TheGeneralConferenceoftheInternationalLabourOrganisation,
HavingbeenconvenedatGenevabytheGoverningBodyoftheInternationalLabourOffice,andhavingmetinitsSeventyfifth

NotingtherelevantinternationallabourConventionsandRecommendationsand,inparticular,theSafetyProvisions
(Building)ConventionandRecommendation,1937,theCooperationinAccidentPrevention(Building)Recommendation,
1937,theRadiationProtectionConventionandRecommendation,1960,theGuardingofMachineryConventionand
Recommendation,1963,theMaximumWeightConventionandRecommendation,1967,theOccupationalCancerConvention
andRecommendation,1974,theWorkingEnvironment(AirPollution,NoiseandVibration)ConventionandRecommendation,
1977,theOccupationalSafetyandHealthConventionandRecommendation,1981,theOccupationalHealthServices
ConventionandRecommendation,1985,theAsbestosConventionandRecommendation,1986,andthelistofoccupational
diseasesasrevisedin1980appendedtotheEmploymentInjuryBenefitsConvention,1964,and
Havingdecidedupontheadoptionofcertainproposalswithregardtosafetyandhealthinconstruction,whichisthefourth
itemontheagendaofthesession,and
HavingdeterminedthattheseproposalsshalltaketheformofaninternationalConventionrevisingtheSafetyProvisions
(Building)Convention,1937,
adoptsthistwentiethdayofJuneoftheyearonethousandninehundredandeightyeightthefollowingConvention,whichmay
becitedastheSafetyandHealthinConstructionConvention,1988:
I.SCOPEANDDEFINITIONS
Article1
1.ThisConventionappliestoallconstructionactivities,namelybuilding,civilengineering,anderectionanddismantlingwork,
includinganyprocess,operationortransportonaconstructionsite,fromthepreparationofthesitetothecompletionoftheproject.
2.AMemberratifyingthisConventionmay,afterconsultationwiththemostrepresentativeorganisationsofemployersand
workersconcerned,wheretheyexist,excludefromtheapplicationoftheConvention,orcertainprovisionsthereof,particular
branchesofeconomicactivityorparticularundertakingsinrespectofwhichspecialproblemsofasubstantialnaturearise,on
conditionthatasafeandhealthyworkingenvironmentismaintained.

Article2
ForthepurposeofthisConvention:
(a)Thetermconstructioncovers:
(i)building,includingexcavationandtheconstruction,structuralalteration,renovation,repair,maintenance(including
cleaningandpainting)anddemolitionofalltypesofbuildingsorstructures
(ii)civilengineering,includingexcavationandtheconstruction,structuralalteration,repair,maintenanceanddemolition
of,forexample,airports,docks,harbours,inlandwaterways,dams,riverandavalancheandseadefenceworks,roadsand
highways,railways,bridges,tunnels,viaductsandworksrelatedtotheprovisionofservicessuchascommunications,
drainage,sewerage,waterandenergysupplies
(iii)theerectionanddismantlingofprefabricatedbuildingsandstructures,aswellasthemanufacturingofprefabricated
elementsontheconstructionsite
(b)thetermconstructionsitemeansanysiteatwhichanyoftheprocessesoroperationsdescribedinsubparagraph(a)
abovearecarriedon
(c)thetermworkplacemeansallplaceswhereworkersneedtobeortogobyreasonoftheirworkandwhichareunderthe
controlofanemployerasdefinedinsubparagraph(e)below
(d)thetermworkermeansanypersonengagedinconstruction
(e)thetermemployermeans:
(i)anyphysicalorlegalpersonwhoemploysoneormoreworkersonaconstructionsiteand
(ii)asthecontextrequires,theprincipalcontractor,thecontractororthesubcontractor
(f)thetermcompetentpersonmeansapersonpossessingadequatequalifications,suchassuitabletrainingandsufficient
knowledge,experienceandskillforthesafeperformanceofthespecificwork.Thecompetentauthoritiesmaydefine
appropriatecriteriaforthedesignationofsuchpersonsandmaydeterminethedutiestobeassignedtothem
(g)thetermscaffoldmeansanytemporarystructure,fixed,suspendedormobile,anditssupportingcomponentswhichis
usedforsupportingworkersandmaterialsortogainaccesstoanysuchstructure,andwhichisnota"liftingappliance"as
definedinsubparagraph(h)below
(h)thetermliftingappliancemeansanystationaryormobileapplianceusedforraisingorloweringpersonsorloads
(i)thetermliftinggearmeansanygearortacklebymeansofwhichaloadcanbeattachedtoaliftingappliancebutwhich
doesnotformanintegralpartoftheapplianceorload.
II.GENERALPROVISIONS
Article3
Themostrepresentativeorganisationsofemployersandworkersconcernedshallbeconsultedonthemeasurestobetakentogive
effecttotheprovisionsofthisConvention.
Article4
EachMemberwhichratifiesthisConventionundertakesthatitwill,onthebasisofanassessmentofthesafetyandhealthhazards
involved,adoptandmaintaininforcelawsorregulationswhichensuretheapplicationoftheprovisionsoftheConvention.
Article5
1.ThelawsandregulationsadoptedinpursuanceofArticle4abovemayprovidefortheirpracticalapplicationthroughtechnical
standardsorcodesofpractice,orbyotherappropriatemethodsconsistentwithnationalconditionsandpractice.
2.IngivingeffecttoArticle4aboveandtoparagraph1ofthisArticle,eachMembershallhavedueregardtotherelevantstandards
adoptedbyrecognisedinternationalorganisationsinthefieldofstandardisation.

