

(a) The following time periods shall be allowed for blinding & shell man-ways
opening.

6.2B Calculation of Completion Periods for Tank Cleaning Works:


The completion time for all work activities of each tank will be determined individually by
the Company based on the following parameters / activities :
Total completion period shall be the sum of periods calculated per clause # 6.2.1 and 6.2.2.
Additional period will be allowed by the Company depending on tank service, internals,
non-availability of cleanout door, requirement of scaffolding etc., as specified under clause
# 6.2.3 hereof.
6.2.1 Completion Periods based on Type of Sludge
For Heavy Product Sludge: - 1 Day for every 40 M3 of sludge (Crude Oil, Fuel
Oil, Coker Gas Oil, Vacuum Gas Oil and Vacuum Residue Storage Tanks).
For Light Product Sludge: -1 Day for every 60 M3 of sludge (Naphtha,
Kerosene, ATK, Motor Gasoline and Diesel Oil Storage Tanks and any type of
water storage tanks).
6.2.2 Completion Periods for all types of cleaning
works(Washing & wiping)

6.2.3 Additions/Extensions Allowed over Compellation

6.2.4 DELAY EXTENSIONS :


a) The Contractor may sometimes be restricted from working due to delays caused
by the Company operational reasons, Inspection of existing tank conditions, any
other reasons/Company requirements or inclement weather and the like.
Superintendent shall be the sole judge as to whether the weather is sufficiently
inclement to have the work stopped.
b) In case of such delay getting rectified within two hours no time extension will be
allowed.
c) If the Contractor is completely prevented from working due to such delays for
more than two continuous hours of the working day then the Contractor has to
notify the Company representative within 24 hours in writing of such delay.
The Contractor will be allowed time extension for equal period.
d) If such a delay exceeds four hours of the working day then an extension of one
working- day will be granted against each working day during which such delay
occurred.
e) In all above cases, all waiting times incurred shall be solely at the cost of the
Contractor and the Company shall not pay any compensation at all for the idling of
his manpower/equipment (except as allowed in Clause No. 4.6 (b) of Part-II,
Exhibit-A).
6.3 COMPLETION PERIODS FOR TANK REPAIR,
FIBREGLASSING & PAINTING WORKS
6.3.1 COMPLETION PERIODS-CALCULATION BASIS FOR EACH TANK
The completion time for each tank will be determined individually, based on the tank
diameter for complete re-bottoming, re-roofing or on the area basis for patch work on
shell, roof and tank bottom, fiberglass lining and painting of tank etc., the higher
figures (only one figure from each group) from each of the following applicable
group will be added together to conclude the total completion period and this shall not
be less than five (5) days besides the mobilization period. Completion period for
Group-V Activities (Miscellaneous) will be independent and will be added to the
completion period calculated for the other Groups.
Completion time includes all inspection, testing, scaffolding and hydrostatic testing as
required by Companys Inspection & Corrosion Division.
Sample Calculation for Completion Period :
Example 1: Fixed roof of 130' dia. needs following repair
work.
Activity
a) Re-bottoming (Complete new Bottom).

b) 120 sq.m. patching/repairing/partial replacement on shell course.

c) Full shell external painting.

d) Roof external painting.

e) Hydrostatic testing with 8000 M3 of water, with water hold up for four (4)
days during Inspection check and four (3) days for cleaning tank after
hydrotest.

Now based on Table 6.3.2 of the Specification


Completion time for activity (a) above is 45 days.

Completion time for activity (b) above is 15 days.


Completion time for activity (c),(e) and (d) above is 35 days.

Completion time for activity (e) above is (4+4+3) 11 days.

Computation of Total Completion Period


1. Activity (a) & (b) above is part of Group-I and the longer completion time
between the two is 45 days, hence Group-I activities will be given 45 days.

2. Activity (c) & (d) above is part of Group-IV and the longest completion time
between the two is 40 days, hence Group-IV activities will be given 35 days.

3. Activity (e) is only activity of Group-V, hence the same will be given 11 days.

Therefore, total completion time will be sum of Group-I, IV & V above i.e.
45+ 35 + 11 = 91 days besides mobilization time of 3 days.

Example 2: Floating roof of 180' dia. needs following repair work.

