2014 edition of the RINA Rules and Guides

Rules for the Classification of Naval Ships (English edition)


The Rules for the classification of naval ships apply to naval surface steel ships of both combat
(front line and second line ships) and support types (auxiliary ships) and cover the whole ship's
life cycle: design, construction and operation.
Amendments, effective from 1 January 2014, related to steering gears (Part C, Ch1, Sec 11),
have been issued in order to specify that, in addition to the steering gear control foreseen on the
navigation bridge and in the steering gear compartment, a steering gear control may be provided
in an emergency station. In addition, the table containing the location of displays and alarms has
been updated in line with the Rules for the classification of ships.

Rules for Checking the Arrangements intended for Sea


Transportation of Special Cargoes (English edition)
The Rules, effective since 1988, entitled Rules for checking the arrangements intended for the
carriage of cargoes inducing point loads on the weather deck of pontoons have been
completely revised in order to:
extend their field of application from the pontoon without persons on board to
semisubmersible heavy lift vessels, offshore support vessels and general cargo ships
This is to comply with frequent requests from our clients
foresee the RINA role as Marine Warranty Surveyor and not only as recognized
organization of marine authorities
introduce some requirements already applied by RINA as issued through separate rule
documents
align the requirements with other commonly applied internationally recognized rules and
standards
introduce the most recent and innovative technical aspects relevant to the carriage of
special cargoes.

Rules for the Type Approval and Testing of Air Pipe Automatic
Closing Devices (Italian/English edition)
These Rules apply for the issue of the "Type Approval Certificate" and for the testing operations
to be conducted on air pipe automatic closing devices.
In line with the IACS Unified requirement P3 (Rev 3 Nov 2012) Air pipe closing devices,
amendments to item 4.3.2 have been made and new item 4.3.3 and Figures 1 to 4 have been
added in order to:
clarify the tightness test requirements to be carried out for the purpose of issuing the
Type Approval Certificate

introduce requirements to evaluate the air flow to the tank which is allowed by the air
pipe before blocking the flow.

Rules for the Type Approval and Testing of Portable Flexible


Hyperbaric Chambers (Italian/English edition)
These rules apply to flexible hyperbaric chambers, portable both in containers (depressurized)
and when in use, large enough to contain a person, with a pressurization system which is
separate and independent of the breathing system.
The new edition, effective from 1 January 2014, contains amendments to items 5 and 10
carried out in order to update the references to the applicable standards for the tests and to
specify that the periodical tests are to be performed in the presence of the RINA surveyor at a
workshop authorized by the manufacturer .

Rules for the Type Approval of Mechanical Joints for Pipes


(Italian/English edition)
The rules apply for the type approval of mechanical joints, as required in Part C, Chapter 1,
Section 10 of the Rules for the Classification of Ships.
The expression mechanical joints means devices intended to directly connect pipe lengths
other than by welding, flanges or threaded joints.
In line with the IACS Unified Requirement P2.11 (Rev 3 Aug 2012) Type Approval of
Mechanical Joints, the new edition, effective from 1 January 2014, contains an amendment to
item 5.5.5 made in order to better specify the pull-out test procedure. The amendment applies to
any mechanical joint submitted for RINA approval from 1 January 2014 and to any already
approved mechanical joint for which the renewal of the certificate is requested after 1 January
2014.

Guide for Welding (English edition)


The Guide contains indications for welding construction, modifications and repairs on new and
existing ships and includes, in the appendix, the text of IACS Recommendation No. 47
Shipbuilding and Repair Quality Standard.
Moreover, it also provides indications and clarification regarding application of the requirements
of the Rules for the classification of ships (Part B, Chapter 12) concerning welded connections of
hull structures.
In the new edition, effective from 1 January 2014, the text of IACS Recommendation No. 47 has
been replaced with the most recent revision approved by IACS where clarifications on the
application of doubling plates for ships in operation have been added. Also, references to other
IACS documents (Rec 20, UR W13 and UR W14) have been updated.

Guide for the Ship Condition Assessment Program (CAP) for


Pipe Laying Ships (English edition)
This new Guide relevant to the Condition Assessment Program of pipe laying ships integrates
those already available for the CAP of Oil and Chemical Tankers, Gas Carriers and Bulk
Carriers. However, because of the particular characteristics of this type of ship, some significant
modifications have been introduced.
Considering the primary importance of the equipment dedicated to pipe laying operations, their
conditions have been included in the CAP rating evaluation. The equipment includes:
tensioners,
A&R winches,
clamping systems,
launching and recovery systems,
ROVs and habitats,
equipment for welding and monitoring of pipe assembly,
cranes,
anchoring equipment or dynamic positioning equipment.
The hull structural conditions are taken into account in the CAP rating evaluation. However, in
consideration of the great importance of the efficiency of the above systems, the weight
assigned to the hull condition is lower than the one assigned to the machinery and equipment
condition.

Guide for Approval in Principle of Novel Technologies (English


edition)
This new guide, effective from 1 January 2014, completes the framework for the verification and
qualification of novel technologies not adequately covered by existing rules and standards.
Unlike the Technology Qualification (which is dealt with in an already existing RINA guide), used
to verify the fitness for service of a fully defined technology, the Approval in Principle is
dedicated to designs that are still at a preliminary stage. In particular, the Approval in Principle
process verifies if the proposed design is feasible and realistic, and if at least the basic intent of
safety rules is met.

Guide on Complete Ship Model Calculation of Passenger Ships


(English edition)
The structural arrangement of passenger ships presents significant differences with respect to
other ship types, the most important being the presence of several decks contributing to the hull
girder longitudinal strength.
Furthermore, the distribution of the normal stresses induced by a vertical bending moment in the
various decks is not at all linear, due to the presence of several discontinuities in the side shell
structure (recesses, large number of openings of significant dimensions, longitudinal bulkheads).

The contribution of each deck to the longitudinal strength strictly depends on the actual
arrangement and cannot be evaluated on the basis of a simplified beam analysis.
As required by the RINA Rules for the Classification of ships, the level of contribution of each
one of these elements is to be obtained through a finite element analysis of the whole ship.
This type of analysis also evaluates the distribution of the shear stresses on the side and
longitudinal bulkheads.
The purpose of the Guide is to detail the procedure for the above analyses, taking into account
the general arrangement of the longitudinal elements (side, decks, bulkheads) and the specific
characteristics of passenger ships (windows, openings, recesses, pillaring systems).
The criteria for the assignment of hull girder bending moments and shear forces to the model
are defined, in order to maximize the governing effects through equilibrated distributions of
loads.
The criteria for localized refined analyses (e.g. in way of the openings) are also specified.
