Painting Works Application Procedures - General

PURPOSE:
This coating procedure is intended as a guide for all Protective and Decorative Coating
works in Industrial Support Facilities offices and building in accordance with Approved
Product and its recommended application procedures and Applicable Aramco Standards

SCOPE:
This procedure is applicable within AYC projects at Industrial Support Facilities Building
(ISFB) EPC-06 at Jizan Economic City, Jizan, Kingdom of Saudi Arabia.

DEFINITIONS:
Coating - is a covering that is applied to the surface of an object, usually referred to as
the substrate. The purpose of applying the coating may be decorative, functional, or
both.
Approved Product - coating material which is approved by the RSA to meet all the
requirements of the applicable SAMSS. If there is no applicable APCS or SAMSS, the
recommended product shall be certified in writing by the RSA stating that it is
suitable for the intended service prior to the application. Only approved products are
allowed for use on Saudi Aramco jobs. This requirement applies to all coatings
referred to in all the SAES-H standards.
Coating Applicators Personnel engaged in the application of industrial and pipeline
coatings. This includes, but not specifically limited to, abrasive blaster, coating
applicators, and their immediate crew supervisors.

Certified /Approved Coatings Inspector An individual who has proven to be


knowledgeable in the inspection of protective coatings through an evaluation of his
experience, the passing of Aramco administered examinations (Written and
Practical) and is certified in accordance with SAEP 316 perform task outlined herein:
a) Certified Coatings Inspector Level-I A Saudi Aramco or a Contractor Employee who has
been certified with SAEP 316 as being capable of determining if specified coatings
requirements have been met. He must have a working knowledge of the applicable
Aramco Standards and other mandatory documents where the coating requirements are
specified. He must be capable of performing all the inspection tests and operating all the
inspection equipment necessary for determining compliance with these requirements.
b) Certified Coatings Inspector Level-II - A Saudi Aramco or a Contractor Employee who, in
addition to being capable of performing all the function of Level-I coating inspector, has
been certified in accordance with SAEP 316 as being capable and
authorized to certify coating applicators, trouble shoot coatings failures or other
problems or other problems and make corrective recommendations, and provide
direction and general supervision in the field to Level-I coatings inspector.
1. Painting Requirements :
a. Selection requirements for coatings shall be as per paragraph 5.3 of SAES-H-
001. (Const. Specs 09900 section 2.01C.1)
b. Mandatory external and internal coating selection requirements for steel
pipe lines and piping and mandatory performance requirements shall be in
accordance with SAES-H-002. (Const. Specs 09900 section 2.01C.2)
c. Painting requirements for industrial facility shall be in accordance with SAES-
H- 100. Surface preparation shall comply with the requirements of paragraph
5 of SAES-H-100. (Const. Specs 09900 section 2.01C.3)
d. Coating materials used at the start of work or project should not be replaced
with coating materials from another manufacturer except on the following
conditions:
Technical / quality issues on the existing coating product
Insufficient inventory of existing materials, or
Existing product is delaying the project completion schedule.
e. Colors of paints shall be approved by the Saudi Aramco Representative, in
accordance with requirements of the Color Schedule. Where colors of
materials to be painted are adjacent to the color of a pre-finished material,
colors of paint shall match pre-finished item, where selected. (Const Specs
09900 section 2.01E)
f. Color not included in the color schedule shall be selected by the Saudi
Aramco Representative from color charts provided by the paint
manufacturer. (Const. Specs 09900 section 2.01E).
g. Stains shall conform in shade to manufacturers standard color. (Const. Specs
09900 section 1.08A)

2. GENERAL REQUIREMENTS :
a) Material Submittal Approval and Product Data Sheet
b) Mock-up or Bench Mark - Contractor shall prepare panels of at least
0.30mX0.30m to demonstrate each type of coating system/finish (e.g. smooth
finish, textured finish, liquid glaze coating) for approval by Saudi Aramco
representative.
c) Coating Applicator personnel shall be qualified and certified prior to the start
of work Contractor shall submit the painters training certificates and
qualification documents required by Project Specification before painting activity
commences. The painters shall be issued with Job Clearance Cards upon
submission of the required documents. Job Clearance Cards shall be made
available with the coating personnel at all times when performing paintng
activities.
d) Work Permits (if found necessary) and other safety requirements
e) Approved Plans

