ABOUT THE UNIVERSITY

The Tamil Nadu Dr. Ambedkar Law University was established by the Government of
Tamil Nadu by an Act of State Legislature [Act No. 43 of 1997] for the advancement and
dissemination of knowledge in learning, teaching and research in the field of law. It strives
hard to develop in the students and research scholars, a sense of responsibility to serve the
society in the field of law by developing skills in advocacy, legal services, legislation and law
reforms through better educational instruction and research facilities.

The University is recognized by the University Grants Commission (UGC) (under


Sec. 2 (f) & 12 (B) of the UGC Act, 1956). The University is a member of the Association of
Indian Universities (AIU) and Indian Institute of Public Administration, New Delhi. It is
functioning as a nodal agency to improve legal education in the State of Tamil Nadu. During
its short existence, the School of Excellence in Law (SOEL) run by the University has emerged
as one of the premier Law Schools in the country. All the seven Government Law Colleges in
the State of Tamil Nadu located at Chennai, Madurai, Thiruchirapalli, Coimbatore,
Tirunelveli, Chengalpattu, Vellore and the Central Law College [Private] at Salem are
affiliated to the Tamil Nadu Dr. Ambedkar Law University.

The Tamil Nadu Dr.Ambedkar Law University is a first and unique affiliating type of
Law University established in South Asia. There are more than twelve thousand students
pursuing their law degrees in this University through eight affiliated law colleges in addition
to SOEL. In India, there are around 1000 institutions offering legal education. This University
has been ranked as one of the top 25 law institutions in the country. The University feels
proud that it is the only affiliating type of State Law University in that list.

LOCATION AND INFRASTRUCTURE

Chennai, formerly known as Madras is the Capital City of the State of Tamil Nadu.
Chennai is the fourth largest Metropolitan city of India. It is the Gateway of South India. The
city also known as the Detroit of South Asia, is a large commercial and industrial centre, and is
known for its cultural heritage and temple architecture.

The Tamil Nadu Dr.Ambedkar Law University has two campuses at present. One is
situated at No.5, Poompozhil, Dr.D.G.S.Dhinakaran Salai, Raja Annamalaipuram, Chennai -
600 028 between the Music College and Iyappan Temple [MRC Nagar] on the banks of Adyar
river and has been functioning from its establishment in the year 1997. The other campus, the
new one is at M.G.R Salai, near MRTS Taramani Railway Station, Perungudi, Chennai - 600
096 constructed in 25 acres of land with the financial assistance of Rs.59.27 crores of the
Government of Tamil Nadu. The new campus was inaugurated by the Hon'ble Chief Minister
of Tamil Nadu on 14.02.2016. While the administrative affairs of the University has been
retained in the Poompozhil campus, the academic activities offered in the School of
Excellence in Law has started functioning from the Taramani campus with effect from
22.02.2016. Both the campuses of the University are located in prime localities of the Chennai

city and are well connected by Road, Rail and Air. The High Court Complex, District,
Sessions and City Civil Courts are within 15 kilometers from the University campus and this
facilitates easy and effective interaction between the Bench, Bar and the Tamil Nadu Dr.
Ambedkar Law University. The Tamil Nadu State Judicial Academy and Anna Institute of
Management are located just 0.5 Km from the Poompozhil campus. The jurisdiction of the
University covers the entire State of Tamil Nadu. All the Law Colleges are affiliated to this
University. As a full-fledged first affiliating Law University in the Country, the University
has plans to expand its academic tenets to cover all parts of the Country in general and the
State of Tamil Nadu in particular by increasing the enrolment for its various distance learning
programmes in order to equip the people with legal knowledge. The Government have also
allotted another piece of land at Tambaram village for future expansion activities.

