1. SCOPE
This document describes the rigging and lifting procedure to be used by IMCO
Engineering & Construction Company W.L.L. (hereinafter called as IMCO) and all
subcontractors during the preparation and construction of all process plants, general
facilities, storage and handling facilities, utilities and other services for off plot activities
and demobilization relevant to construction site. This procedure is specific to the
construction, pre-commissioning and demobilization phases of the site and temporary
site.
This procedure shall be distributed to all organizations engaged in the works at site
and temporary site.
Terms and definitions specific of the current scope are the following;
Site: means the area of the project site as designated by the client.
Temporary site: means the remote facility operated by IMCO for support of the site
Subcontractor: means the entity engaged to perform the construction and pre-
commissioning activities.
Tandem lift: Described as a lift whereby 2 cranes of equal or varied capacity take an
equal proportion of a load being lifted 50:50 ratio. Both cranes work at putting in place
the equipment/part.
Dual lift: Described as a lift where by 2 cranes of equal or varied capacity take an
unequal proportion of a load being lifted. As example a 70% - 30%, top and tail
configuration. Even if two cranes are used, only 1 actually puts in place the
equipment/part, in that the 2nd crane only tails.

4. PURPOSE
The purpose of this procedure is to provide guidelines for the operation of lifting and
rigging within the site & temporary site.
This procedure is to establish, implement and verify the standard safe working
practices in utilizing lifting equipment in all areas that under Client and IMCO
jurisdiction.
The mandatory requirements and recommendation for the safe utilization of all
lifting equipment operating in all areas under the jurisdiction of Client, IMCO and
sub-contractors within the state of Qatar.
5. RESPONSIBILITIES
In support of the site and temporary site rigging and lifting procedure, the positions
identified within section 5 shall have responsibility as identified in the
QA/IMCO/HSE/QT-001 HSE Manual.
The Project manager shall display personal commitment to the HSE management
system through obvious site actions related to the safety of the personnel on the
project, and through support of the HSE manager.
Ensure that the requirements of the rigging and lifting procedure are adhered
to on site & temporary site.
Ensure the implementation and adherence to this rigging and lifting procedure
report violations and/or noncompliance issues to project management for
immediate corrective action.
Assist the site manager in the general supervision of the HSE program.
Audit and control of due implementation of the cranes & lifting operation
procedure.
Conduct frequent inspection on site, related to rigging and lifting procedure
and direct appropriate corrective action.
Prepare inspection reports for the site manager for his review and action.
Ensure the requirements of the rigging and lifting procedure are cascaded to
vendors and subcontractors.
Shall ensure that all employees adhere to the requirements of this procedure and
take immediate corrective actions in case of unsafe situations noted during
inspections.
In particular subcontractors are to ensure their compliance with the rigging and
lifting procedure.
Where heavy or critical lifts are involved, IMCO shall designate a project rigging
engineer (PRE) who is responsible for:
Where a JHA indicates that a complicated lift requires 2 cranes, the PRE shall be
designated.
For every lifting/hauling operation IMCO shall ensure that one person, the PIC is
to have overall control on behalf of the organization conducting the operation to
ensure the implementation of the safe system of work. That person must be
available on site during the operation he/she controls. The PIC must have
adequate training and experience to carry out these duties competently. A person
qualified as a competent person rigger would meet the criteria to function as a PIC
for a light lift. For a medium, heavy or critical lift, the PIC should be an IMCO
employee, and meet the client criteria for a PRE. The PIC may have other duties,
but may not be the crane operator for that operation.
For general lifting and rigging operations subcontractors shall appoint a CPR who
shall;
Ensure that the rigging equipment and materials have the required capacity
for the job and that all items are in good condition.
Ensure that the rigging equipment and materials are current (inspection is up
to date).
Ensure that the rigging equipment and materials are properly used.
Verify that rigging equipment and material are in compliance with this
procedure.
If working with cranes or load, confirm that the load path is clear of personnel
and obstacles.
