All services in relation to the building must be
disconnected, prior to any commencement of
demolition works.
All disconnection must be notified and conducted to
the satisfactory of the relevant authorities.
The service detection works shall carried out by a
(LCDW) Licensed Cable Detection Worker and a record
is to be obtained.

C.1. ASBESTOS REMOVAL WORKS
LHS will engage Pure Enviro Pte. Ltd. for the removal of Asbestos

Preparation for Asbestos Removal
A. Information shall be convey across the entire building: There shall not
be any unauthorized personnel working or movements near the removal
area during the period of Asbestos removal
B. All stakeholders to be informed of the schedule of work before start
work.
C. Apply permit to work for asbestos removal
D. PPE includes Half-face respirator with P100 filter cartridge, disposable
body suit, rubber gloves, shoe cover, safety goggles, safety helmet,
safety boots.
E. All workers must go through mask fit test before assigning of the correct
size of respirators for individual use.
F. All workers must go through medical checkup (X-ray) to determine if
they are fit for work. The X-ray test is to be conducted on a 2 year basis.

Enclosure of the entire work area with Hygiene facility & Air
Extraction Unit
A. All movable objects will be removed from site and all immovable
items will be covered completely with Polyethylene sheets.
B. The polyethylene sheets must be at least 0.2mm in thickness
and a double layer is recommended for enclosure at all openings
such as doors, windows, air vents etc.
C. Polyethylene sheets will be used to isolate all entrance & exits to
the working area and secured with strong adhesive tapes. The
existing building structures such as windows, wall, doors shall be
used as part of the enclosure set up.
D. There will be 2 hygiene units provided during demolition
E. Warning signs as per below will be displayed at all approaches to
the asbestos site:

SHORING & PROPPING OF SLAB SOFFIT


Shoring should be designed and erected in accordance with
Code of practice for Demolition (SS 557 : 2010).
The shoring should be checked regularly during demolition
works
Propping /shoring must based on approved PE design
Propping shall be space at 1.2m both way as per design and it
will propped 7 nos. floors. LHS plans to propped all floors prior
to demolition

Worksite Supervision
a) An experienced and competent Site Supervisors shall be appointed to
oversee all daily operations.
b. All Safety, Health and Environmental issues raised during demolition
works shall be carried out under the supervision of the experienced
WSH Site Supervisor and WSH Officer

Daily Site Inspection


Inspections will be carried out daily, before work, during work and after
work. Particular attention must be paid to:
Hazards from the collapse of weakened structures
Openings through which a person may fall
Hazards from Falling objects

Stability of Structures during Demolition

a) The Professional Engineer (PE) shall carry out a site check for any
defects which may have weakened the structures. He / she shall
propose ways to support them if he/ she finds any weakened
structures
b) The Professional Engineer (PE) shall apply all necessary drawings
from the relevant authorities for the calculation/ design and
proposed demolition method to be submitted to BCA.
c) Regular inspection shall be carried out during demolition to ensure
that immediate rectification is performed on any weakened
structures
d) To issue COS upon after inspection of structures or any temporary
structures (e.g. scaffolding, proppings, hoarding, etc.) with PE
design

Public Safety and Health Considerations


To consider the safety of the public during demolition works. Need to provide
overhead shelter, proper access/ egress within the public area. All temporary
structures must be designed and approved by PE to ensure its stability and
will not create danger to public.
If found there is a immediate danger, immediate action needs to be done to
ensure no one will hurt.
Dust, vibration, noise need to be monitored and control during demolition
works
Pest control must be carried out regularly to avoid unnecessary breeding
Demolition works must not cause any inconvenience, unsightly or any
problems within the nearby public or residents.
No illegal disposal of silty water within the public drain or roadside
No illegal disposal of debris
All safety and health consideration must be in-placed prior to demolition works

DUST CONTROL
LHS to take measures to control dust emission from affecting the areas
outside the demolition work area. Such measures may include enclosing
the demolition work area by dust screens/netting installed within the
external scaffold. Use of water spray during demolition to reduce dust
emission.

During ground levelling and turfing period, to consider wetting the


temporary lorry access to avoid or limit the dust production.

NOISE MONITORING & CONTROL


LHS to provide a real-time noise monitoring device to monitor 24 hours
the noise production during demolition.
Noise control measures may includes:
Use of properly maintained equipments and tools that produces noise
Limiting the use of compressor to a stated hours
Avoid noisy work after 0600 pm, weekends and public holidays.
To attend to noise complaints and treat all complaints seriously
Proper work schedule to avoid working late or too early within a
specified or regular working days.

SMOKE EMISSION CONTROL


The demolition contractor should ensure that all plant and machinery that
are used at the demolition work area are maintained and operated in a
manner such that they will not give rise to smoke emissions and comply with
the relevant regulations.

WATER POLLUTION CONTROL


The demolition contractor should ensure that adequate ECM was provided
as per ECM Plan submission.
No sewage or sullage water or water with other pollutants (listed in 'Water
Pollution Act') should be discharged into the open drain at all times. If a
standby generator set is used at the demolition site, LHS to ensure that it is
placed under shelter and with spill trays
