INTRODUCTION BASE PLAN

Planning Period
The planning period will be done in 20 years
by dividing into two phases, phase I in 2019-2029
and phase II in 2029-2039.

Population Projection
Population projections are carried out to select
the population projection method and the number
of appropriate facilities until the end of the
planning period. In this planning, the suitable
population projection method is linear method with
correlation factor 0.958998 and standard deviation
3523.9529.

Drinking Water Needs

After projection of population and public
facilities, projection of drinking water needs to be
done until the end of the planning period, the
design flow rate for the development of WTP as
shown in Table 1. Based on Table 1, its known
that the final processing flow rate is 933,221 l/s
Figure 1. Planning area that divided into two phase of development year at
(Source: Tasikmalaya Drinking 2019-2929 and 2029-2039 so its known that the
Water System Master Plan, 2013) flow rate of each phase in WTP is 466,611 l/s
which is rounded to 467 l/s for easy planning.
Tasikmalaya City is one of the cities in West
Java that still lack of drinking water services. The Raw Water Quality
drinking water supply system in Tasikmalaya City The result of raw water quality analysis
is still served by PDAM Tirta Sukapura owned by compared with standard water quality class I in PP
Tasikmalaya Regency with service level of 23.94% RI Number 82 Year 2001 and drinking water
because Tasikmalaya City does not yet have a quality standard at Permenkes Number 492 Year
drinking water treatment plant (WTP). To ensure 2010 that can be seen in Table 2. Based on the
the future level of Tasikmalaya City drinking water analysis result, it is known that some parameters
services, the Regional Development Planning concentration exceed drinking water quality
Agency (BAPPEDA) and the Office of Public standard that must be processed, they are turbidity,
Housing and Settlement Area (DPRKP) of iron (Fe), organic substances, total coliform, and
Tasikmalaya City plan to develop WTP with raw fecal coli. To know the efficiency of processing can
water source from Ciwulan River, therefore called be seen in Table 3.
Ciwulan WTP. The Ciwulan WTP service area
covers five districts in Tasikmalaya City, they are Intake and WTP Location
Kawalu, Tamansari, Mangkubumi, Cihideung, and Intake location is located in Leuwiliang Sub-
Tawang. The planning area can be seen in Figure 1 district, Kawalu District with an altitude of 237.5
which is marked with a thick black line meters above sea level. While the location of WTP
(Tasikmalaya Drinking Water System Master Plan, is planned to be about 6 km from intake, that is in
2013). Urug Sub-district, Kawalu District at elevation

Table 1. Recapitulation of design flow rate easy to operation and maintenance, cost
(investment, operation, and maintenance) are
relatively cheap, and the required land is small.
Comparison of these aspects can be seen in Table

CONCLUSION
Based on the technical and non technical
aspects, the selected alternatives are the 1st
Treatment Alternative, they are bar screen,

Selection of Drinking Water Treatment Units
Alternative selection of drinking water
treatment units can be determined using the JICA
Prediction Model. Based on JICA Prediction
Model, the alternative processing unit that can be
used to process raw water is shown in Table 4.
Based on the three treatment alternatives that can
be used, one of the best alternative that meets
technical and non technical aspects, such as high
efficiency, flexibility to receive high loading rate,
