A. GENERAL REQUIREMENTS

1.0 DESCRIPTION OF WORK

1.1 General

The work specified consists of furnishing all labor, supplies, equipment, services, facilities
and appurtenances which are indicated or reasonably implied by the drawings or the
Specification, or as specified, or that are required for the work described in the Contract
Documents. The work items are specified as attached B.SCOPE OF WORK-1
(Overhauling Work):

1.2 General Scope of Work

The Contractors Scope of Work shall, but not be limited to, include receiving, unloading,
receiving inspection, handling, storing, maintenance as required during storage, removal
from storage, hauling, placement, erecting, alignment, testing and maintenance during shut
down overhaul period, or as otherwise directed by the Employer, of the
Employer supplied special consumable materials, which are to be installed within the
perimeter of the Power Station.

2.0 RESPONSIBILITY OF THE CONTRACTOR

The Contractor shall furnish all supervision, labor, tools, equipment, staging and/or
scaffolding, rigging and incidental material necessary for the complete overhaul works of
the Employer supplied equipment and material which have been installed within the
perimeter of the Power Station, during shutdown overhaul period. It shall, but not be
limited to, include:

1. Erection Labor
2. Qualified Labor Supervision
3. All receiving, unloading, sorting, loading, and hauling from the point of
delivery to the storage area and/or to the erection site. All equipment shall be
handled, stored, and protected in such a manner as to ensure its proper
alignment, finish, and manufactured strength. All required temporary
blocking, stiffening, covering, weather protection, etc., shall be furnished by
the Contractor. The Contractor shall also provide all necessary labor and
supervision for the removal and replacement of temporary protection of stored
and erected equipment for periodic inspection by the Employer or his
authorized representatives. Off-loading of Employer supplied Equipment and
Material shall be by the Contractor but under supervision of the Employer or
associated-Vendor as may be approved by the Employer
4. Trucks, derricks, car movers, compressors, and all other hoisting, hauling, and
compressed air equipment, including fuel and maintenance
5. All shoring, rigging, cable, rope, cable or rope blocks, chain hoists, etc.

6. Scaffolding, temporary stairs, floors, ladders, platforms and railings as
required, erected in a manner and of materials approved by the Employer at the
jobsite. Note, however, that installed Other Civil and Architectural
Contractor-furnished permanent stairs, walkways and platforms can be
available for use by the Contractor sometime during execution of the Work.
7. Welding machines with cable, welding rods, welding electrodes, portable rod
ovens, and burning equipment, including installation, hookup, maintenance,
operating personnel, and storage
8. Magnetic particle equipment and services for examination of turbine blade.
This shall include quality control reports with all magnetic particle test data for
all materials erected by the Contractor, as required herein or by applicable
codes or by manufacturers instructions
9. Services of magnetic particle technicians or other specialists as required
10. All consumable required for the Work, such as, rust preventives, solvents,
lubricants, and gear oil for cooling tower fan etc.
11. Small tools and equipment, such as wrenches, hammers, turnbuckles, extension
cords, jacks, and rollers
12. Any other tools, equipment, or service necessary to accomplish a complete and
expeditious overhaul work.
13. Oxygen, acetylene, oil, gasoline, cleaning fluids, and miscellaneous supplies of
every kind required for use in overhauling. Provision for safe storage and
handling of any combustible materials used during erection
14. All required nondestructive test equipment and general electrical test
equipment necessary for the Work
15. Weather protection for materials and work area as necessary for proper
continuance of erection
16. Removal at completion of Work, of all temporary facilities and services
provided by the Contractor for execution of Work.
17. Oil flushing for turbine lubricant and control oil piping.
18. Transportation of equipment and personnel for the Work, except for Owners
and Employers equipment and personnel
19. Permission for working in power station area.
20. Temporary lighting
21. A full-time onsite Supervisor exclusively for welding and quality assurance.
22. Touch-up painting with paint material
23. Insulation work with material if existing insulation material would be
damaged.
24. Maintenance of storage areas
25. Inventory of all parts that are delivered to the site and security of Contractors
equipment
26. Insurance Inspection
27. All required communication with local community
28. Submit the PTW for all site activities with JSA, crane operator license,
scaffolder license etc.
29. Treat any industrial waste in accordance with local regulation.

