WWTP-906-GENERAL FIELD INSTRUMENTS


906.1. SCOPE

This document details the requirements for the design, supply and installation of all field
instruments to be provided.

906.2. GENERAL

Where the requirements of this Specification are at variance with information provided in another
part of the document, in the individual Trade Packages, instrument data indexes, or instrument
data sheets, the more onerous conditions shall apply.

All instruments shall be supplied from a New Zealand Vendor who can supply instrument spare
parts and provide product support (where possible).

The Vendor shall supply instruments in accordance with the Specifications and Instrument Data
Sheets. The Vendor shall configure the instruments in accordance with the Specifications and the
Instrument Data Sheets.

The Vendor shall confirm the suitability of the specified instrument for its nominated process
application and duty, and shall advise any alternative solutions where appropriate. Once an
instrument has been approved, the Vendor will not supply an alternative device unless approved in
writing by the Engineer.

All accessories shall be indicated in the Instrument Data Sheet and shall be provided by the
Vendor as part of the instrument supply.

906.3. SPECIFICATIONS AND STANDARDS

In addition to the Specification, the supplied instruments shall be in accordance with the Instrument
Data Sheets and all relevant Standards, Codes of Practice, General Specifications and Drawings.
In general all instruments shall comply with the following standards and codes of practice:

906.4. SIGNAL TRANSMISSION AND CONTROL

Whenever possible all new instruments shall be smart devices with HART 4-20mA transmitted
signals (All reputable manufacturer transmitter instruments have HART capabilities as a default
feature). This is required to feed back engineering information from the instrument for maintenance
and asset management systems. The information received via HART will log on the instrument
record in the asset management system on-line through the DCS. The Vendor shall supply
complete Technical Specifications and Data Sheets for all instruments used in the package offered.

The plant-wide DCS will be capable of retrieving the HART information for all instruments directly
linked to the DCS I/O cards.

Should the package supplied necessitate the use of a dedicated electronic controller (Other than
the DCS), the controller shall be configured to communicate with the plant-wide DCS via an RS485
serial link utilising a Modbus communication protocol.

Sending the HART information back to the DCS is achieved by looping the transmitted signal
through the DCS as well as the local controllers I/O card (PLC). In this case the Vendor shall
provide the proper terminals for the connection of the DCS Cable.

All pneumatic type instrument transmitters and receivers shall utilise a transmitted signal of up to a
20-100 kPa range.

All pneumatic receiver instruments shall accept a 20-100 kPa pneumatic signal.

Electronic transmitter type instruments shall have a linear 4-20 mA isolated transmitted signal. All
loop instruments shall be suitable for 600 Ohm loops.

Digital instrument signals shall be 24V DC unless otherwise specified.

906.5. SWITCHING FUNCTION

All relay outputs shall be a dry SPDT contact switch withstanding up to 240VAC, 2A signal,
transistor switches shall be rated for 24V DC. Some instruments may have a fail-safe switched
contact requirement, which shall be indicated in the instruments data sheet.

906.6. NAMEPLATES AND TAG PLATES

All instruments shall have nameplates with instrument manufacturers information engraved on
them as follows:
Instrument tag number
Serial number
Model number
Manufacturer
Date of manufacture
Operating Specifications as appropriate.
Hazardous area classification code.

Nameplates shall be made of 316 stainless steel. Nameplates shall be properly fixed to supplied
instruments in a position easily read in their normally installed position.

The Vendor shall supply all instruments with tag plates. Tag plates shall be made from 316 S.S.
and hooked to the instruments with a ring/or chain made from similar material, and located in a
position easily read from the normal operating position. The tag plates shall be engraved with the
Tag No. as referenced on the instrument data sheet.

906.7. ENVIRONMENTAL

Equipment with exposed moving or electrical parts shall be vermin proof. Openings shall have
corrosion resistant metallic screens with 3mm by 3mm maximum openings.

Instrument housing materials shall be suitable for the specific area of utilisation. The site is coastal
(marine environment), 10m above sea level, with ambient temperature 30C maximum. Generally
the plant emits varying levels of potentially explosive or corrosive gases (Mainly methane and
hydrogen sulphide H2S). Instrument housings shall be suitably corrosion resistant. All instruments
with paint finishes shall have paint specifications suitable for the outdoor conditions in which they
are to be installed. Electronic components and circuit boards are to be conformal coated. All wiring
shall be tinned copper.

Ingress Protection for all instruments shall not be less than IP 65 depending on the instrument
intended application. Instruments that could be submerged shall have IP 67 or IP 68 rating as
specified in their respective data sheets. The Vendor shall state the depth for which only an IP 68
instrument is rated and provide certification to confirm its suitability.

For hazardous area rated instruments, the Vendor shall provide certificates for the instruments
suitability of operation in the designated hazardous zone. All glands, seals and fittings associated
with the instrument, shall also be suitably rated.

The certification shall be clearly indicated on the nameplate and be of a recognised certification
authorities approval.

All instruments whether analogue or digital shall have electrical RF and electromagnetic noise
immunity so that it will function properly in the intended location and will, in turn not effect adjacent
instrument performance.

The equipment supplied shall be suitable for operation under all of the above conditions.

906.8. MOUNTING

The instruments shall be suitable for mounting in any position without effecting accuracy. If a
special requirement exists, the Vendor shall provide specific details of the preferred position and
orientation of installation.

All process connections shall be specified in the individual instrument index/data sheet.

The Vendor shall supply all special process connection fittings including mating flanges, gaskets,
nuts, bolts and interconnecting cables.

906.9. POWER SUPPLY AND EARTHING

Power supply to instruments shall be 240 VAC at 50 Hz, unless otherwise specified.

The Vendor shall notify the Engineer should there be any special requirements for instrument
power supply or earthing.

Grounding connections shall be provided independently for each transducer, transmitter and
indicator.

906.10. SECURITY

Programmable instruments shall provide security of programs from unauthorised modification. The
Vendor shall supply means for configuring operating parameters.

906.11. LANGUAGE

All instrument specifications, installation instructions and operation and maintenance manuals shall
use the English language, and comply with Watercares technical specification Section 911 -
General Specification for O&M Manuals, Testing and Commissioning and Operator Training.

Should the programming or configuration of instruments utilise language words or abbreviation of


words, only English words and the English language shall be used.

906.12. DISPLAY

All field instruments with local indication shall have an LED or LCD indicator with engineering unit
related to the variable being measured. In the case of hazardous area location, local indication
shall be an LCD indicator and must be a certified hazardous rated instrument for the designated
area. Displays shall have enough number of digits so that it covers the specified measured range
and accuracy.

906.13. DOCUMENTATION

The Vendor shall supply all the required documentation in compliance with the Watercare General
Specifications for O & M Manuals, Testing and Commissioning, and Operator Training.
