your agency is responsible for leading the charge. We may not be able to stop every instance of foreign
lobbying and collusion, but at bare minimum we should at least try to act concerned about the

secure than they are.
The problem is that even if no one hacks the next election, the mere notion that they could have done

The HAVA act was passed in the wake of the election of 2000, but to the extent that its fruit was
directed to the purchase of electronic voting machines, it has been a backwards step. Those electronic
machines should be scrapped in favor of an auditable system, such as an optical scanning system atop a
paper ballot.

Gerrymandering biases election results in both Democrat and Republican controlled states. It is
manifestly unfair to voters and must be stopped. Even though election districts are established by state
legislatures and not by the Federal government, the FEC can influence how boundaries are drawn
through research, publication of best practices, and through requesting federal action to nudge states
into adoption of those best practices.
- The FEC should ask Congress or possibly the NSF to fund 3 to 5 different research studies into
mathematical optimization of election district boundaries. At least one of these studies should be an
investigation of district boundary setting in other countries so that we in the US can identify and
benchmark international best methods. Other nations may have good ideas that we can adopt.
- With the help of experts, the FEC should down-select from available boundary optimization methods,
the most promising methods for defining minimally biased election districts, and then promulgate these
methods to the states. I recognize that "bias" may include partisan bias, racial bias, and possibly other
forms of bias. That's why I asked for research studies above, because there may be tradeoffs among
various kinds of bias when minimal bias is desired. State legislatures should know what they are deciding
on and how to use best practices to produce the best district boundaries.
- The FEC should ask Congress to pass legislation providing all states with significant financial incentives
to adopt one of the preferred methods for district boundary setting, across-the-board for local, county,
state and federal elections.

- The FEC should ask Congress to legislate partial financial support for states and localities seeking to

I'm appalled at the news of Russian involvement in our elections - not only in their theft and later
release of emails from the Democratic campaign, and their use of social media bots to magnify
emotionally loaded news items, but by their attempts to hack into election boards and access lists of
registered voters.
This third line of attack is something YOU can help to shut down now and to prevent in the future.
The US needs to keep voter registration rolls secure, clean, and up to date. This means:
- Local election boards need to be able draw on expert Federal-level help to upgrade and test their
security measures, and this effort needs to start before November 2017.
- The FEC should propose congressional legislation to assist states and localities with expenses of
improving their election cybersecurity.
- Any time someone is removed from a voter roll, or their identification is officially changed (e.g.
changing name, middle initial, address, birth date etc) the person must be notified and offered a chance
to approve or contest the change. This can probably be done in many cases through recording the
person's email address and sending them a survey link at which appropriate questions are asked. In
other cases a USPS mailing with included business reply envelope would be necessary.
Finally, I have seen numerous news articles arguing that the FEC has been toothless and inert for many
years due to hyperpartisan gridlock. I suggest that the FEC ask a legitimate bipartisan group, for
example the Problem Solvers caucus, to study its operation and propose improvements in the structure
and/or operation of the FEC.

3. Provide the public with assurances on integrity of @FEC data. We have lots of important data lets
talk about how we keep it safe.
4. Revisit corporate rule-making. The Commissioner proposed several plans to keep foreign money from
seeping in through corporations. Please revisit.
5. Determine whether we need additional rules. Lots has changed since #CitizensUnited. Our rules
havent kept pace.
6. Develop legislative recommendations. If we dont have authority to write something into a rule, we
have to ask Congress for new law. Soon.

As countless news articles have detailed, the majority of US states and counties use older voting
machine technologies that can be easily hacked; many use systems that have no paper trail. We know

disruption and widespread disenfranchisement in the 2018 elections is urgent and terrifying.
What if we have an election and no one trusts the results?
The FEC must step up.
(2) Campaign finance:
The FEC must also enforce laws regarding campaign finances and financial disclosures. The uncontrolled
use of super-PACs and dark money is eroding American democracy. To date, the FEC has utterly failed to

the big social media companies would be a start. They need to take their role in this seriously.

A software program is being applied to voter registration rolls in some states to determine duplicates.

written the program is good. As applied, with lack of attention to middle initials, or dates of birth,

voters are being deleted from the rolls.

