ACCESSIBILITY LAW
Standard Dimensions

Every building shall be designed, constructed, and equipped to provide well-dimensional


accessible areas/parts of the building, that disabled people can use conveniently.
Elevators

Handrails shall be provided that is mounted at a height of 900 mm from the finish floor of the elevator.

Control panels and Emergency System shall be within reach of a seated person; centerline height for the topmost
buttons shall be 1200 mm from the floor.
Stairs
Maximum risers of 150 mm and minimum treads of 300 mm.
Open stringers shall be avoided.
Ramps
Corridor/ Hallway
Turnabout Spaces

Minimum clear width of 1.20 m - for both a wheelchair user and a Non-PWD to pass.
Minimum width of 1.80 m for two (2) wheelchairs to pass

Slip Resistant Materials
It shall have a Coefficient of Friction of 0.6 for level surfaces and 0.8 for sloping surfaces (ASTM)

If carpets or carpet tiles are used on a floor surface:

- It shall be securely attached;


- Have a firm cushion, pad or backing;
- Have a level loop, textured loop, level cut pile, or level cut/uncut pile texture;
- Maximum pile thickness shall be 13 mm
- Exposed edges of carpet shall be fastened to floor surfaces and have a trim along the entire length of the
exposed edge

Equitable Use
The design is useful and marketable to people with diverse abilities.

Guidelines:

- Provide the same means of use for all users: identical whenever
possible; equivalent when not.
- Avoid segregating or stigmatizing any users.
- Provisions for privacy, security, and safety should be equally available
to all users.
- Make the design appealing to all the users
Flexibility in Use

The design accommodates a wide range of individual


preferences and abilities.

Guidelines:

- Provide choice in methods of use.


- Accommodate right- or left-handed access and use.
- Facilitate the users accuracy and precision.
- Provide adaptability to the users pace.
Simple and Intuitive Use
Use of the design is easy to understand, regardless of the users experience, knowledge, language skills, or
current concentration level.

Guidelines:

- Eliminate unnecessary complexity.


- Be consistent with user expectations and intuition.
- Accommodate a wide range of literacy and language skills.
- Arrange information consistent with its importance.
- Provide effective prompting and feedback during and after task completion.
Perceptible Information
The design communicates necessary information effectively to the user, regardless of ambient conditions or
the user's sensory abilities.

Guidelines:

- Use different modes (pictorial, verbal, tactile) for redundant presentation of essential information.
- Provide adequate contrast between essential information and its surroundings.
- Maximize "legibility" of essential information.
- Differentiate elements in ways that can be described (i.e., make it easy to give instructions or directions).
- Provide compatibility with a variety of techniques or devices used by people with sensory limitations.
Tolerance for Error
The design minimizes hazards and the adverse consequences of accidental or
unintended actions.

Guidelines:

- Arrange elements to minimize hazards and errors: most used elements, most
accessible; hazardous elements eliminated, isolated, or shielded.
- Provide warnings of hazards and errors.
- Provide fail safe features.
- Discourage unconscious action in tasks that require vigilance.
Low Physical Effort
The design can be used efficiently and comfortably and with a minimum of fatigue.

Guidelines:

- Allow user to maintain a neutral body position.


- Use reasonable operating forces.
- Minimize repetitive actions.
- Minimize sustained physical effort.
Size and Space for Approach and Use
Appropriate size and space is provided for approach, reach, manipulation, and
use regardless of user's body size, posture, or mobility.

Guidelines:

- Provide a clear line of sight to important elements for any seated or standing
user.
- Make reach to all components comfortable for any seated or standing user.
- Accommodate variations in hand and grip size.
- Provide adequate space for the use of assistive devices or personal
assistance.

LIGHT AND
VENTILATION

GENERAL REQUIREMENTS

Every building shall be designed, constructed, and equipped to provide adequate light and
ventilation.

(a) Subject to the provisions of the Civil Code of the Philippines on Easements of Light and View, and to the provisions of this part of the Code, every
building shall be designed, constructed, and equipped to provide adequate light and ventilation.

strategies into building design. Detailed analysis of airflows in buildings and use of natural flow patterns can enhance thermal comfort and
air quality.
CEILING HEIGHTS

Artificial ventilation shall have ceiling heights not less than 2.40 meters (8 0) measured from
the finish floor up to the ceiling
More than one storey, the minimum height of the first storey shall be 2.70 meters (9 0)
For the 2nd storey 2.40 meters
Succeeding storeys shall have an unobstructed typical headroom of clearance of not less than 2.10
meters (7 0) above the finish floor

Habitable rooms provided with artificial ventilation shall have ceiling heights not less than 2.40 meters (8 0) measured from the finish floor up to the ceiling. Provided that
for buildings of more than one storey, the minimum height of the first storey shall be 2.70 meters (9 0) and that for the 2nd storey 2.40 meters and the succeeding storeys
shall have an unobstructed typical head room of clearance of not less than 2.10 meters (7 0) above the finish floor. Above stated rooms with only 2.70 meters.
MEZZANINE

Mezzanine floors shall have a minimum clear


ceiling height of 1.80 meters above and below
it.
When enclosed shall have a minimum opening into its main floor of not less than
65% unless otherwise provided with artificial means of ventilation

SIZE AND DIMENSION OF ROOMS (Natural Ventilation)

Minimum air space shall be provided as follows:

Rooms for human habitations shall be of minimum area of 6 sq.mts. (64 sq.ft.) with at least dimension of 2.00
meters (7 -0).

