PROPOSAL FOR HOUSING CRISIS DOCUMENTARY

Content of Outline
I will be looking into the housing needs crisis in London. Over the last 20
years, London has become an increasingly popular and therefore
expensive place to live; this is because of the amount of job opportunities
that are available. The houses in London are becoming even more
expensive making it near to impossible for people to be able to afford to
live and work in London. I will be interviewing members from Brent
Council a borough who are always dealing with people who are unable to
afford the houses they live in. This topic is always in the news and is going
to be filmed around the time of the general election where Jeremy Corbyn
(Labour Party Leader) is running for prime minister one of his ideas are to
We will build a million new homes in five years, with at least half a million
council homes, through our public investment strategy. We will end
insecurity for private renters by introducing rent controls, secure
tenancies and a charter of private tenants rights, and increase access to
affordable home ownership

Target Audience
I plan to create that amount of interest as a result of the timing of my
production with the snap general election which will be taking place in the
weeks coming up to filming my documentary. I will be using this time to
explain what both political parties intend to do for our country and how
bringing a certain party to power will either make or break the housing
crisis. I will also touch on how BREXIT could affect the housing prices and
what it will be like for future generations. 71.9 % of people agree that BBC
1s programmes are fresh and new these however these topics still need
to be addressed especially when they are ongoing issues such as the
housing crisis.. The industry will always require documentaries on this
topic because people will always need somewhere to live; it is also
educational, as this information is not taught at schools, colleges or
universities. There are more and more generations with little
understanding of the economy, politics and housing. All things that will
eventually effect their lives in one way or another. My production will be
played just before the general election on ITV as this is the company that
I'm producing for. The documentary will also be published on YouTube in
order to reach more of my target audience. Finally, my production will be
published on this website because it will also be available for my target
audience. I found the research for my target audience from

Resources
The main resources needed for any documentary is backed up research
and evidence. I will also require all of the people that I intend to interview
about the subject, people are my main resource as without them the
documentary would not be interesting. The locations of where my
interviews will be taking place is another main resource so that I have
more than one place to interview people as if I didnt this would be
noticeable throughout the documentary. I will also require archive footage
so that theres more background footage of places such as London and
filmed interviews with people who I will not be able to personally interview
for example Jeremy Corybn and Theresa May.
Personal requirements
I will personally require money for transport and for the hire of the
equipment that I intent to borrow over the course of 3 days whilst I film in
London. I will also require all of my interviewees to be on time for all of the
interviews. I intend to be fully prepared with questions to ask the
interviewees. I must also be completely aware of all of the
topics covered and insure I understand the topics we will
be covering.

Market Competitors
In February 2016 BBC Three produced a documentary staring Professor
Green about modern day homelessness. The documentary was filmed in
over populated areas such as Manchester where homelessness had
doubled in the last year and exposed the cruel reality of what life is like for
someone living on the streets. They also touched on what it is like to be in
a never ending cycle of temporary hostel living and sofa surfing to avoid

In November
2016 BBC two aired a documentary called No Place To Call Home. This
documentary looked at a show that was produced 50 years earlier called
"Cathy Come Home" and compared it to the housing issues the UK were
facing then in comparison to now. BBC two worked with the housing
officers in the London Borough of Barking and Dagenham. This
documentary covered exactly what I am looking to cover for example lack
of affordable homes and a rise in homelessness however it lacked political
information and mine will have a lot of information about the general
election and what both Labour and Conservative parties

In 2014 BBC Panorama made a documentary called Don't Cap My


Benefits! This documentary followed Brent Council and looked into how
the public were effected by the benefit cap which meant that families
were no longer able to afford the house that they were living in without a
job. This documentary attracted a large target audience and would
interest people that are effected by this topic it also enlightens people on
how the public deal with strategies like the benefit cap. In my
documentary I will be interviewing the same council although I will be
taking a different angle on the documentary I will be mentioning benefits
as a large percentage of people who live in London are on benefits and
still struggle to afford their housing. The type of target audience that this
would interest are people who are first time buyers who are interested in

Specialists
Although I have set up interviews with a number of people who have a
background in housing and know the ins and outs of the topic that Ill be
covering. Laurence Coaker will be one of the main specialists throughout
the documentary, Laurence Coaker was born in Pinner, London in 1968.
Laurence started off working in the prevention of homelessness and
throughout his career is now the Head of Housing Needs for Brent Council
he has a wide knowledge of this crisis and has seen the housing prices go
up and down throughout his career making him and his team a vital part
of the documentary. I will also be interviewing a journalist called Steven
Topper who has written more than a few left wing pieces of work
defending the work of the Labour party I intent to produce a fair and
unbiased documentary and he will help to explain his thoughts and
opinions as he has been a journalist for a number of years he will be able
to talk about the amount of different parties he has seen in power and the
differences theyve had on the property market.
