INTRODUCTION:
An NGO (non-governmental organization) or VO (voluntary organization) is a
non-profit organization that is independent from the state and national
governmental organization and is for the welfare and well-being of certain fatal
issues in our society. It is usually funded by donations from philanthropists or
by sanctions from the government and are run primarily by volunteers. These
are highly diverse and are engaged in a wide range of activities. Earlier all the
application work related to getting a grant for these NGOs was offline and
consumed long and dreary hours. It was inefficient and did not provide a
platform for centralized checking and filing of the form by various stakeholders.
The standing in queues, waiting for the head office to approve your form,
bearing the unknown status of your application and finally when the application
is approved, again waiting for the sanction letter to be confirmed is simplified to
a single hassle free online portal. The online process is far more organized than
the offline one. It grants the stakeholders a common place to either register or
black list NGOs. All NGOs that are registered can apply for various grants from
GOI on the basis of the guidelines mentioned in the online portal. The online
process only needs one to know the basics of using a computer which in today's
generation isn't uncommon. It will revolutionize the whole monotonous paper
filing system once it comes into force.

About the Scheme:


The scheme provides an institutional framework for women victims of
challenging circumstances. The scheme is listed as a part of the NGO Grantin
aid portal. Any NGO that is related to supporting women-in-need can apply for
a grant under this particular scheme on the website. The scheme envisages that
shelter, food, clothing, health as well as economic and social security are
assured for the women victims. It focuses on supporting women whenever and
wherever the need arises. One of the most important aspects is that it assures
women that they wont be unattended and will be given proper consultation at
any point of time. The scheme ridicules all sorts of injustice against women and
brings out new policies every day. The scheme also focuses on helping women
take up various jobs and makes them earn for their day-to-day living.

OBJECTIVES:
Under the Scheme, a swadhar greh will be set up in every district with the
capacity of 30 women or less. For big cities and other districts having more
women in need, more than one swadhar greh could be established. The capacity
of swadhar greh could be expanded up to 50 or 100 on the basis of the women
in need. The objectives to be followed by these swadhar grehs are as follows:

To cater to the primary needs of shelter, food, clothing and medical


treatment of the women in distress and without any social or economic
support.
To enable them to regain their emotional strength that gets hampered in
their encounter with unfortunate circumstances.
To provide them with legal aid and guidance so they can take steps
towards their readjustment in family/society.
To rehabilitate them economically and emotionally.
To act as a system that understands their situation and also emulates
support at the right time.
To enable them to start their life afresh with dignity and conviction.

BENEFICIARIES:
The benefit of the scheme could be availed by women above 18 years of age of
the following categories:

Women who are deserted and are without any social and economic
support;
Women survivors of natural disasters who have been rendered homeless ;
Women prisoners released from jail and are without family, social and
economic support;
Women victims of domestic violence, family discord and who are made
to leave their homes without any means of shelter and have no special
protection from exploitation and are facing litigation on account of
marital disputes;
Trafficked women/girls rescued or runaway from brothels or other places
where they face exploitation and are affected by HIV/AIDS.

How it Functions?
The scheme is made as an NGO driven venture. The NGO holds the sole
responsibility of the execution of the policies under the scheme. The application
process for acquiring the grant required for the implementation of the policies is
made online. Though the online portal is time consuming, it is still hassle-free,
compact and paperless. The NGO worker can fill the application form
mentioning all the necessary details in order and then wait for a short period of
time for arrival of the grant in his/her bank account. The online portal is an
interface between the grass root level NGO worker and GOI.

Components of the Application Form:

Firstly, the NGO user is supposed to fill his/her personal details and register
with the online portal after which the NGO will be given a unique application
id. This application id will be used to refer to the NGO at all levels in the

The A part of the form demands all the organisation


details such as the objectives of the organisation, brief history of the
organisation, whether the organisation is located in its owned or rented
building and also the bank details of the NGO user.
PART A: 2/2 The second component of the A part form requires the user
to mention about any experience , financial status, grants,
contributions, office bearers, committee members and
employee details if any.
PART B: 1/2
The B part of the form is named as THE PROPOSAL. It
requires additional details such as grants required for
construction of the rented building, total expenditure
details, accommodation documents and some additional
documents.
PART B: 2/2 The user is supposed to mention about the location of the
accommodation owned /rented and the classification of the
proposed beneficiaries (number of women in each category
mentioned).
The final application form gives the user an option
FINAL FORM for editing the form again if required. If at all the user
is satisfied with the form details, he/she can submit
the form and wait for it to be accepted /rejected.
If by chance the application is rejected at some level of the process by an
intermediate stakeholder, then the user will be sent a notification regarding
the rejection of the form.
As soon as the form will be edited by the user, again the form will be sent for
approval. The form again has to go through all the hurdles and can be
approved or rejected on the basis of the form details. This is the look and feel
of the form that is to be filled by the user. The form is written in simple English
and is understandable by common users.

Steps Involved:

The NGO user fills the form with all the details such as mobile no., PAN
no., Aadhar no., Email etc. As soon as the NGO user fills the form and
submits it, the form is transferred to the appropriate state for approval.
For example, if the NGO user belongs to the state of Delhi, then the form
is forwarded to the Delhi state.
The state verifies the form and has the option to either approve/reject it. If
the state accepts the form, the proposal is sanctioned at state level and a
bunch of all the applications is created and sent to the Ministry.
In the Ministry, the Dealing Assistant uploads the proposal in e-office for
approval from seniors.
If the application is not approved from above or if the NGO is black
listed, then it is marked as rejected. If the application is approved, then
the sanction letter is issued and the date of release of first instalment
(By IFD) is also updated.
Finally, the state updates the status of NGO and issues the sanction letter
to the NGO.
At any level if the application is rejected or it is found out that the NGO
is black listed, then its application is marked as rejected and sent back.