5.7 Operator
IMCO shall provide evidence that crane operators meet minimum job qualifications
including specific physical requirements, and demonstrate the knowledge and
practical skills required to safely and proficiently operate the crane(s) and heavy
lift equipment to which they are assigned. Such evidence shall consist of a
competence-based qualification program and registration scheme for crane
operators.
This scheme shall be submitted to client for approval not less than fourteen (14)
days prior to mobilizing any heavy lifting cranes to the site or temporary site.
Crane operators shall be in possession of a valid certification or registration
document, which is available for clients inspection. A crane includes not only
conventional cranes but also alternate lifting systems.
Subcontractors shall designate a CPR to have overall control for all lifting not less
than fourteen (14) days prior to conducting any heavy lifting rigging operations on
the site or temporary site. The CPR shall be onsite at all times during heavy lift
rigging operations. The individual may be a working foreman or supervisor. A CPR
must be present to review rigging activities being performed for all daily routine
light and medium lifts.
Valid rigging training certification from the National Center for Construction,
Education & Resources (NCCER) U.S.A.
Valid Rigging Training certification from the Construction Industries Training
Board (CITB) U.K.
Other documentation or work history that demonstrates the individuals
knowledge, practical skills and experience to execute rigging operations.
IMCO shall consider a lifting device as any machine or equipment used to lift a
load from its supporting surface. Such devices include, but are not limited to, the
following; crane, hoist, hoisting system, chain fall, come-along, hydraulic or
mechanical jack, monorail hoist, gantry crane, levers, pulley system, air bag jack,
strand lift system. The term crane includes not only conventional cranes, but also
other forms of lifting devices such as derricks, gin poles, strand jack systems,
lattice lifting gantries, and jacking systems & telescoping gantries.
All lifting equipment and all parts and working gear thereof, both fixed and mobile
shall be of good construction, sound material and free from defects and shall be
maintained and operated to comply with Client standards particularly the Client
Lifting Equipment Technical Regulations. IMCO is hereby referred to the technical
regulations for details of the requirements in this section.
IMCO will ensure that all lifting equipment and lifting equipment personnel are
certified by a Client approved certification authority before work
commencement of lifting operations and such lifting equipment shall be
inspected/re-inspected and certified at regular intervals. Certificates shall be
approved by Client Facilities Integrity division of the Corporate HSE Support
department (STI) in compliance with the lifting regulations

IMCO has responsible to ensure that a lifting appliance shall not be used
under weather, wind speed and sea conditions likely to endanger its
stability or to endanger any person, vessel or installation.
This section specifies the minimum requirements for the execution of critical lifts.
Lifting operations are classified as critical if any one of the following conditions
applies:
Any load dimension exceeds 12 metres or the load is of a complex shape where
the COG is difficult to ascertain.
Lifts that exceed 50 tonnes in weight.
Lifts which exceed 30 metres in height.
Lifts which require full boom extension or maximum radius.
Lifts requiring use of more than one crane simultaneously.
Lifts where the equipment/load consists of thin/fragile members susceptible to
deformation during lifting.
Lifts where the crane footprint is in operational facilities.
Personnel lifts, lifts over pipelines, near overhead electric power lines, where
lifting operation can endanger the safety of the plant or crane.
Lifts where safety of personnel and equipment are at risk, which is a concern
raised by any responsible authorities.
Lifts occurring during the assembly or disassembly of large cranes are not exempt
from the requirements of this procedure and must be categorized, planned,
approved and executed according to the category in which they fall, as in any
other lift.
NOTE:
IMCO shall not allow a load on a crane to more than 100% of the rated chart
capacity without the prior written permission of the crane manufacturer.
All lifting equipment and all parts and working gear thereof, both fixed and mobile
shall be of good construction, sound material and free from defects and shall be
maintained and operated to comply with Client standards.
Ensure that all lifting operators, competent rigger/slinger, lifting equipment and
accessories are having valid third party certificate
If the lifting equipment will be used in the plant area, ensure that spark arrester
is available at the muffler and only diesel driven are allowed to work inside the
plant
Prior to commence the work, the area or location shall be inspected for the
positioning of the crane
Work permit has to be issued and approved whenever applicable before any
lifting operations
Atmospheric / weather conditions should be checked if it suitable. Lifting during
sand storm and wind velocity above 15.5 knots should not be done
Operations and safety meetings should be conducted to all involved personnel
as to the tasks and procedures to follow. This meeting should be conducted prior
to all new lifts and if newly assigned personnel join the operations
If the area of lifting equipment is soft for the outrigger, use metal plate for the
stability of the crane.