Measuresshallbetakentoensurethatthereiscooperationbetweenemployersandworkers,inaccordancewitharrangementsto
bedefinedbynationallawsorregulations,inordertopromotesafetyandhealthatconstructionsites.
Article7
Nationallawsorregulationsshallrequirethatemployersandselfemployedpersonshaveadutytocomplywiththeprescribed
safetyandhealthmeasuresattheworkplace.
Article8
1.Whenevertwoormoreemployersundertakeactivitiessimultaneouslyatoneconstructionsite
(a)theprincipalcontractor,orotherpersonorbodywithactualcontroloverorprimaryresponsibilityforoverallconstruction
siteactivities,shallberesponsibleforcoordinatingtheprescribedsafetyandhealthmeasuresand,insofarasiscompatible
withnationallawsandregulations,forensuringcompliancewithsuchmeasures
(b)insofarasiscompatiblewithnationallawsandregulations,wheretheprincipalcontractor,orotherpersonorbodywith
actualcontroloverorprimaryresponsibilityforoverallconstructionsiteactivities,isnotpresentatthesite,heshallnominatea
competentpersonorbodyatthesitewiththeauthorityandmeansnecessarytoensureonhisbehalfcoordinationand
compliancewiththemeasures,asforeseeninsubparagraph(a)above
(c)eachemployershallremainresponsiblefortheapplicationoftheprescribedmeasuresinrespectoftheworkersplaced
underhisauthority.
2.Wheneveremployersorselfemployedpersonsundertakeactivitiessimultaneouslyatoneconstructionsitetheyshallhavethe
dutytocooperateintheapplicationoftheprescribedsafetyandhealthmeasures,asmaybespecifiedbynationallawsor
regulations.
Article9
Thoseconcernedwiththedesignandplanningofaconstructionprojectshalltakeintoaccountthesafetyandhealthofthe
constructionworkersinaccordancewithnationallaws,regulationsandpractice.
Article10
Nationallawsorregulationsshallprovidethatworkersshallhavetherightandthedutyatanyworkplacetoparticipateinensuring
safeworkingconditionstotheextentoftheircontrolovertheequipmentandmethodsofworkandtoexpressviewsontheworking
proceduresadoptedastheymayaffectsafetyandhealth.
Article11
Nationallawsorregulationsshallprovidethatworkersshallhavethedutyto
(a)cooperateascloselyaspossiblewiththeiremployerintheapplicationoftheprescribedsafetyandhealthmeasures
(b)takereasonablecarefortheirownsafetyandhealthandthatofotherpersonswhomaybeaffectedbytheiractsor
omissionsatwork
(c)usefacilitiesplacedattheirdisposalandnotmisuseanythingprovidedfortheirownprotectionortheprotectionofothers
(d)reportforthwithtotheirimmediatesupervisor,andtotheworkers'safetyrepresentativewhereoneexists,anysituation
whichtheybelievecouldpresentarisk,andwhichtheycannotproperlydealwiththemselves
(e)complywiththeprescribedsafetyandhealthmeasures.
Article12
1.Nationallawsorregulationsshallprovidethataworkershallhavetherighttoremovehimselffromdangerwhenhehasgood
reasontobelievethatthereisanimminentandseriousdangertohissafetyorhealth,andthedutysotoinformhissupervisor
immediately.
2.Wherethereisanimminentdangertothesafetyofworkerstheemployershalltakeimmediatestepstostoptheoperationand
evacuateworkersasappropriate.
III.PREVENTIVEANDPROTECTIVEMEASURES