3.0 RESPONSIBILITY OF EMPLOYER OR OTHER PARTIES

General Requirements 2
The following work categories are under Employers or other parties responsibility and
out of Contractors scope:

1. Supply, transportation, import and delivery of permanent equipment and


special consumable material up to Ulubelu 3&4 Geothermal Power Project
area, except items described in this specification
2. Special tools for overhauling work.
3. Dispatch of technical supervisors from the major equipment supplier.(Turbine
generator, cooling tower and hotwell pump)
4. Procedures for pre-commissioning and commissioning work
5. Dispatch of supervisors for pre-commissioning and commissioning
6. Special gaskets necessary for inspection (for main stem strainer, manhole of
condenser and steam scrubber).

4.0 CONTRACTOR USE OF WORK SITE

4.1 Confine work site operations to areas permitted by law, ordinances, permits, and the
contract.

4.2 Do not load work site with equipment and products which would interfere with the
work, other contractors work and owners operation. Only equipment, tools or
materials required for this work may be stored at the work site.

4.3 Move any stored products, under contractors control, which interfere with
operations of the owner or separate contractor.

4.4 Owner maintains continuous site power supply for this work. If the contractor must
connect to the power grid and if power is interrupted, no delays in the construction
schedule will be allowed.

5.0 DOCUMENTATION

5.1 The Contractor shall submit documents in accordance with the table, attachment-D
Information requested with proposal.

5.2 No extension of time will be granted, nor will consideration be given to claims
arising from contractors failure to submit submittals on sufficient time for
Employers review.

5.3 Any cost to the Employer as a result of inadequate submittal schedule shall be
borne by the Contractor.

5.4 The Contractor shall make all revisions required by the Employer. If the Contractor
considers any required revision to be a change, he shall so notify the Employer in
writing. The Contractor shall show each drawing revisions by number, date, and
subject in a revision block on the drawing. The Contractor shall make only those
revisions directed or approved by the Employer.

5.5 Quality Control Procedure (QCP)

A. The Contractor shall submit his QCP to the Employer for approval. Work
shall not start until such approval has been obtained from the Owner. The
QCP shall contain a comprehensive account of the Contractors QC
procedures that shall be applied throughout the project. It shall include, but
shall not be limited to, the following:

1. An Organization Chart identifying the Quality Control Manager of


the QUALITY CONTROL ORGANIZATION by name and that of
his inspector staff, showing that his position and his staff are outside
of the production staff with clear lines of authority for Quality
Control.

a. The Organization Chart shall show the authority and


responsibility for all positions.

2. A letter from an officer in the Construction Company firm outlining


the Quality Control Managers duties, responsibilities and authority,
including the authority to stop Work, order removal and
replacement of any defective Work. The letter shall state that the
onsite Quality Control Manager and his inspection staff shall have
the sole responsibility to implement and perform the Quality Control
requirements.

a. The Quality Control Manager and his inspection staff shall


not do any construction production Work, engineering Work
and/or any other construction Work outside of the Quality
Control requirements.

b. Duties of the Quality Control inspectors shall be limited


strictly to inspection of the ongoing Work. Sampling and
testing of materials shall be performed by Quality Control
personnel other than the inspector.

3. A plan for the development of the detailed inspection and test


procedures. These procedures are to be in accordance with codes,
laws, ordinances, and the contract specifications and reference
standards.

4. A list of all applicable tests the Contractor will perform along with
who will perform them and the frequency which they will be
performed at.

5. A plan to educate Contractor personnel on what is to be built and to


what quality it is to be built to.