Kitchens 3.00 sq.mts with at least dimensions of 1.50 mts. ( 5-0).

Bath and toilet 1.20 sq.mts with at least dimension of 0.90 mt. (3-0).

Minimum air space shall be provided as follows:

Habitable rooms 14.00 cu.mts. of airspace per person


Window Openings

Every room shall be provided with a window or windows with a minimum clear
ventilating area of not less than ten percent 10% of the floor area of the room such
window shall open directly into an open court

Every room for human occupancy or intended for any use shall be provided with a window or windows with a minimum clear ventilating area of not less
than ten percent 10% of the floor area of the room such window shall open directly into an open court, yard, public street or alley, public park or open
water courses.
Exceptions: Required windows may open into a roofed porch where the porch:

Abut a court, yard, public street or alley or open water course and other public spaces.

ventilated.
Skylights

Passive Cooling and Ventilation

All naturally ventilated rooms shall be so arranged as to take full advantage of or air
movements due to heat and cross ventilation thru ventanillas under window sills,
transoms over windows or door-heads, fixed louvers, perforated walls or partitions,etc.
Artificial Ventilation

Rooms or spaces housing industrial or


heating equipment shall be provided with
artificial means of ventilation to prevent
excessive accumulation of hot and/or
polluted air.
Whenever artificial ventilation is required, the equipment shall be designed and
constructed to meet the following minimum requirements in the air changes:

27.2 For rooms entirely above grade and used as bakeries, hotel or restaurants
kitchens, laundries other than accessory to dwellings and boiler rooms not less than
ten (10) changes of air per hour shall be provided.
Natural Lighting

All enclosed portions occupied by human beings shall be provided with natural light by
means of exterior openings with an area equal to 1/10 of the total floor area

Provide sun control devices to minimize heat gain in the interior spaces; and to
ascertain energy conservation in the air conditioning; and to control direct penetration
of suns rays.
Illumination standards depending upon use or occupancy and activities should be
within internationally acceptable standards.
Interior Finishes

Materials as traditionally used for interior surfaces finishes such as wall covers, paints
and fabrics shall conform to the physical certification requirements supported by
laboratory tests and approved by the government. Agency concerned as to inflammability,
fire resistivity, flame spread and toxicity of gases emitted from burning.
FIRE SAFETY

General Requirements

Any ballroom assembly or exhibition hall, and other space used for purposes of public
assembly shall be in accordance, with Division 7 of this Chapter. -Restaurant having a
capacity of fifty (50) or more persons shall be treated as places of assembly.
Any dormitory divided into suites of rooms, with one or more bedrooms opening into
a living room or study that has a door opening into a common corridor serving
number of suites, shall be classified as an apartment building.
Flame Resistance

All fabrics and textiles should conform to the quality and safety
standards.An extra precautionary measure against fire is to spray
textiles / raw materials with fire retardant finish on upholstery

finishes may wear off in time. For commercial usage like resorts and hotels, an inherently flame retardant fabric
is recommended.
Exit Details

Any room having a capacity of less than fifty (50) persons with an outside door at street
or ground level may have such outside door as a single exit provided that no part of the
room or area is more than fifteen and one-fourth meters (15.25 m) from the door
measured along the natural path of travel.
The same stairway or other exit required to serve any one upper floor may also serve
other upper floor, except that no inside open stairway, escalator, or ramp may serve as
a required egress from more than one floor.
Minimum Corridor Width

Corridors, other than those in within individual guest rooms or individual guest suites,
shall be of sufficient width to accommodate the required occupant load and shall not be
less than one hundred twelve centimeters (112 cm).
Number of Exits

Not less than two (2) exits shall be accessible from every floor, including floors below the
floor of exit discharge and occupied for public purposes.
Any exit shall be such that it will
not be necessary to travel more
than thirty meters (30 m) from
the door of any room to reach the
nearest exit.
Travel distance within a guest room or guest suite to a corridor door shall not exceed
twenty three meters (23 m) in buildings not protected by an approved, supervised
automatic sprinkler system.
Travel distance within a guest room or guest suite to a corridor door shall not exceed
thirty eight meters (38 m) in buildings protected by an approved, supervised
sprinkler system.
Access to and Arrangement of Exits

Access to all required exits shall be in


accordance with Section 10.2.5.2 of this
IRR, shall be unobstructed, and shall not
be veiled from open view by
ornamentation, curtain, or other
appurtenance.
Means of egress shall be so
arranged that, from every point
in any open area or from any
room door, exits will be
accessible in at least two (2)
different directions.
Doors between guest rooms and corridors shall be self-closing.
Common path of travel
shall not exceed ten
meters (10 m).
Dead end corridors shall not
exceed six meters (6 m).
