IMPORTANT INFORMATION

As per the newly inserted Regulation viz. 9A common counseling notified in


the Gazette of India dates 11.03.2017(MCI notification No. MCI-18(1)/2016-
Med./176290 dated 10.03.2017) amending to Post Graduate Medical
Education Regulations, 2000, the common counseling for all Post Graduate
courses (Diploma/MD/MS) for the Medical Colleges including under
Deemed Universities shall be conducted by the Government of Tamil Nadu
(i.e., Secretary, Selection Committee, Directorate of Medical Education,
Chennai-10) on the basis of merit list of NEET-PG 2017 for the year
2017-2018 session.

The Process of registration for admission to Post Graduate Degree /


Diploma Courses 2017-2018 session to Medical Colleges under Deemed
Universities in Tamil Nadu is to be undertaken online at the website
www.tnhealth.org/ www.tnmedicalselection.org.

Any change or modification and relevant information pertaining to this


admission process will be made available immediately on the website
www.tnhealth.org/ www.tnmedicalselection.org

The candidates are instructed to visit the websites at least two times a day
for updates from the date of application till the end of admission process
without fail. Selection committee shall not be responsible for consequences

resulting due to non-diligent follow-up of notices, notification and
publications appearing on the websites regarding admission to Post
Graduate Degree / Diploma Courses 2017-2018 session.

Candidates are advised to read the prospectus carefully before starting


online registration and ensure that no mandatory column is left blank. In
the event of rejection of the application form, no correspondence/request
for re-consideration will be entertained.

Candidates are advised to read the Information Bulletin for NEET PG 2017
issued by National Board of Examination (NBE) and carefully go through the
instructions regarding on NEET-PG 2017 and visit the website
www.nbe.edu.in regarding detailed qualifying criteria for ADMISSION TO
POST GRADUATE DEGREE / DIPLOMA 2017-2018 session.

Candidates are also advised to read the information bulletin /


advertisement / notification issued by the concerned Medical Institutions
under Deemed Universities for the courses offered by them, fees structure
and other conditions etc.

Candidates who are completing OR likely to complete their internship


AFTER 31st March 2017need not apply as they shall be ineligible to
participate at any stage of the admission process.

16.3 GENERATION OF STATE/ PRIVATE MEDICAL COLLEGES /


UNIVERSITY MERIT LIST / ELIGIBILITY LIST (For State Quota
Seats/Private Colleges and Universities)
a) The state quota seats and the seats in private medical
colleges/universities shall also be filled by utilizing the result of NEET-
PG. No state government /private medical college/universities
including the states of Jammu & Kashmir, Telangana & Andhra Pradesh
shall be conducting any entrance exam at their own level.
b) NBE shall be providing only the data of candidates and their scores in
NEET-PG 2017 to the States/Private Universities/Institutes without
applying eligibility criteria, reservation criteria etc of the concerned
states/ UT, Private Universities or Institutes. It may be noted that for
State Quota seats/admission to Private Universities/Institutes - final
eligibility, state category, State category rank, benefit for In-service
candidates, rural posting (if applicable) etc shall be determined/
generated by the designated agency/authority/University of the
concerned States as per applicable Regulation and/or their eligibility
criteria, guidelines and applicable reservation policies.
c) NBE does not verify the information provided by the candidates
during online registration and hence candidature will be purely
provisional subject to fulfillment of eligibility criteria as mentioned in
the Information Bulletin for NEET-PG 2017 & criteria of
State/Universities/Institutions concerned.
d) Candidates must verify from the respective state governments /
Private Universities & Institutes if at all they will be considered for
admission to State Quota Post Graduate seats/Institute Pool based on
applicable Regulation and /or domicile criteria, State/Institute of
Graduation, reservation policy etc. Merely appearing/passing in
NEET-PG 2017 does not make a candidate qualified and/or eligible for
State Quota Seats/admission to Private Universities & Institutes.

