CHAPTER - I

ORGANISATION
INTRODUCTION

The Central Power Research Institute (CPRI) was established by the Government of India in 1960 with Head
Quarters in Bangalore . The Institute was re-organised into an autonomous Society in the year 1978 under the
aegis of the Ministry of Power, Government of India. The main objective of setting up the Institute was to serve
as a National Level Laboratory for undertaking applied research in electrical power engineering besides
functioning as an independent National Testing and Certification Authority for electrical equipment and
components to ensure reliability in power system and to innovate and develop new products.

OBJECTIVES OF CPRI

Function as a National level Power Research Organisation for undertaking and/or sponsoring research and
development projects in the fields of generation, transmission, distribution and operation of electricity supply
systems.

Provide necessary centralised research and testing facilities for evaluation of materials and performance of
power equipment.

Serve as a National level Testing and Certification Authority for the purpose of certification of rating and
performance to ensure availability of quality equipment for use under conditions prevalent in Indian Power
Systems.

Co-ordinate R&D activities in the various State Electricity Boards, Utilities and maintain liason with other
Institutions engaged in research connected with power systems and/or power equipment. Act as an apex body
for initiating and co-ordinating the Research & Development in the field of electric power, the Research
Scheme on Power.

Evolve criteria for standards of various equipment for operation under Indian conditions and effectively
participate in formulation of national standards.

Identify problems in the areas of basic and applied research and arrange such studies in-house and in
academic Institutions.

Collect information and maintain documentation in the field of power engineering and publish papers,
periodicals or reports in furtherance of the objectives of the Institute.

Establish, maintain and manage laboratories, workshops and other facilities for furthering scientific and
technological research and conduct experiments for exploiting the invention or discoveries to the cause of
power development in the country.

Enter into agreement with any enterprise or institution or person or persons and provide funds to them to carry
out research and development programme of the Institute.

Involve in Diagnostic, Renovation & Modernisation, Life evaluation and life extension studies of Thermal
and Hydroelectric Power Plants.

Become an international recognised/accredidated laboratory to cater to electrical equipment manufacturers of


Asia, Europe, Middle East etc.

MANAGEMENT
The management of the Institute vests in its Governing Council comprising members representing different
Ministries of the Government of India, Central Electricity Authority, State Electricity Boards, Power Supply
utilities, Indian Electrical & Electronics Manufacturer's Association, Academic and R&D Organizations of
national importance in Electrical Power Engineering. The Secretary, Ministry of Power and Chairman, Central
Electricity Authority are the President and Vice-President of the Governing Council respectively. Director
General of the Institute is the Member-Secretary of the Governing Council. Composition of the Governing
Council is given in Appendix - I .
A Standing Committee under the Chairmanship of Member (Power Systems), Central Electricity
Authority, with the Additional Secretary/Joint Secretary (T & R) and Joint Secretary (Financial Advisor)
,
from the Ministry of Power as members and the Director General as Member Convener takes decisions
on behalf of the Governing Council from time to time on administrative and financial matters. The
composition of this Committee is at Appendix - II.
Committee on Research and Committee on Testing & Certification are the two Committees constituted by the
Governing council to oversee & guide the respective activities of the Institute. The Member (Planning) & the
Member (Power Systems) of the CEA are the Chairmen of these two Committees respectively. The
composition of these Committees is at Appendix - III & IV.
The Governing Council meets twice a year to deliberate and guide the working of organization on policy matters.
The meetings of other committees are held as and when required.
ORGANISATION
As a premier research organization in the field of power engineering, the Institute has several research
laboratories and testing installations engaged in different specialised fields. The Head Office and its largest
unit - Central Research & Testing Laboratory (CRTL) are located at Bangalore. The other units are Switchgear
Testing & Development Station at Bhopal, Regional Testing Laboratory at Noida, UHV Research Laboratory
at Hyderabad, Thermal Research Centre at Nagpur, Regional Testing Laboratory, Kolkata and Regional Testing
Laboratory at Guwahati. Details of organizational set-up of the Institute are indicated in the Organization Chart.
The units comprise of various laboratories to cater to different fields of specialised activities.

UNITS & THEIR ACTIVITIES


CENTRAL RESEARCH & TESTING LABORATORY (CRTL), BANGALORE
CENTRE FOR COLLABORATIVE AND A D VANCED RESEARCH (CCAR)

Centre for Collaborative and advanced research has been established in 2006 with a view to promoting advanced
research which will benefit power sector with advanced technologies.

The main objectives of the centre are:

z to provide infrastructure for professionals to

Diagnostics, Cables, & Capacitors Division
This division has facilities for carrying out R&D work and also for testing and evaluation of all types of capacitors,
cables, cable accessories, motor and transformer insulation, partial discharge measurement of HV equipment
as per the relevant N ational and International standards. Expertise is also available for diagnostic, RLA and LE
(life extension) studies on electrical equipment and for detailed investigations of specific research and
developmental problems in these areas. The division

Dielectric Materials Division


This division has comprehensive testing and evaluation facilities on insulating materials and systems. Insulating
materials are evaluated and tested for electrical mechanical, physical and electro chemical thermal properties.
This division undertakes consultancy work and sponsored projects for different power utilities & industries. This
division is also involved in R&D of polymeric insulators for electric equipment. The Division has developed several

Polymeric Materials namely Epoxy Novolok Resin for Insulators and Electrical Grade Laminates, FRLS Cables for
critical safety applications. The Division also developed Dielectric fluids based on Rape seed oil. Polymer laboratory
has well experienced technical personnel to advise polymer industries in setting up plants, process improvement,
etc. This division has transfered technology of transformer oil, reclamation to
Electricity Boards and Manufacturers, enterprenuers. The Liquid Dielectric
lab has developed new techniques for Dissolved Gas Analysis. This division

Distribution Systems Division (DSD)


With the state of art facilities and software tools, the Distribution System
Division of CPRI has been rendering Consultancy services in finding
solutions to various problems faced by the Electricity Utilities and indus-
tries in the area of Power Distribution.
The Division has been rendering Consultancy to the Electricity Regulatory
Commission in estimation of losses in Distribution to enable them to finalize
tariff structure. Besides, CPRI has been functioning as Advisor Cum Con-
sultant in the states of A P, Karnataka and Kerala under the Accelerated Monitorig of A P D R P Activities
Power Development & Reforms Programme (APDRP) of Govt of India during
the past six years. The activities of A P D R P at CPRI are being coordinated by the Distribution System Division.The
activities of RGGVY at CPRI are being coordinated by the Distribution System Division.
Information Technology & Implementation Division
This division is the backbone of all Information Technology activities at CPRI which caters to both Software and
Hardware needs of the organisation. The division is built with the state of the art dedicated servers which runs on
various platforms like Sun Solaris, SCO Unix, Linux and Windows. The Division also maintains NAS storage
devices. The division also takes care of the LAN built with fiber optic backbone and internet services. This division
has also established a state of the art communication protocol lab which is unique in this part of the world which
has the facility to test the energy meter and substantial communication equipment as per IEC / MODBUS / DNP
protocol standards.
Electrical Appliances Technology Division
The important activities of this division include performance testing and
certification on low voltage equipment like Switches, Bulbs, Heaters etc. The
laboratories operating under this division are:

Earthquake Engineering and Vibration Research Centre

The Earthquake Engineering and Vibration Research Centre is equipped with


necessary facilities for providing testing, research and consultancy services in
the area of seismic and vibration qualification of instruments /equipment for
nuclear power plants and other generating stations as per National & International
Standards. In addition, this centre offers consultancy in checking the design
adequacy of structures/bridges models for seismic qualification.
Energy Conservation & Development Division
Energy Conservation & Development Division is to study & investigate
problems pertaining to Energy Audit, Energy Conservation & Field Engineering
Services of Power plants. This is a virtual division created with experts drawn
from various disciplines within CPRI. This division is also providing
interdisciplinary field study packages to thermal power stations and process

industries on R emaining Life Estimation, R enovation, M odernisation, control and excitation panel
upgradation and life extension of components, sub-systems and plants.
High Voltage Division
This division has facilities for testing and certification of High Voltage electrical equipment & for performance,
evaluation and investigation of R&D problems in the area of HV & EHV transmission of electric power. The

High Power Laboratory

This laboratory provides facilities for development, testing


and certification of EHV circuit breakers, power
transformers, current transformers, isolators, line (wave)
traps, reactors, insulator strings etc., for performance
evaluation under short circuit and other switching conditions.
Facilities available under this laboratory are as follows:
z Direct testing facility upto 2500 MVA, 72.5 kV, 3
phase and 1400 MVA, 245 kV, Single Phase

Instrumentation Division
This division has facilities for research and development of electronic instrumentation for power systems.This
division has the following laboratories:

This division has different laboratories for testing and development of organic and inorganic materials, evaluation
of coal, water, etc. The laboratories operating under this division are:

Mechanical Engineering Division
This division is engaged in the study of Mechanical Engineering problems in the transmission systems so as
to achieve economy & reliability and also to offer solutions to the problems experienced by the Electrical
Utilities. Design and Consultancy services for evolving optimised
tower design are also undertaken by the Design Cell. In addition, this
division has got the following laboratories to conduct R&D work and
also to provide testing facilities to the manufacturers of transmission
towers, line components & accessories, vibration dampers, spacer/
spacer dampers, energy meters, etc. The laboratories operating
under this division are:

Power Systems Division

This Division is involved in the study of various problems encountered by manufacturers and utilities in the
design, installation and operation of electric power systems, using both the mathematical and physical models.

