HUFANA Director Ill, Civil Registration Department ISSN 0116-2675 FOREWORD The Vital Statistics Report 2005 - Marriages, Births, and Deaths in the Philippines is a compilation of data from registered certificates forwarded by the Local Civil Registry Offices to the Office of the Civil Registrar General (OCRG) through the provincial offices of the NSO. Statistics contained here are facts surrounding the occurrence of the event in the country for the year 2005. Inclusions in this report are the explanatory notes on the vital statistics systems with emphasis on the registration method and the vital statistics system. Statistics presented however, were not adjusted for under-registration. The data presented will be of assistance to planners, policy makers, program managers and researchers in monitoring, evaluating and developing demographic and socio-economic programs. This report would not be possible without the support of the City/Municipal Civil Registrars (C/MCRs), Medical Health Officers, attendants at births and deaths, solemnizing officers, Consuls or Vice Consuls, Shariah Circuit and District Registrars, Department of Foreign Affairs and the NSO Regional and Provincial Offices, together with the concerned persons and entities that reported the vital events. This is to acknowledge their continuing support and cooperation. Foreign vital events, that is births, marriages and deaths occurring to Filipinos people abroad are also included in this report. The foreign vital events were obtained from the documents forwarded by the Foreign Service Establishment (PFSE) to the Department of Foreign Affairs (DFA), Manila, and in turn forwarded to the OCRG. Vital acts and events are the births, deaths, fetal deaths, marriages, and all such events that have something to do with an individual's entrance and departure from life together with the changes in civil status that may occur to a person during his lifetime. Recording of these events in the civil register is known as vital or civil registration and the resulting documents are called vital records. The Structure of Vital Statistics System The production of vital statistics comprised of a system of operations in which the registration of vital events is an important component. The system begins with the registration followed by the processing and controlling of vital records and ends with the compilation and analysis of vital statistics. Under Commonwealth Act (CA) 591, the Bureau of Census [now National statistics Office - (NSO)] is mandated to generate general purpose statistics and to carry out and administer Act No. 3753. Under the same law, the head of the NSO is also the Civil Registrar General (CRG) who directs and supervises the local civil registration activities in the country. The CRG in this regard is empowered to issue implementing rules and regulations on civil registration for proper compliance and, to design and order the printing of the necessary forms. The vital statistics system involves different entities and cutting across different departments and personalities. For the registration of vital events, the Local Civil Registry Offices (LCROs), which are the registration units in the country and headea by the City/Municipal Civil Registrars (C/MCRs), are under the Local Government Units (LGUs). The hospitals, clinics, rural health units and similar institutions including barangay secretaries, practicing physicians, midwives, nurses, traditional midwives, solemnizing officers from various religious sects. and denomination are required to assist in the reporting of vital events for registration at the LCROs. The concerned parents, next of kin, contracting parties, a witness or the person who has full knowledge of the occurrence of the event are also required to report the event, in default of the first mentioned set of informants. The processing and controlling of vitat documents are done at the LCROs and at the NSO Provincial and Central Offices. The compilation and analysis of vital statistics is taken cared of by the NSO Central Office under the Vital Statistics Division (VSD) of the Civil Registration Department. Handling of documents through automated processing of data entry, data cleaning, file updating, and generation of preliminary tables at the LCRO level are done through the use of Civil Registry Information System (CRIS). This system enhances the capability of LCROs to attend to the growing demand for birth, marriage and death certification and information on these vital events on for focal and policy makers. However, only LCROs with computers are able to avail of the CRIS. ‘At NSO, the automation is made possible through the use of Decentralized Vital Statistics System (DVSS). For this report, two versions of DVSS were used. For the processing of January to December 2003 registrations, the DOS based DVSS was utilized while the January to March 2004 documents, the enhanced windows based DVSS called DVSS 2000 or DVSS2K, was used. Such enhancements were made possible through the civil registration system information technology project or CRS - ITP. The Registration Method ‘As mandated in Act 3753, all vital events that marked the entry and departure of a person in his lifetime and the changes in his/her civil status shall be registered, The registration method is defined as the continuous, permanents and compulsory recording of the occurrences and characteristics of vital events, primarily for their value as legal documents and secondary for their usefulness as a source of statistics. Where to register the event As a general rule, vital events should be registered at the LCRO where the events occur. In special cases, where a document about a vital event is presented to the LCRO which is not the place of occurrence, the same maybe accepted and is considered as out- of-town