TARAMANI CAMPUS

Administrative Block

The new campus at Taramani has a separate Administrative Block with three floors,
Library Block, Academic Blocks, Hostels, Amenities Block and Sports Stadium. In all the
buildings, lifts and ramps are provided. In the ground floor of the administrative block there
is the Senate Hall, Syndicate Hall, Conference Hall, Chambers of the Registrar, Finance
Officer, Senior Deputy Registrar, Assistant Registrar and Registrar's office. The Controller of
Examinations' Chamber, Examination Section, Valuation Hall, Stock Room, Store Room,
Board Meeting Hall are in the first floor. The Vice-Chancellor's Chamber, Office of the Vice-
Chancellor and Conference Room with 600 seating capacity are in the second floor.

Amenities Block

The Amenities block which is near the entrance has two floors. The Canteen is
functioning in the ground floor of this block. There is a proposal to have a Bank with ATM and
Post Office facilities in this block. There is also a proposal to start a stationery shop for the
benefit of the students.

Library Block

The University Library is the heart of any university. The Tamil Nadu Dr. Ambedkar
Law University Library established in 1997. The present magnificent Library Building started
functioning since March 2016 with a carpet area of 44, 010.12 Sq.ft. The Univesity Library has
total collection of 30, 766 books. It has more than 7,032 journals which includes National,
International, online and print journals. The Library Building has four storeys with
centralized Air-Conditioning. In the ground floor, it accommodates Reading Hall, Book
Bank section, Circulation Section, office and Librarian Room. In addition, this section has the
Digital Talking Library Section for Differently Abled users. This section was established on
October 2016 in the Tamil Nadu Dr. Ambedkar Law University Library exclusively for the
welfare of differently abled users. In the first floor, it has Reference Section, Reading Hall,

Technical Section, Conference Hall, Exhibition Hall and Reprography Room. The second
floor abode the Digital Library, Computer Centre/E-learning, Digitalization Room and
Server Room. The Computer Lab in the second floor has modular running work station
equipped with 180 Computers. The Audio-Visual Hall, Video Conference Hall, Reading
Hall, Digitalization Hall, Micro Film and Maintenance Hall are in the third floor.

Inter Library Loan:

University Library has Institutional Corporate Membership with British Council


Library (BCL) and American Information Resource Centre (AIRC) in order to avail library
facilities for the faculty members and students pursuing law.

Scheme of Classification:

The Library has adopted Deweys Decimal Classification (DDC) for classifying the
books and Anglo American Catalogue Rules (AACR-II) has been used for cataloguing the
books. The catalogue of the library is computerized and it is available in the Local Area
Network (LAN) of the University.

Library Consortia

The University Library is a core member of Digital Library Consortium of UGC INFOET.
Through this library provides access to legal database throughout the campus with LAN &
Wi-Fi connectivity.

LIBRARY AND INFORMATION TECHNOLOGY

Internet Connectivity

The Tamil Nadu Dr. Ambedkar Law University has 1GB, 155 Mbps of broadband
connectivity with 100 Mbps download and 55 Mbps upload speed under NMEICT project of
MHRD.

Network

The University departments, sections and hostel are connected with Local Area
Network (LAN) and Wi-Fi connectivity.

Webcast

By using the NMEICT connectivity, the University webcasts important events like finals
of the Moot Court Competitions, speeches delivered by eminent personalities etc., to reach all
the law students and legal-professionals, not only in the State of Tamil Nadu, but the whole
world.

Video Conferencing

In this globalized digital world accessibility and connectivity are important for
administration. The Tamil Nadu Dr.Ambedkar Law University is connected with all the
affiliated Government Law Colleges in Tamil Nadu through Video-Conferencing. Training
on arranging and conducting meetings through Video Conferencing has been given to all the
Nodal Officers of the Law University including its affiliated Law Colleges.

Library Automation

The University library is automated with Radio Frequency Identification Detention


(RFID) Technology. The Online Public Access Catalogue (OPAC) is available through
Internet and Intranet. The University Library has MOU with UGC SHODCANGA and
digitized. The Thesis submitted by research scholar of the Tamil Nadu Dr. Ambedkar Law
University has been published in the INFLIBNET portal to avoid the duplication of research
activities.