Short Circuit Laboratory

This laboratory has facilities to undertake testing, certification and development of LT switchgear, fuse gear and

power system apparatus. Applied research is also undertaken to lend a helping hand in development of
indigenous products.

SWITCHGEAR TESTING & DEVELOPMENT STATION, BHOPAL

The Switchgear Testing & Development Station, Bhopal was set up along
with the Bangalore complex in 1960. The laboratory provides facilities for

testing and certification of EHV circuit breakers, power transformers,

isolators, line (wave) traps, reactors, insulator strings etc., for performance
evaluation under short circuit and other abnormal conditions. 100 MVA

On-line Testing Station is a special facility in the station which enables

testing & certification of LT and HV switchgear, in addition to the 1500


MVA Short Circuit Alternator and Energy Meter Testing Laboratory.

REGIONAL TESTING LABORATORY, NOIDA


The Regional Testing Laboratory (RTL), has been functional since 1993 which was originally situated at Muradnagar.
Now the laboratory has been established at NOIDA, UP, for rendering better and effective service to vast clientale
who has problems in reaching Muradnagar with equipments meant for testing and lack of communication. The
important facilities covers under this unit are Cables testing upto 33 kV, High Voltage laboratory for testing insula-
tors & transformers and Transformer Oil testing laboratory.The new facilities for testing of Energy Meter and
diagnostic testing facilities have been created at the new centre.

THERMAL RESEARCH CENTRE, NAGPUR


This centre situated near Koradi Thermal Power Station, Koradi is mainly intended for taking up R&D work
pertaining to Thermal Power Stations. The centre is also equipped to take up consultancy work in the area of
environmental impact assessment, investigations on fuel treatment, ignition studies, coal characteristics, pilot
scale studies for coal gassification, slurry fuels, life estimation of thermal power plant components, Renovation
& M odernisation of Thermal Power Plants etc. Thermal Research Centre mainly undertakes Remaining Life
Assessment and Renovation & Modernization of Thermal Power Stations has given consultancy to more than twenty
thermal power stations.

U LTRA HIGH VOLTAGE RESEARCH LABORATORY (UHVRL), HYDERABAD


The UHV Research Laboratory has the necessary
infrastructure to simulate actual operating voltage
conditions on an experimental line in the range of 220
kV to 1200 kV to evaluate the suitability and adaptability
of UHV systems to Indian power systems taking into
account the climatic, environmental, ecological and
biological conditions prevailing in our country. The
facility can evaluate corona loss, audible noise, radio
& television interference, electric field etc., under
various voltage and climatic conditions. Besides, the Radio Interference (RI) measurement site
laboratory has the capacity to cater to electrical
manufacturers for their investigatory and commercial tests of equipment rated upto 1200 kV class. This is a unique
facility in this part of the world.

REGIONAL TESTING LABORATORY, KOLKATA

The Regional Testing Laboratory, Kolkata is setup with a view to cater to the testing, certification and evaluation needs
of electrical power equipment manufacturing industries, utilities and consumers in the eastern region. The laboratory
is equipped with facilities to carry out testing of insulating oils in power transformers as per IS 1866-2000. The
Dissolved Gas Analysis on power transformers, an important diagnostic tool is available at RTL Kolkata for assessing
the internal condition of the transformers. The laboratory has the test facilities like High Performance Liquid
Chromatography (HPLC) to evaluate Furfural content (Furan Content) which is an important diagnistic tool for
assessing the condition of solid insulation in power transformers. The facility is also being used for assessing the
inhibitor level in the transformer oil.

REGIONAL TESTING LABORATORY,GUWAHATI

This laboratory has a transformer oil testing facility with Mobile van to carrying out testing at site for the benefit of
Power Utilities of North Eastern Region .

CHAPTER - II

RESEARCH & DEVELOPMENT


CPRI has been taking up R&D programs in various areas of electrical power generation, transmission and distribu-
tion in its endeavor to assist utilities to supply reliable and quality power to the consumers. The broad objectives
with which the research projects are taken up in CPRI are:
1. Offering technical advice and trouble shooting
2. Product development and improvement to meet global standards
3. Bridging the gap in testing and developing special testing technologies
4. Large collaborative research projects with utilities and industries.
5. Electrical products and process Improvement
While some are undertaken in collaboration with industries & utilities, others are taken up in-house to develop the
expertise and infrastructure to serve the power sector. The project proposals are planned well in advance
keeping in mind the needs of the industry / utilities and are cleared by the Committee on Research. The project
monitoring committee was constituted for the purpose of periodical review of the progress and to suggest measures
for timely completion of the projects as per the project implementation plan.
During the year under report 5 projects with total outlay of Rs. 171 lakhs were investigated. Among the projects
investigated 4 projects have been completed during the year. Nine new projects were sanctioned with a total outlay
of Rs.161.50 lakhs. The list of ongoing and completed projects is enclosed at Appendix-VI.
Some of the completed projects have resulted in development of products and processes and the end results are
directly available for commercialization, thus benefiting the power industry. List of developments are given below:
1. Development of polymer nano composite for electrical Devices
The objective of the project was to develop polymer-nanocomposites with high dielectric properties for making
polymer components in power system devices interacting with Industries, to establish the relationship between
structure/morphology and electrical properties of polymer-nanocomposites and to equip the polymer-laboratory
facility for undertaking enhanced consultancy and testing services.
Achievements:
Useful data were generated on the curing and glass transition behaviour of polymer nanocomposites based on
epoxy resin matrix. Pultruded fiberglass reinforced epoxy nano composites were made, with the help of Industries,
useful as centre rod for High voltage Insulators. The “International conference on Polymeric Materials in Power
Engineering”, CPRI, October 4-6, 2007, was conducted to interact with experts, discuss the results of the above
work and explore for other topic of emergence in future. The paper entitled, “Characterisation of Epoxy
Nanocomposites in Thermo Mechanical Analyser By Cyclic Run- Rerun Method”, has been presented in this
International conference. The study has a potential scope for giving technology transfer or know-how support for
preparing epoxy composites incorporating nanofillers in electrical and other process industries.
2. Evaluation of shunt reactor current switching capability of Medium Voltage vacuum circuit breaker
IEC Report 1233 requires carrying out tests to establish the capability of circuit breakers to switch shunt reactor
currents. Tests are required to be carried out at currents of 500 A and 1200 A. While switching these currents
overvoltages are generated. It is to be verified if the circuit breakers are designed to withstand these overvoltages.
There has been request from clients to carry out these tests. At present there is no facility at CPRI to carry out
these tests.

Achievements:
Switching tests conducted on the 36 kV circuit breaker with the reactors procured for the purpose. The facility
created can cater to shunt reactor current switching tests on 36 kV circuit breakers for current of 1600 A, 3
phase & 500 A, 1 phase and 12 kV circuit breaker for current of 500 A 3-phase. Based on the experience
gained in this study, new facility is being created for conducting shunt reactor current switching tests on circuit
breakers of class 66kV upto 245 kV . Procurement of the reactor loads is in progress and the facility is
scheduled to be operational from Feb 2010.
3. Study on enhancement of capability of conducting capacitor current switching tests on 245 kV Cir-
cuit breaker from Voltage factor of 1.2 to 1.4
The test facility at High Power Lab was designed in the year 1980 for conducting short circuit tests & switch-
ing tests on circuit breakers and other power apparatus. Facility was provided for conducting capacitor current
switching tests on 245 kV circuit breakers with voltage factor of 1.2. In the present programme it is aimed to
study the feasibility and quantify the gaps and assessing the precise requirements for enhancing the facility
upto voltage factor of 1.4.
Achievements:
Capacitor current Switching tests was conducted on the 245 kV circuit breaker . The results of the test indicated
that the variation of the supply voltage was around 10 % ,as against maximum variation of 5% as permitted by
IEC-62271-100 ,which puts the test circuit breaker under higher stress . It was concluded that it was not possible
to conduct capacitor current switching tests using the direct test method. The direct test method can cater to
circuit breakers upto 145 kV class. In the light of this other methods were explored. As a further work it is
planned to establish af Synthetic capacitor current switching test facility. On establishment of this facility, we will
be in a position to conduct capacitor current switching tests upto to 245 kV circuit breakers. This facility will be
operational from June 2010.
4. Building up Research Infrastructure
The objective of the project was to build up research infrastructure at the newly established centre, Centre for
Collaborative and Advanced Research(CCAR) facilitating MOU participation from academic organization, visitsof
experts, international seminars, training and a course on Testing and Maintenance of Electrical Equipments.
Achievements:
Networking with academic institutions is established by signing MOU such at IITs Madras and Roorkee, Banaras
Hindu University, Jadavpur University,Bengal Engineering and Science University, NITs- Surathkal and Warangal
and University of Saskatchewan, Canada. Visits of the following experts were arranged: Dr. Rajesh Karki,
Canada, Prof . V.K Sood, Canada, Dr.P.C.S Krishnaiah, Dr. Rajendra Prasad Gupta, Canada, Dr.S.S. Murthy,

RSOP PROJECTS
The On-going RSOP projects excuted by various agencies are as given below:
1. Study on performance of reclaimed oil in distribution transformer oil and reclaimed oil in power
system (TNEB)
The objective is to assess the performance of reclaimed oil in distribution transformers including the effect of
ageing and depletion of inhibitor content in service and the usage of reclaimed oil in power transformers.
Reclamation and double reclamation process were undertaken.