I.GENERAL INSTRUCTIONS:

1.(a) Candidates seeking admission to Post Graduate Degree / Diploma


courses should submit the print out of online application form with necessary
enclosures and Demand Draft for 5000/-(which is Non-refundable)towards the
cost of application form drawn in favour of The Secretary, Selection Committee,
Kilpauk, Chennai-10 payable at Chennai which should reach on or before
05.04.2017 by 5.00 P.M. to the following address

(b)The candidates shall ensure that the print out of online application form
with enclosures reaches the Selection Committee within the date and time
specified i.e. on or before 05.04.2017 by 5.00 P.M. Applications received by Speed
post / courier or any other means, after the last date & time will not be accepted.

(c) The Selection Committee shall not be responsible for any delay in the
receipt or for the loss in transit of application form.

(d) No oral enquiry would be entertained.

II.ELIGIBILITY CRITERIA
for P.G. Degree / Diploma Courses.
2. (a) Candidates should be Citizen of India

(b) Since Deemed Universities are declared as National Level Institutions


Under Section 3 of University Grant Commission Act all Indian Citizen are eligible
to apply without any restriction based on domicile.
3. (a) All candidates seeking admission to Post Graduate Medical
Degree/Diploma courses in Medical Colleges under Deemed Universities in the
State of Tamil Nadu for the academic year 2017-2018 shall have to qualify the
National Eligibility cum Entrance Test, NEET-PG 2017 conducted by the National
Board of Examinations. It shall be necessary for the candidate to obtain minimum
of marks at 50th percentile in NEET-PG 2017. However, in respect of candidates
belonging to Scheduled Castes, Scheduled Tribes and other Backward Classes the
minimum marks shall be at 40th percentile. In respect of candidates with
locomotor disability of lower limbs, the minimum marks shall be at 45 th percentile

(b) Candidates who have passed their MBBS Examination and completed /
completing the CRRI period on or before 31-03-2017 are eligible to apply.
However the candidates should possess the permanent Medical Council
Registration Certificates of the States or of Medical Council of India at the time of
counseling.

The candidates who are undergoing CRRI should submit a self declaration that
their CRRI will be completed on or before 31-03-2017. Applications will be
summarily rejected, if the candidate has not furnished the above said self
declaration form.

4. Candidates must possess M.B.B.S. Degree of any University recognized by


the Medical Council of India. Candidates who have qualified from other
Universities should produce ELIGIBILITY CERTIFICATE from University in which
candidates seeking admission.

5. (a) The duration of Post Graduate Degree Courses is three years.

(b) The duration of Post Graduate Degree Courses for the Diploma
Candidates who have undergone two year courses shall be Two years in the same
Speciality and three years in other speciality.

The above concession is not applicable for those who have undergone one
year Diploma course either in same or other speciality.

(c) The duration of all Diploma Courses is Two years.

III. PROCEDURE FOR FILLING THE APPLICATION:

6. (a) The candidate should fill the online application form available in the
Website with the data required-for, through internet. The on-line application form
will be available on the website www.tnhealth.org/www.tnmedicalselection.org
from10.00 AM on 29.03.2017 to 04.04.2017upto 05.45 P.M.

(b) Candidates seeking admission to PG Degree / Diploma courses should


submit the print out of online application form with necessary enclosures and
Demand Draft for 5000/-(which is Non-refundable) towards the cost of
application form drawn in favour of The Secretary, Selection Committee, Kilpauk
payable at Chennai which should reach on or before 05.04.2017 by 5.00 P.M. to the
following address

(c) Print out of online Application forms with incomplete or insufficient
particulars or without enclosures or Demand Draft for Rs.5000/- (Which is Non-
Refundable) or those received after the last date mentioned will be summarily
rejected (without any intimation to the candidates)

Applications without the Demand Draft will not be accepted. The name of the
candidate and the name of the course (PG Degree / Diploma in Medical Colleges
under Deemed Universities) should be written on the reverse of the Demand Draft.

