 STATEMENTOFPROBABLECAUSE

TheComplainantstatesthatthefollowingfactsestablishprobablecause:

YourcomplainantisalicensedpeaceofficerintheStateofMinnesota,andisemployedbytheWashington
CountySheriff'sOffice.Inthatcapacityanduponreviewofthereportsandattachments,yourcomplainant
statesthefollowingtoestablishprobablecause:

OnJuly1,2017,OfficersreceivedareportofadomesticthathadoccurredonPillarIslandontheSt.Croix
River,inWashingtonCounty,thenightprior.TheofficerswerecalledtoWolf'sMarinainStillwater,where
theyencounteredthecomplainant,J.V.J.V.reportedthatsheandherboyfriend,DEREKCHARLES
ESTELLE,DOB:2-28-1987,defendant,hadboardedthedefendant'sboatatWolf'sMarinathenightprior.
Thedefendanthadbroughtsupplies,includingatent,inordertocampoutononeoftheislandsontheriver.
EventuallythetwoarrivedatPillarIsland.Throughouttheeveningthedefendantwasconsuminglarge
amountsofalcoholalongwithadderallpills.J.V.reportedthatshebelievedtheadderallwasprescribed,
butitcausedthedefendanttohaveseveremoodswings.Asthenightprogressed,thedefendantandJ.V.
gotintoanargumentaboutmoney.EventuallythedefendantbecamesoangryhetookJ.V.'sIphoneand
threwitintheriver.Hethenthrewhertothegroundandpunchedherinthestomachthreetimes.Atone
pointhethrewherintotheriverthreateningtodrownedher.J.V.yelledforhelpbuttherewasnoonenear.At
onepoint,J.V.stoppedarguinginordertoprotectherselfsinceshehadnophoneandnowheretogo.
Eventuallyshewenttosleepwithherdoginthetent.Thedefendantcameintothetentsometimelaterand
passedoutnexttoJ.V.Thingsappearedtohavecalmedinthemorning,untilthedefendantbecameangry
aboutthetentzippernotfunctioning.Atsomepoint,J.V.flaggeddownapontoonpassingbyinordertoget
awayfromthedefendant.ThecoupleonthepontoonpickedJ.V.upfromtheisland.Astheydidso,they
heardthedefendantyell"youfatretardbitch!"Thepontoonownerssawthedefendantgetinhisboatand
takeoff.TheydroveJ.V.toWolff'sMarinawhereshewasabletocallthepolice.

determined that probable cause exists to support, subject to bail or conditions of release where applicable, Defendants arrest