The reclaimed oil samples were tested at CPRI. 25600 liters of reclaimed oil samples were dispatched for
replacement in villupuram circle.
2. Development of an expert system for coupled fields (structural and thermal)Analysis and design
optimization of high speed team turbine rotor shrink fit assemblies (BIT)
The objective is to establish a relationship between amount of interference and geometric parameters of the
turbine rotor assembly under static condition and analysis of stresses for different material.
Structural and couple field analysis at extreme temperatures for various power ranges identifying stress
ranges at various speeds have been undertaken. Effect of blades on the stress development on turbine during
operation has been studied. Stresses developed at the root of the blades for various power ranges have been
recorded at various speeds and length of blades. A detailed modal analysis has been done for various power
ranges estimating the crucial critical speeds and resonant conditions.
3. Study on online condition monitoring of transformer bushings (TNEB)
The objective is to carry out online monitoring of transformer bushings through Tan Delta measurement and
to evolve suitable replacement strategy.
Online tan delta device was installed and data were generated for Power Transformer (50 MVA) in the 110
kV EHV bushings.
4. Study on furanic compounds in transformer oil (CPRI-TNEB)
The objective is to analyze the presence of furanic compounds for in service transformers and study the
relationship between carbon oxides and furan compounds.
The history of the transformers to be selected and included in the study has been received from various
substations in TNEB. 170 oil samples from power transformers were analyzed for the presence of furanic
compounds.
5. Study on cause of failure of S/s batteries and evolving condition monitoring technique (TNEB)
The objective is to study the causes and failure rate of batteries on substation and for evolving a proper
maintenance strategy.
Technical specifications were finalized based on standards and after discussions with battery manufacturers.
Purchase order was released for supply of Battery test equipment. Single cell charge/discharger procured.
Battery testing were carried out in Trichy and Madurai circle
6. To determine the effective life of ground mat by using “ANTIDOTE” Technique/Inhibitors etc
(PSEB)
The objective is to enhance the life of ground mat and ground electrodes by using “ANTIDOTE” technique –
inhibitors
Experimental set up to study the effect of corrosion has been carried out at four numbers of 66kV substations.
7. Condition monitoring of transformer signature UHF sensor and some novel ideas on using fluores-
cent technique for characterizing thermally aged transformer oil (IIT CHENNAI)
The objective is to design and develop a UHF sensor for condition monitoring of high voltage transformers.
Amplitude and Frequency content of UHF signal generator due to partial discharge were analyzed under AC/
DC voltages and Increase in the intensity of corona with increase in applied voltage. Input current ripple is
reduced

8. Power quality improvement using Active/Quasi-Active Filters. (Banaras Hindu Univerisity,Varanasi)

The objective is to develop laboratory models of various Active Filter and Power Quality Improvement topolo-
gies for different users and develop field trials of the Quasi – Active Filter topology.

A quasiactive filter was developed and tested under different load and harmonic conditions. And found suitable
for adoption with existing SVC installation. This filter is significantly better than a shunt filter.Analysis and
simulation of simplified active power filter for power quality improvement has been carried out. Soft wares for
PI controller of shunt active filter, fuzzy logic controller of shunt active filter and ANN based controller of active
filter were also developed for PQ improvement

9. Total metering Solutions (M/s. Century Controls)

The objective is the field evaluation of total metering solution (TMS) for distribution system to obtained auto-
matic meter reading updated once every 15min, improved billing system etc.

4 numbers of cluster meters were installed at consumer premises and a Pole mounting meter cubicle
(PMMC) was installed at the pole for data validation. Data were collected at the distribution transformers and
transferred to centralized data collection center.The collected data was downloaded from energy meters as
well.

10. Computational Fluid Dynamics and Experimental Studies of the Convective Cooling of Electronic
Packages mounted on Printed Circuit Board stacks (Indian Institute of Science, Bangalore)

The objective is obtained the flow and temperature distribution in Printed Circuit Breakers stacks mounted
with electronic packages, in natural, forced and mixed convective regimes with air cooling.

Numerical investigations have been conducted. CAD model for the experimental setup has been made in
solid works. Tools and materials required for the fabrication of the experimental setup including epoxy glass
and Perspex sheets have been purchased. Machining sheets to produce groves has been done. Quotation for
the data acquisition system has been invited.

11. Rotating Bending fatigue life characteristics of shafting steels for application in electrical rotating
machines (ERDA)

The objective is to develop a facility for conducting smooth bar rotating bending fatigue tests.

A fatigue testing laboratory was developed by installing four rotating bending fatigue machine. Analytical
formalism using the principle of reliability centered life testing, random variable calculus, and statistical facto-
rial experimental design were developed for analysis and modeling of fatigue data. Chemical composition,
heat treatment cycle, and machining process for Low Cycle, High Cycle and Fatigue strength were optimized.

12 Life enhancement of under water parts of Hydro power station due to silt erosion (Satluj Jal Vdyut
Nigam Ltd., Shimla)

The objective is to evaluate the performance evaluation of various grades of stainless materials used in hydro
turbine components.

New sample holders have been designed and fabricated for pot type slurry erosion tester.Among base mate-
rial, HVOF coating and clad material tested, the clad material has shown superior erosion resistance under all
test conditions.

13. To determine the feasibility & performance of prototype electronic device to be installed in parallel
with conventional buchholz relay so as make the protection system of transformers more effective
& reliable (Punjb State Electricity Board)
The objective is to study the feasibility of an electronic device suitable for operation in power transformers.
Studies were undertaken vibrations, abnormal noise, and light due to sparking occurring inside the trans-
former. Required gas sensors to be installed in power transformer were identified.
RSOP COMPLETED PROJECTS
1. Load estimation in electric power distribution system
An on-line load estimation scheme for radial power distribution systems has been developed in which the
number of measurements is less than the number of load quantities to be monitored.
The feasibility of the developed Functional Link Network (FLN), scheme has been tested through computer
simulation studies on different balanced distribution systems of various sizes and on one three phase unbal-
anced radial power distribution system. The applicability of both the functional and tensor model of FLN has
been investigated. the developed technique has a potential for providing reasonably accurate on-line estima-
tion of loads with significantly reduced cost.
2. Design & development of a 5 kVA, 3 phase, 415V v/f inverter for AC rail coaches.
Power supply has been designed to meet specifications of an AC rail coach. It involves the development of
gate drive circuits. The filter size is reduced due to high frequency operation. Also the input current ripple is
reduced due to front and boost chopper operating at higher switching frequency.The total harmonic distortion
is low due to SPWM control signal apart from minimized output voltage ripple.
3. Condition monitoring of power transformers in Karnataka Grid by off-line AC dielectric power factor
and capacitance test to create a data base and fix bench mark for safe limits
A database of tandelta and capacitance for 117 power transformers of capacity 50 MVA and above, which are
in service at 400KV & 220KV stations in KPTCL grid. The data base is useful as a reference to monitor the
condition of solid & liquid insulation as continuous process. Based on this study safe limit of change in value
of tandelta has turned out to be 0.000142
4. Development of a economical variable speed constant frequency (VSCF) generation system suit-
able for wind power Generation.
A laboratory prototype of the VSCF generator and wind turbine emulator have been fabricated and tested. A
stator field oriented decoupled control algorithm with superior dynamic performance has been developed. An
algorithm for minimum electrical loss has been optimized. It was experimentally proved that Double Output
Induction Generator based VSCF generator has excellent voltage and frequency regulation properties against
wide fluctuation in the operating speed and load active and reactive power demand.
5. Creation of All India Computerized Database of Power Sector Specialists.
A database has been created to help the power sector utilities for finding real experts to provide competent
solution for a problem which occurs in all fields of power engineering areas.
6. Monitoring of distribution transformers using cellular communication technology.
A cellular communication technology based distribution transformer monitoring has been developed deployed
on Distribution Transformers. The system can be cheaply deployed at various DT sites to monitor and improve
the health of transformer in time to reduce failures and to improve efficiency.

7. Development of decision support tools for secure energy management

A multi-objective optimal power flow is formulated and solved using Particle Swarm Optimization (PSO) for
small to large power system net works. Generation scheduling to produce power profitably in the ABT regime
has been developed. A new (N-k) contingency algorithm has been proposed with method to identify sequence
of failures useful for adopting preventive measures during operation of power.

8. Development of low cost on line distribution monitoring device with wireless local loop capability.

Development of a distribution monitoring module with wireless sensor network protocol has been carried out.
Multihop technique is used to transmit data from node to node. Real and reactive power have been estimated
in the sensor node. Accuracy of power estimation is studied with respect to magnitude, frequency of the
voltage and varying sampling time and sampling interval. The results show that real and reactive power can be
estimated with good accuracy by a simple technique discussed here. The results show that real and reactive

9. Development of a demonstration facility using scaled physical models for training in power system
dynamics.

A laboratory facility has been developed to demonstrate a test system in which upto 4 interconnected
machines can be synchronized to each other via transmission lines along with scaled physical models of
components including HVDC and FACTS. This facility can be used to demonstrate fundamental power sys-
tems concepts as well as advanced control and power electronics concepts.

N ATIONAL PERSPECTIVE PLAN FOR R&D IN POWER SECTO R

National Perspective Plan Projects

The National Perspective Plan report was brought out n the year 2001 by the Ministry of Power to identify major
areas of research & development, funding requirement in the power sector up to 2012 and beyond. Subsequently,
several research organizations were pooled together and many R&D projects were formulated & approved for
implementation. Currently, 5 major projects mentioned below with a total out lay of Rs. 11.5 crores out of which
MoP contribution is Rs.5.67 Crores are in various stages of progress at Bharat Heavy Electricals Ltd, CDAC-
Trivendrum, EMCO, National Matelorgical Laboratory, CPRI & Electrical Research & Development Agency.

