Summary of Competencies
I am a social activist and Humanitarian/Development practitioner and my career objective is to contribute towards social and human development
based on my academic excellence and well-grounded in my 29 years national as well as international practical experience; less in corporate and more
in the development sector. My experience travails from working in sectors of operations, social protection & coordination, resource
mobilisation, gender equality, youth and women development and sustainable livelihoods. I have remained in senior management positions,
specifically project management including Monitoring-Evaluation-Accountability-Learning (MEAL). My work has been both in rural and urban
development realms. My special expertise is also working for humanitarian assistance and has been intensely involved in relief and disaster
management.
Another core area of my interest and expertise is close partnership and coordination with the donors and government systems for strategic planning,
resource mobilization and sustainable development. Having exposed to international and multicultural work environment including United Nations
Organizations UNFPA, UNDP, UN-Habitat, UNESCAP and International donors like UN, CIDA, USAID, DFID, JICA, gave me extensive opportunities
to learn international best practices which can be used to overcome various challenges faced by the social and development sector ensuring the
sustainability.
I have been working both in humanitarian as well as development sector for 19 years. During my work with UN-Habitat, I have been involved with the
Government of Khyber Pakhtunkhwa in digitising land records, a huge new milestone for the province and country has been achieved. The work that
we started is now helping the Provincial Government in digitising land records and providing one window fast track land entitlement processing and
delivery. I have had specialised training in Monitoring and Evaluation, Logistics Management, Gender, Global Protection and Transparancy in Land
Administration.
I have worked with the UNDP (November, 2005 to November, 2006) as National Project Manager and have been involved in humanitarian assistance
for earthquake affected districts of Mansehra, Battagram, Abbottabad and Kohistan. While I worked for UN-Habitat
(June 2007 to December 2009) we supported more than 14,000 families in earthquake and flood-affected areas of Azad Jammu and Kashmir (AJK)
and Khyber Pakhtunkhwa. In AJK and Khyber Pakhtunkhwa, we provided support to the government to provide alternate safer land by properly
carrying land mutation and handing over land titles. Based on this, the affected people were provided resources by Earthquake Reconstruction and
Rehabilitation Authority (ERRA) to rebuild their houses under newly entitled lands. After floods of 2010, I was Provincial Manager for Khyber
Pakhtunkhwa within UN-Habitat and provided support to 2,000 flood affected families in the districts of Nowshera, Charsadda, Lower Dir and Upper
Dir. The support was provided for rehabilitation of affected people by giving them immediate relief as well as One room permanent
shelters/latrines/wash facilities.
The programme and project cycle management has been an integral part of my professional work. I have used programme/ project planning
techniques to prepare concepts and programme/ project designs. My experience of working with skills and tools of M&E have helped me to
place sensitive programmes such as land management on track and difficult to measure progress on emergencies effectively implemented.
I have also used my tested knowledge, skills and tools to undertake impact surveys on my own or supervise these in security sensitive and
disaster/ flood affected areas with equal success. I am a trained gender expert with specilisation in gender marking of
projects/programmes, I remained Gender Focal Point for UN-Habitat for three years. I was active member of Inter-Agency Gender and
Development Group (INGAD). During my tenure with United Nations Population Fund (UNFPA), as Project Monitoring Specialist (then
NWFP now Khyber Pakhtunkhwa) for National Programme for Family Planning & Primary Health Care, I ensured effective and
efficient service delivery at all levels to benefit women/girl children. I have worked as Senior Research Analyst with UNDP (2002-2004),
under Women Political Participation Project (W3P) I supervised numerous training sessions in which the elected women councilors (under
LGO 2001) were mentored and nurtured enabling them to perform their duties effectively.
As Programme Manager (Housing, Land and Property Rights), I convinced the Steering Committee to redfine Landless criteria as it was creating
distrust among the potential beneficiaries, after completion of the Pilot, I shared our findings and recommendations with the Steering Committee. This
resulted in amending the strategy which eventually benefitted more than 14,000 landless families.
Secondly, as Project Monitoring Specialist with UNFPA, I provided analytical, strategic policy and technical advice to the Provincial Government,
which resulted in improvement of service delivery.
