fter its first look at the Trump administrations new budget blueprint released March 16, Boat Owners Association of The United States
(BoatUS) says that boat owners should be aware of potential budget impacts that could affect boating safety, access and the health of
our waterways.
The administrations budget proposal clearly reflects a different set of priorities over previous years, said BoatUS Manager of
Government Affairs David Kennedy. Proposed cuts to agencies such as the Departments of Commerce and Interior, Army Corps of
Engineers and the Environmental Protection Agency could lead to changes for many programs that matter to boating.
Kennedy notes that under the budget proposals shifting priorities, US Coast Guard funding could be slashed 14 percent to just $7.8 billion, while the
services parent, the Department of Homeland Security, is increased.
As the budget process continues, boaters may need to communicate with their members of Congress regarding programs that fund clean-water efforts,
clean marina programs, navigation improvements, regional waterway restoration such as the Chesapeake Bay, Great Lakes and Puget Sound, and
boating safety programs. We are keeping a close watch.
BoatUS will continue to monitor the budget process, ensure that the recreational boaters voice is heard and advise its more than half-million members
of boating-related budget items.
RBOC is opposing AB 71 [Chiu] unless the measure is amended to remove the provision that would eliminate the state tax deduction for mortgage
interest on second homes.
RBOC supports the provisions of AB 71 that propose to increase the amount of tax credits available for low-income housing. However, RBOC is
concerned that the provisions of AB 71 that would eliminate the state tax deduction for mortgage interest on second homes would lead a significant
number of prospective boat purchasers not to invest in a recreational vessel.
This would have a direct, negative impact on the future purchase of recreational vessels, the multibillion dollar state boating industry including ancillary
products and services, as well as the economic health of many communities across the state that rely on revenues generated by boaters.
It is also important to note that the amount of the mortgage interest deduction is already capped regardless of whether the taxpayer has one home or
two, and that recreational vessels that are second homes may not necessarily be vacation homes but could be used by owners who commute to work
during the week.

Well, right when you thought youve heard and seen it all, you find out you
havent. Recently my friend Tim Lewis was kayaking 20-feet off of Fishermans
village pier, in the afternoon, when a California gray whale popped up. Ive seen
them at the breakwall, but never that deep inside the marina. Someone from the
Coast Guard came and assisted the whale back to the ocean.
This coming season looks promising for the white seabass bite and bottom
fishing has opened back up so we have quite a few different species to target.
We should see pockets of squid in the area. Be prepared to use lights to bring
them up while netting at night.
Finding Your Boat in a
Lots of big lingcod around the area in the two-hundred foot depth range.
Crowded Anchorage Southwest small boats are headed for the Coronado islands using live anchovies
on a fly line rig or irons for yellowtail. Up north towards the Santa Barbara islands
its back to fishing fat reds and lingcods with a mix of white seabass.
Its not uncommon for us to go assure in
daylight, then return after dark to face the Weather wise, its often overcast this time of year so make sure your radar and
perplexing problem of picking out our boat GPS are up to par (a handheld back up GPS is always a good idea). Think safety
from among the many riding in a crowded while you go offshore.