1. Development of Silt Erosion Resistant Material for Turbines of Hydro generators (NML – Jamshedpur)
Objective

The project is to develop material having the following properties in comparison to 13Cr-4Ni steel

1. Stainless (corrosion) steel with property similar to that of 13 Cr-4Ni steel.

2. Improved abrasion and erosion resistance.

3. Improved impact toughness values for resistance to impingement erosion by silts.

4. Similar damping capacity for frequency tolerance as the 13Cr-4Ni steel.

5. Good cast-ability and Good weldability.

6. Wear evaluation of candidate materials.

Progress
Samples of under water parts from Salal and NJHPS were received and laboratory evaluation is in progress.
Erosion set-up is made as per ASTM G-32 and Characterization of two samples were made. The activities
concerning (i) Various heat treatment parameters on two samples are under way to optimize erosive wear
property (ii) Slurry erosive wear studies for benchmarking of 13Cr-4Ni steel has been completed with the set-
up of IIT-Roorkee. Flow Modelling through CFD analysis has been initiated.
2. To develop a prototype of 132kV Optical Current Transformer for use in the 132kV system (Electrical
Research & Development Agency,Vadodara)
Objective
The objective of the project is to develop optical current transformer using optical fiber as a sensor medium. It
is a new attempt to develop an optical transformer using Faraday Effect. If an optical fibre carrying a polarized
laser beam is wound over the conductor, then there will be a change in the polarizing angle due to the
presence of the parallel magnetic field. By measuring the change in the angle, the current passing through the
conductor can be obtained. The project is based on this principle.
Progress
The experiments were extended using optical fiber as a sensor instead of a quartz crystal. The results of
Optical Current Transformer with half cycle current & half second current are obtained, thus the principle of the
OCT based on Faraday effect is proved. Half second reading is more reliable. Signal conditioning to convert
detector signal into equivalent current signal is in progress. Results of Optical CT and that of Conventional CT
were compared and agreement between the two was observed to be very good.
Other activities carried out are :
• Application of the polarization principle in the filed of power system is well known, and for better understanding
the principle in presence of magnetic filed number of experiments has been conducted.
• Studies concerning to various optical components, methodologies required is completed.
• Demonstration of the Faraday principle using quartz rod and laser source is completed.
Initial experiments carried out with the laser source and detector and the results are encouraging.
3. National Effort to develop Technology for Custom Power Devices – Development of 4 X 500 kVA R
STATCOM for IT-Park. (C-DAC, Trivandrum)
Objective
This project aims at developing STATCOM solution for IT parks, by compensating for unbalanced loads and
harmonics. Due to single-phase non-linear loading in IT parks, large amount of currents tend to flow in the
neutral, causing transformer heating and low power factor, malfunctioning of protective relays, poor utilization
of the network and poor voltage regulation etc. The proposed STATCOM will have special power circuit con-
figurations and control functions for compensation in the unbalanced conditions as well as harmonic compen-
sation.
Progress
a) Simulation Studies:
Instntaneous current and voltage control method is selected to compensate the neutral current and unbal-
anced current in the site. The control algorithm was developed and validated by simulating in PSIM software.
The control law is validated with different load combinations.

The priority for compensation also incorporated in this simulation with following order: (i) Neutral current
compensation (ii) Unbalance compensation (iii) Reactive Power Compensation and (iv) Harmonic compen-
sation.
b) Hardware development:
The panel fabrication drawing for all 500kVA units completed, and two converter stacks are fabricated in C-
DAC to evaluate the performance of the chokes.
Design of the 500kVAR converter module is completed. Tested power and control module of the Lab Proto unit
- Inverter mode of operation and STATCOM mode of operation is completed in lab proto model. Final modifica-
tions on controller board have been completed and the controller board is also fabricated.
4. National Effort to develop Technology for Custom Power Devices – Development of 2.5 MVAR STAT C O M
for Steel Plant.(BHEL, Hyderabad )
Objective
The project aimed at design, development and installation of 2.5 MVAR IGBT based STATCOM for compen-
sating voltage flicker caused by arc furnace in Bhilai Steel Plant. High power inverter for multi-mega watt
capacity and DSP based controller for dynamic VAr compensation will be developed. The project envisages
development and deployment of IGBT based ± 2.5 MVAr STATCOM for an electric arc furnace operating at

(a) Comparative studies of diode clamped and H-bridge converter cascade for FACTS and custom power
control applications have been completed.

5. Development of Superconducting Transformers (EMCO, Mumbai)
Objective
The project is design, development and in field installation of High Temperature Superconducting (HTS) Trans-
former for distribution system applications.
Progress
The design of 630kVA HTS transformer is completed including optimization and reliability aspects. Calcula-
tions on electromagnetic and heat losses in the transformer have been completed. Experiments were con-
ducted on the conductor for their current carrying capacity. Sub-cooled liquid nitrogen will be used as an
insulation and cooling purpose. Protection related to short circuits, increases in temperature of operation,
reductions of liquid level etc were considered, while designing.
Other activities carried out are :
• Three HV and three LV formers were developed
• Fabrication of HV & LV copper terminations
• Winding of three set of HV coils
• Copper shield heat exchanger developed
• Testing of 3 prototype cryostat with new resin

BRIEF NOTE ON THE NEW PATENTS APPLIED


1. Silica rich soil nutrient support material obtained through dry ash beneficiation
The invention relates to the development of value added product from coal combustion ash routinely termed as
fly ash. The invention relies mainly upon a method of separating the mineral rich constituents from fly ash.
This is possible due to two aspects one is the occurrence of minerals in fly ash and also the feasibility of dry
beneficiation owing to certain specific and surface properties of the mineral constitutes in ash. The usefulness
of this material in the agricultural application as a nutrient support for the crops like paddy, jowar, sugarcane,
etc., has lead to this invention.
2. Ash micro-spheres based thermal insulation refractory
The invention relates to the development of thermal insulation refractory materials from pulverized coal com-
bustion ash derived micro-spheres namely ‘cenosphere’. The cenosphere is blended with inorganic refractory
material and a binder, followed by dry pressing, controlled drying and high temperature sintering. The present
invention is considered useful for the thermal insulation applications in high temperature boilers, furnaces,
kilns and driers to encounter and minimize energy losses by radiation.

CHAPTER - III

TESTING AND CERTIFICATION


The performance of the Institute in the field of testing and certification during the year 2008-2009 is very
good as compared to year 2007-2008. A total of 60060 tests on 23383 samples were conducted for
4447 organisations.
The revenue realised from testing, certification and consultancy services rendered during this year increased
to Rs. 7741 lakhs as against Rs. 5216 lakhs during 2007-2008.
SPECIAL TESTS CONDUCTED
Some of the important testing assignments undertaken by the Institute during the year are listed below:
z The study of voltage distribution on disc insulators in the string of 1200 kV AC is taken up and the experiments
are in progress. This work was awarded by M/s. Power grid Corporation of Inia as a part of optimizing 1200
kV line design.
z UHVRL, Hyderabad tested one 1200 kV CVT of M/s. Crompton
greaves limited, Nashik for rated insulation levels.

NEW TEST FACILITIES CREATED


During the year under report, to keep abreast with the latest technological developments in the field, the Institute
has added the following testing facilities to cater to the growing demands of the Industry :

z Flame Retardant test on Bunched Cables as per IEC-332-2 at RTL, Noida

z Installation and commissioning of the following measurement systems

- Synchronous Test Processor (stand-by unit) for Generator G2.

- Load cells upto 20 tonne rating with Digital Recording Systems

- LCR meter for inductance Measurement in Transformer testing.

- Noise level measurement in transformer testing.

- Dry type single phase variac with isolation transformer ratio 1/1 for T RV measurement.Vacuum and
pressure test on transformer tanks. This facility added under NABL scope.

- Mechanical Endurance test on isolators of capacity upto 400kV Class.


z Covered conductor deposition test for corrosive sulphur as per CIGRE has been established. Two
customer samples have been evaluated.
z Test facility for potential corrosive sulphur as per IEC 62535 has been established.

z 17.5 MVA 3 single phase master circuit breaker received from M/s.Siemens, Germany which is added as a
back up master circuit breaker which will ease out requirement of the AEG air blast Circuit Breaker and help
us to do more test like Capacitor duty Switch test and other short circuit duties on medium voltage, EHV circuit
breakers

z 10 kA Temperature rise test facility

z An Electro-dynamic vibration test system (2500 kgf) has been successfully installed and is being used to speed
up testing services.

z Load Management System Supervisory Controlled and Data Acquisition Mobile (8 Channel) to carry out
vibration measurement at site. System has been successfully installed and calibrated.

z The illumination test facilities has been upgraded for Tublar Flourocent Lamps & Compact Flourocent Lamps
to meet the requirement of Bureau of Energy Efficiency under Standards & labeling program.

z Balance Ambient Calorymeter (AC test facility) has been satisfactorily commissioned. Trial test on spilt AC
unit has been done.

z Established Grading Device Test facility for testing Polymer Silicon Rubber Insulator assembled with Insulator
with grading ring for the first time in CPRI

z New Conductor Vibration System was commissioned to evaluate the vibration performance of overhead
transmission lines upto 765 kV and above with six, eight & ten bundle conductors at Wake Simulation
Laboratory, CPRI Bangalore

z Automation of tower testing is in the final stage based on the Programable Logic Control/Supervisory
Controlled and Data Acquisition control at Tower Testing Station of Mechanical Engineering Division

z Seismic tests on piping with internal pressure to evaluate its seismic response in the form of acceleration,

z A representative model of APSARA Reactor building was


constructed and a series of seismic tests were carried out on
the model with and without Elasto-plastic dampers. Compared
experimental results with analytical values. The results will
help to adopt suitable retrofitting method to increase the life
span of APSARA Reactor building. This technology can be
adopted for other civil structures. This project is also extended
with increased scope and enhanced budget.