Online Legal Resources

The University library provides access to the following online legal resources in
the campus.

Hein Online

Hein Online is Hein's premier Online research product with more than 60 million pages
of legal history available in an Online, fully-searchable, image- based format. Hein Online
bridges the gap in legal history by providing comprehensive coverage from inception of more
than 1,400 law and law- related periodicals.

Westlaw

It provides access to the complete archives of decisions delivered by the Supreme Court
of India, the High Courts and Tribunals, Bare Acts from 1836 till date. Westlaw India includes
a comprehensive archive of all Rules and Regulations produced from 1890 till date. Along
with this, Westlaw India also contains vast libraries of international content, including the
United Kingdom, United States, the European Union, Australia, Canada, Hong Kong and
South Africa. It has a collection of journals from Sweet & Maxwell, Oxford University Press,
Cambridge University Press and Tottel Publishing amongst others.

Manupatra

Manupatra is one of the leading law publishers and providers of Legal, Taxation,
Corporate and Business Policy databases in India. It is India centric online legal and business
database providing information solutions to the legal fraternity, corporates, professionals,
government departments, banks, law schools and others.

Legal Information Institute of India (LII of India)

The LII of India is an institute established in India to provide free online access to legal
resources of Indian legislations of the Central, State and Union Territories with case laws and
academic legal resources. The online access also provides information on treaties of India. LII
of India at present has 145 databases, including over 30,000 decisions from 37 Courts and
Tribunals, Indian national legislations from 1836, bilateral treaties, law reform reports and
about law journal's articles. The Tamil Nadu Dr. Ambedkar Law University is one among the
partner institutions.

Academic Blocks

There are two academic block viz., U.G. and P.G. Blocks each having three floors. All
the classrooms are fully air-conditioned with Electronic Podiums, Smart Boards and LCD
projectors.

The faculty post lecture notes, handouts and reference material (in electronic format) on
the Intranet for supporting the classroom teaching. This is a user-friendly open source
framework and effectively builds e-education application. The IT Committee of the
University works towards promoting the IT implementation in the campus.

P.G. Block

The Chamber of the Director of the P.G. Courses, Professors and Assistant Professors
Chambers, Seminar Hall, Research Hall, Staff Room and five class rooms with seating
capacity of 28 Nos. in each have been provided in the ground floor. The first floor has five
class rooms with 28 seating capacity each, research room, lecture hall, staff room, chambers of
the Professors, Associate Professors and Assistant Professors. The second floor and the third
floor have the same structure.

U.G.Block

The ground floor of the U.G. Block has the Chamber of the U.G. Courses Director,
Chambers for the Professors, Associate Professors, Assistant Professors, Staff Rooms, Offices
of U.G., P.G. & Research Courses and five classrooms with student capacity of 52 in each. In
the first floor, there are five classrooms with 52 seating capacity, Seminar Hall, Staff Room,
Chambers for Assistant Professor and Language Lab. The second floor has in addition to that
a Moot Court Hall, Conference Hall and Language Lab. The third floor is provided with the
same structure.

Model Court Hall

The University's Model Court Hall in the campus trains the young students and helps
them to acquaint themselves with the established procedures of the regular court hall.
Mooting and debating competitions are organized in the Model Court Hall which attracts
participants from all over India.

Hostel Blocks

There are two buildings for Girl's Hostel in the campus with all infrastructural facilities.
In each block there are 76 rooms to accommodate 228 students with 3 persons in each room.
On the whole there are 152 rooms. In the ground floor of the each block, there is an Entrance
Lobby, Visitors Hall, Deputy Warden's Room, Dining Hall, Kitchen, Store Room and 15
rooms to accommodate the students. In the first floor of the two buildings, there are 20 rooms
for accommodating the students, common room, computer room and rest room for students
who are not well. In the second floor, there are 22 rooms for the students, a computer room
and rest room for students who are not well. In the third floor, there are 19 rooms for
accommodating the students, a computer room and rest room for students who are not well.