While advocating land record computerization and digitization I met Senior Members Board of Revenue of Punjab and KPK and proved to them the
dire need of such inervention for removal of difficulty for the general public involved in land transactions. Although Government of Punjab adopted the
idea through different model, but Government of KPK gave UN-Habitat the chance to practically pilot the idea in two districts namely Charssada and
Nowshera, after its success the same model has been adopted in all the districts of KPK.
As Co-Chair of Provincial KPK Housing Cluster I succeeded in convening meetings with all the stakeholders on regular basis which has been
appreciated by the Provincial Disaster Management Authority of KPK and declared this cluster as the most successful and effective among all the
rovincial Clusters.
I have the networking skills with the executive and political side of government in opening policy influencing doors to these corridors of power. During
my tenure as Programme Manager (ERRAs Programme for Landless People in earthquake affeced areas of AJK and KPK) I realised that the land
management documentation system is quite complicated and its impossible for a layman to understand the terminologies and procedures applied in
this system. I personally initiated a campaign among the stakeholders to recognise this fact and devise land tools for general public. As Manager

(HLP) UN-Habitat our team of property rights comprising of legal experts, former Senior Members Board of Revenue, Senior Revenue Officers and
members of civil society, we developed two tools namely, Land and Property Rights and Glossary of Terms used in revenue record system in English
and Urdu. These tools were widely disseminated among all the stakeholders for further distribution. Mention the land manual and the difficult process
of consultation.
In 2014, as Land Tenure Researcher/Consultant, United Nations Habitat / Global Land Tools Network (GLTN) , Nairobi, Kenya, I p roduced a research
study on Land Governance in Pakistan (Pakistan Country Report on Scoping Land Tenure and Land).
As Provincial Manager (Khyber Pakhtunkhwa & Federally Administered Tribal Areas), Pakistan Settlements Flood Recovery Programme
(PSFRP), funded by Government of Japan and Korea Inrernational Cooperation Agency (KOICA), I was responsible for overall project management
and implementation of the Programme, independently with minimal supervision. I lead a team of around 60 staff members including expats and
nationals. This intervention included components of Shelter, WASH, Infra-structure, Social Moblization, Behavoural Change, Community Organziations
etc, in the Province of Khyber Pakhtunkhwa and Federally Administered Tribal Areas of Pakistan. I carried out operational management of projects,
ensuring outputs according to the project document, and procedures in the Project Cycle Operations Manual and SOPs. Our team successfully
completed PSFRP, under which 2,000 one room permanent shelters, around 1,900 latrines and a number of Community Infrastructures (including
WASH, Infra-structure, Micro Hydel Power Plants and Suspension Bridges) were completed in Districts of Charsadda, Nowshera, Upper Dir and Lower
Dir in KPK for Extremely Vulnerable families including women headed and child headed households. During the project, 29 flood affected primary
schools were rehabilitated in District Nowshera (under UNHCR funding).
As Programme Manager (ERRA'S Programme for Virtually Landless People of the Earthquake affected areas of KPK and AJK), I
independently managed the Programme in all aspects of project management, coordination and monitoring. I lead a team of 100 staff members and
the team successfully completed a very complex interventio in the history of Pakistan. Under this Programme n amount of USD 10.8 Million was
distributed among more than 14,400 families to get access to safer land to built safer houses, out of the total co-owners 45% were women including
children.
As National Project Manager (Emergency Shelter Programme/ Earthquake affected areas of KPK), UNDP, Mansehra. KPK,
Pakistan, I was responsible for overall project management and implementation of the Programme, independently with minimal supervision. I lead a
team of around 26 national staff members.I constantly and regularly oversaw the process of community mobilization carried out by the Social
Organizers to ensure the targeting of Non Food Items (NFIs) to the most vulnerable and needy sections of the community and supervised the entire
project team for discharge of their respective responsibilities and following up on the deadlines and work plans. The team succeeded in benefitting
21,000 families in earthquake affected areas of Districts Abbottabad, Mansehra, Battagram and Kohistan, as more than 21,000 shelters were built for
the extremely vulnerable families including women/child headed households, in 8 months.