Accelerated Power Development and Reforms Programme (APDRP)

With the state of art facilities and software tools, the Distribution System Division of CPRI has been rendering
Consultancy services in finding solutions to various problems faced by the Electricity Utilities and industries in the
area of Power Distribution.

The Division has been rendering Consultancy to the Electricity Regulatory Commission in estimation of losses in
Distribution to enable them to finalize tariff structure. Besides, CPRI had been appointed as Advisor Cum Consult-
ant in the states of A P, Karnataka and Kerala under the Accelerated Power Development & Reforms Programme
(APDRP) of Govt of India during the past six years.

The CPRI has also been functioning as Third Party Inspection Agency (TPIA) in three tier Monitoring of RGGVY
programme for Idukki District in Kerala, Chamrajnagar , Kodagu Mysore,Mandya and Hassan Districts in
Chamundeswari Electricity Supply Corporation (CESC) , Gulbarga District in Gulbarga Electricity Supply Corpora-
tion (GESCOM) and Belgam and Uttarkannada in Hubli Electricity Supply Corporation (HESCOM).

ANNUAL CUSTOMER MEET

The 15th Annual Customer Meet was held on 7th November 2008 at STDS, Bhopal. A total of 130 senior representatives
from Industries and utilities attended the Meet. For the first time, the meet witnessed participation by Overseas
customers from Japan, Malaysia and Singapore. Shri P.K. Kognolkar, Director General (In-Charge) in his opening
remarks thanked the Customers for the overwhelming response to the Meet. Shri B.H. Narayana, Additional Director,
presented the action taken report and Shri Suhas.S.B. Joint Director -Marketing made a presentation on Customer
Satisfaction Survey on the services offered by the Institute to its Customers.

For rewarding valued and outstanding Customers, the Institute has instituted the “VALUED CUSTOMER AW ARD”
for all the three categories of the activities undertaken by the Institute. The following organizations were conferred

N ATIONAL SEMINAR ON CONDITION MONITORING OF MACHINES THROUGH OIL A N A LYSIS

CPRI Guwahati & Nationl Power Training Institute - North Eeastren Region conducted two day National Seminar
on Condition Monitoring of machines through oil analysis from 4-5 August 2008 at Novelty Conference Hall,
Narengi, Guwahati. Forty delegates from various organisation like North Eastren Electric Power Corporation,
Assam State Electy. Board, North Frontier Railway, Indian Oil Corporation Ltd., Guwahati Refinery, Hindustan
Paper Mills Ltd. etc. attended the programme. Shri S.C. Nath, Chief General Manager, LAEDCL, ASEB, presided
over the function.Presentations were made by Shri Pattanshetty,Dr. C.J. Naidu and Shri G.R. Viswanath of CPRI

Diagnostics, Cables & Capacitor Division organized an International Conference on “Condition Monitoring and
Diagnostic Engineering Management of Power Station / Substation Equipment” 22nd & 23rd January 2009,
CPRI, Bangalore. The Conference was attended by about
120 delegates from India and abroad. 38 nos. technical
papers were presented and discussed during the Conference.

TRANSFORMER TRAINING PROGRAMME ON “MANAGING RISKS OF THE TRANSFORMER LIFE CYCLE


FROM CRADLE TO GRAVE” IN KUALA LUMPUR, MALAYSIA

The Institute participated in the Transformer Training Programme on “Managing Risks of the Transformer Life Cycle
from cradle to grave” on 17th – 18th November 2008 in Kuala Lumpur, Malaysia. The programme was organized by M/
s.Southpoint Chandler Sdn Bhd, Malaysia which involved participation and delivering lectures by CPRI Expert
faculty on Transformers and High Voltage Bushings. The lecture on Transformer was delivered by Shri.S.Sudhakar
Reddy, Engineering Officer Gr IV, High Power Lab and the lecture on HV bushings was delivered by
Shri.Badhrinarayanan, Engineering Officer Gr IV, High Voltage Division. The lectures were well appreciated by the
participants.

TRAINING OF DISTRIBUTION ENGINEERS UNDER THE DRUM PROGRAM

The Distribution Reforms and Upgradation Management (DRUM) under the Ministry of Power, Govt. of India &
USAID is aimed at training and capacity building at the management, operational and technical level of State
utilities targetting junior and middle level officials of the distribution utilities. CPRI organised 5 day training programmes
for utility engineers in the areas of :

• Distribution Business Management & IT based solutions

• Distribution Efficiency & Demand Side Management

• Disaster Management, Electrical Safety Procedures and


Accident Prevention.

So far total 1046 BESCOM engineers comprising 853 men and

CPRI PARTICIPATION IN NATIONAL & INTERNATIONAL EXHIBITIONS

CPRI PARTICIPATED IN “INDIA INTERNATIONAL TRADE FAIR (IITF) - 2008”

CPRI participated in India International Trade Fair 2008 held in Pragati Maidan, New Delhi during 14th to 27th

November 2008. The trade fair was inaugurated by the

Honorable Vice President of India on 14th November


2008.The Institute had setup a stall in the MoP pavilion

along with other CPSU’s of MoP.The Institute had dis-

played in the stall its spheres of activities, facilities, ex-


pertise and showcased its credentials. The theme for the

year was “Energy Equity & Efficiency”.

CPRI PARTICIPATES IN “MIDDLE EAST ELECTRICITY 2009”

The Institute participated in the Middle East Electricity (MEE) Exhibition 2009 held in Dubai International Exhibition

Centre, Dubai from 8th to 10th February 2009. The participation of CPRI was under the aegis of the Indian Pavilion.
CPRI displayed its facilities and expertise in a stall measuring 9 sqm. The Exhibition was open to visitors & Trade

delegations and leading Organisations from all over the world participated in the three day show.The CPRI stall

attracted business visitors in excess of 3,000 over the three days.

9. CESI, Italy - Consultancy services for the condition assessement of PGCIL HV substation equipment.

10. Mou was signed between CPRI and University of Saskatchewan, Canada covering the work on multi-
disciplinery collaborative research projects, provision for higher studies and exchange of faculty expertise.

11. CPRI is a partner in the MoU of PGCIL with many private industries like, SIEMENS, ABB, CROMPTON
GREAVES etc. with development of 1200 kV Bina test station project.

Objective
The project was aimed at equipping CPRI with necessary International accreditations and quality services to
enhance brand equity of the Institute. CPRI has obtained accreditation from NABL(INDIA), INTERTEK ASTA BEAB
UK. CPRI laboratories have been accredited by Association of Short-Circuit Testing Authorities (ASTA)- British
Electro technical Approvals Board(BEAB), UK for testing of low Voltage and Medium Voltage (LV & MV) equipment.

CPRI is having its own Observers for witnessing the testing under ASTA certification Scheme at CPRI laboratories.
The project is completed.
2. Rotor System with exciter for the motor of 2500 MVA short circuit generator of C.P.R.I., Bangalore
Objective
The 2500 MVA short circuit generator of High power Laboratory, driven by synchronous motor was commissioned
in 1988. In recent past, lot of problems in rotor, exciter , Cracks in the motor shaft, Failure of Exciter of the driving
motor,Abnormal noise, vibration while starting and running of the motor. Hence, it is proposed to procure a new
complete rotor system for the driving motor from the original supplier from France.
Progress
A new complete rotor system for the driving motor from the original supplier from France was procured, project is
completed.
3. Augmentation & Modernization of CPRI Laboratories

Objective
The Testing, Research & Consultancy activities require the laboratories to be accredited and all equipment calibrated
to carryout testing as per National / International standards. Since most of the test equipment is outdated, operation
& maintenance of these equipment calls for very high expenditure. Many of the original manufacturers / suppliers of
the equipment either did not exist or the companies have got merged with other companies, it is generally
observed that spares and services are not available from the equipment suppliers, hence it was proposed to
Augment & modernize CPRI laboratories.

Progress

Several laboratories like, the High Voltage, Short Circuit, High Power Lab, Di-electric Materials, Mechanical
Engineering, Diagnostic Cables & Capacitors Division, Library and Switchgear Testing & Development Station have
been augmented and also the Rejuvenation of physical infrastructure of High Voltage, Short Circuit, High Power
Lab, Di-electric Materials, Mechanical Engineering, Diagnostic Cables & Capacitors Division, Library and Switchgear
Testing & Development Station is also carried out under the scheme. Face lifting work in some of the labs have
been completed. The project is completed.

4. Relocation of Regional Testing Laboratory, RTL Muradnagar, U.P. to Noida


Objective
To cater to the northern Indian utilities, the Regional Testing Laboratory was started in 1992 at Muradnagar (near
Ghaziabad) of UP with the co-operation of NTPC. The inaccessibility of the testing Lab and worsening power
situation has necessitated the shifting of the RTL Unit to NOIDA.

Progress

At Sector-62, NOIDA civil works for laboratory and office building are completed and All Laboratories were shifted to
Noida premises from Muradnagar, and equipments are under commissioning.

5. Development of a Centre of Excellence for simulation of power system and failure analysis

Objective
The limitations existing in the present Real Time Digital Simulation (RTDS) is being overcome by enhancing
capabilities in terms of no of 3 phase buses, single phase switches, protection schemes, High Voltage Direct
Current (HVDC) bipolar lines, interfacing cards etc,.

Progress
RTDS racks and associated components are procured and commissioned. Project is completed by January 2009.
Advanced training for CPRI Officers at M/s Winnipeg, Canada is also completed.