I am always distressed at the number of voters who fail to go to the polls, especially during local
elections
when their vote carries more weight. However, I am firm in my belief that deleting citizens from rolls;
gerry-mandering to create favorable voting blocs; or saying buses cannot bring senior citizens or

citizens from their nursing homes; or ANYTHING that has the hint of inhibiting citizens from voting

There is no wide spread voter fraud. No proof has been found. And any wishful thinking by any political

machines. Yet we have not conducted any studies that are public to reveal what level of success they
may or may not have had. Indeed, in many states, the voting apparatus makes such an evaluation
impossible. How can we have confidence in our democracy if we cannot know if Putin and his

We must mandate that states secure their voting systems, and that they are able to be audited. This
means we need paper ballots that can be scanned and counted by hand if necessary. Electronic voting
machines that do not create a paper trail, and receipts for voters to confirm their choices, are of no use
in the modern era. Nor are machines running outdated and un-patched software, which can be easily
hacked.
Your job is vital. If you fail, so does our democracy. But know, you have strong support from your fellow
citizens in this endeavor. Also know that those of us who have been thinking about it understand that
this effort to secure the vote will require significant funding and a lot of sunshine to succeed. The job is

Our elections make the United States a special country. Being able to vote on propositions and on local,
state, and federal leaders is a sacred right that defines our nation.
If there was ever a time in the history of our country to step up and protect our voting system, it is now.
Last year, Russia interfered with our election process: through dissemination of misinformation,
influencing the electorate, encouraging partisan tribalism, and - at the very least - attempting to access
voter data. I am afraid that they did more.
That's why I, and my fellow voters, need your help. Without you to look into this, voters are not only left
vulnerable to further attack, but our government will have signaled to me and many others that our
vote does not matter - that the United States accepts foreign interference in our elections and does not
want to take any moves to safeguard me. If the United States accepts foreign interference, then it will
only get worse.
That thought is scary and demoralizing both on a global and on a personal scale. I'm scared. I'm sad. I'm
losing faith. I feel like I don't matter.
There are a lot of things I as a common citizen do not know. For instance, I have heard that electronic
voting machines do not keep records. Being in California, I am lucky enough to have semi-paper ballots
with scantron technology and a paper trail, but I have many friends in other states - swing states - that
are not so lucky; whose votes cannot be audited.
Our voting system is in crisis. It has been attacked. I do not know why there would be a question
whether or not the FEC should investigate this. I would imagine, in my faith in the government, that this
is exactly the type of situation that the FEC was designed to investigate.
I have heard, and I hope I am wrong, that there is at least the appearance of a somewhat of a partisan
divide along what the FEC should do about this. I absolutely believe that every single one of you is a
patriot who has nothing but the best interests of our country at heart. But should the FEC decide not to
investigate this, it would be perhaps the most blatant and inexcusable lack of action to protect our
republic during this time of crisis; one that will puzzle historians studying the sudden downfall of our
great nation.
This year I have found myself very actively engaged in the political process, writing heartfelt appeals to
different commissions and departments via direct contact and public comments. I have also felt
powerless; in many instances it has been made clear that my voice and the voices of my fellows have
not been heard. Please be the difference.

For example in our current president's FEC filings from May-Sept 2016, there were many occurrences of
'Moscow', 'Russia', 'St. Petersburg' (multiple spellings), and 'Czech Republic' written in as the city for
States that obviously did not have these cities. Also, the zip codes are all over the place (many did not
seem to exist/were not 5 digit numbers), with a great portion of them from '99999' (which seems more
like a transaction number), which obviously does not exist as a real zip code. Also, there are an
enormous amount of microtransactions (greatest occurrence was $2.4) and negative decimal
transactions, as well as "refunds" without any corresponding donations from the same donor, which did
not look normal. Where are these micro and large refunds going? Who are all of these 'retired'
contributors? How do you screen all of these LLCs and SuperPacs? Also, with all of the hacking of
American voter rolls and private information (as well as the institution of the President's new Voter
Integrity Commision), how do you ensure that the money is coming from the actual donor described in
the filing?
In conclusion, this is a TREMENDOUS problem... believe me. You are the most critical organization that is
protecting the freedom of our democracy and the integrity of our American elections. Please investigate
and fix these issues, or risk abdicating your solemn responsibility to protect us from hostile domestic
and foreign actors.

I am extremely concerned about foreign interference in our electoral process, particularly from Russia
and its proxies. While there still seems to be no proof of direct ballot count manipulation there have
been numerous examples of voter data theft and systems hacking. That voter data can be used for
identity theft as well as for better targeting of advertising and outright propaganda.
I work in the electric utility industry and am very familiar with cyber-threats both foreign and domestic.
Russia is a particular problem, though attacks from China and Korea are also common.
I realize that much of the strength of our electoral system is due to its distributed nature and the role of
the states, but I think we need both state- and federal-level initiatives in place.

