Basically you have to be consistent in reporting to work early to


cover congressional hearings, press conferences and ambush interviews.

try to read how other reporters/journalists frame up their own stories.

on committee hearings due to horrendous traffic from Pasay City to Batasan Complex. Also,
different committee hearings begin at the same time. By such, we, reporters, are sometimes
torn as to what committee hearing are we going to attend to.

avoid traffic early and also weighing what committee hearing in particular is far more
important to cover.

WHAT ARE THE PRACTICES OF PRINT JOURNALISTS IN COVERING THE HOR?

Not so different in covering other the beats.


But since HOR is one of the major beats where decisions and legislations are
made, it entails more diligence, prudence and circumspection.

There has to be a concious effort to keep objectivity in covering politicians.

Prepared everyday to cover wide range of issues from personal issues of


congressmen to the security of the country and taxation.

Keep stock knowledge of issues.

Ready to stay late at HOR to cover long debates.

WHAT ARE THE PROCEDURES IN GATHERING NEWS INSIDE THE HOR?

HOR is challenging and easy to cover at the same time. No "no story day" at
HOR.

We mainly make our reports from filed bills and resolutions, committee hearings,
plenary approval of legislative measures, press conferences, interview with
congressmen and caucuses.

Copies of bills and resolutions can be requested from the Bills and Index Section
of HOR. But it is faster to get it from the offices of the congressmen.

Modern communication tools made our coverage even easier. We can just text
or call any concerned member of HOR to get reactions on issues or pertinent
information that we need to.

It is better to keep contacts of congressional staff for easier access to


congressmen.

WHAT ARE THE PROTOCOLS IN COVERING HOR?

Like any other beat, you need to be accredited first before you can cover HOR.

Know the legislative mill...the "how a bill becomes a law" .

Better to be knowledgeable even on impeachment rules. You will need it.

Learn the rules of the house including those observed in the committees.

Know the background of congressmen, not just their personal background but
their politics, affilliations as well as position on major issues.

GATHERING NEWS?

It is always better to be in top shape since this job is never routinary.


I do, however, prepare myself fully before a big assignment.

PHYSICAL PREPARATIONS: enough sleep. I can perform good even after 2 hours
of sleep. But it is best to have enough sleep.
I exercise.
I ALWAYS come on time. NEVER NEVER be late for your assignment. That's
unprofessional. That's also the wrong way to start your coverage.

MENTAL PREPARATIONS: i do psyche up myself to keep my focus when im in a big


coverage.
I read, listen and watch the news.
I research backgrounds.
I research the personalities i'm going to cover

Politicians are naturally amiable. It is ok to befriend them. But know your


boundaries. Avoid any possibility of conflict of interest.

Keep in mind that your reports will help shape public's opinion. So be careful on
details. Be responsible.

There are politicians or congressmen who are too sensitive. Be careful in dealing
with them. They will have a tendency to dictate on how you layout your facts.

I just let it pass. You should not let them bother you. Just do your job.
I always keep in mind that there are 200 plus congressmen from whom i can get
the needed information.

Dont aspire to get to the major beat asap. Learn the trade, get your footing in
the industry and as they say...patibayin mo ang sikmura mo.

Start at the police beat. Never belittle police beats. That's a good point to start
your career. It will give you the much needed foundation and build your
confidence.

Keep contacts of congressmen and their staff. You need a sure line of

Keep contacts of hor officials i.e. Secretary general, committee secretariat,


legislative security bureau. You will need them.

be aware of the legislative mill's daily grind.


Have a good judgment on which committee hearings to cover.

Dont depend on congressmen too much for good stories. In committee


hearings, most of the time, the best information come directly from the resource
persons. They are the most knowledgeable individuals on issues being tackled in
the hearings, thus, their positions and opinions matter.
Follow up on interesting bills and resolutions, especially those with great impact
on ordinary citizens. Most of the time, the legislators need wake call.

If possible, dont leave hor until session is adjourned. Sometimes, breaking stories
happen at hor at the plenary session.

PROTOCOL

keep your objectivity. Stay professional.

It's ok to be friendly to congressmen. You need to develop a good relation with


them to have assets at hor. You also dont want to antagonize the people you
cover. But keep your balance.
Your relationship wIth them must not compromise your professionalism.

Dont open yourself to "conflict of interest" situation.

Keep in mind that you belong to the fourth state. It is your obligation also to
provide checks and balance for public interest.