reporting. However, such documents should not be registered by the receiving LCRO. It must be forwarded to the LCRO where the event took place for purposes of registration. Forms to use The civil register consists of certificates (see Appendix B) and the registry book. It also includes the actual copies of the registrable court decisions and the legal instruments concerning the civil status of persons. The certificates are loose-leaf forms in a set of four copies except for the Certificate of Foundling which is in a set of three. Responsibility for reporting the event The person who reports the occurrence of an event for registration and provides the information to be recorded in the civil register is the informant. Sotemnizing officers are required by law to report marriages to the LCRO. In default of the solemnizing officer, the responsibility of reporting the event is lodged upon the contracting parties. For live births, the law requires the hospital or clinic administrator or his/her authorized representative to report births that occurred in hospitals or clinics. Meanwhile, health professionals (physician, nurse or licensed midwife) or traditional birth attendants that helped delivered births elsewhere or outside health facilities should report the event to the LCRO. In case the hospital authority or the birth attendant failed to do so, the responsibility of reporting the birth devolved upon either or both parents or to any person who has full knowledge of the facts of birth and fitiation of the child. Similarly, if a person dies in a hospital or clinic, the report of death can be made by the hospital or clinic administrator or by the attending physician or by the nearest relative of the deceased or by any interested party who has knowledge of the occurrence of death. In all cases, the report should be submitted to the Local Health Office (LHO) who shall direct and order the C/MCR to enter the facts of deaths in the civil register. Period when to report the event Live births shall be reported for registration to C/MCR not later than thirty (30) days from the date of birth. Death or fetal death shall be reported to LHO within forty eight (48) hours from the time of death and the LHO shalt direct or cause the registration to the C/MCR not later than thirty (30) days from date of death. Marriages that require the issuance of marriages license shalt be reported to C/MCR for registration not later than fifteen (15) days from date of marriage. However, marriages that do not require a license such as marriage at the point of xii death (Article 27); marriages in remote places (Article 28); marriages between members of ethnic cultural community (Article 33); and marriages between men and women who have lived together for at least five (5) years (Article 34), shall be reported not later than thirty (30) day after date of marriage. Any report made to the LCROs beyond the reglementary period are considered late and can be entered only in the civil register after the informant complies with the requirements for delayed registration. Operative Act of Registration The C/MCR sees to it that appropriate form it used; form is properly and completely filled-up; and proper attachments are submitted. If the entries are found to be incomplete, the C/MCR must require the Person concerned to supply the missing ‘information and/or to correct the entries, whenever necessary prior to registration, When the document is accepted for registration, the date of receipt is recorded in the space provided and the documents received for the day are entered immediately in the appropriate civil registry book, assigning therein the corresponding registry number. Once registered, any entry/entries found to be erroneous in the civil registry document can only be corrected through filling a xiv petition for correction of clerical error pursuant to the provisions of RA 9048 except for sex, nationality, age and status which require court approval. Distribution of registered documents Upon registration, the C/MCR distributes the copies accordingly: the first copy to the informant; the second copy to the CRG; the third copy shall be retained by the LCRO; and the fourth copy to the attendant or solemnizing officer, as the case may be, The CRG copy is the source of vital statistics published in this report, Definition of Terms and Concepts Significant terminologist and descriptions in the foregoing highlights and tables are defined below. Included are some items found in the certificates and summary measure used in describing the facts of events. Live Birth is a complete expulsion or extraction from its mother of a product of conception, irrespective of the duration of the pregnancy, which after such separation, breathes or shows any other evidence of life, such as beating of the heart, pulsation of the umbilical cord, or definite movement of voluntary muscles, whether or not the umbilical cord has been cut or the placenta is attached; each product of such a birth is considered liveborn. ‘National Statistics Office @ Marriage is a contract of permanent union between a man and a woman entered into in accordance with law for the establishment of conjugal and family life. Death refers to the — permanent disappearance of all evidence of life at any time after live birth has taken place (postnatal cessation of vital function without capability of resuscitation). Fetal Death refers to death prior to the complete expulsion or extraction of a product of conception from its mother, irrespective of the duration of pregnancy; the death is indicated by the fact that after such separation, the fetus does not breathe or show any other evidence of life, such as beating of the heart, pulsation of the umbilical cord, and definite movement of voluntary muscles. Early Neonatal Death refers to death among tive