OWNERSHIP, REGISTRATION and The Police - What
the Reality of PUBLIC SERVICES they can and
can’t do -

Recently, a friend rang me,
concerning a ‘100 POUND FIXED
PENALTY FINE NOTICE’ his
girlfriend had received for parking
outside there own house. On the
reverse of this PCN (PENALTY
CHARGE NOTICE) it stated quite
clearly that they (the COUNCIL)
needed to deal with the OWNER of
the VEHICLE in question.
“But you are not the OWNER, you are
only the REGISTERED KEEPER, so send
it to the OWNER” I said to my friend.
“When your girlfriend REGISTERED
the VEHICLE with the DVLA (a
CORPORATION), she handed over
TITLE OWNERSHIP of that VEHICLE,
to the body she was REGISTERING to;
thus the DVLA. So LEGALLY, DVLA are
the OWNERS of this VEHICLE, and if the
COUNCIL want to serve the PCN on the
OWNER then DVLA is whom it should be
served on.
Why don’t you send it to the DVLA and
tell them as the LEGAL OWNERS they
have to pay this PCN. Or even write to
the issuer and explain who the LEGAL
OWNER is and explain they have sent it
to the wrong place”.

“But surely if my girlfriend does this and
the DVLA want to, they can come and
take their PROPERTY back” my friend
inquired innocently.
“Well if they did then surely that would
let the ‘cat out of the bag’, and prove
without a doubt that the PROCESS of
REGISTRATION is true, I don’t think
they want the populace to know about
that” I replied.
Anything you have REGISTERED does
not belong to you anymore, so when
they want to PENALISE the OWNER,
and send you an OFFER to pay them
(a NOTICE) simply send it on to the
OWNER (in this case DVLA), as you
are simply the REGISTERED KEEPER.
Don’t believe me? Then take a look at
your V5 DOCUMENT!
The implications of this are incredible
the world over, for I know at least 52
other countries that have this basic
system in place.

Feel intimidated by the
police? Feel intimidated
when you’re pulled
over or stopped in
the street? Feel that
you are obliged to
give them information
or answer their questions? If
the answer is YES to any of these
questions, then you DON’T know
your rights.
A police officer is not what he was many
moons ago. In bygone days they cared
for their employers, yes, you! They
actually wanted to help you, they wanted
to solve crimes, they had compassion, a
sense of fair play and in response to this
they earned our respect and admiration.
ALL of that has changed! Police officers
are now revenue agents plain and simple,
and if any officers think that’s not true,
try not giving out fixed penalties for a
month and see what happens!
The truth is, they are now your
adversary, and that is not meant in a
violent way. More like a game of who
can get who to do as their told. They are
trained to get from you, what they need
to fine or arrest you, by actually getting
you to consent!
Lets quickly look at all the laws that
don’t include death or injury to
others, damage to another’s property
or fraudulent behavior. These three
very heavy crimes are ALL you can
truly be guilty of. Anything else is just
STATUTE LAW, and the simple to
remember definition on this is... ‘Laws
that only apply if YOU consent to them’!

TPUC - The Peoples
United Community
We all have an undeniable urge
to be free. Free in our thoughts,
feelings, and daily affairs.
It is becoming increasingly obvious
to some of us that in reality whilst it
appears on a basic level that we are
free, the reigns of control seek to
guide us, tax us and manipulate us into
working ever harder, and submitting
ever more to authority.
How we come to this conclusion is
different for us all and ultimately this
is not important. What is important is
what we peacefully do about it. TPUC
was created as a community for people
across the world to communicate with
and join other men and women who
feel the same. It is not about politics,
it is not about religion, it is not about
money. Nor is it against them. Those
who wish to pursue these things are
free to do so.
TPUC is only concerned with two very
similar principles - the truth of love,
and the love of truth.
The truth knows no boundaries, and so
we seek only to show people actual,
factual information about the world
around them.
We have discovered some very
powerful information which hopefully
you will see in a positive light, and
perhaps you will seek to further what
we know.
TPUC has a small dedicated team
which run the website and produce
DVDs and T-Shirts. We have been
amazed by the research, contributions
and visitors to the site and are always
keen to hear of your suggestions.

The Police - What they
can and can’t do...

Statute: “Legislative rule of
society given the force of law by
the consent of the governed”.
“CONSENT OF THE GOVERNED”...
That is YOU!! If you don’t consent, they
cant do! It is that simple!
Ok, officer walks up to you and says “Can
I ask you some questions?” Don’t consent.
Instead ask them “What is the nature of
the intended detention?” and record the
conversation, let them see you doing this.
Record it on your mobile. If they say you
cant record the conversation, then what
they are actually saying is, ‘I don’t consent
to being recorded’. Then you simply say
“Ok, am I free to go?”
The simple fact is, they NEED your
consent, and they have some very cool
tools to get it. One is intimidation.
Another is acting. They act like your
friend, they act like they care, they are just
ACTing to put you off guard, and hey
presto, most of us sing like canaries!!
Their other weapon of choice is
inconvenience. You don’t have time to
waste playing their game, so you squawk
to get away quicker. Wham! They have
their result!
If you are pulled over for an offence under
an ACT ie: speeding or seatbelt etc, it is
part of the “Road Traffic Act of 1988”. The
keyword is ‘ACT’ and believe me, what a
merry old act it is, this is pure stage play,
with scripts for every occasion!
When issuing you with a ticket, they need
your name... KEEP QUIET! Don’t argue
with them as it is adversarial, just KEEP
QUIET! They need your name and date of
birth to confirm which corporation they
are going to give the bill of exchange to.
Don’t give them anything to work with.
If they read you your rights, they require
you to say you understand them, for
them to be put on you, AGAIN YOUR
CONSENT, get it? Don’t say a word!!
These officers of revenue don’t like the
grim realisation that they have no power,
so you could get arrested. Yes, I’m afraid
they can still arrest you, but the worst
they can do is keep you for a few hours,
so get some sleep! Oh, and if you have a
notarised claim of right, with a schedule
of charges for arrest and detention, then
sleep even sweeter because they are paying
you to learn that they have no power!
Getting arrested isn’t nice, they know this,
that’s why its one of their tools to get you
to sing like a nightingale.
If they are going to arrest you, one nice
way of them playing into your hands is
by saying a few words like, “Officer I am
a peaceful man, there will be no violence,
but you are obliged to note that if you are
going to arrest me it will be under protest
and duress at all times, and I reserve all
of my rights at all times, and I waive none
of those rights at any time for any cause
or reason”. If they take you to the station,
remember KEEP QUIET. DON’T SAY A
SINGLE WORD.
If they try to fingerprint you, tell them you
do not consent to this. If they try to get
your DNA, tell them you do not consent to
this. If they touch you, tell them, “Officer I
do not consent to be touched at all”.
MAKE THE FACT THAT YOU KNOW
YOUR RIGHTS KNOWN, They will only
continue to act illegally if you continue to
let them do so.
THEY HAVE NO POWER IF YOU
DON’T CONSENT. PERIOD!