6. What procedures will be used to report deficiencies and then to
either remove the deficient item or correct it to the Construction
Managers satisfaction.

7. A procedure to turn over the finished Work to the Owner.

8. How Quality Control records will be kept physically and the actual
system to classify, file and retrieve documents.

9. What procedures will be used to qualify personnel for the job they
are doing including all testing.

10. How changes to the Contract will be communicated to the field and
posted to the record documents along with how voided documents
will be handled.

11. The system to assure that a current set of as-built documents is


always maintained on the site.

12. How submittals from suppliers, Subcontractors and other parties


contracted by the Contractor will be reviewed prior to the
Contractors Submittal to the Construction Manager to assure
compliance with Contract Documents.

13. How materials will be received and inspected for compliance with
Contract Documents. Also, how material will be stored, and
inspected on an ongoing basis, to assure compliance with Contract
requirements.

15. How installed materials will be checked to assure continuous


conformance to the approved Submittals.

16. A list of all required inspections that the Contractors Quality


Control Inspector will perform on the Work, along with who will
perform them, and the frequency which they will be performed at.

B. The Contractor shall implement the QCP and instruct, in accordance with
the QCP, the workmen, Subcontractors, material suppliers, and others who
perform Quality Control tasks. The instructions shall include, but shall not
be limited to, the following:

1. Methods to identify potential quality problems with Work or


materials, and appropriate directions for solving and/or reporting
such problems.

2. Establishing preventative measures and maintaining effective QC


practices in all areas of the project.

C. The Contractor shall submit a list of suppliers and as applicable
Subcontractors. This list shall include items to be supplied, item numbers,
specifications, inspection and test dates, and other pertinent information as
appropriate. The list shall be submitted to the Employer sixty (60) days
prior to the performance of required inspections and tests.

D. The Contractor shall submit to Employers Site Manager samples of items


or materials in accordance with the technical specifications.

5.6 Documentation

A. All activities necessary to satisfy the reference standards and specifications


shall be described by written procedures. Documentation shall refer the
appropriate acceptance criteria. Should there be a conflict between the
accepted Quality Control Plan and the specifications, the specifications
shall govern.

B. Specific procedures, instructions, or checklists, other than those contained


in the specifications, shall be developed by the Contractor. These
documents shall be available Construction Manager and/or Contracting
officer by request for review and approval and shall be maintained as
quality records.

C. The Contractor shall not change or alter approved Submittals, procedures,


Specifications, Drawings or any other pertinent documentation without the
Construction Managers written authorization.

D. QC procedures, methods, and current documents shall be made available at


the locations where they are to be used.

E. All records and documents which are quality related shall be prepared,
identified, and maintained by the Contractor and shall be made available to
Construction Manager upon request. Records shall be protected from
damage, deterioration, or loss. Retention time for all quality records shall
be not less than three (3) years.

5.8 Safety and Security Plan

A. The Contractor shall prepare and submit a Safety Security and Protection
Plan to the Construction Manager for approval within fifteen (15) calendar
days after Notice to Proceed.

6.0 QUALITY CONTROL

6.1 Quality Assurance/Control of Installation

A. Comply with manufacturers and manufacturers supervisors instructions,


including each step in sequence.

B. Should manufacturers instructions conflict with Contract Documents,
request clarification from Employer in writing, before proceeding.

C. Comply with specified standards as a MINIMUM QUALITY for the Work


except when more stringent tolerances, codes, or specified requirements
indicate higher standards or more precise workmanship.

D. Perform Work by persons qualified to produce workmanship of specified


quality.

E. Secure Products in place with positive anchorage devices designed and


sized to withstand stresses, vibration, physical distortion or disfigurement.

7.0 TESTING AND INSPECTIONS

7.1 Description of Work

A. Work Included

1. This Section defines the responsibilities of the various agencies or


parties performing testing and inspection services as specified
herein or required by the Contract Documents, and summarizes the
test methods and quantities to be utilized for quality assurance
testing.

