2 Overview

2.1 Feature Introduction

When a UE is at the boundary of two location areas, the location update procedure may
not be initiated. In this case, the UE is already in the new location area, but the Core
Network (CN) does not update the UE location. If the CN pages the UE, the paging
message is sent to the old location area and the paging fails.

The ZTE RNC uses the virtual location area paging feature to solve this problem. The
RNC sends a paging message to the cells in both the current location area and old
location area. Even if the UE moves out of the current location area, the paging message
can be received.

ZTE Confidential Proprietary 4

Expanded Area Paging

One cell can be configured with a maximum of two virtual location areas. If the CN sends
a paging message to a location area, the RNC also queries virtual location areas that
belong to the current location area. If the current location area has virtual location areas,
the RNC sends the paging message to the current location area and virtual location
areas. If a virtual location area is served by another RNC, the current RNC sends the
paging message to the virtual location area through the Iur interface.

The RNC uses virtual location area paging only for repeated CS voice paging to
decrease the paging load. If two paging messages for the same IMSI are received within
six seconds, the second paging message is a repeated paging message.

3 Technical Description
When a paging message is received from the CN, if it is the second paging message for
the same IMSI received within six seconds, and URncFunction.vLacPaingInd is 1,
expand area paging is used and the paging procedure is as follows:

1) Two Virtual LACs (VLAC) can be configured through the UUtranCellFDD.virtualLac

parameter for each cell. If the CN_LAC contained in the paging message is included
in the VLAC of a cell, the paging message is also sent to the cell.

2) If the UIurLink.RNCFEATSWITCH21 parameter configured on the current RNC for

an adjacent RNC is 1, the paging message containing the CN_LAC is forwarded to
the adjacent RNC through the Iur interface. After the adjacent RNC receives the
paging message, if URncFunction.vLacPaingInd is 1, the RNC checks all the cells
that are configured with VLACs. If the CN_LAC is included in any VLAC of a cell, the
paging message is also sent to the cell.

6 Engineering Guide

6.1 Application Scenario

If the paging success rate is low at the boundary between LACs, this feature can
increase the paging success rate.

6.2 Feature Activation Procedure

This procedure describes how to locate the parameters related to this feature in the GUI.
The parameter values on the screenshots in the procedure are for reference only. Refer
to Chapter 4 for the recommended values of the related parameters.

In the configuration resource tree, select Modify Area > Managed Element and
double-click UMTS Logical Function Configuration. Set Virtual LAC Paging Support
Indication. See the following figure.

6.3 Feature Validation Procedure

Table 6-1 Feature Validation Procedure

Test Item Expanded Paging Area

The WCDMA system is ready.

Cell 1 belongs to RNC1/LAC1, cell 2 belongs to RNC2/LAC2, and
Prerequisit cell 1 and cell 2 support HSUPA, HSDPA, and DCH.
es Configure LAC1 as a VLAC on cell 2.
The Iur interface between RNC1 and RNC2 is good.
The MSC supports the repeated paging function.

1. UE1 and UE2 camp on cell 1 in Idle mode.

2. Move UE2 from cell 1 to cell 2, and initiate a voice call from UE1 to
UE2.
Steps
3. UE2 receives a VLAC paging message through the Iur interface
and establishes a link for the voice call.
4. Release the voice call.

In Step2, UE2 triggers a LAU procedure and waits for the incoming call,
Expected but the procedure cannot be completed.
Result In Step3, UE2 receives a VLAC paging message through the Iur
interface in the LAU procedure.UE1 calls UE2 successfully.

6.5 Impact on the Network

Advantage of this feature:

The paging success rate at the boundary between LACs is increased.

Disadvantage of this feature:

The paging channel load increases in the cell.