Sports Facility

The University has Sports and recreational facilities in the campus, viz., Volley ball,
Football and Throw ball courts. The University conducts Annual Inter Law Collegiate Sports
and Games and Annual Intra-mural Events for the students of the School of Excellence in Law
and the affiliated law colleges. The students are encouraged to participate in the State,
National and International events.

Stadium

A sports stadium has been constructed to conduct sporting events. In Gallery 1 of the
stadium there is an entrance lobby, the Physical Director's Chamber, Gym, indoor sports
facilities and players rest room. In Gallery 2, there is an entrance lobby, NCC Room, players'
rest room and indoor sports facilities. Provision for indoor sports like, Table tennis, Chess and
Carrom exists. Gym facility is also available in the new campus.

ELT@I- New Remedial English Programme

ELT@I, English Language Teachers' Association of India is associating with our


University from 2015 and is offering Remedial English Programme, where techniques of
neuro-linguistic programming is applied to assist students in using English effectively.

Remedial Classes for the first semester students of five years honors degree courses are
conducted by the University after the class hours. This is intended to be a bridge course for the
students who have finished their schooling and have come to university education directly.

Placement Cell

The University has a Placement Cell in the School of Excellence in Law with an aim to
help the young students secure jobs in good corporate (National and Multinational
Corporations) and other important premier legal agencies through the Cell.

The Placement Cell in the academic year arranged for campus interviews with concerns
like, Bajaj Allianz, TATA AIG, M/s. Nagarjuna Oil Corporation, M/s.Wallcliffs Law Firm,
Coimbatore, M/s. NVS Associates, Chennai and our students got placements with good
salaries.

Statistical Cell
A Statistical Cell is functioning in the University for compiling the statistical data on
various aspects relating to the students and staff of the University and its affiliated colleges as
per the directive of the UGC.
SC/ST Cell
A SC/ST Cell is functioning in the University for addressing the issues and grievances
of the SC/ST students and staff as per the directive of the UGC.
Legal Aid Cell and Legal Literacy Mission
The Tamil Nadu Dr. Ambedkar Law University has a free Legal Aid Clinic in its campus
to help the poor and illiterate masses. Under the aegis of the Ambedkar Mass Mission to
advance Legal Literacy, which comes under NSS Unit, many schools have been adopted and
Legal Literacy is imparted to the school children.
Moot Court Association [MCA]
Mooting is one of the key practices in almost all Law Schools in India. School of
Excellence in Law has established a MOOT COURT ASSOCIATION during the year 2008
with a view to promote skills in advocacy and legal writing among the students of the School
of Excellence in Law. MCA is managed by the students under the able guidance of the
teaching faculty. It regulates students' participation in the Moot events conducted at the
State, National and International levels. It organizes national level Moot Court Competitions
viz., 'Pro Bono Enviro' and 'K.R. Ramamani Memorial Taxation Moot' every year. Further,
the Law University organizes annual State level Moot Court Competitions in English and
Tamil for the students of the affiliated law colleges.
Debating Association [DA]
The Debating Association of the University is handled by the students with support and
guidance from the faculty, to encourage students to participate in international, national,
state and local level debating, essay and oratorical competitions. The University organizes
annual essay and oratorical competitions once a year both in English and Tamil for the
students of the affiliated law colleges and SOEL. Apart from that, periodical debates and
oratorical competitions are conducted for various events in the Law University. The
University also has a well equipped Conference Hall wherein Seminars, Workshops,
Conferences and Interactive Sessions are conducted on a regular basis.
NCC, NSS and other Units
Apart from the above, the University has two NSS Units, two NCC Units, Youth Red
Cross Unit, Red Ribbon Club and Citizens' Consumer Club to promote legal and social
welfare activities among the student community of the University.
No other law school in the country has NCC Unit. Since NCC inculcates discipline, the
Law University considers that training to be beneficial for the students, the institution and the
society also.