B. Related Work

1. Additional or specific testing and inspection requirements are


described in the various individual Sections of these Specifications.
Failure to list specific testing or inspection requirements in this
Section does not relieve the Contractor from providing all tests
which are indicated to be his responsibility, or from cooperating
with the testing and inspections agency or others who may be
performing quality assurance tests or inspections.

C. Testing and Inspections Agency

1. Quality assurance testing and inspections will be witnessed by


Owner, Employer and an independent testing and inspections
agency selected and paid for by the Owner.

D. Limitation of Authority

1. The testing and inspections agency is not authorized to release,


revoke, or alter the requirements of the Contract Documents, or to
approve or accept any portion of the Work.

7.2 References

A. Reference Standards

1. Comply with the requirements of all reference standards, codes,


ordinances, rules, and regulations contained in the various Sections
of these Specifications, except where more stringent requirements
are listed herein or otherwise required by the Contract Documents.

7.3 Definitions

A. Quality Assurance Tests and Inspections

1. All tests and inspections specified herein or elsewhere in the


Contract Documents which are performed by the independent
testing and inspections agency to determine compliance of
materials, products, equipment, or completed Work with the
requirements of the Contract Documents.

B. Code Compliance Tests and Inspections

1. Mandatory tests or inspections required by codes or ordinances, or


by building officials or other authorities having jurisdiction over the
Work.

C. Contractors Convenience Tests and Inspections

1. Tests or inspections performed exclusively for the Contractors


convenience or information. Additional concrete test cylinders
taken on behalf of the Contractor to determine early break strength
are considered Contractor convenience tests.

D. Re-Testing

1. Subsequent testing or inspections of the Work or any portion of the


Work for which initial testing has indicated non-compliance with
the Contract Documents or with applicable codes, ordinances, rules,
and regulations.

7.4 Cooperation with Testing and Inspections Agency

A. Access to the Work

1. Representatives of the testing and inspections agency or other


legally constituted testing or inspections personnel shall have
unrestricted access to the site and all other locations where the Work

is in progress, including borrow pits, batch plants, material yards, or
other locations where materials are being obtained or stored.

B. Facilities for Testing

1 Provide all necessary facilities required for testing and inspecting


the Work, including but not limited to, safe hoists or scaffolding,
lighting, lifts, suitable safe storage areas for freshly poured concrete
test cylinders, and incidental labor required to assist the testing and
inspections agency in field testing or inspections.

C. Notification

1. Notify the Construction Manager not less than seven (7) days prior
to tentative date or time when testing and inspection will be carried
out. Re-confirm date and time not less than three (3) days prior to
time when such services will be required.

7.5 Test and Inspection Procedures

A. General

1. Gathering of specimens or samples, measuring, and testing of all


materials, products, systems, or other Work shall be performed
according to the procedures of the referenced standard test method.

D. Re-Testing

1. When initial tests or inspections indicate non-compliance of the


Work or any portion thereof, the non-complying portion shall be
removed, replaced, or re-worked (re-compacted in the case of
subgrade, fill, or backfill material), and re-tested by the same agency
performing the initial test or inspection. Do not proceed with
additional Work until the non-complying Work has re-tested and
found to be in compliance.

E. Additional or Alternative Tests

1. The Owner and Employer reserve the right to require additional or


alternative tests or inspections of materials or Work for which either
has reason to believe may not be in compliance with the
requirements of the Contract Documents.

8.0 TEMPORARY FACILITIES AND CONTROLS

8.1 Description of Work

1. This Section includes temporary utilities and miscellaneous
temporary facilities required during construction, including
installation, maintenance, and removal upon completion of the
Work.

