It is an ongoing process by which governments, civil (and military) society plan for and
reduce the impact of disasters, react during and immediately following a disaster, and
take steps to recover after a disaster has occurred.[1][2] There are variations to the cycle but
the most common version is the 4 phases of disaster cycle: [3]
