Ensuring that school management committees, and block and district officials understand the extent and
quality of school WASH facilities in each of the 20 targeted schools.
Ensuring that the School Management Committees and principals will use their WASH Action Plans to
lobby their Panchayat Raj Institution (local government) members for additional financial support,
particularly where minor works capital works are required.
Manage project related administrative part such as staff, assets, reports, documentation, financial and
procurement related responsibilities etc
Ensure that weekly and monthly activity plans are prepared, consolidated and shared with Plan India and
SBMA management

b. Documentation officer:
Prepare assessment tools, review filled questioner and record information in project MIS
Prepare project report as per requirement of the project (weekly/monthly/quarterly/half yearly and annual
progress reports)
Conduction of monitoring visits of schools, record the progress and gaps, prepare report and share with line
management for further actions
Documentation of best practices as case studies and share with project coordinator
c. Hygiene Promoters:
Start-ups and regular meetings/interactions with school administration, children and school management
committees
Formation of Children wash club and ensure their active engagement in school wash project and involve
them in innovative and creative activities such as painting, creating dramas, puppet shows, theatre,
competitions etc
Monitor the changes in practices and behaviour and record/report the same
Building the capacity of teachers and community representatives on water & environment sanitation
issues
Conduction of various awareness activities at school level by using hygiene promotion materials and other
IEC activities.
Development of school wash plans and quarterly review of these plans with active engagement of children
wash club, school management committee and school administration
Closely work with girls and encourage them to become a leader of school wash club
Conduct regular & special school level sessions on menstrual hygiene management with adolescent girls.
Supervision of construction related activities in terms of quantity and quality and ensure timely completion
of the project activities as per the monthly plans.
Educational qualification: Minimum Intermediate with 3 years working experience in NGOs, priority will
be given to the candidates who have worked with schools
The Project Co ordinator will support NGOs on organic millet cultivation, processing, and
market linkages.

National Health Mission (NHM) is the umbrella programme of the Ministry of Health &
Family Welfare, Govt. Of India to provide universal access to equitable, affordable and
quality health care which is accountable at the same time responsive to the needs of the
people, reduction of child and maternal deaths as well as population stabilization, gender
and demographic balance.
Developing strategies for effective Community Mobilization under NHM.
Supporting the ASHA Program, VHSN, RKS, CAH activities in the state.
Guiding states in preparation of State Program Implementation plan (PIP), especially in
the context of community processes and related activities under NHM.
Monitoring Behaviour Change Communication (BCC) strategies and extending
technical guidance for effective implementation of BCC activities in the state.
Supporting NE states in designing training strategies for imparting training to the PRI /
RKS / VHSNC
Any other tasks as assigned by Director, RRC NE from time to time.

Reproductive, Maternal, Neonatal, Child Health and Adolescent Health (RMNCH+A) program
was introduced in Odisha since April 2013 as part of NHM Phase II program. The RMNCH+A
program adopts life cycle/ continuum of care approach as a major strategy. The Global Call To
Action for child survival nationally launched in January 2013 has given strong impetus to
accelerate the objectives of the RMNCH+A program. Odishas continuing high maternal
mortality ratio (MMR 222/100,000), very high newborn mortality rate (NMR 37/1,000) and high
infant mortality rates (IMR 51/1,000) in the country gives serious challenges to overcome.
The CTA interventions target 19 states and 185 high priority districts in India. The Govt. of India
identified 8 districts as High Priority Districts (HPD) in Odisha. State Government subsequently
has added 2 additional districts to the list. This makes a total of 10 High Priority Districts in the
state.
The Govt. of India requested an international agency to take over the role of State Lead Partner
as of October 2015 and support State Resource Unit at state level working closely with Dept. of
H&FW and NHM Odisha. The technical assistance sought with this TOR aims to fulfill these
requirements.
Major tasks:
1. Facilitate evidence based District PIP development of RMNCH+A interventions for additional
resource planning
2. Provide technical support at district level to strengthen planning, monitoring, supportive
supervision, review mechanisms in assigned HPD(s).
3. Provide technical support at district and block level to analyze CTA reports, identifying
barriers / bottlenecks, setting intervention priorities, generate district reports, and comply with
reporting requirements
4. implementation of corrective actions and key high impact RMNCH+A interventions to
accelerate coverage and improve quality of RMNCH+A program
5. Support any other activities which may come up during the tenure, as guided by Health section
or NHM.
Team Leader - IT& MIS shall be responsible for leading the MIS unit at Bhubaneswar and will work closely with
Block Coordinators and Gram Panchayat facilitators to ensure effective monitoring program interventions to
assess achievement of envisaged outputs , outcomes and impact and to contribute to improving program
design.
Develop and establish monitoring dashboards for program and manage and roll-out online program
monitoring system and monitor the digital database
Ensure quality checks are built into the system and work to maintain integrity, consistency and accuracy of
the data collected and uploaded;
Track and present progress indicators and provide timely review of performance of the project against
indicators and envisaged outcomes
Maintaining all critical databases and information, ensuring timely retrieval of required information as well as
ensuring data security and confidentiality
Prepare half yearly narrative reports, and fact sheet from the MIS .