B. Such temporary facilities shall include but not be limited to:

1. Temporary Wood Construction Ramps and Walkways

2. Construction Fences with and without Obstruction Warning Lights

3. Temporary Utilities

4. Temporary Construction Facilities

5. Temporary Partitions where required

6. Project Identification Signs

8.2 Description of Work

A. General Description

1. Except as may be otherwise provided by the Employer, furnish,


install, pay for, and maintain temporary facilities and utilities for use
of all Contractors and its subcontractors during the duration of the
Contract.

8.3 Quality Assurance

A. Regulatory Requirements

1. Comply with the requirements of the following regulatory agencies,


except where more stringent requirements are listed herein or
otherwise required by the Contract Documents:

a. Sumitomo/ FE Code

b. Indonesia Local Standards

8.4 Temporary Facilities

A. Furnish materials and perform labor required to execute this Work as


indicated on the Drawings, as specified herein, and as necessary to complete
this portion of the Contract. Comply with codes and regulations of
authorities having jurisdiction.

B. Guard machinery, equipment, and all hazards in accordance with the safety
provisions of the authorities having jurisdiction. Protect all hazards with
adequately constructed guardrails or barricades and provide lanterns,
warning lights, and the like, as necessary. To this end, dispose, store, guard,
and protect the premises and all Work, materials, equipment and both
permanent and temporary construction so as to preclude and unauthorized
use thereof and particularly to eliminate possible consequent injury to all
persons.

C. Structural design of all items used in the construction of the building and not
a permanent part thereof, including but not necessarily limited to hoisting
towers, shoring for concrete and masonry Work, the temporary bracing for
structural steel, temporary partitions and the shoring of cut earth banks, is
the sole responsibility of the Contractor.

D. Furnish and maintain hoists, staging, rigging, scaffolding, and runways


required in the prosecution of the Work. Erect, equip and maintain such
temporary Work in accordance with statues, laws, ordinances, rules or
regulations of the governing authorities and insurance companies having
jurisdiction.

E. During the term of the contract provides effective means of dust control
both within the structure and on the surrounding site. Comply with
requirements of governing agencies.

F. Maintain for the entire length of the Work all required exists to conform to
regulations of authorities having jurisdiction.

G. The intention of the Contract is that, upon completion, the entire Work will
be delivered to the Owner in proper, whole and unblemished condition.

8.5 Temporary Utilities

A. Water

1. Determine locations of temporary water needs for the various trades


during progress of the Work and for fire protection. Provide
temporary water lines with standard hose connections and valves.

2. Provide an adequate supply of potable drinking water conforming to


local health requirements.

B. Power and Lighting

1. The contractor shall provide his own electrical power on the


construction site, if necessary. The Owner will provide electrical
power at the construction site. In the event of loss of power from
the utility company it is recommended that the Contractor provide

his own standby generator because the Contractor will not be
granted any delays of claims due to electrical down time.

C. Telephones

1. Pay all costs for installation and maintenance, and service charges
for any calls by the Contractor.

8.6 Temporary Construction Facilities

A. Office Facilities

B. Storage Structures

C. Sanitary Facilities

1. Provide maintenance and clean up of existing facilities.

D. Fences and Barricades

1. Provide temporary fences, barricades, and warning signs and as may


be required by local code or authority and as required to maintain
safety of workplace and general public.

2. Maintain temporary fences, barricades, bulkheads, and other


protective facilities in good condition throughout the term of the
Work. Remove at completion of the Work and replace or repair all
Work damaged thereby. Repair or replace on a daily basis safety
facilities or devices damaged or removed during the course of the
Work.

E. Cooling

1. Wherever required, provide adequate temporary cooling apparatus


as may be necessary to maintain specified minimum or maximum
temperatures during construction operations. Pay electric costs
incurred.

2. Permanent cooling system may be used in whole or in part for


temporary cooling as required to maintain temperature required for
erection during construction period. Replace filters in each filter
frame and air-handling unit with new filters just prior to Owner
occupancy.