3. PROCEDURE:
Execution:
a) Surface preparation shall be carried out as per Approved Material Requirement
and Applicable Aramco Standard and Project Specifications.
i. Examine surfaces scheduled to receive paint and finishes for
conditions that will adversely affect execution, permanence or
quality of work and which cannot be put into an acceptable
condition through preparatory work as included in section 3.02 of
Const. Specs 09900.
ii. Do not proceed with surface preparation or coating application
until conditions are suitable and acceptable to the Saudi Aramco
Representative. (Const. Specs 09900 section 3.01B)
iii. Surface preparation shall conform to Saudi Aramco Approved
Protective Coating Systems outlined in APCS's of SAES-H-Series
Standards and Paragraph 5 of SAES-H-100. (Const. Specs 09900
section 3.02A)
iv. Surface Preparation: Items not to be painted which are in contact
with or adjacent to painted surfaces shall be removed or
v. protected prior to surface preparation and painting operations.
(Const. Specs 09900 section 3.02B)
vi. Exposed ferrous metals, including nails on or in contact with
surfaces to be painted with water-thinned paints, shall be spot-
primed with a suitable corrosion-inhibitive primer capable of
preventing flash rusting and compatible with the coating specified
for the adjacent areas. (Const. Specs 09900 section 3.02B)

vii. All surfaces shall be clean and free of foreign matter before
application of paint or surface treatments. (Const. Specs 09900
section 3.02B)
viii. Oil and grease shall be removed with clean cloths and cleaning
solvents shall be of low toxicity with a flashpoint in excess of 38
deg C. (Const. Specs 09900 section 3.02B)
ix. Cleaning shall be programmed so that dust and other
contaminants will not fall on wet, newly painted surfaces. (Const.
Specs 09900 section 3.02B)
x. Items removed prior to painting shall be replaced when painting is
completed. (Const. Specs 09900 section 3.02B)
xi. Concrete and Masonry Surfaces: Surfaces shall be allowed to dry
at least 30 days before painting, except concrete slab on grade
which shall be allowed to cure 90 days before painting. (Const.
Specs 09900 section 3.02C)
xii. Glaze, efflorescence, laitance, dirt, grease, oil, asphalt, surface
deposits of free iron and other foreign matter shall be removed
prior to painting. (Const. Specs 09900 section 3.02C)
xiii. Chlorinated Rubber or Epoxy Coatings: Surfaces shall be acid-
etched or mechanically abraded as specified by the coating
manufacturer, rinsed with water and the concrete allowed to dry.
(Const. Specs 09900 section 3.02D)
xiv. The dry concrete surface shall then be treated with the
manufacturer's recommended conditioner prior to application of
the first coat. (Const. Specs 09900 section 3.02D)
xv. Ferrous surfaces shall be prepared in accordance with the surface
preparation requirements outlined in the appropriate Saudi
Aramco Approved Protective Coating Systems (APCS's) in Saudi
Aramco Engineering Standards (SAES). (Const. Specs 09900 section
3.02E)
xvi. Plaster Surfaces: Plaster shall age at least 30 days before painting.
(Const. Specs 09900 section 3.02F)
xvii. Plaster shall be clean, free from loose matter and surface
irregularities, and shall have an instrument-measured moisture
content not exceeding 8 percent. (Const. Specs 09900 section
3.02F)

xviii. Interior and exterior concrete masonry units / plastered surfaces


to receive a smooth finish: The substrate shall be prepared to
receive priming. Fill minor blowholes and/ or minor cracks using
block filler after spot priming such areas using primer sealer.

