National Moot Court Competition
Petru Maior University of Trgu Mure

Introduction

ELSA Trgu Mure through the Academic Activities Department, submitted an application towards
ELSA Romnia to organize the next edition of the National Moot Court Competition (NMCC) and was given the
approval. This event will focus on the field of European Law, and is planned to be held in partnership with Petru
Maior University of Trgu Mure.
A National Moot Court Competition (NMCC) is an ideal event for putting into practice the knowledge
acquired during university sudies, stimulating future lawyers to prepare themselves for their future.
The period in which the competition will be held is March 11, 2016 - March 13, 2016, and the project
preparation time will be between October 1, 2015 and March 11, 2016.
The locations where the National Moot Court Competition (NMCC) will take place are at Petru
Maior University of Trgu Mure and the Trgu Mure Court of Appeal, both situated in Trgu Mure , from
the Mures County, in the state of Romania.
As a specific objective, the NMCC aims to provide an ideal setting in which young lawyers have the
opportunity to assert themselves, learn from specialists, their colleagues and from their own experience, thus
developing professionally, and introducing students to the legal environment where they can deepen the legal
knowledge.
Therefore, the target group that ELSA Trgu Mures NMCC focuses on is the law students whom we
are creating opportunities for, so that they can implement the theory studied in Law universities and socially
interact.
The Academic Activities department is in charge of organizing the NMCC 2016.
The National Moot Court Competition is a step forward in terms of fulfilling the vision of ELSA: A
just world in which human dignity and cultural diversity are respected. This competition provides the
opportunity to live the experiences of a practitioner of law, contributing to the evolution of university students in
in their legal education.
The competition has two stages: teams consisting of two students will prepare a memorandum based
on fictitious causes, and then the members will plead in front of a jury made up of legal practitioners, judges,
lawyers and scholars in law. They will decide after a fixed number of rounds both the winning team and the best
barrister. Teams will have to carry forth the cause, in turns, according to a draw. At the end, the final will take
place between the two best teams.
This contest has become over the years a symbol of academic excellence, bringing together teams of
students from all over the country, improving their academic experience.

Presentation of ELSA and ELSA Targu

Mures
ELSA ("The European Law Students ' Association " ) was founded on 4 May 1981 in Vienna by a
group of students from Poland, Austria, Hungary and West Germany. The basic idea was to promote international
links and mutual understanding among law students on both sides of the Iron Curtain.
ELSA Romania was founded in 1990 and in 1993 became a full member of ELSA International.
ELSA Romania is the only association of law students working at the national level, bringing together
approximately 1000 members in Brasov, Bucharest, Cluj-Napoca, Constanta, Craiova, Galati, Iasi, Oradea, Sibiu,
Suceava, Trgu Mure, and Timisoara.
The European Law Students Association - ELSA Romania is organized in Local Groups with its own
legal personality and administrative and financial autonomy.
ELSA Trgu Mure is a local group from the ELSA newtwork that exists in Romania since 20th of May
2013 and has had a rapid but proffesional development. The desire and efforts to enrich the legal experience for
the students of Petru Maior University of Trgu Mure and even students from other universities in Romania
have resulted in seminars, conferences, MCC-es, lectures, internships, and training sessions, events to put into
practice the information provided by teachers so that the students may start their training as future lawyers and
broaden their horizons.
The result of the experience of our past generations and their permanent support, as well as our
organizations large number of members, combined with a continuous quality improvement has led us to hold a
numerous series of events. The current Local Board has turned to be ambitious and responsible, working
efficiently, coordinating and permanently supervising all the planned tasks.
During the past two years, ELSA Trgu Mure has achieved numerous events dedicated to improving
the juridical knowledge of law students. Among the highlights we include: The National Conference" with the
theme "Public Security Versus Individual Rights", Juridical Perspectives " Psychology of Crime and Criminals",
Lawyers at Work on "Lawyer in USA", "The Profession of the Mediator" and "The Intern", MCC-es in a few law
areas like: Human Rights, the European Union Law, Criminal Law, and International Commercial Arbitration,
Juridical Caf Protection of Personal Data ", visits to the Institutional Prison and at the Local Police, Study -
Visits with the local group ELSA Sibiu and last but not least a Training on " Postuniversitaria" program (which
offers practice places and law firms to law students as part of an administrative or juridical institution).
In order to provide law students, through our association, more development opportunities we seek to
carry out our projects with tact and upmost quality. In this regard, we began to complete the necessary procedures
in order to obtain a grant from the Konrad Adenauer Stiftung program as our local funding is maintained by the
monthly fee our members pay to support the association which is 8 RON/member, from a total of 67 members.
Thus, seeing as we have numerous projects our funding is distributed and doesnt suffice for the budget we
estimated for our NMCC.

Motivation for the project

ELSA Trgu Mure, through the Department of Academic Activities, has the honor of organizing this
year's National Moot Competition on Human Rights, which will be held from the 11th to 13th of May 2016. The
contest will be attended by teams from 13 Local Groups, more exactly cities where ELSA groups exist from the
ELSA Romania network: Arad, Brasov, Bucharest, Cluj-Napoca, Constanta, Craiova, Galati, Iasi, Oradea, Sibiu,
Suceava, Timisoara, Trgu Mure. The selection of the teams will be based on a contest of simulated trials
conducted locally by each Vice-President of Academic Activities in its local group on the same theme, European
Law, as a result the teams which achieve first place in local stages in each city will be eligible to participate in
the national competition, hosted this year by ELSA Trgu Mure.
In this project the competitors must be students from years II, III and IV of the law universities and, as
an observer, the event is opened to anyone who is interested in seeing how the event is held.
The purpose of this event is to give students and future lawyers the opportunity to put into practice the
theoretical knowledge acquired in courses through the opportunity to plead before a panel of judges, including
judges of the Court of Appeal Trgu Mure, as well as facing the veracity of the trial of pleading in a courtroom,
the chance to wear lawyer robes and tasting the emotions in the role of a lawyer and also involving the use of
rhetoric, mimic, confidence and flexibility.
If, in general, MCC-es aim to familiarize students with the legal environment, to help them reach
performance and deepen the subjects, this competition, being carried out nationally, adds the strife between
students from different universities of law in Romania. We work to prepare the future lawyers on how to confront
the reality of this area of work and hope to contribute to their maturing process, so that they are formed both as
professionals and as people.
Given that ELSA Trgu Mure will ogranize for the first time a NMCC without having partnerships
with other local groups, we are confident in our young and fresh strength. Our new Local Board comes with
incredible force of change, development, and momentum that will give us motivation and ambition to become an
impossible group to overlook.
In this regard, we request the support of an association so important like Konrad Adenauer Stiftung in
order to lead to a good result of our national project. The Konrad Adenauer Stiftung association can propel us on
unprecedented heights as ELSA Trgu Mure undertakes the responsibility not to lower the standards imposed
by you.
