WhereasmostlistsofclaimantstotheseeofPeterdonotadequatelyexplainwhy
someareregardedaspopesandothersasantipopes,thefollowinglineageprovides
explanationsofthecircumstancesofeachpapalaccessionorclaim,withanattempt
tobetruetothecontextoftheperiod,asthesecularclaimsofthepapacyhave
changedovertime.

ThePopeisthesuccessorofSt.PeterbyvirtueofbeingtheBishopofRome,hencea
candidateassumesthepapacyuponbecomingtheBishopofRome,whoiselectedby
theclergyofthatcity.APopemaynominateasuccessor,butsincehisreignends
withhisdeath,hehasnolawfulmeansofimposinghisnomineeasPopewithoutthe
consentoftheelectors.

Ifthepopeelectisalreadyabishop,heassumesthepapacyimmediatelyuponhis
assentotherwise,hebecomesPopeassoonasheisordainedbishop,whichmay
takeplaceintheconsecrationceremony.Inthefirstmillennium,itwasconsidered
irregularforabishoptochangesees,somostelectedpopeswerenotalready
bishops,makingtheconsecrationceremonycrucial.

Inordertopreventdisputedpapalelections,thecustomaroseofhavingtheelection
confirmedbytheemperorpriortoconsecration.Thiscustomwasabusedbyseveral
emperorstoattempttomanipulatetheoutcomeofelections.However,solongas
theRomanclergyfreelyoffertheirsubmissiontothenominee,hebecomesPope
regardlessofpriorinterference.Owinginparttotheinconvenienceofwaitingfor
theGermanemperor'sconfirmation,thepracticewasgraduallyabandonedinthe
seventhandeighthcenturies,thoughitwasstillconsideredgoodformtonotifythe
emperor.

ElectionsofthePopewereoriginallymadeonlybytheRomanclergy,thoughat
varioustimesfromthefourthcenturyonward,laymenwereallowedtoparticipate
eitheraselectorsortoconfirmacceptance.Theclergyalsoretaintherighttorestrict
electionstoonlythehigherclergy,asoccurrednumeroustimesinthefirst
millennium,finallyculminatinginthesystemoftheconclaveofRomancardinals
generallyusedsincetheeleventhcentury.

ThePopepossessedtractsoflandsincetheearlyMiddleAges,butitwasnotuntil
theDonationofPepin(755)thatheassumedtemporalsovereigntyoverasubstantial
portionofItaly.Thissovereigntywaspassedtolaterpopes(asconfirmedby
Charlemagne),sothattemporalruleoverthePapalStateswasassumedbyvirtueof
beingtheBishopofRome.IntheHighMiddleAges,thisPatrimoniumPetriwas
erroneouslybelievedtohavebeenthegiftofConstantine,duetoaneighthcentury
forgery.Nonetheless,thebasisofthepapalclaimishardlychangedbythefactthat
donationwasfromPepin,dependingineithercaseonthevoluntaryactofa
temporalsovereign.Nopopeeverclaimeduniversaltemporalpower,thoughmost
maintainedthattheircontinuedsovereigntyoverthePapalStateswasessentialto
theindependenceandselfsufficiencyoftheChurch,aswellasessentialtothe

dignityofthepapacy,whichisjudgedbynoman.Themodernpopesretain
temporalsovereigntyonlyoverVaticanCity,andmosthaveforgonethetrappingsof
temporalmonarchy,inordertoemphasizethatthePope'suniversalecclesiastical
jurisdictionandstatusasSupremePontiffareinnowisedependentonhistemporal
sovereignty.
