Problems addressed by the Project

Batangas Port is located in Central Luzon and serves as the main gateway to/from Mindoro and Visayas, but the
previous port facilities were three aged finger piers and small back up area only in 1990. It was necessary to
expand the port facilities for Ro-Ro ferry, domestic and foreign general cargoes and fast craft for increasing
cargoes and passengers. Batangas Port Development Project Phase I was implemented from 1990-1999 to
upgrade the ports facilities.
On the other hand, Manila port reached saturation stage to handle the container cargoes. There was a need to
respond to the demands arising increased container cargoes from the South Luzon area near Batangas Port.
There was heavy traffic congestion in Manila due to transportation of containers from Manila port to South Luzon
area and arise environmental issues and economic activities. Batangas Port Development Project Phase II was
implemented from 2000-2009 to construct an international container terminal to complement the Manila Port and
to accommodate over panamax container vessel which could not accommodate in Manila port due to shallow
manila bay.

Service Provided
Feasibility Studies for Phase I and II were carried out in order to be financed by JICA ODA Loans. Detailed design
and construction supervision for Phase I and II were conducted including topo-hydrographic survey, soil
investigation, detail design of berths, yard, buildings, utilities, container handling equipment, movable bridges,
port security systems, etc.
Study on Container terminal Management and Operation Program including selection of concessionaire of the
container terminal was conducted with PPA.