The evidence that Russia interfered with our 2016 presidential election is incontrovertible. Whether
actual election machines were hacked or not, Russia overtly sought to influence the election through a
methodical campaign of disinformation, computer hacking, and contact with the Trump campaign.
You are sworn, as the top election officials in this country, to uphold the principles of free and fair
elections untainted by such interference. You are sworn to get to the bottom of this disgraceful breach
of trust with the American people. Your obligation is to us, not to Trump or his family. Your obligation is
to us, not to the Republican Party. Your obligation is to us, not to any political agenda or axe your
political leaders want to grind.
As a proud American, who has never missed voting in an election, I must respectfully insist that you use
every single power granted to the FEC to investigate the Russian interference, determine the extent to
which the Trump campaign knew about/was involved with/ directed Russian interference, and
determine whether there is a financial connection between Trump and his family and his family
businesses and Russia (whether government or so-called "private" interests in Russia). I respectfully
demand that the FEC release the results of the thorough investigation, and then write election rules -
about transparency, about funding, about disclosure - that can help stop what happened in 2016 from
ever happening again. As a start, the FEC needs to issue a rule that all candidates for president must
release all tax returns including all schedules. Further, candidates for president must disclose all
business connections without exception within and outside of the United States.

tales of scalping's by Indians, hard won wars, fought in every war this country has been involved by the
brave men in my family, from the Revolutionary War to the present.
My family has literally shed their blood and given their lives so America would always be "Liberty
Enlightening the World". They all knew to a one how important Democracy was to the world. How
could they not offer their lives for their children and their descendants? I honor them every day I live,
by surviving and trying to do with at right in the world. And Democracy is no less important to me than
it was for them.
There was no "money" ruling my country then, only human lives. All who have given their lives for this
country are now standing there in spirit, watching what has become of the country they loved enough
to die for. I'm quite sure they are all weeping.
Millions of Americans find our government now to be a mockery of what they died for.

Ms. Weintraubs comments. I would expect that giving ad- and media-targeting companies with a US

As a former Russia analyst and a current tech-sector security professional, I consider disinformation

influence on our governmental institutions. James Madison cited examples
of foreign influence on government dating back to ancient times and into
his modern era. Alexander Hamilton, in "The Federalist 68", described
the corruption that comes from "the desire in foreign powers to gain an
improper ascendant in our councils" as one of the "most deadly
adversaries of republican government."
You, in your official capacity, are charged with ensuring that the sorts
of foreign influence exerted by Russia in the 2016 election are fully
understood and DO NOT RECUR. I hope you take this duty as seriously and
solemnly as possible, and take action to prevent any such recurrence.
But preventing foreign influence is not of itself enough, because there

are enemies domestic as well as foreign attempting to disenfranchise the
American public. More states have passed thinly-veiled voter suppression
laws and regulations in 2017 than in 2015 and 2016 combined.
In our democracy, the "one person one vote" paradigm is sacred. For
without it, how can we call ourselves a representative democracy at all?
Every eligible person who is artificially denied the ability to vote is
a black mark on our country and on our system of governance. We are on
the brink of not just stalling on voting rights progress, but of rapidly
slipping back into an updated version of the days of Jim Crow, poll
taxes, and other such abominations that we had perhaps naively thought
relegated to a flawed past.
I, and so many others like me, only request that you do your job and, as
much as is within your power, right the ship of state before it leans so
far over treacherous seas that it founders. We are on the precipice of a
steep and slippery slope, and it is up to all of us, but most especially

two big things threatening that: election hacking from foreign nations and gutting of the Voting Rights
Act.
Throughout the years, foreign nations have attempted to sway the outcome of our elections.
Sometimes, that means they outright change votes. The voting machines currently in use are easily
hacked, and it would not be difficult to count paper ballots improperly. Other times, that means hacking
to get classified information about candidates. They then use that to create smear campaigns to target
candidates they do not like. Not to mention they mess with voter rolls and delete people from it.
The gutting of voting rights is also nefarious because it comes from within our own country. The
government has been making it harder for people to vote, particularly through the use of Voter I.D.s.
These policies harm those that most desperately need the protection of the government: people of
color and the poor.
All in al, it comes down to this: please help restore integrity to our elections. No matter which party you
identify with or which ideology you hold, it will be attacked if this continues. So please, stand up and do

elections from foreign influence.
The FEC should be briefed on all of election-related matters that are briefed to our legislative and
executive branches. The commission should be funded properly to protect our elections, and it should
report to the public to reinforce that the process is free & fair, which should encourage participation.
We may need new rules, post Citizens United. Please examine whether or not our rules are sufficient,
and act accordingly. Work with congress to pass any rules that require their authority.
And I don't know if it's possible, but good lord, in my opinion, all elections would be better run with
paper ballots, as we have here in Massachusetts!
