Dagupan City Jail- Male Dormitory: First Ever SPB Seal Award

The SPB Challenge

Since the assumption of JDIR SERAFIN P. BARETTO JR as chief of the


Bureau of Jail Management and Penology, he has formulated programs to
eradicate corruption, contrabands and bad practices inside jail facilities.
One of which is SPB Seal or Sustinidong Paglilinis ng Bilangguan , a
project in support to President Duterte s Campaign against proliferation of
illegal drugs among communities, including all units of the Bureau.

The SPB Seal is a management measure to flush out illegal drugs and
other contrabands to maintain a facility suitable to the development and
rehabilitation of inmates.

Dagupan City Jail MDs Answer to the Challenge

The Directors idea in the implementation of SPB seemed so ambitious and


impossible to achieve, yet all units have strived to reach the goal of being
on the top. But for the last eight months since the Sustinidong Paglilinis sa
Bilangguan was introduced, different accomplishments have been made by
all units.

In response to the said challenge, the Dagupan City Jail Male Dormitory
headed by the Regions Master Builder, JSUPT KENNETH A BID-ING,
immediately laid down a plan.

At first, the City Jail Warden ATTY KENNETH A BIDING, in his pursuit of
the Removal and Punishment of Scalawags and Personnel Officers
involved in Drug Trade and Corruption, PI&E which discusses Project
Implementation and Monitoring for a Drug Free Jail were regularly
conducted. Random Drug Testing to all personnel was also implemented
intensifying the campaign against illegal drugs not only to inmates but also
for the personnel to remind them not to engage with any drug related
activities.

Thereafter, offensive Operations Versus Illegal Drugs inside the Jail Facility
were also intensified through coordination with other law enforcement
agencies. Regular Conduct of Random Drug Testing to residents and
regular Conduct of Drug Symposia were also held to keep residents
abreast of the ill effects of illegal drugs, alcohol consumption and tobacco
smoking. In addition to the aforementioned offensive operations, the
conduct of strip search to all visitors to intercept entry of contrabands was
also put into effect.

Decongestion of Jails & disbandment of inmates gangs protecting drug


lords was also one of the priorities.

Decongestion program was given prompt attention by ATTY KENNETH A


BID-ING through immediate implementation of his Future Development
Plan which includes expansion of jail facility through completion of the
Multi-Purpose Building and Annex Dorms that can accommodate 400
residents amounting to SEVEN MILLION PESOS. This project enabled the
jail to accommodate the steep rise in inmate population especially those
who are charged with drug-related case.

The Warden is also in full support of TCMP to eradicate any form of gangs
and instead follow TCMPs teachings of living together as one family.

Discipline and Control of inmates through effective classification and


segregation of inmates and of a unified jail system was also given effect.
Residents are segregated according to offenses charged. Dangerous
Drugs offenders are segregated and are placed in separate dorm cells.
Total implementation of SALAMAT BJMP or Sama-Samang Linisin ang
pamamahala At Maglingkod ng Tapat sa BJMP dahil Basta sa Jail, Malaki
ang Pagbabago! was one of the forefront Discipline and control program.

Lastly, other Operational Programs such as Non Existence of kubols or


shanties and decongestion programs, like Paralegal Releases through
Good Conduct Time Allowance and OPLAN HATAK MULA SA BATAK, a
brainchild of JDIR SERAFIN P BARRETTO, JR, were also maintained.

All these were made possible through the concerted efforts of the
personnel, residents, religious group stakeholders, NGOs, NGAs, LGUs
other government agencies and individuals

The Reward

On 27 March 2017, this unit received the SPB Seal, recognizing the jail
unit's exemplary performance in maintaining a drug and corrupt free facility
besting 15 finalists from 466 jails nationwide.

The said award was given by Jail Director SERAFIN P BARRETTO JR, and
was attended by different officers from BJMP- NHQ, BJMPROI Office and
wardens from different jails in Region I.
Likewise the Dagupan City Mayor, Hon. Belen T Fernandez, DILG City
Director Hon. Rhoderick Dawis, DILG Cluster II Head Hon. Victoria Jean
Dawis and other dignitaries attended the said event.