6. Refurbishment of 1500 MVA Short Circuit Generator

Objective

One of the two 1500 MVA SC generator at STDS, CPRI, Bhopal encountered with problems in the rotor winding and
other associated problems recently. The generator is playing important role in testing activities and major chunk of
revenue to Institute, and was drawn to refurbish all the components of the generator under this project.
Progress
The rotor has been rewound with new insulation and all the slot wedges/packers of stator of the Short Circuit
Generator are replaced. The project is completed.
7. Refurbishment of 50 MVA Short-Circuit Test Station
Objective
Short-circuit laboratory is one of the busiest laboratory in CPRI earning a revenue of 400 lakh a year. Many
electrical industries in India and southern partinparticular, depend on the laboratory for their product development
and certification needs. The main equipment in the station are now reaching their end of life. In case of any
eventuality, the station has to be shut and this will affect a large number of manufacturers who depend on the
laboratory besides causing loss of revenue to the institute. Therefore it was proposed to refurbish the facility as a
preemptive strategy under this capital scheme.
The existing main equipment in the testing laboratory is almost reaching end of life. Therefore it is proposed to
refurbish the facility as a pre-emptive strategy under this capital scheme.

Progress

Purchase orders for Short Circuit Generator have been placed with M/s Kirloskar Electric Company Ltd., Civil works
to house the Generator has also comenced. The project is under progress.

8. State of Art Mobile Field Testing Laboratory for On-Site Accuracy Testing and Condition Assessment
of EHV Class Instrument Transformers

Objective
Many times catastrophic failure of Instrument Transformers involves violent explosions causing extensive damage
to the neighboring equipment. This leads to the outage of power and also leads to the costly reconditioning/repair/
replacement of the damaged equipment. In the majority of the cases the damaged equipment have to be sent to the
manufacturers works causing a lot of delay in restoring power.A State of Art Mobile Diagnostic Field Testing
Laboratory for on-site accuracy testing, performance evaluation and dielectric diagnosis of EHV instrument
transformers capable of meeting the field testing requirements would be very essential and heavily in demand at
such Instances.
Progress
The project with this objective is under implementation and Procurement of mobile van with various test facility is
in progress.

9. Establishment of Mobile Diagnostic Facility for Power Plant Specific Equipment for Improving
Performance
Objective
To make relevant measurements and evaluate the performance at pre-combustion and combustion stages it is
proposed establish a mobile diagnostic facility at cost of Rs.410 lakhs. This facility will be similar to the experience
of GTZ, Germany, in China and will help support constructively and logically all the steps towards improving the
plant load factor.
Progress
Procurement of some of equipments like corrosion Mapping, NDT((Non destructive Testing) identified under the
project is in progress.

10. Centre for Advanced Energy Research in the area Energy Efficiency & Energy Audit
Objective
The project aims at creation of Advanced Energy Research Centre for energy efficiency and energy audit services
at CPRI.
z Bench mark establishment for energy efficiency evaluation of cooling towers.
z Optimization through automation of data acquisition for energy efficiency evaluation of the composite thermal
power plants (boilers, turbines, heat exchangers, auxiliaries, etc.)
z Optimization through automation of data acquisition and energy efficiency evaluation of electrical networks in
large industries
Progress
Procurement of some of instruments and equipments like Multi Function Dataloger,Digital Oscilloscope, Power
Analyser is completed. Purchase orders also been placed for DC Power Supply, Current Clamps, flow meters etc.
Progress is as per schedule.
11. Modernization of Short Circuit Facilities and Augmentation of Power Transformer Test Facilities at
Central Power Research Institute, Bangalore
Objective
The scheme is taken up with the aim of modernizing the high power laboratory by setting up following facilities:
- Facility for Loss measurement of Power Transformers upto 50 MVA rating
- Instrument transformer calibration laboratory
- Facility for Type Tests on On Load Tap Changers(OLTC)
- Modernisation of Short circuit test Facility
Progress

Procurement of identified equipments like Current Transformers, Potential Transformers, Data Acquaisation System
is completed. Purchase orders have been placed for drive motor controls, HV buchings, Master circuit breakers
etc.

12. Modernisation and Augmentation of Switchgear Test Facilities at Central Power Research Institute,
Bangalore

Objective

The scheme is taken up with the aim of modernizing the high power laboratory by setting up following facilities:

- Facility to conduct inductive load switching tests on High Voltage circuit breakers

- Facility to conduct Capacitor current switching tests on 245 kV circuit breaker

Instruments and Equipments such as

Multi Channel Transient Recorder, Power Analyser, CT/PT etc. are already procured. Procurement of Load Loss
Facility,Transformer Winding Meter, Drive Motor, Electrically operated Crane is in progress.

13. Augmentation of Test Facilities for Optimization of 800 kV AC and 800 kV DC Transmission System

Objective

POWERGRID has already constructed 800 kV AC lines between Kishenpur- Moga, Anapara- Unnao, which are
being operated at 400 kV. Many more 800 kV lines are under construction and proposed. POWERGRID proposes
to introduce +800 kV DC to evacuate huge blocks of power from the North Eastern region. The studies proposed in
the project are important for improving the reliability of the power system and development and evaluation of
equipment.

Progress

Purchase order for 1200 kV indoor AC test set up, Aerial platform, Mobile Crane have been placed. Architects have
been appointed for design and construction of indoor laboratory. Due to variation in Foreign Exchange a revised
proposal of Rs.38 crore has been submitted to MoP,

14. Setting up of test facilities for pre-qualification test on 400 kV XLPE cable system.

Objective

Aim of the project is to set up test facility for testing for pre-qualification test on 400kV XLPE cable system. The
pre-qualification test comprises of electrical tets like heating cycle voltage test, lightning impulse voltage test
etc. on the complete cable system with approximately 100 mtr of full sized cable including atleast one of each
type of accessory.

Progress

Purchase order is placed for 600 kV AC test system, 2.4 MV impulse generator. Procurement of loading coil
PD measuring system, capacitance and tan delta measuring system are in advanced stage. Progress is as per
schedule.

15. Centre of excellence for life cycle management and condition assessment of high voltage substation
& power plant electrical equipment

Objective

The objective of the project is to create adequate R&D infrastructure for functional evaluation, simulation, ageing
studies & diagnostic monitoring of specimens/models of power apparatus insulation.

Progress

Purchase orders have been placed for current transformers/potential transformer test kit, High voltage source,
Insulation resistance/polarisation index meter, winding resistance meter, infrared thermo camera, Dielectric
spectroscope. Procurement initiated for PD detector, coupling capacitor, PD free transformer etc. Progress is as
per schedule.

16) Mechanical strength test facility

Objective

The aim of the project is to automate tower erection facility & also to augment vibration test facility with higher
capability.

Progress

Techno commercial bid evaluation for procurement of tower erection crane and vibration analyser is completed.
Orders will be placed shortly. Progress is as per schedule.

17) Centre of Excellence for Dielectric Studies

Objective

The project aims to set up centre of excellence for di-electric studies wherein several laboratories will come up
under one roof with additional testing & research facilities in the areas of di-electric materials and material technologies.

Progress

Purchase orders are placed for Wave length Dispersive X-ray Flourescece Spectrophotometer (WDXRF), Fourier
transform Infra-red spectrophotometer (FTIR), Pour point aparatus, spectrometer, Carbon-hydrogen-nitrogen-
sulphur(CHNS) analyser, Mercury analyser, Proximate analyser etc. Progress is as per schedule.

ADMINISTRATIVE MATTERS
Governance

The following Officers became the Members of the CPRI Governing Council and the Society during the year under
report:

ing Council and the Society.

Power vice Shri Rajesh Verma, Shri Vijay V. Paranjape, President - IEEMA vice Shri S.C. Bhargava and Shri P.K.
Kognolkar, Director General (I/C) vice Shri A.K. Tripathy became the Member Secretary of the CPRI Governing
Council and the Society.

During the year, the Governing Council met twice on 21st October 2008 and 10th December 2008. The Society
heldits Annual General Body meeting on 21st October 2008.

Vigilance

The vigilance activities of the Institute are looked after by a part time Chief Vigilance Officer Dr. Dwarakanath,
Additional Director, who is appointed on the approval by the Chief Vigilance Commission. The Chief Vigilance
Officer reports to the Director General and is assisted by the Administration Section.

As per the directions of the Central Vigilance Commission, Boards have been displayed prominently at all the
Units/Divisions of the Institute for wide publicity among Public, Contractors and Clients about the availability of
Chief Vigilance Officer / Head of the Organisation. It is facilitated such that instances and information on corruption
in the Institute by affected parties can be brought to the notice of Head of the Organisation or to the Chief Vigilance
Officer at the addresses mentioned in the Boards. Timely Returns of vigilance activities containing the requisite
informations are filed with the appropriate authorities bringing out the latest position in this regard.

Welfare Activities

The Women Employees Cell is operative for over a decade, for the welfare of female employees and to meet their
grievances. Creche for the employees children is operational successfully over the last ten years for the benefit of
working couples in the Institute.Smt. S. Vijaya Kumari, Joint Director, is the Women Welfare Officer who takes care
of the welfare of women employees of the Institute.

Liaison Officer SC/ST & OBC

Shri M. Janardhana, Engineering Officer Gr.4, was appointed as Liaison Officer SC/ST & OBC during the year to
meet the grievences and welfare of all SC/ST and OBC employees of the Institute. During the year 117th Birth
Anniversary of Dr. B.R. Ambedkar was celebrated on 6th August 2008. For the second time this office liaison with
management of CPRI to institute Dr. B.R. Ambedkar Merit Awards for children of CPRI employees who topped in tenth
standard exam under different schemes. Fourteen students received the merit award on 6th August 2008.