F. Exterior Enclosures

1. Provide temporary weather-tight closures of exterior openings to
accommodate acceptable working conditions and protection for
Equipment and Material, to allow for temporary cooling and
maintenance of required ambient temperatures identified in
individual equipment specification or suppliers instructions, and to
prevent entry of unauthorized persons. Provide access doors with
self-closing hardware and locks.

G. Ladders, Ramps, Runways, and Hoists

1. Provide temporary ladders, ramps, runways, and hoists as may be


required for Construction Manager, Owner and Engineer to observe
the Work.

2. Scaffolds, staging, and safety devices shall be constructed and


maintained in accordance with local safety codes and regulations.

3. Provide lifting devices and hoisting facilities in accordance with local


safety codes and regulations.

9.0 SECURITY

9.1 General

A. Provide a Project Security Program to:

1. Protect Work, stored products and construction equipment from theft and
vandalism.

2. Protect premises from entry by unauthorized persons.

B. Protect Owner and Employers operation at site from theft, vandalism or


damage from Contractors Work or employees.

9.2 Maintenance of Security

A. Maintain security program throughout overhaul work period, until Owner


acceptance precludes the need for Contract security.

9.3 Personnel Identification

A. Maintain a current list of accredited persons; submit a copy of the list to


Employers Site Manager on request.

9.4 Entrance Control

A. Provide control of all persons and vehicles entering and leaving project site
by maintaining a log of visitors.

B. The Owner will control deliveries and vehicles related to his own
operations.

10.0 MATERIALS AND EQUIPMENT

10.1 General Product Requirements

A. Contractors Responsibility

1. Assume complete responsibility for unloading, handling, and


installation of all products in accordance with manufacturers
recommendations or instructions, accepted trade practices,
published reference standards, and the requirements of the Contract
Documents.

10.2 Manufacturers Instructions

A. Unless otherwise indicated, handle, store, and install, erect or apply all
manufactured products in strict accordance with the manufacturers printed
instructions.

B. Distribute copies of manufacturers instructions to all parties involved in


the installation, including the Construction Manager and Engineer.
Maintain one complete set of all manufacturers instructions on the job site
until completion of the entire Work.

C. In the event that job site conditions are in conflict with the manufacturers
instructions, notify the Employer in writing for clarification or direction
prior to starting installation of the affected Work.

10.3 Storage and Handling

A. Acceptance at Site

1. Promptly inspect shipments to assure that products comply with


requirements, quantities are correct, and products are undamaged.

2. Provide equipment and personnel to handle products by methods to


prevent soiling, disfigurement or damage.

B. Storage and Protection

1. Comply with manufacturers written recommendations for


environmental conditions, including ambient temperature and
relative humidity, protection from moisture, sunlight, or ultraviolet
light during storage.

2. Store materials requiring protection from the elements above ground
on suitable platforms or blocking, and under cover to protect from
rain. Allow adequate ventilation to prevent condensation.

3. Protect products subject to damage from sunlight or ultraviolet rays


with suitable opaque coverings.

4. Store bulk products or materials, such as sand, gravel, topsoil, etc. in


designated stockpile areas, and protect from contamination by dust,
dirt, running water and other deleterious substances, and from
inadvertent mixing with adjacent materials.

5. Provide equipment and personnel to store products by methods to


prevent soiling, disfigurement, or damage.

6. Arrange storage to provide access for inspection and inventory.


Periodically inspect to assure products are undamaged and are
maintained under required conditions.

10.4 Protection of Work in Place

A. Protect Work in place after installation, application or erection from


damage due to subsequent construction and finishing activities. Provide
adequate temporary covering or other protection as recommended by the
product manufacturer.

10.5 Repair and Replacement of Damaged Work

A. Inform Employer immediately of materials, products, or equipment which


are damaged or contaminated during shipment.

B. Repair, restore to original or like-new condition, or replace any existing or


previously completed materials, products, equipment, or surfaces damaged
during storage, handling and the installation of Work, at no additional cost
to the Employer.