No one shall pass beneath the hook when any load is on the hook
Crane booms should never be operated near high tension power lines if it can
be avoided. If work must be done in their vicinity, effort should first be made to
have the power lines de-energized before starting work
When lifting a critical load, the outriggers shall be set on all sides since if the
load is dropped, the kickback may tip the crane backwards
Fully extend the outriggers horizontally
Whenever a load a load strikes the boom or the boom strikes an object, the
boom shall be lowered immediately and carefully examined for bent or damaged
members. Keep the space between the load and the boom
Be sure to confirm the danger angle, in some cases the crane will be overturned
without load if long boom will be used
Nobody should be allowed to enter the working area without the authority from
the signalman
Before backing up, make sure no one is behind the crane, use signalman when
you cant see the route
Use tag lines to control all loads
Rigger / slinger must position in full view of the operator and if using hand
signals close enough for the signal to be seen clearly
Ensure that only one signalman is designated to the operator to avoid confusion
Do not lift loads when winds create an unsafe or hazardous condition. Booms
should be lowered if possible under high wind condition
IMCO and or subcontractors shall provide warning signs of NO ENTRY and safety
barricading. The strength of the road and any obstacles on the route of the crane
shall be checked. The road shall be reinforced and obstacles removed when
required and reinstalled after work completion.
The strength of the ground where the crane is to be placed shall be examined. If
necessary, reinforcements, such as installation of steel plate or wooden mats shall
be made.
A foreman and signalman shall be assigned for each erection at site and
temporary site under an operating system established for the work. The
signalman shall stand where he can observe the erection operation and be
clearly visible to the crane operator during the crane work. A uniform signal
system shall be used with flags, transceivers, and whistles for signaling.
The capacity of the crane to be used for erection shall be determined after
careful consideration and calculations. Total lifting weights and the centre of
gravity of the equipment to be erected shall be carefully rechecked before
commencing erection work. Before starting the work, the condition and
functioning of the brakes, limit switches, over-load preventing devices, wire
ropes, and lifting devices shall be checked and inspected, and other lifting
devices shall first be operated on a trial basis without a load.
As a preliminary check, the equipment to be erected shall be lifted and held
10 centimeters from the ground. In this state, all elements shall be checked
and inspected to see if they are functioning properly. If risky conditions are
detected, the lifting work shall stop immediately.
Lifting work shall not be carried out during bad weather, such as strong
winds or rain.
All cranes and winches shall be tested and inspected regularly. Cranes or
winches shall be locked or brake applied when not in operation.
The lifting weight shall be the total weight of the equipment or materials,
crate, and lifting tackle.
Ropes shall be of good quality, free from rust, corrosion, and deformation.
All wire shall be carefully checked for suitability prior the use. Wire rope
shall be replaced when either of the following critical conditions is observed.
Quantity of broken wires exceeds 10 percent of the total in one strand, or
there is a reduction in diameter which exceeds 7 percent of the original
diameter.
Materials shall be secured by at least two (2) slings, and the sling
angle shall not exceed 60 degrees.
Padding shall be provided at sharp edges of materials to be lifted to
prevent the ropes and slings from being damaged or cut.
A guy rope shall be provided for extra long or unstable special
materials to be lifted.
The hook shall be placed above the centre of gravity of the material
to be lifted. When the centre of gravity is above the centre of the list
or not in the middle of the material, special precautions shall be taken
to prevent swinging, slipping, or falling.
Working under materials or equipment being lifted or riding on
materials or equipment while being lifted shall be prohibited.
Lifting ropes and slings shall not be removed until confirming that the
lifted material is stable.
8. RECORDS
IMCO and or subcontractor shall maintain detailed records in relation to all lifting
equipment, as detailed in the safety and security regulations.
