MEMORANDUM

SUBJECT : Ligtas Paskuhan 2016

DATE : December 21, 2016

1. References: Memo from TDPCR dated December 16, 2016 with same
subject as above.

2. This pertains to the operational guidelines, procedures and activities in the

conduct of security coverage to be undertaken by the different PNP units and Offices
during the observance of Yuletide Season 2016.

3. The PNP in the conduct of security coverage to deliver public safety services
shall focus on the following strategies:

A. Police Presence

1) Intensification of intelligence driven and managed patrols in areas and

period they are most needed;
2) Establishment of Police Assistance Desks (PADS) in places of
convergence, terminals, seaport, and airports; and
3) Strategic deployment of Road Safety Marshalls (RSMS) in major
thoroughfares and Public Safety Forces (PSF) in control points/areas.

B. Focused/ Enforcement Operations

1) Implementation/Enforcement of applicable laws;

2) Aggressive operations against suspected terror groups and criminal
gangs; and
3) Manhunt operations against wanted persons.

C. Target Hardening Measures

1) Strengthening of security of PNP Camps/stations, vital installations,

facilities and equipment, and economic points;
2) Cooperation and interoperability with the armed services;
 3) Utilization of Force Multipliers;
4) Community/Public awareness and support; and
5) Intensification of timely information gathering.

D. Information Operations

1) Maximum quad media information dissemination of security measures,

anti- criminality tips, and public safety services and hotlines; and
2) Intensification of public awareness campaign on terrorism, criminality,
and public safety.

4. In this regard, you are directed to conduct the following activities:

a. Coordinate the participation, cooperation and support of LGUs, and

other national Government Agencies and Non- government
organizations;
b. Mobilize force multipliers and community-based volunteers to support
security operations; and
c. Perform other PCR activities in consonance with this CMC.
