2015 DIVISION SCHOOLS PRESS CONFERENCE

1. Pursuant to Republic Act (RA) 7079, otherwise known as the Campus Journalism Act of 1991, this
Office announces the conduct of the 2015 Division Schools Press Conference on October 21, 22,
and 23, 2015 at Hermosa Elementary School.

2. The conference aims to:


2.1 upgrade the journalistic skills and competencies of pupil/student participants;
2.2 enrich the experiences and enhance the skills of student-writers and teacher-advisers through
friendly journalistic competition;
2.3 demonstrate understanding by expressing it through different journalistic endeavors and
approaches; and
2.4 sustain advocacy on social consciousness.

3. The conference shall consist of lecture-discussions and on-the-spot writing contest in both English
and Filipino on the following categories:

4. The participants to the group categories should not be entries to the individual categories or vice-
versa. Each district or school should field a seven-man team for Scriptwriting and
Radiobroadcasting and Collaborative Desktop Publishing.

5. Participants to this conference are:

One (1) per individual category


Seven-man (7) team for group category
School Paper Advisers/Coaches

6. A contestant shall only be allowed to participate in only one (1) medium and only one (1) category
either in English or Filipino. Presentation of school paper is required (latest issue) during the DSPC.
The No school paper, no student contestant policy, will be strictly enforced.
7. Observers are not allowed during the briefing and individual contest proper.
8. Ten (10) winners in the elementary and ten (10) winners in the secondary in each category shall
be chosen for each level, but only the first three (3) winners shall represent the Division to the
Regional Schools Press Conference. In case any one of them shall not be able to participate, the
fourth place winner shall take his/her place.
9. Schools that collected journalism or subscription fees from their students should submit school
paper entries and not e-document entries (PDF files).
10. The deadline for submission of entries for the school paper entries will be on December 15, 2015.
No extension of due date will be allowed.
11. School paper advisers/coaches are required to pre-register on the following dates:

October 6, 2015 Elementary (consolidated per district)


October 7, 2015 Secondary (consolidated per school)
October 8, 2015 Private Schools

Venue: Schools Division Office Conference Hall or Library Hub

The use of the official registration form attached in this Memorandum is required.

12. The guidelines of the individual and group contests are stipulated in DepEd Memorandum No. 09,
s. 2014.
13. School paper advisers are required to pay a membership fee of P 100.00 upon registration as
annual due to the Bataan Association of School Paper Advisers (BASPA) and P50.00 for campus
journalists as membership fee to the Editors Guild. The fees are not chargeable to MOOE as these
are membership fees.
14. Contestants in the photojournalism category are required to use digital cameras with a maximum
of sixteen (16) megapixels. All empty memory cards are to be brought during the pre-registration
for checking and storing. During the conference, the student contestant should bring his/her own
digital camera and cable for uploading the pictures.
15. Contestants for Editorial Cartooning shall be provided with pencils (Mongol 482, No. 2) and oslo
paper.
16. Submission of entries for Outstanding Campus Journalist and Outstanding School Paper Adviser;
Elementary & Secondary, is during the registration period (October 6-8, 2015) at the Schools
Division Office. (Attention: Mrs. Mila D. Calma/ Mrs. Ilynne SJ. Samonte)
17. Travel and other expenses incurred during the conduct of the 2015 Division Schools Press
conference shall be charged against the school MOOE/local funds/SEF or the School Campus
Journalism Fund subject to the usual accounting and auditing rules and regulations.
18. For security and safety purposes, student participants are advised to wear their respective school
uniforms and school IDs during the event. The coaches shall take responsibility of their
pupils/students safety in the duration of the event to avoid any encumbrances.
19. All the contestants should be at the venue for the opening program before 8:00 in the morning.
They should also be at the contest venues at least fifteen (15) minutes before the conduct of their
categories.
20. Although there is an attached schedule to this Memorandum, the school paper advisers should
always be on the look-out for any changes that will occur during the conference.

1. Must be an elementary/secondary school paper adviser for 2014 2015.