C. Replacement of materials, products, or equipment prior to each Combined


Phase Completion is not considered warranty replacement, and is the sole
responsibility of the Contractor.

10.6 Quality Standards

A. Workmanship specified or indicated on the Drawings by reference to title,


symbol, or number of a Commercial or Industry Standard, ASTM
designation, Manufacturers data, or other similar reference standard is
identified hereby as the MINIMUM REQUIREMENT for the quality of
workmanship required hereunder. References are to the current issues of
same, except as indicated otherwise. If not in contradiction to the building
code or regulations of other governmental agencies as may have

jurisdiction, such referenced documents shall be considered as an integral
part of these specifications as if repeated word for word herein.

B. The Owner or Employer may require that copies of certain reference


specifications be kept at the job site.

10.7 Workmanship

A. Note that the quality, tolerance, etc., required for certain workmanship
specified herein may be superior to that established by the hereinbefore
identified reference standards. Refer to respective Specification Sections.

B. With the exceptions only as specified or indicated on the Drawings, apply,


install, connect, erect, use, clean and condition products in compliance with
the VERY HIGHEST STANDARDS OF WORKMANSHIP for the
respective trade.

11.0 SYSTEM STARTUP AND TESTING

11.1 Description of Work

11.2 Field Tests and Adjustments

A. Before starting up an equipment, the Contractor will properly service the


equipment and other items which normally require service in accordance
with the maintenance instructions. The Contractor will be responsible for
lubrication and maintenance of equipment and filters throughout the entire
equipment break-in period described by the manufacturer.

1. The Contractor will be responsible for assistance in the startup,


adjustment, preliminary maintenance, and checkout of all
equipment and instrumentation. All systems will be carefully
checked for conformance with the design documents.

2. If any equipment or system does not operate as specified in the


Contract, the Contractor will assist to immediately replace or repair
components until it operates properly.

3. When the equipment startup is complete, the Contractor will assist


in preparation of a test report.

11.3 Final Instructions and Operation Training

11.4 System Startups

A. The Contractor will be responsible for entire startup period up to each


Combined Phase Completion, during which time electrical and mechanical
equipment, fixtures, and associated devices will be energized and operated
under local and automatic controls. The Contractor will be present during
the startup period with adequate labor and support personnel to adjust
equipment and troubleshoot system failures that might arise.

C. If adjustments fail to correct the operation of a piece of equipment or


fixture, the Contractor will remove the equipment or fixture from the project
site and replace it with a replacement as applicable.

12.0 COMPLETION OF EACH MILESTONE

12.1 Description of Work

A. This Section includes administrative procedures and closeout Submittals


required at completion of each milestones of Work.

12.2 Submittals

A. Record Documents - General

1. Additional or specific requirements for Record Documents are


indicated in individual Sections of these Specifications.

2. Do not use Record Documents for construction purposes; protect


from deterioration and loss in a secure, fire resistive location.

3. Provide access to Record Documents for Employers reference


during normal working hours.

4. Review Record Documents for progress and accuracy at regularly


scheduled job progress meetings.

5. Upon completion of mark-up, submit Record Documents to the


Employers Site Manager for the Employers records.

B. Record Drawings (Field Set)

1. Maintain at the Project site during the course of the Work a white
print set of Contract Drawings and Shop Drawings in clean,
undamaged condition, with mark-ups of actual installations which
may vary substantially from the Work as originally shown.

2. Mark whichever Drawing is most capable of showing field


condition fully and accurately; however, where Shop Drawings are

used for mark up, record a cross-reference at corresponding
locations on the Contract Drawings.

3. Mark changes or deviations with red erasable pencil. Where


feasible, use other colors to distinguish between variations in
separate categories of Work.

4. Record new information which is recognized to be of importance to


the Owner, but was not shown on either the Contract Drawings or
Shop Drawings. Give particular attention to concealed Work which
would be difficult to measure and record at a later date. Note related
Change Order or Field Order numbers where applicable.