Article13
SAFETYOFWORKPLACES
1.Allappropriateprecautionsshallbetakentoensurethatallworkplacesaresafeandwithoutriskofinjurytothesafetyandhealth
ofworkers.
2.Safemeansofaccesstoandegressfromallworkplacesshallbeprovidedandmaintained,andindicatedwhereappropriate.
3.Allappropriateprecautionsshallbetakentoprotectpersonspresentatorinthevicinityofaconstructionsitefromallriskswhich
mayarisefromsuchsite.
Article14
SCAFFOLDSANDLADDERS
1.Whereworkcannotsafelybedoneonorfromthegroundorfrompartofabuildingorotherpermanentstructure,asafeand
suitablescaffoldshallbeprovidedandmaintained,orotherequallysafeandsuitableprovisionshallbemade.
2.Intheabsenceofalternativesafemeansofaccesstoelevatedworkingplaces,suitableandsoundladdersshallbeprovided.They
shallbepropertysecuredagainstinadvertentmovement.
3.Allscaffoldsandladdersshallbeconstructedandusedinaccordancewithnationallawsandregulations.
4.Scaffoldsshallbeinspectedbyacompetentpersoninsuchcasesandatsuchtimesasshallbeprescribedbynationallawsor
regulations.
Article15
LIFTINGAPPLIANCESANDGEAR
1.Everyliftingapplianceanditemofliftinggear,includingtheirconstituentelements,attachments,anchoragesandsupports,shall
(a)beofgooddesignandconstruction,soundmaterialandadequatestrengthforthepurposeforwhichtheyareused
(b)beproperlyinstalledandused
(c)bemaintainedingoodworkingorder
(d)beexaminedandtestedbyacompetentpersonatsuchtimesandinsuchcasesasshallbeprescribedbynationallawsor
regulationstheresultsoftheseexaminationsandtestsshallberecorded
(e)beoperatedbyworkerswhohavereceivedappropriatetraininginaccordancewithnationallawsandregulations.
2.Nopersonshallberaised,loweredorcarriedbyaliftingapplianceunlessitisconstructed,installedandusedforthatpurposein
accordancewithnationallawsandregulations,exceptinanemergencysituationinwhichseriouspersonalinjuryorfatalitymay
occur,andforwhichtheliftingappliancecanbesafelyused.
Article16
TRANSPORT,EARTHMOVINGANDMATERIALSHANDLINGEQUIPMENT
1.Allvehiclesandearthmovingormaterialshandlingequipmentshall
(a)beofgooddesignandconstructiontakingintoaccountasfaraspossibleergonomicprinciples
(b)bemaintainedingoodworkingorder
(c)beproperlyused
(d)beoperatedbyworkerswhohavereceivedappropriatetraininginaccordancewithnationallawsandregulations.
2.Onallconstructionsitesonwhichvehicles,earthmovingormaterialshandlingequipmentareused
(a)safeandsuitableaccesswaysshallbeprovidedforthemand
(b)trafficshallbesoorganisedandcontrolledastosecuretheirsafeoperation.