Activity
a) Complete re-roofing including all structural repair work if any.

b) Repair shell & bottom plates 480 sq.m.

c) Replacement of sealing system 150 m. long.

d) Repair of Fiberglass work 480 sq.m. (As per Technical Specification No. 5).

e) Full shell external painting.

f) Roof external painting.

g) Hydrostatic testing with 6000 M3 of water, with water hold up for two (2)
days during Inspection work and three (3) days for cleaning tank after
hydrotest.
Now based on Table 6.3.2 of the Specification
Completion time for activity (a) above is 755 days.

Completion time for activity (b) above is 60 days.

Completion time for activity (c) above is 8 days.

Completion time for activity (d) above is 10 days.

Completion time for activity (e) if above is 35 days.

Completion time for activity (f) above is 25 days.


Completion time for activity (g) above is (3+2+3) = 8 days.

Computation of Total Completion Period


1. Activity (a) & (b) above is part of Group-I and the longest completion time
between the two is 75 days, hence Group-I activities will be given 75 days.
2. Activity (c) above is the only activity of Group-II, hence the same will be given 8
days.
3. Activity (d) is only activity of Group-III, hence the same will be given 10 days.
4. Activity (e) & (f) is part of Group-IV, and completion time between the two is 35
days.
5. Activity (g) is the only activity of Group-V, hence the same will be given 8 days.

Therefore, total completion time will be sum of Group-I to Group V above i.e. 75 +
8 + 10 + 35 + 8 = 136 days besides mobilization time of 7 days.

6.3.2 COMPLETION PERIOD


The following table showing no of maximum days allotted for each activity of work.
The figures in the following tables for Group I, II, III, IV & V activities indicate the
number of days unless specified otherwise.

iv) Where it is required to repair fiberglass only under the roof legs the time duration for
repair of one group 20% of legs shall be 3 days. The total time duration for repair of
fiberglass under legs shall be calculated based on the number of groups of legs to be
repaired at 3 days per group. The number of groups of legs shall be decided by the
Superintendent's Representative. This time shall be allowed over and above the time
required for repair of fiberglass at other areas other than that under legs.

v) Time allotted for removal of lining shall be at the rate of 200 sq.m/day.

6.4 NOTES ON COMPLETION PERIOD:

1) Item # 19 includes filling, draining and cleaning of tank after draining.

2) Day(s) definition means calendar day(s) which include all week ends and National
holidays.

3) Item 13(B & C), 15A, 17(B & C) and 18(B & C) includes roof internal and all roof
internal structure.

4) For items 2A & 3 for re-roofing, in the event of Dome roof tank, an additional of 20%
duration shall be allotted.

5) Duration for sweep blasting shall be accounted as 300 Sq.M. per day.

6) In case any specific type or item of work without duration is stipulated in contract,
Supdt., may allot reasonable duration which shall be at his sole discretion.

7) For Group-1 item-1, works per Technical specification 1A of Appendix-B; an additional


20% duration shall be allotted.

8) For Hydrostatic testing of tank, the height of water shall be as recommended by


Inspection & Corrosion section/Operation.

9) Full or partial activities from different groups which could be executed in parallel, shall
be executed accordingly. Such evaluation and decision shall be at the sole discretion of
the Superintendent.

10) Duration of coupons removal, abrasive blasting of Soil Side, welding of coupons &
testing of coupons regardless of tank diameter shall be 5 days. Data sheet shall be
submitted within a week from completion of field work.

11) Completion period for Skirt repair activity including supplying laying, compaction of
Gatch and bitumen mix laying shall be considered 5 days, even if the area to be repaired
is more than 175 sq.m. If area to be repaired is less than 175 sq.m. then completion
period shall be calculated as per item no. 20(A) .

12) Duration for surface preparation, priming and painting including removal and refixing of
floating roof seal steel sheet shall be accounted as 10M2 per day.

13) Duration for removal, surface preparation, priming, painting and refixing of floating roof
support legs shall be accounted as 3 Nos. per day. However, this clause will be applicable
only when legs are removed from position and painted outside the tanks.

14. Duration for Impervious Lining of tank bund wall area shall be 500 Sq.meter/day.
Impervious lining shall be carried out as per KNPC DEP 34.11,DEP 34.11.00.21

15) Following time period shall be considered for the under mentioned activities.

(A) Number & Emblem painting -2 days.


(B) Piping painting -40M2/day.
(C) Approval of Drawings -7 days.

16) Duration for excavation, auguring & back-filling works for C.P. system shall be fourteen
