1 The United States of America("United States"), having on May 25, 2017,

2 declined to intervene in the above-captioned action ("this action") pursuant to the False
3 Claims Act, 31 U.S.C. 3730(b)(4)(B), and the United States and qui tam plaintiff
4 Charles E. Hill ("the relator") having stipulated to the unsealing of this action, the Court

5 now orders as follows:

6 IT IS ORDERED that:
1. The Complaint is unsealed, and the relator shall serve it upon the defendants,
7
with the United States' Notice of Election to Decline Intervention, this
8
Stipulation, and this Order;
9
2. All other contents of the Court's file in this action, filed and lodged to date,
10
shall be unsealed, which includes any and all papers or pleadings filed by the
11
Plaintiff/Relator with the Court including, but not limited to, the Request For
12
Judicial Notice, the Declaration of Relator Charles E. Hill Re Status of Service,
13
and the court's order striking the Declaration of Relator;
14 3. The seal is lifted as to all papers and records that are filed or lodged in this
15 action after the date ofthis Order, unless otherwise ordered by the Court;
16 4. The parties shall serve all pleadings, notices, motions, orders, and other papers
17 hereafter filed or lodged in this action, including supporting memoranda and
18 any notices) of appeal, upon the United States as provided for in 31 U.S.C.
19 3730(c)(3);
20 5. Should the relator or defendants propose that this action be dismissed, settled,
21 or otherwise discontinued, the parties shall provide the United States with
22 notice ofthe same and the Court will provide the United States with an

23 opportunity to be heard before ruling or granting its approval; and