PLANT,MACHINERY,EQUIPMENTANDHANDTOOLS
1.Plant,machineryandequipment,includinghandtools,bothmanualandpowerdriven,shall
(a)beofgooddesignandconstruction,takingintoaccountasfaraspossibleergonomicprinciples
(b)bemaintainedingoodworkingorder
(c)beusedonlyforworkforwhichtheyhavebeendesignedunlessauseoutsidetheinitialdesignpurposeshasbeenassessed
byacompetentpersonwhohasconcludedthatsuchuseissafe
(d)beoperatedbyworkerswhohavereceivedappropriatetraining.
2.Adequateinstructionsforsafeuseshallbeprovidedwhereappropriatebythemanufacturerortheemployer,inaform
understoodbytheusers.
3.Pressureplantandequipmentshallbeexaminedandtestedbyacompetentpersonincasesandattimesprescribedbynational
lawsorregulations.
Article18
WORKATHEIGHTSINCLUDINGROOFWORK
1.Wherenecessarytoguardagainstdanger,orwheretheheightofastructureoritsslopeexceedsthatprescribedbynationallaws
orregulations,preventivemeasuresshallbetakenagainstthefallofworkersandtoolsorotherobjectsormaterials.
2.Whereworkersarerequiredtoworkonornearroofsorotherplacescoveredwithfragilematerial,throughwhichtheyareliable
tofall,preventivemeasuresshallbetakenagainsttheirinadvertentlysteppingonorfallingthroughthefragilematerial.
Article19
EXCAVATIONS,SHAFTS,EARTHWORKS,UNDERGROUNDWORKSANDTUNNELS
Adequateprecautionsshallbetakeninanyexcavation,shaft,earthworks,undergroundworksortunnel
(a)bysuitableshoringorotherwisetoguardagainstdangertoworkersfromafallordislodgementofearth,rockorother
material
(b)toguardagainstdangersarisingfromthefallofpersons,materialsorobjectsortheinrushofwaterintotheexcavation,
shaft,earthworks,undergroundworksortunnel
(c)tosecureadequateventilationateveryworkplacesoastomaintainanatmospherefitforrespirationandtolimitany
fumes,gases,vapours,dustorotherimpuritiestolevelswhicharenotdangerousorinjurioustohealthandarewithinlimits
laiddownbynationallawsorregulations
(d)toenabletheworkerstoreachsafetyintheeventoffire,oraninrushofwaterormaterial
(e)toavoidrisktoworkersarisingfrompossibleundergrounddangerssuchasthecirculationoffluidsorthepresenceof
pocketsofgas,byundertakingappropriateinvestigationstolocatethem.
Article20
COFFERDAMSANDCAISSONS
1.Everycofferdamandcaissonshallbe
(a)ofgoodconstructionandsuitableandsoundmaterialandofadequatestrength
(b)providedwithadequatemeansforworkerstoreachsafetyintheeventofaninrushofwaterormaterial.
2.Theconstruction,positioning,modificationordismantlingofacofferdamorcaissonshalltakeplaceonlyundertheimmediate
supervisionofacompetentperson.
3.Everycofferdamandcaissonshallbeinspectedbyacompetentpersonatprescribedintervals.

WORKINCOMPRESSEDAIR

1.Workincompressedairshallbecarriedoutonlyinaccordancewithmeasuresprescribedbynationallawsorregulations.
2.Workincompressedairshallbecarriedoutonlybyworkerswhosephysicalaptitudeforsuchworkhasbeenestablishedbya
medicalexaminationandwhenacompetentpersonispresenttosupervisetheconductoftheoperations.
Article22
STRUCTURALFRAMESANDFORMWORK
1.Theerectionofstructuralframesandcomponents,formwork,falseworkandshoringshallbecarriedoutonlyunderthe
supervisionofacompetentperson.
2.Adequateprecautionsshallbetakentoguardagainstdangertoworkersarisingfromanytemporarystateofweaknessor
instabilityofastructure.
3.Formwork,falseworkandshoringshallbesodesigned,constructedandmaintainedthatitwillsafelysupportallloadsthatmay
beimposedonit.
Article23
WORKOVERWATER
Whereworkisdoneoverorincloseproximitytowaterthereshallbeadequateprovisionfor
(a)preventingworkersfromfallingintowater
(b)therescueofworkersindangerofdrowning
(c)safeandsufficienttransport.
Article24
DEMOLITION
Whenthedemolitionofanybuildingorstructuremightpresentdangertoworkersortothepublic
(a)appropriateprecautions,methodsandproceduresshallbeadopted,includingthoseforthedisposalofwasteorresidues,in
accordancewithnationallawsorregulations
(b)theworkshallbeplannedandundertakenonlyunderthesupervisionofacompetentperson.
Article25
LIGHTING
Adequateandsuitablelighting,includingportablelightingwhereappropriate,shallbeprovidedateveryworkplaceandanyother
placeontheconstructionsitewhereaworkermayhavetopass.
Article26
ELECTRICITY
1.Allelectricalequipmentandinstallationsshallbeconstructed,installedandmaintainedbyacompetentperson,andsousedasto
guardagainstdanger.
2.Beforeconstructioniscommencedandduringtheprogressthereofadequatestepsshallbetakentoascertainthepresenceofand
toguardagainstdangertoworkersfromanyliveelectricalcableorapparatuswhichisunder,overoronthesite.
3.Thelayingandmaintenanceofelectricalcablesandapparatusonconstructionsitesshallbegovernedbythetechnicalrulesand
standardsappliedatthenationallevel.
Article27
EXPLOSIVES
Explosivesshallnotbestored,transported,handledorusedexcept
(a)underconditionsprescribedbynationallawsorregulationsand