births during the first 7 days of life. Infant Mortality refers to deaths of infants under one year of age. Perinatal Mortality refers to the deaths of fetuses, weighing at least Soo grams or had 22 completed weeks of gestation, and of infants 7 days Of age. Maternal Mortality refers to the death of a woman white pregnant or within 42 days of termination of pregnancy, irrespective of the duration and the site of the pregnancy, from any cause related to or aggravated by the pregnancy or its management, but not from accidental or incidental causes. Neonatal Mortality refers to deaths among tive births during the first 28 completed days of life. Crude Birth Rate (CBR) refers to the number of live births per 1,000 mid-year population. Crude Marriage Rate (CMR) is a gross measure of the level of the relative frequency of marriages in an area for a given year. It expresses additions, by the format means of legal marriage, being made to the married segment of the total population. This refers to the number of marriages per 1,000 mid-year population. Crude Death Rate (COR) refers to the number of deaths per 1,000 mid-year population. Infant Mortality Rate (IMR) refers to the number of infant deaths per 1,000 live births in a given year. Maternal Mortality Rate (MMR) refers to the number of maternal deaths in a given year per 100,000 live births in that year. Total Fertility Rate (TFR) refers to the average number of children a woman would have by the time she reached age of 50, if she were to experience the Average Specific Fertility Rates of a given year. Age Specific Fertility Rate (ASFR) refers to the number of live births born to woman of a given age or age group by the mid- year female population of the same age or age group during the same year. This refers to average number of births per 1,000 females of specific age group. Crude Rate of Natural _Increase (CRN!) refers to the difference between crude birth rate and crude death rate. Natural Increase refers to the excess of births over deaths. Birth Order refers to the numerical order of a child in relation to all previous pregnancies of the mother. Daily Average refers to the arithmetic mean of birth, death or marriage occurrences per day. Daily Index is the increase/decrease from the overall daily average of event occurrences. Period of Gestation refers to the number of completed weeks which have elapsed between the first day of the last normat menstrual period and the date of delivery irrespective of whether the product of conception was tive-born or born without evidence of life. Sex Ratio refers to the number of males per one hundred femates. Usual Residence refers to the place where the person habitually or permanently sesides. Place of Occurrence refers to the place where the vital event took place. Content and Coverage of Publication Vital registration is a continuous process. Hence, there is a need to specify certain cut-off period for purposes of reporting. ‘The Vital Statistics Report 2005 contains highlights and summary statistical tables of three vital events-marriages, births and deaths that happened in the country in 2005 and were registered from January 2005 to March 2006, and those events that were reported to have occurred abroad from January 2005 to June 2006. In 2005, the rate in which couples are marrying or the Crude Marriage Rate (CMR) was 6.2 per thousand population. Nine out of seventeen regions showed lower CMR value than the national value. The top three regions with the highest CMR were in Luzon. These were Regions I! (7.8), Region II! (7.8) and NCR (7.4), while the three regions with lowest CMR were Autonomous Region in Mustim Mindanao (ARMM) (0.8), Region Vill (3.9), and Region Xitt-Caraga (4.8). Month of Occurrence One (60,097) out of ten (518,595) couples in the Philippines opted to get married during the month of May. In fact, during this month, there was a daily average of 1,939 marriages which is equivalent to a daily index of 136.4, Next to May, January maintained its rank as the second month with the highest number of registered marriages of 57,217. However, in 2004, April outnumbered May when it recorded 65,168 marriages. in 2005, April ranked fourth with only 55,962 marriages. On the contrary, November was the least preferred month for tying the knots with lifetime partners with only 27,022 ‘occurrences equivalent to a daily average of 901 oF daily index of 63.4. On top of the list was the National Capital Region with 82,830 (16.0%) followed by Central Luzon and CALABARZON with 67,605 (13.0%) and 67,042 (12.9%), respectively. The rest of the regions in the country contributed less than ten percent each to the total number of marriages. Said number, however, was less than the 276,233 civil ceremonies recorded in 2004, Moreover, while the percentage share of marriages contracted under the Roman Catholic and other religious rites increased in 2005, the number of marriages performed in these rites dectined. The number of single brides (514,389) was higher by 8,529 than the number of grooms (505,860). On the other hand, single grooms who were married to brides with other marital status numbered 2,179. Meanwhile, grooms with divorced marital status (7,209) were almost fifteen times (14.9) higher than the brides (485) with the same marital status, A total of 1,813 widower and divorced grooms remarry brides of the same marital status. On the other hand for every three widowers and divorced/separated grooms who got married in 2005, a counterpart of one widowed or divorced/separated bride also got married. These were around 12,438 ‘or 2.4 percent of grooms and 4,001 or 0.8 percent of brides. About 14.2 percent and 40.2 percent of divorced brides and grooms respectively tend to remarry at age 50 years old and over, Brides and grooms: with widow/widower previous marital status