5. Record all deviations sizes, locations, or other features of Work


from the Contract Documents. It shall be possible, using these
Drawings, to correctly and easily locate, identify, and establish sizes
of all piping, directions of flow, and other features of the Work
which will be concealed in finished Work or underground.

6. Establish locations of concealed and underground Work by accurate


dimensions to column lines or permanent walls, locating all bends or
turns, and properly referencing invert elevations and rates of fall.

7. Record Drawings shall include, but not be limited to; Structural,


Mechanical, Plumbing and Electrical.

8. Organize Record Drawing sheets into manageable sets, bind with


durable paper cover sheets, and print suitable titles, dates, and other
identification on cover of each set.

C. Final Record Drawings (As-Built)

D. Record Specifications

1. Maintain one copy of Specifications, including Addenda, Change


Orders, and similar modifications issued in printed form during
construction. Mark up variations of substance in actual Work in
comparison with text of Specifications and modifications as issued.

2. Give particular attention to substitutions, selection of options, and


similar information on Work where it is concealed or cannot
otherwise be readily discerned at a later date by direct observation.

3. Note related Record Drawing information and product data where


applicable.

4. Label Record Specifications with the words RECORD COPY and
the date submitted, stamped or neatly printed in block letters on the
cover.

E. Submit final revised documents to Employers Site Manager within three


(3) days after final inspection, for forwarding to Owner for Owners
records.

F. Other Documents

1. Submit the required number of the following additional documents


which may be required by the various Specifications Sections:

a. Certificates of Compliance with applicable reference


standards.

b. Certificates of Inspection or other evidence of compliance


with governmental agencies or authorities having
jurisdiction over the Work

g. List of Subcontractors, service organizations, and suppliers,


including names of contact person, and telephone numbers
for office hours and after hours emergency contact.

12.3 Close-Out Procedures

A. Final Cleaning

1. Comply with manufacturers instructions for cleaning


operations.

2. The following are examples, but not limitations, of cleaning


levels required:

a. Remove labels which are not required as permanent


identification or for operational instructions.

b. Clean transparent materials, including mirrors and


window or door glass, to a polished condition;
remove substances which are noticeable as vision
obscuring materials. Replace broken glass and
damaged transparent materials.

c. Clean exposed exterior and interior hard surfaced


finishes to a dirt-free condition, free of dust, stains,
films, and similar noticeable distracting substances.
Except as otherwise indicated, avoid disturbance of

natural weathering of exterior surfaces. Restore
reflective surfaces to original reflective conditions.

d. Remove paint spatters or drops from adjacent


finishes or surfaces.

e. Sweep concrete floors in non-occupied spaces broom


clean.

f. Wipe surfaces of mechanical and electrical


equipment clean. Remove excess lubrication and
other substances.

g. Remove debris and surface dust from limited access


spaces, including roofs, plenums, equipment vaults,
and similar spaces.

h. Clean light fixtures and lamps so as to function with


full efficiency.

i. Clean Project site, including landscaped areas, of


litter and foreign substances. Sweep paved areas to a
broom clean condition; remove stains, petrochemical
spills, and other foreign deposits. Rake grounds
which are neither planted nor paved to a smooth,
even textured surface.

B. Removal of Temporary Protection

1. Except as otherwise indicated or requested by the


Construction Manager, remove barricades or other
protection devices and facilities which were installed during
the course of the Work to protect persons, property, or
previously completed Work.

C. Compliance

1. Comply with safety standards and governing regulations for


cleaning operations.

2. Do not burn waste materials at Project site, or bury debris or


excess materials on the Owners property, or discharge
volatile or other harmful or dangerous materials into
drainage systems.

3. Remove waste materials from Project site and dispose of in a


lawful manner.

4. Where extra materials of value remaining after completion of
associated Work have become the Owners property, dispose of
these to Owners best advantage as directed.