Article28
HEALTHHAZARDS
1.Whereaworkerisliabletobeexposedtoanychemical,physicalorbiologicalhazardtosuchanextentasisliabletobedangerous
tohealth,appropriatepreventivemeasuresshallbetakenagainstsuchexposure.
2.Thepreventivemeasuresreferredtoinparagraph1aboveshallcomprise
(a)thereplacementofhazardoussubstancesbyharmlessorlesshazardoussubstanceswhereverpossibleor
(b)technicalmeasuresappliedtotheplant,machinery,equipmentorprocessor
(c)whereitisnotpossibletocomplywithsubparagraphs(a)or(b)above,othereffectivemeasures,includingtheuseof
personalprotectiveequipmentandprotectiveclothing.
3.Whereworkersarerequiredtoenteranyareainwhichatoxicorharmfulsubstancemaybepresent,orinwhichtheremaybean
oxygendeficiency,oraflammableatmosphere,adequatemeasuresshallbetakentoguardagainstdanger.
4.Wasteshallnotbedestroyedorotherwisedisposedofonaconstructionsiteinamannerwhichisliabletobeinjurioustohealth.
Article29
FIREPRECAUTIONS
1.Theemployershalltakeallappropriatemeasuresto
(a)avoidtheriskoffire
(b)combatquicklyandefficientlyanyoutbreakoffire
(c)bringaboutaquickandsafeevacuationofpersons.
2.Sufficientandsuitablestorageshallbeprovidedforflammableliquids,solidsandgases.
Article30
PERSONALPROTECTIVEEQUIPMENTANDPROTECTIVECLOTHING
1.Whereadequateprotectionagainstriskofaccidentorinjurytohealth,includingexposuretoadverseconditions,cannotbe
ensuredbyothermeans,suitablepersonalprotectiveequipmentandprotectiveclothing,havingregardtothetypeofworkand
risks,shallbeprovidedandmaintainedbytheemployer,withoutcosttotheworkers,asmaybeprescribedbynationallawsor
regulations.
2.Theemployershallprovidetheworkerswiththeappropriatemeanstoenablethemtousetheindividualprotectiveequipment,
andshallensureitsproperuse.
3.Protectiveequipmentandprotectiveclothingshallcomplywithstandardssetbythecompetentauthoritytakingintoaccountas
faraspossibleergonomicprinciples.
4.Workersshallberequiredtomakeproperuseofandtotakegoodcareofthepersonalprotectiveequipmentandprotective
clothingprovidedfortheiruse.
Article31
FIRSTAID
Theemployershallberesponsibleforensuringthatfirstaid,includingtrainedpersonnel,isavailableatalltimes.Arrangements
shallbemadeforensuringtheremovalformedicalattentionofworkerswhohavesufferedanaccidentorsuddenillness.
Article32
WELFARE
1.Atorwithinreasonableaccessofeveryconstructionsiteanadequatesupplyofwholesomedrinkingwatershallbeprovided.

