With Tax equalization, housing allowance, cost-of-living adjustment and other be

nefits, the typical expatriate compensation package is two to three times the ho
me-country base salary. For example, an expatriate with a 100,000 annual salary w
ill cost the employer 200,000-300,000 per year. Other factors influencing interna
tional service assignment cost are the host destination, the size of the family
(for accompanied assignments where the family relocates with the expatriate to t
he host country), the expatriate benefits as per the employer's International Se
rvice policy, and home-host taxation. Shorter term assignments have lower costs,
especially when they avoid taxation thresholds, so the recent trend has been mo
re short-term assignments and extended business trips. The savings pendulum will
swing the other way, however, if expatriate employees are not given enough time
to produce its host country to accomplish their assignment s specified business o
bjectives, whereby the position becomes a "revolving desk" lacking in continuity
or operational momentum.

Though Proudhon rejects the right of property per se, he also argues that the st
ate of possession as it is (or was) could not be justified even by supposing thi
s right. Here he feigns to bring a legal claim against society, in a style mocki
ng legal rhetoric:
In writing this memoir against property, I bring against universal society an ac
tion petitoire [a legal claim to title]: I prove that those who do not possess t
o-day are proprietors by the same title as those who do possess; but, instead of
inferring therefrom that property should be shared by all, I demand, in the nam
e of general security, its entire abolition. If I fail to win my case, there is
nothing left for us (the proletarian class and myself) but to cut our throats: w
e can ask nothing more from the justice of nations; for, as the code of procedur
e (art 26) tells us in its energetic style, the plaintiff who has been non-suite
d in an action petitoire, is debarred thereby from bringing an action possessoir
e. If, on the contrary, I gain the case, we must then commence an action possess
oire, [a legal repossession] that we may be reinstated in the enjoyment of the w
ealth of which we are deprived by property. I hope that we shall not be forced t
o that extremity; but these two actions cannot be prosecuted at once, such a cou
rse being prohibited by the same code of procedure.

These moving company services are often considerably less expensive than full se
rvice moving. The key difference is that much of the liability for damage falls
on the customer when they utilize these services. The carrier is generally only

The cost of removals, home finding, language training, immigration and other ser
vices or processes comprise the largest and most tangible part of the global ass
ignment cost pyramid. These costs also tend to be the least flexible unless the fl
exing is upward, given the housing and transport sectors.

osts means understanding the total cost of any given global assignment before it
is originated. Then the finance and HR departments must track and report actual
costs to budgets. This represents the smallest category of relocation cost driv
ers, but the way this inexpensive work is carried out can reverberate, multiplying
the size of the other, much larger, cost drivers.