xix. External concrete masonry units to receive a coarse finish: The
substrate shall be firm, clean, and dry. Apply primer sealer and
solvent base texture top coats. (Const. Specs 09900 section
3.08A.3(b))
i. External concrete masonry units to receive a coarse finish: The
substrate shall be firm, clean, and dry. Apply primer sealer and
solvent base texture top coats. (Const. Specs 09900 section
3.08A.3(b))
ii. Gypsum board to receive a smooth finish: The surface shall be
free from dirt, dust or other contaminants, clean, and dry. Apply
white color primer. Apply intermediate and top coat of acrylic
emulsion (see Painting Schedule). (Const. Specs 09900 section
3.08A.3(c))
iii. Wood surfaces to receive stain and varnish: Prior to application
of coating, all treatment such as drilling, detailing, etc. shall be
completed. (Const. Specs 09900 section 3.08A.3(d))
iv. Remove wood resins with the use of suitable thinner. (Const.
Specs 09900 section 3.08A.3(d))

b) Material application shall be in accordance with the Project Specification and


Approved Product recommendation.
c) Application limits shall be in accordance with the approved drawings
d) Coating shall be executed by approved coating applicators

4. Repair Procedure: (As per Approved MS)


All defects shall be repaired according to the touch up and repair procedures
acceptable by the Inspector

Quality Control and Acceptance:


Work acceptance shall be in accordance to Approved Application Procedure,
Product Recommendations and applicable Aramco Standards.
DFT testing shall be done to verify that coating thickness is within the
acceptable standard and product requirement.
Coating Inspection shall be carried out by Approved Coating Inspectors and
with the presence of the Saudi Aramco Representative.

Material Handling:
Handling and storing of coating materials shall be in accordance with the Approved
Material recommendation/procedure and applicable Aramco Standard.

PERSONAL PROTECTION:
a) Protective painting suits (when found necessary)
b) Protective footwear or safety shoes and other necessary Personal Protective
Equipment necessary (goggles, helmets, etc)

ENVIRONMENT CONDITIONS:
Environment of work place shall be considered with the reference to the Aramco Standard
as mentioned in SAES-H-001, Sec. 5 (Health, Safety and Environment)

RESPONSIBILITES:
a) Site Engineer shall be responsible for the implementation of this Coating
Procedure under the direct supervision of the Construction Managers.
b) Qualified Coating Inspectors shall be responsible for conducting field
surveillances and pre-inspections prior to clients representatives final
Inspection.
c) QC Inspectors shall perform supervision and monitoring during coating
application.
d) Qualified Coating Applicator is responsible for Approved Product application

Description: TOPAZ EXTERIOR FILLER 38900 is a high-grade, water-borne acrylic filler. The product has excellent
workability and filling properties. Mainly used for leveling surface imperfections for exterior. Can be
used in filling joints in gypsum boards. Can be used as a touch-up filler for local surface imperfections
or for full skim-coat application. TOPAZ EXTERIOR FILLER 38900 can be overcoated with alkyd enamels,
and emulsion paints without use of a primer/sealer.

Certificates: TOPAZ EXTERIOR FILLER 38900 complies with Kuwaiti Standard Specification 850/1996 for fillers.

Area of use: Exterior surfaces, and interior surfaces when required.

Substrates: Concrete, masonry, gypsum boards, plaster, wood, etc.

Description: TOPAZ INTERIOR FILLER 38840 is a water-borne acrylic filler. Can be used as touch-up filler or for full
skim-coat application. Topaz Interior Filler 38840 can be over coated with alkyd enamels, and emulsion
paints without use of a primer/sealer.

*The practical spreading rate has been calculated theoretically for application on primed and
smooth surface. The actual rates may differ significantly as the primer/sealer is intended to be
applied on rough and porous substrates. The actual rates will also depend on the extent of
thinning, the application method and the relevant consumption factor.

SURFACE New steel: Abrasive blasting to minimum Sa 2. For temporary protection, if required,
PREPARATION: use a suitable shopprimer. Damage of shopprimer and contamination from storage and fabrication
should be thoroughly cleaned prior to final painting. For repair and touch-up use HEMPALIN PRIMER
12050.
Maintenance: Remove oil and grease, etc. with suitable detergent. Remove salt and other
contaminants by (high pressure) fresh water cleaning. Remove all rust and loose material by
abrasive blasting or power tool cleaning. Dust off residues. Touch up to full film thickness.

APPLICATION As dictated by normal good painting practice.


CONDITIONS: In confined spaces provide adequate ventilation during application and drying.