Library & Information Services

The Institute has well established Libraries at Bangalore and Bhopal to provide adequate library and
information services for the research work and for updating employees' knowledge in Scientific advancement.

Several books and periodicals are added to the library at Bangalore and Bhopal During the year 2008-2009 The
expenditure incurred on books and periodicals during the year at both Bangalore and Bhopal was Rs.22.89 lakhs.

Computerisation of Library facility at Bangalore unit was taken up. All the books and publications were coded
for creating a data base which would be accessible to all users over the LAN.

The Institute has done well in its financial performance during the year 2008-2009 and earned an all time high
revenue of Rs.7740.58 lakhs.

Increased services rendered to the utilities and Industries are well reflected in the financial performance raising
the revenue earnings from Rs.3651 lakhs in 2004-05 to Rs.7741 lakhs during the current year. During the year
under report, as against the revenue realisation of Rs.7741 lakhs, the expenditure on non-plan activities stood
at Rs.7634.22 lakhs only and thereby it has been possible to generate a surplus of Rs.106.36 lakhs. For the
21st year in succession, the Institute has not drawn any non-plan grant-in-aid from the Government.

During the year, the expenditure under various heads has been as follows:

With many new laboratories commissioned and opened for commercial testing, it is expected that the trend
of increased earnings of revenue will continue. As at the end of March 2009, the capital investment by the

USE OF HINDI AS OFFICIAL LANGUAGE


Requirement under section 3/3 of the Official Language Act were fully complied with. Alloffice orders, circulars,
reports etc., were issued in bilingual.

Institute bags Indira Gandhi Rajbhasha Award

The Institute was awarded Indira Gandhi Rajbhasha shield for the year 2006-07 for outstanding work done in the
field of Official Language Implementation on 14th Sept.2008, Sunday at Vigyan Bhavan, New Delhi by the H’ble
President Smt. Pratibha Patil. Present on the occasion were H’ble Home Minister Shri Shivraj V. Patil and
Minister of State Shakeel Ahmed.

Hindi Publication

Hindi version of the Technical Articles Published in ‘CPRI Journal’ and ‘CPRI News’ 2008 was brought out as
‘Vigyan Deepti’. Eighteenth edition of ‘Kaveri’ , journal of Town Official Language Implementation Committee was
published.

Technical Article Competition

Annual Technical article Competition under the auspices of TOIC sponsored by CPRI was Organized and the best
three articles were awarded prizes on Hindi Divas Celebration in the institute.

Health Seminar

i ‘Life Style modification to prevent Heart diseases’

A brainstorming session on ‘ Life style modification to prevent Heart diseases’ in Hindi was organised on 09
September 2008 led by Dr. N. Narayan Murthy, Consultant Cardiologist, Wokhardts so as to popularize the
usage of Hindi. Nearly 65 officers & employees participated in the seminar.

A health Seminar on “Back pain and joint problems’ was organised on 25th February 2008 for the benefit of the
employees led by Dr.Aasheesh Anand, Consultant Orthopaedic Surgeon & American Board Certified Sports
Medicines Specialist, Wokhardts. More than 110 Officers and employees participated in the Health Seminar.

Tender in Hindi were posted on the website along with English ones. The website of the Institute is available in
Hindi.
Hindi Month
Hindi Month was organised in the Institute from 25th August 2008, and 10 Competitions were conducted separately
for employees with proficiency and working knowledge of Hindi.
Hindi Divas
Hindi Divas was celebrated on Thursday, 18th September 2008. Shri. P.K.Kognolkar, Director General chaired the
function.The Chief Guest of the occasion was Shri A.K.Agarwal, Commissioner of Income Tax. Prizes for various
competitions, Incentive Schemes, training were distributed. A cultural programme was also organised.
Activities of town Official Language Implementation Committee
The Director General, CPRI continued to be the chairman of TOLIC and the Senior Hindi Officer the Member
Secretary.Two meetings of the Official Language Staff of the member Offices were called for addressing the
problems faced during O.L.Implementation.

1. We have audited the attatched Balance Sheet of CENTRAL POWER RESEARCH INSTITUTE
INSTITUTE,
BANGALORE("The Institute" ) as at 31st March 2009, the Income and Expenditure Account for the
year ended on that date and also Receipt & Payments statement of the Institute for the year annexed there
to these financial statements are theresponsibility of the Institute's management. Our responsibility is
to express an opinion on these financial statements based on our audit.

2. We conducted our audit in accordance with auditing standards generally accepted in India. These standards
require that we plan and perform the audit to obtain reasonable assurance about whether the financial
statements are free of material misstatements. An audit includes examining, on a test basis, evidence
supporting the amounts and disclosure in the financial statements. An audit also includes assessing the
accounting principles used and significant estimates made by management as well as evaluating the overall
financial statement presentation. We believe that our audit provides a reasonable basis for our opinion.

3. Further, subject to our comments in the Annexture, we report that :


a) We have obtained all the information and explanations which to the best of our knowledge and belief
were necessary for the purposes of our audit;
b) In our opinion proper books of account as required by law have been kept by the Institute, so far as appears
from our examination of those books and proper returns adequate for the purposes of our audit have been
received from the branches not visited by us;
c) The Balance Sheet, Income & Expenditure Account and Receipts & Payments statement dealt with by this
report are in agreement with the books of accounts and returns from the branches;
4. In our opinion and to the best of our information and according to the explanations given to us, the said accounts
together with the notes thereon give a true and fair view in conformity with the accounting principles generally
accepted in India:

Annexture to the Auditor's Report

Re: Central Power Research Institute

(Referred to in paragraph 3 of our report of even date)

1. The estimated liability for gratuity, pension and leave encashment, as per the actuarial valuation as on March
31, 2009 is Rs.269.78 Crores. The value of these funds created by the institute as on March 31, 2009 is 95.23
Crores. As explained to us there has been considerable increase in the valuation due to pay revision, the
balance of Rs.174.55 Crores will be provided based on the availability of surplus.

2. Refer note no.5 and 6 of Schedule 19 relating to provision of fringe benefit tax and income tax, wherein the
Institute has not provided towards these taxes.

Background
ound:- The Institute, an autonomous body under Govt. of India, Ministry of Power incorporated through a
Background
resolution vide No.33(14)/74-Policy, dated 21/10/1974 is totally focused on Power Research. The Institute has been
recognized by Ministry of Science & Technology as a S&T Institution. The Institute has been further recognized as
Scientific and Industrial Research Organization by Government of India, Ministry of Science and Technology vide their
letter No.11/68/88-TU-V, dated 26/8/2008 and valid upto 31.03.2011. The Institute as a legal entity is registered with the
Registrar of Societies. The basic objectives of the Institute is to serve as a National Testing & Certification Authority and
act as an apex body for initiating and coordinating Research and Development in the field of electric power. The
Government of India is supporting the activities through grants. Additionally, the Institute is generating funds through
other sources and throrough test fees and professional services rendered to Government organizations/Electricity Boards/
Commercial organizations etc.

1. Method of Accounting
Accounting:- The financial statements have been prepared to comply with the Generally Accepted
Accounting Principles. The financial statements have been prepared under the historical cost convention on an
accrual basis. The accounting policy have been consistently applied by the Institute & except for the changes in
accounting of policy discussed more fully below, are consistent with those used in the previous year.

5. Research & Development :

Revenue expenditure on Research and Development is adjusted against the receipt of research grants. Capital
expenditure on Research & Development is treated in the same manner as expenditure on other fixed assets.

Realized gains and losses on Foreign Currency transactions are recognized in the Income and Expenditure

7. Revenue Recognition :

The revenue in respect of Test Fees and Consultancy changes are accounted on completion of work/report.

Interest income on deposits with banks is recognised on time proportionate basis.

8. Retirement Benefits. :

The liability on towards retirement benefits like Pension, Gratuity & Leave Encashment are ascertained on the
basis of actuarial valuation.