(d) Candidates should send the printout of online application with all
enclosures in an A4 size cloth lined cover. The template with requisite details
available for download should be printed and pasted on the cover

(e) AR Number will be assigned by the Selection Committee

(f) Procedure of filling online application is given in detail with Annexure.(I)

7. The Government Orders issued and to be issued from time to time


pertaining to any of the matters contained in the prospectus should be read as part
and parcel of this prospectus and such terms and conditions in the Government
Order are deemed to have been incorporated in this prospectus

8. Only recent passport size photograph should be uploaded at the time of


online submission

9. Candidates must enclose only the Photocopies Self attested documents in


the order as indicated below:
(a) NEET PG 2017-Score Card
(b) MBBS / Diploma course completion certificate from the college where
the candidate has undergone the course.
(c) MBBS / Diploma Degree certificate or provisional pass certificate from
the University concerned.
(d) CRRI Completion certificate from the Dean / Head of the Institution.
(e) Final MBBS Part II Mark sheets.
(f) Permanent Medical Registration certificate issued by the Medical Council
of India /State.
(g) Attempt certificates in Final MBBS Part II.
(h) HSC / Equivalent Examination Mark Sheet.

10. a) Printout of online applications without the signature of the candidates
will be rejected.
b) In case any candidate has applied for any Deemed University directly
based on earlier application, even such candidate has to reapply as per this
prospectus, as MCI has amended the Post Graduate Regulations and only
admission based on common counseling consequent to such amendment as
provided for through this prospectus will be valid.

IV. MERIT LIST:

11. The Merit List will be drawn based on the marks obtained in
NEET-PG 2017 conducted by National Board of Examination

12. The seats in Medical Colleges under Deemed Universities will be filled
based on the rules and regulations of respective Colleges.

13. The Secretary, Selection Committee will publish the merit list on the
websites
http://www.tnhealth.org. / www.tnmedicalselection.org

14. Determination of inter-se merit of candidates where more than one


candidate has secured the same marks will be based on the following criteria in
the order of preference given below:-

(a) Least Number of appearances in the qualifying Final MBBS Part II.
(b) Seniority in age will be given preference.
(c) Computerized Random Number assigned. Higher value of random
number will be taken into consideration

V. COUNSELING PROCEDURE:

15. (a) Candidates will be called for counseling according to their ranks in
batches.

(b) Candidates can choose any one of the branches or colleges available at
the time of counseling.

(c) Option once given during the counseling cannot be changed later.

(d) Mutual transfer will not be permitted under any circumstances.

(e) Candidates selected for admission should give a declaration in the form
given at the time of Counseling that he / she is liable for forfeiture of selection /
admission if suppression of facts are found at any time during or after the
admission to the course.

(f) The selection / admission shall be liable for cancellation based on the
declaration at any time during or after the admission to the course.

16. (a) Strict discipline should be maintained by the candidates for smooth
conduct of counseling. If the candidates are found to indulge in any untoward
activities, they will be debarred from the counseling and selection for the present
and subsequent sessions.

(b) The candidates appearing for allotment by personal appearance should


bring the documents enclosed along with application in original. In any case
candidates without original certificates / documents, shall not be allowed to
participate in the counseling. Candidates who have deposited their original
documents to Institutions / Universities and come for counseling with a certificate
stating that their original certificates are submitted to the institution/ University
will NOT be allowed to participate in the counseling.

17. Any change or modification and relevant information pertaining to this


common counseling process will be made available immediately on the website.
(www.tnhealth.org / www.tnedicalselection.org)

The candidates are instructed to visit the websites from the date of
application till the end of counseling without fail. All information including the
date of counseling will be put up in the website.

18. All candidates attending the counseling for PG Degree / Diploma Course
will have to remit a non-refundable amount of 5,000/- as processing fee by
means of Demand Draft drawn in favour of The Secretary, Selection Committee,
Kilpauk, Chennai-10.

19. The admissions to Post Graduate Degree / Diploma Course for


2017-2018 will close on the cutoff date of admission (i.e. on 31-05-2017) as per
the Guidelines issued by the Medical Council of India and DGHS

VI. METHOD OF SELECTION AND ADMISSION:


20. The seats in Medical Colleges under Deemed Universities will be filled
based on the rules and regulations of respective Colleges. Candidates are advised
to go through the respective college websites and satisfy themselves regarding the
fee structures, Medical Council of India approvals, infrastructure and the rules and
regulations.

