1. HONG KONG HOUSING AUTHORITY

SPECIFICATION LIBRARY
(a) The Hong Kong Housing Authority Specification Library 2014 Edition (SL),
which is issued by the Housing Department comprises:

(i) This README-14 file which describes the structure and features of SL
including clause numbering system, clause referencing system and the
Worksections arrangement. It also provides a description, the clause
numbering system and clause referencing system for Project Specific
Specification (PSS).

(ii) Specification clauses which are composed of clause numbers, clause titles,
text and associated headings.

(b) The SL is divided into 10 libraries, namely:

(i) Preliminaries Specification,

(ii) Architectural Works Specification,

(iii) Drainage and External Works Specification,

(iv) Structural Engineering Works Specification,

(v) Demolition Works Specification,

(vi) Foundation Works Specification,

(vii) Soft Landscape Works Specification,

(viii) Building Services Installation Specification,

(ix) Civil Engineering Works Specification, &

(x) Geotechnical Engineering Works Specification.

(c) The library of Preliminaries Specification is a reference document provided for

information only. Specification clauses on Preliminaries for each contract are
given in the PSS of the contract documentation.

(d) The Tables of Contents which show the content of various libraries of the SL are
given in Appendix 1 of this file.

1.1 SL Clause Numbering System

(a) Except for the library of Building Services Installation Specification and
Appendix H as contained in the library of Structural Engineering Works
Specification, the format of the clause number of each specification clause is as
follows:

1.2 File Directory

(a) A directory of the clause files for various libraries is given in Appendix 2.

(b) Specification clauses contained in each clause file are fully listed in the Table of
Contents given at the beginning of each clause file.

2. PROJECT SPECIFIC SPECIFICATION (PSS)

PSS, which comprises PSS clauses, is supplied on a contract basis in the contract
documentation. The PSS clauses shall be read in conjunction with the SL. The two
documents are to be taken as mutually explanatory to one another subject that PSS shall
prevail over SL.

2.1 PSS Clauses

PSS clauses are specification clauses contained in PSS, which are either deletions,
omissions, substitutions, alterations or additions to specification clauses contained in SL
having identical clause number except the suffix, or additions not specified in SL.

Provided always that where a PSS clause has a clause number which is identical to a clause
number in SL, with the exception of the suffix, the PSS clause shall take precedence over
and substitute that clause in SL.

2.2 PSS Clause Numbering System

The format of the clause number for PSS clauses is the same as that for specification
clauses in SL except for the suffix:

3. REFERENCE TO CLAUSE
When a clause is referred to by another clause in SL and/or PSS, the clause number of the
referred clause is to be given without the suffix.