(a)sanitaryandwashingfacilities
(b)facilitiesforchangingandforthestorageanddryingofclothing
(c)accommodationfortakingmealsandfortakingshelterduringinterruptionofworkduetoadverseweatherconditions.
3.Menandwomenworkersshouldbeprovidedwithseparatesanitaryandwashingfacilities.
Article33
INFORMATIONANDTRAINING
Workersshallbeadequatelyandsuitably
(a)informedofpotentialsafetyandhealthhazardstowhichtheymaybeexposedattheirworkplace
(b)instructedandtrainedinthemeasuresavailableforthepreventionandcontrolof,andprotectionagainst,thosehazards.
Article34
REPORTINGOFACCIDENTSANDDISEASES
Nationallawsorregulationsshallprovideforthereportingtothecompetentauthoritywithinaprescribedtimeofoccupational
accidentsanddiseases.
IV.IMPLEMENTATION
Article35
EachMembershall
(a)takeallnecessarymeasures,includingtheprovisionofappropriatepenaltiesandcorrectivemeasures,toensurethe
effectiveenforcementoftheprovisionsoftheConvention
(b)provideappropriateinspectionservicestosupervisetheapplicationofthemeasurestobetakeninpursuanceofthe
Conventionandprovidetheseserviceswiththeresourcesnecessaryfortheaccomplishmentoftheirtask,orsatisfyitselfthat
appropriateinspectioniscarriedout.
V.FINALPROVISIONS
Article36
ThisConventionrevisestheSafetyProvisions(Building)Convention,1937.
Article37
TheformalratificationsofthisConventionshallbecommunicatedtotheDirectorGeneraloftheInternationalLabourOfficefor
registration.
Article38
1.ThisConventionshallbebindingonlyuponthoseMembersoftheInternationalLabourOrganisationwhoseratificationshave
beenregisteredwiththeDirectorGeneral.
2.ItshallcomeintoforcetwelvemonthsafterthedateonwhichtheratificationsoftwoMembershavebeenregisteredwiththe
DirectorGeneral.
3.Thereafter,thisConventionshallcomeintoforceforanyMembertwelvemonthsafterthedateonwhichitsratificationhasbeen
registered.
Article39
1.AMemberwhichhasratifiedthisConventionmaydenounceitaftertheexpirationoftenyearsfromthedateonwhichthe
Conventionfirstcomesintoforce,byanactcommunicatedtotheDirectorGeneraloftheInternationalLabourOfficefor
registration.Suchdenunciationshallnottakeeffectuntiloneyearafterthedateonwhichitisregistered.

2.EachMemberwhichhasratifiedthisConventionandwhichdoesnot,withintheyearfollowingtheexpirationoftheperiodof
tenyearsmentionedintheprecedingparagraph,exercisetherightofdenunciationprovidedforinthisArticle,willbeboundfor
anotherperiodoftenyearsand,thereafter,maydenouncethisConventionattheexpirationofeachperiodoftenyearsunderthe
termsprovidedforinthisArticle.
Article40
1.TheDirectorGeneraloftheInternationalLabourOfficeshallnotifyallMembersoftheInternationalLabourOrganisationofthe
registrationofallratificationsanddenunciationscommunicatedtohimbytheMembersoftheOrganisation.
2.WhennotifyingthemembersoftheOrganisationoftheregistrationofthesecondratificationcommunicatedtohim,the
DirectorGeneralshalldrawtheattentionoftheMembersoftheOrganisationtothedateuponwhichtheConventionwillcomeinto
force.
Article41
TheDirectorGeneraloftheInternationalLabourOfficeshallcommunicatetotheSecretaryGeneraloftheUnitedNationsfor
registrationinaccordancewithArticle102oftheCharteroftheUnitedNationsfullparticularsofallratificationsandactsof
denunciationregisteredbyhiminaccordancewiththeprovisionsoftheprecedingArticles.
Article42
AtsuchtimesasitmayconsidernecessarytheGoverningBodyoftheInternationalLabourOfficeshallpresenttotheGeneral
ConferenceareportontheworkingofthisConventionandshallexaminethedesirabilityofplacingontheagendaoftheConference
thequestionofitsrevisioninwholeorinpart.
Article43
1.ShouldtheConferenceadoptanewConventionrevisingthisConventioninwholeorinpart,then,unlessthenewConvention
otherwiseprovides
(a)theratificationbyaMemberofthenewrevisingConventionshallipsojureinvolvetheimmediatedenunciationofthis
Convention,notwithstandingtheprovisionsofArticle39above,ifandwhenthenewrevisingConventionshallhavecomeinto
force
(b)asfromthedatewhenthenewrevisingConventioncomesintoforcethisConventionshallceasetobeopentoratification
bytheMembers.
2.ThisConventionshallinanycaseremaininforceinitsactualformandcontentforthoseMemberswhichhaveratifieditbut
havenotratifiedtherevisingConvention.

TheEnglishandFrenchversionsofthetextofthisConventionareequallyauthoritative.