Notes on Accounts & Contingent Liability attached to and forming part of Balance Sheet as at 31st March 2009 AND
Income & Expenditure Account AND Receipts & Payments Account for the year ended on the date.
1. Fixed assets and Depreciation:- Hitherto, the Institute capitalized all costs relating to the acquisition and
installation of assets fixed assets. From the year 2002-03 onwards, the Institute has changed its policy for
accounting capital assets as under.
• All assets acquired under Capital Projects, R&D Plan, Sponsored Schemes, RSOP Schemes are capitalized
with all costs relating to their acquisition.
• All assets acquired-out of Non-Plan (Revenue) expenditure of the Institute are charged off to the Income &
Expenditure account during the year. The value of such assets is Rs. 105.57 lakhs for 2008-09 (Rs.170.10
lakhs for the year 2007-08). Total value of assets charged off from 2002-03 till now, is Rs. 794.19 lakhs.
Since the infrastructure is created by drawal of grants from Government of India, depreciation is not provided
in the books of Accounts. Depreciation not provided as per the rates prescribed under the Income Tax act
under the written down value method till the period ended 31/03/2009 is Rs. 3,92,51,72,910 (Depreciation up to
31/03/2008 was Rs. 3,79,36,49,732) and Depreciation for the year is Rs. 13,15,23,178 (Depreciation for 2007-08
was Rs. 10,85,49,667). The fixed assets are stated at cost only.
However, as per the decision of the Governing Council, the Depreciation has to be provided for the new schemes
from 2007-08. Further, in respect of one Capital Project, since the Government of India insisted upon provision
of Depreciation while sanctioning the project, the Depreciation has been provided only on this project also from
the Accounting year 2007-08 as per Sch.17.
2. Government Grant: - Grant received from the Government of India and other organizations towards specific
project are shown as capital/sponsored grants. The Institute confirms compliance of all the conditions of the
grant. The institute consistently has followed the procedure of showing the assets procured from such grants
under the Fixed Assets.
3. Retirement Benefits:-The liability on account of Pension, Gratuity etc., was evaluated as on 31/01/2009 through
actuarial evaluators M/s .India Life Hewitt and the liability has been estimated at Rs. 26978.63 lakhs. In
response to a proposal for no-plan grant support from Govt. earlier, the Governing Council at its meeting held on
17/10/2007, directed for meeting the liability from internal resource/charging to income & Expenditure Account.
Accordingly, a sum of Rs. 2600.00 lakhs has been charged to I&E account during the current year.
4. The Institute has created and operating Maintenance, Renewal & Obsolescence (MRO) Fund from 2004-05.
During the current year, Rs.32.69 lakhs has been utilized from MRO Fund towards major repairs/procurement
of Spares, etc.
5. Fiancé Act 2005 has introduced Fringe Benefit Tax (FBT) with effect from 01/04/2005. The Institute is recognized
as “S&T Institute” by Department of Science & Technology, and is also recognized as “ Scientific & Industrial
Research Organization” by Department of Scientific & Industrial Research.
The rules and regulations regarding service matters of employees of the Institute are in accordance with the
CCS Rules as an extended arm of Government Department. The Institute is receiving complete support for
infrastructure facilities, Research & Development and other Projects through Plan Grants. The Institute had
been notified as a Research & Development organization and had been approved by Central Government for the
purpose of Section 35 (1) (ii). A letter was also addressed to Ministry of Power for seeking exemption from
Ministry of Finance, from payment o FBT. In view of the above, FBT is not paid nor provided. However, the
FBT is proposed for withdrawal as per draft Finance Act, 2009.

6. Institute is notified by the Government of India, Ministry of Finance, Department of Revenue vide Notification
NO. 178/2007 (F.No.203/38/2006/ITA-II), dated 24/05/2007 in the category of ‘other institution’ partly engaged in
research activities for the purpose of Clause (ii) of Sub Section (1) of section 35 of the Income Tax Act 1961 read
with rules 5C & 5D of the Income Tax Rules, 1962 effective from 01/04/2005. The Income of the Institute was
exempted form Income Tax under section 10 (21) of the IT Act 1961 up to the Assessment year 2005-06.
However, the Income Tax Department has re-opened the Assessment for the assessment year 2001-02 to 2006-
07 (Financial years (2000-01 to 2005-06) under section 143 & Sec 263 on the grounds that the exemption under
Sec.10 (21) is available to Scientific Research Association recognized as such under section 35 (1) (ii) of the IT
Act and not to “Institution”/” other institution”. A demand has also been made on the Institute for the Assessment
Year 2005-06 for payment of Income Tax of Rs. 93.47 lakhs. Since the Institute appealed before the Commissioner
of Income tax (Appeals) (CIT-A) against the impugned order, the IT Dept. Insisted on payment of 50% pending
the disposal of the appeal. And the payment of Rs. 46.73 lakhs being 50% was effected under protest by payment
of Rs. 23.68 lakhs since the IT Dept. itself adjusted the TDS refund for the financial year 2005-06 amounting to
Rs. 23.05 lakhs as per letter date 19th March 2008. The appeal before CIT-A was decided in favour of the
Institute and the Department filed appeal. In the Tribunal against the Orders of CIT-A. The appeal was dismissed
by the Honorable IT Tribunal on the grounds of non-obtaining of Committee on Disputes (COD) clearance
subject to approaching the Tribunal whenever the same is obtained.

Similarly, in respect of Assessment Years 2001-02, 2002-03, 2003-04 and 2006-07, the Department had served the
Demand Notices for payment of Rs. 2100.29 lakhs including interest of Rs. 1412.27 lakhs upto the date of issue
of notices. Viz., 12/12/2008. In respect of these demands also the Institute filed an appeal and obtained favorable
Orders from CIT-A and the Department had also refunded Rs. One Crore paid as deposit on insistence against
the pending demands. The Department subsequently filed appeal in the Tribunal which was also dismissed by
the honorable Tribunal on similar grounds of non obtaining of COD clearance. Since the matter is sub-judice,
no income tax liability has been provided for the above mentioned years.

Considering the above and as the Institute is notified under Section 35 (1) (ii), of the Income Tax Act, no
provision for income tax has been made for the financial year 2008-09.

7. Contingent Liabilities:-

a) On account of Letter of Credit opened and remaining to be honored-NIL


(excepting Letter of credits with 100% margin) (NIL for 2007-08).

b) Estimated amount of liability on account of capital contracts- Rs. 4848.68 lakhs (Rs. 2624.89 lakhs for 2007-
08).

c) Claims not acknowledged as debts by the Institute- NIL

d) Bank Grantees furnished to various clients by the Institute is of the value of Rs. 125.83 lakhs for 2008-09
(Rs.83.28 lakhs for 2007-08).

f) There is a dispute between the Institute and M/s. A.S.Iyer &Co., Nagpur regarding

construction of quarters at CPRI, Nagpur. As per the arbitration award made by the Arbitrator, CPRI is liable
to pay Rs. 17.80 lakhs to M/s.A.S.Iyear & Co., Nagpur along with Interest of 18% P.A. to the point of judgment
which works out to Rs. 40.25 lakhs. The Institute filed an appeal before High Court of Karnataka who have
granted Interim Order staying the execution of the decree passed against CPRI subject to CPRI depositing Rs.
20 lakhs in the court. Accordingly, deposit was made in the High Court of Karnataka during 2004-05.

8. The Institute has a system of Internal Audit conduct ed by a firm of Chartered Accountants.
9. The Grant balances shown at Schedule-4 are exclusive of margin money utilized for LC establishment towards
the committed Liability for import of equipments and advance paid for capital works. The margin money
deposits as on 31/03/2009 are Rs. 1773.09 lakhs (Rs.778.57 lakhs at the end of 2007-08) and advance of Rs. 93.30
lakhs.
10. Figures for the previous year have been regrouped wherever necessary to conform to the presentation of the
current year.

FOREWORD
I am extremely happy to present the notable achievements of Central Power Research
Institute for the year 2008-09:

Testing & Certification and Consultancy have observed notable increment wherein 23383
samples were tested with 60060 tests performed as against 20242 samples and 49922 tests
performed during the year 2007-08. This has resulted in reaching a record revenue of Rs.77.41
crores during 2008-09 as compared to Rs.52.16 crores during 2007-08. The officers and staff
P.K. Kognolkar of CPRI are to be complimented for their sincere efforts in achieving the set target. The
Director General (I/C) Institute has rendered 76 valued consultancy services to Power Utilities & Industry.

Most of the CPRI laboratories have been accredited and reassessed as per NABL 17025 norms, during the year
to help clientele in export of their equipment overseas. CPRI added its credentials with Accreditations from ASTA,
Intertek Asta and ISO 9001:2000 Certification. Some of the Officers of the Institute have also been appointed as
ASTA Observers for witnessing tests under ASTA Certification Scheme. CPRI is continued to be the Member of
Short Circuit Testing Liaison (STL).

On the Research front, 4 projects were successfully completed during the year. viz. (A) Development of polymer
nano composite for electrical Device (B) Evaluation of shunt reactor current switching capability of MV vacuum
circuit breaker (C) Study on enhancement of capability of conducting capacitor current switching tests on 245 kV
circuit breaker from voltage factor of 1.2 to 1.4 (D) Building up Research Infrastructure projects.

CPRI had established Centre for Collaborative & Advanced Research in the year 2006 and during the year, CPRI
entered into MoUs with 6 Institutes of technology to carry out research in the areas relevant to power system and
also to conduct short term course for Power Utilities of the country. Scientists and Engineers of the Institute
have published 88 technical papers for various National & International forums.

During the year six capital schemes were completed as scheduled. The important amongst them are:

i) National/International accreditation for CPRI laboratories ii) Rotor System with exciter for the motor of 2500
M VA short circuit generator of C.P.R.I., Bangalore iii) Augmentation & Modernization of CPRI Laboratories iv)
Relocation of Regional Testing Laboratory,RTL Muradnagar, U.P. to Noida v) Development of a Centre of Excellence
for simulation of power system and failure analysis vi) Refurbishment of 1500 MVA Short Circuit Generator

The Institute is also rendering Consultancy to the Electricity Regulatory Commission in estimation of losses in
Distribution to enable them to finalize tariff structure. CPRI successfully completed the consultancy project
regarding “Augmentation of Power System Network” for SAIL – Rourkela Steel Plant, Rourkela.

The CPRI has also been functioning as Third Party Inspection Agency (TPIA) in three tier Monitoring of RGGVY
programme for Idukki District in Kerala, Chamrajnagar , Kodagu, Mysore, Mandya and Hassan Districts in
Chamundeswari Electricity Supply Corporation (CESC) , Gulbarga District in Gulbarga Electricity. Supply Corporation
(GESCOM) and Belgam and Uttarkannada in Hubli Electricity Supply Corporation (HESCOM).

The Institute has also been offering Third Party Inspection services for power equipment procured by Haryana
Vidyut Prasaran Nigam Ltd., Rajasthan Rajya Vidyut Nigam Ltd., and J & K Electricity Board. The Institute has
also undertaken overseas inspections in Malaysia and Korea.

I look forward for improved performance of CPRI in coming years.
