The inspection revealed the following violation: During the inspection, significant settling, cracking and soil movement was observed near the upper slope in the landslide area. Mr, Rudy Pollino, Operations Manager was interviewed on site, Mr. Pollino indicated the significant settling, cracking and soil movement had occurred over the previous weekend after a rainstorm, ‘The recent settling, cracking and soil movement in the landslide area was not noted in the daily operational records and the Department had not been notified of the incident prior to the inspection, Failure to document waste handling problems in the daily operational records is a violation of 25 Pa. Code §273.311(b) and Section 610(2) of the Solid Waste Management Act, 35 P.S, §6018.610(2). Any violation of the Solid Waste Management Act subjects a person to a variety of enforcement actions, including civil and criminal penalties. Each day the violation continues constitutes a separate offense. Mr. Rudy Pollino was interviewed and escorted the inspectors around the land Coll 14 was being utilized as the active disposal area. The entire bottom and most of the side slopes have been covered with waste. None of the waste in Cell 14 Is from the landslide. Workers were constructing a ramp in the corner of Cell 14 to allow trucks to drive onto the second lift of waste. Greentree personne! have started earthwork in preparation of constructing Cell 11. Sedimentation Pond B2 has been emptied and cleaned. Heavy equipment was being used to reconfigure the area to align with the design plans of Cell 11. Mr. Pollina indicated construction activities are being done from 6:30 am to 4:30 am, in two shifts. Allof the waste in the landslide area has been leveled and covered with soil. A series of large cracks was observed in the top central portion of the disturbed area (see attached photos). Soil movement was obvious, Mr. Pollino stated that some cracking had been occurring in that location for a few weeks, but the large series of cracks formed over the previous weekend after a rainfall. He stated the waste underneath had been bulldozed, but not compacted. Mr. Pollino was informed that the soil around the cracks did not look stable and that no one should walk or drive in that area. The series of bore holes across the middie of the landslide area has been completed. The waste was sampled and logged. The bore holes have not been converted to gas collection wells yet ‘Survey stakes have been placed throughout the landslide area and adjacent areas. Mr. Pollino indicated the stakes and bore holes are surveyed every day. Inclinometers and piezometers have also been installed; they are checked every weekday. Leachate continues to be collected in the clay-lined basin to the west of the landslide area. The leachate is being pumped from the clay-lined basin to the collection system. In addition, a shallow recovery well has been installed near the western toe of the disturbed area. Leachate is collected and pumiped up the hill to a storage tank that is primarily used for collection of the leachate from the gas wells. Very strong landfill gas adors were observed on portions of the site and adjacent properties. The odor was especially strong to the northwest, near Keller Road. The DORs for April, 2017 were reviewed. Greentree Landfill has been receiving between 1183 and 2049 tons of solid waste each weekday, and between 242 and 456 tons on Saturdays. As noted above, all waste is being disposed of in Cell 14, No incoming sewage sludge or sludge-like waste materials were reported. Mr. Pollino indicated the consolidation pit is only used for the landfil's leachate treatment plant sludge. The recent settling, cracking and soil movement in the landslide area was not reported in the DORs. As noted above, Mr. Pollino indicated some cracking had been occurring for a few weeks. The major cracking and movernent reportedly occurred the weekend prior to this inspection. Greentree Landfill personnel failed to record the incidents in the DORs, nor did they inform the DEP. Failure to document waste handling problems in the daily operational records is a violation of 25 Pa. Code 273.311(b).