accounted to 29.7 and 59.6 percents respectively remarried in their golden year. ‘The biggest frequency of marriages of single brides was at age group 20-24 with 200,036 while more than one-thied of the proportion of single males got married at age group 25- 29. This age group recorded the biggest frequency of marriage of single grooms. The median age at marriage varies depending on the brides’ and grooms’ previous marital status. Brides and grooms with single marital status resulted to a very tow median age at marriage with 24,7 and 27.4 respectively. On the other end, we can conclude from the resulting median age at marriage that widow/widower brides and grooms tend to marry older than divorced brides and grooms. This is evident on their median ages at marriage resulting to 44.3 and 53.8 years olds for widow/widower and 48.6 year olds for divorced brides and grooms respectively. Intermarriages numbered 19,595 or 3.8 percent of all marriages. Nine out of every ten intermarriages involved Filipino brides and foreign grooms. Japanese grooms have the most number of foreign nationals who got married to Filipino brides with 7,518. Other foreign grooms who were married to Filipino brides were Americans (3,962), Austratians (830), Chinese (333), German (303), Spanish (45), Iranian (41) and other nationalities (4,758). There were 654 marriages between foreign nationals that occurred in the Philippines. Of these, marriages of both Chinese (246) nationals recorded the highest marriages involving foreigners. This is more than one third of the total marriages of both foreign brides and grooms. This implies that there were mothers who opted to temporarily migrate to places where there are available or better health care facilities and sociat services, The highest positive difference of 21,114 was Teported in NCR, where the most number of hospitals and health care facilities are located. On the other hand, the highest negative difference of 17,360 was accounted in CALABARZON. Meanwhile, in the Visayas, expectant mothers residing in Central (-139) and Eastern (-142) sections of the istand had the tendency to move out of the region to deliver their babies, On the contrary, it seemed that Western Visayas was the alternative destination for giving birth when it registered a positive difference of 139, in Mindanao, the largest negative difference of 1,330 was reflected in ARMM. The figure was lower than the target of at least 80 percent medically attended birth deliveries set by the Department of Health in 2005. On the other hand, almost one-third (543,148 or 32.2%) of babies born were attended by traditional and other birth attendants. There were six regions in the country-MIMAROPA, Bicol, Eastern Visayas, SOCCSKSARGEN, Caraga and ARMM, wherein non-medicatly attended births were even higher that those attended by health professionals. On top of the list was Caraga with 20,975 ar 61.0 percent of its birth deliveries in the region were attended by traditional and other birth attendants. The figure represented an increase of 16.7 percent from what was reported a year earlier (382,170). The biggest count of 175,383 or 39.3 percent of total illegitimate babies was born from mothers aged 20-24. In fact, there were 30,825 or 7.2 percent of total deaths that occurred of children four years old and under. It was also revealed that there were less number of childsen who died at age groups 5-9 (5,230 or 1.2 percent) and 10-14 (4,790 or 1.1 %). Therefore, it can be said that child mortality dectined as age increased. Beginning at age-group 15-19 untit 80 years old and over, there was a continuous increasing trend on the number of deaths for both sexes. The median age at death was reportedly at 58.6 for males and 67.3 for females. Thus, on the average, men died nine years earlier than women. Meanwhile, the highest sex ratio for deaths was recorded at age group 25-29 years old. It was at this age group when it was reported that 229 males died for every 100 female deaths. At age 20 until 59 years old, the number of male deaths was more than twice the number of female deaths. It was only in the age group 80 years and over when more female deaths (45,142 or 10.6%) were reported than male deaths (31,827 or 7.5%). Although July had the largest total of deaths, its daily average was only second to June which registered at 1,228. The remaining 25.8 percent were due fo all other causes, Bacterial sepsis of the newborn ranked first in the top ten lists of the leading causes of infant deaths in 2005 as it garnered 3,161 or 14,6 percent. A year earlier or in 2004, the wi disease was not even included in the top ten. It was also observed that there were more male infants (1,990 or 63.0%) than female infants (1,171 of 37.0%) who succumbed to death because of the disease. The figure represented an increase of about 19.8 percent from 6,387 foreign marriages reported in 2004. Meanwhile, there were 17,790 Fitipino brides who were involved in interracial marriages in ceremonies held in the Philippines.(See table 7) Said number is more than three times (3.3) higher than the 5,441 interracial marriages of Filipino brides held in foreign countries. On the other hand, Filipino grooms who married foreign brides in the country totaled 1,805. It was ten times higher than the 183 marriages that happened in foreign lands. The median age at marriage was 37.4 for the groom and 30.2 for the bride. Compared to the median age at marriage in the Philippines, median ages at marriage in foreign countries were higher by 5.5 and 9.9 years for the bride and for the grooms, respectively. ‘The most number of interracial marriages of Filipino brides were with Japanese nationals (3,001 or 39.2%). Of the 17 regions in the country, the highest CRNI of 19.7 persons per 1,000 population was recorded in Central Visayas.