21. For the available vacancies arising due to discontinued and not joined
candidates allotted during the first phase of counseling and re-allotment of
courses / colleges will be permitted as per merit.

22. During the second phase of counseling all can attend the counseling for
the available vacancies arising due to discontinued and not joined candidates
allotted during the first phase as per the merit.

23. (a) Allotment will be made only for the seats affiliated to the concerned
Deemed University for the Academic Year 2017-2018 session. Seats approved by
universities concerned for P.G. Diploma/ Degree courses for 20172018 session
will be displayed before counseling

(b) Some seats may be permitted but not recognized by Medical Council of
India at the time of counseling. Therefore the candidate should well examine these
points and refer MCI website/concerned university website before opting for a
seat. The Selection Committee shall neither be responsible nor shall entertain any
case on above grounds.

VII. TUITION FEE


24. Tuition Fees for the PG Degree/Diploma seats in Medical Colleges under
the Deemed Universities will be as prescribed by the Deemed Universities
concerned. Candidates are requested to verify the website of the concerned
University for fee structure.

The fee structure is applicable for 2017-18 admissions. The selected candidates
have to pay the tuition fees and other special fees etc., at the time of admission in the
respective colleges / Deemed Universities.

VIII. COMMUNICATION:
25. All notices, notification and publications regarding admission to Post
Graduate Degree / Diploma / Courses 2017-2018 session will be published on the
websites www.tnhealth.org and www.tnmedicalcelection.org. Selection committee
shall not be responsible for consequences resulting due to non-diligent follow-up
of information published on the websites
26. (a) The candidates who join Post Graduate Degree / Diploma Courses
should not indulge in any kind of agitation/ strike/ragging activity inside /outside
the college campus during the course of study. Candidates found to take part in
any such activities mentioned above will be expelled from the course/college, at
any part of the course of study besides initiation of criminal action as per the rules
of the Colleges concerned.

(b) The extract of letter / direction from MCI as per Letter
No.MCI-34(1)/2014-Med (Ragg.)/130894, dated 11.09.2014 is given in Annexure
XII for information of candidates.
27. Any candidate applying for admission to Post Graduate Degree /
Diploma Courses 2017-2018 session is deemed to have read the contents in this
Prospectus and agrees with all the conditions and clauses and will not have the
right to challenge any of the Regulations.

mandatory data. The login ID and password should be kept in privacy. Dont share
the login id and password with others.

Applications without the Demand Draft will not be accepted. The name of the
candidate and the name of the course (PG Degree / Diploma /MDS) should be written
on the reverse of the Demand Draft for further references.

Candidates should draw a Demand draft for Rs. 3000/-by means of cost of
application in favour of The Secretary, Selection Committee, Kilpauk, Chennai -
600010.

Candidates have to scan their recent passport size and signature which are
to be uploaded as a soft copy.

SC/ SCA and ST candidates who are natives of Tamil Nadu are exempted from
payment of the cost (Rs.3000) of the Application Form. (For Seeking the admission
to Government Medical/Dental colleges, Government Quota seats in Self-financing
Medical/Dental Colleges & Rajah Muthiah Medical/Dental Colleges(Annamalai
University))

Exemption for SC, SCA and ST candidates whose claims the Tamil Nadu as Nativity
(evidence for Nativity to be sent along with their application.)

The candidate will be redirected to login page to downloading his/her


Application. Candidate has to enter the login id and password to login, the
status of application has been changed as Submitted instead of Pending, which
is indicating in arrow.

The candidate can download his /her application by click on the link
download application. Application will be downloaded in PDF format, and then the
candidate has to take a printout (A4 paper size) of application.

The candidates should check the data which entered by them before sending
the printout of application to the Selection Committee. The candidate should not
update/change any details after sending their application. If the candidate wants
to update/change their data, they have to inform the Selection Committee (if
already application sent).

The candidate has to send the application with demand draft, necessary
documents (UG attempt certificate, CRRI, Service proforma (for Service
Candidates) and etc.,) to Selection Committee within the stipulated time
(mentioned in front page of the registration page).

Service candidates application should be forwarded through the proper


channel.