Hostel Facility for the Boys
A private hostel has been taken over by the University where only our male students are
given accommodation with mess facilities. The hostel is taken care of by Warden who is the
Director of the U.G. Courses, Deputy Warden, Additional Deputy Wardens .
Memorandum of Understanding [MOU's]
The University has entered into a good number of Memorandum of Understanding
with a number of Universities like National University of Singapore; University of
Oklahoma, United States of America; London Metropolitan University; Youngsan
University, South Korea; University of Nantes, France; University of Reading, U.K.; Indira
Gandhi National Open University, New Delhi; Indian Maritime University, Chennai; Tamil
Nadu State Judicial Academy, Chennai; Anna Institute of Management, Chennai; Army
Institute of Management, Mohali; Institute of Chartered Accountants of India, New Delhi;
Institute of Human Rights Education, Madurai; Gulati Institute for Finance and Taxation,
Tiruvananthapuram, Kerala; Institute of Chartered Accountants of India, New Delhi; Trust

MEASURES OF SOCIAL AND ECONOMIC JUSTICE
Waiving of Fee for SC/ST, Differently abled and First Graduates from a family
Differently Abled candidates on submission of appropriate certificates issued by the
concerned authorities are exempted from paying Tuition Fee and Special Fee. Candidates
belonging to SC/ST communities, on submission of community certificates issued by the
appropriate authority are exempted from paying Tuition Fee. They have to pay only the
Special Fee at the time of Admission. In respect of First Graduates from a family, the
University will refund the Tuition Fee, collected from the respective candidate, on receipt of
the same from the Government to the concerned student, on submission of First Graduate
Certificate issued by the appropriate authority at the time of admission.
Scholarships and Fellowships
The following are the scholarships available for the students of the University:
1. Government of India SC/ST Scholarship
2. Tamil Nadu Chief Minister's Merit Scholarship
3. Government of Tamil Nadu BC/MBC scholarship
4. Government of India Prime Minister's Merit Scholarship
5. Scholarship for the wards of the farmers
6. Higher Education Loan to the SC/ST students provided by the Government of India.
Note: The Scholarships are applicable only for students pursuing U.G Courses.

SPECIFIC ACHIEVEMENTS
Publications
'Publish or Perish' is today's watch word of Academia. The Publication Division of the
University has been encouraging the members of the faculty to go in for publications both
books and journals. The University Newsletters are being brought out twice a year
chronologically summing up the events of the University and the Affiliated Law Colleges.
Study Materials for all the subjects in the form of books are printed and issued to
Honours students of School of Excellence in Law. Likewise for all the courses offered through
the Distance Education mode attempts are made to issue printed materials.

Compendium of National Commission Judgements - Vol.I
Journals
1. Ambedkar Law University Journal (ALUJ) is published twice a year.
2. The students of SOEL have been publishing a journal since 2014. The 3rd Edition of the
Indian Student Law Review (ISLR) was released by Hon'ble Thiru.Justice Sanjay Kishan
Kaul, Chief Justice of the High Court of Madras in August 2015.
Research
The Tamil Nadu Dr.Ambedkar Law University gives utmost importance to Research.
The Research wing is quite active where full-time and part-time research degrees leading to
Ph.D. in Law and in Inter-disciplinary leading to law are being awarded. Totally there are 128
Research Scholars presently pursuing their research in this University. From among them, 28
are doing Full-time Research and 100 are doing Part-time Research. Among them three
scholars are getting U.G.C. JRF Scholarship and five scholars are receiving University
Fellowship. The Full-time Research Scholars are also involved in taking classes for the U.G.
students and those who are not receiving Fellowship are being paid for their lectures as per
U.G.C. norms.
Consumer Chair
The Chair of Excellence on Consumer Law and Jurisprudence named after late Shri.A.K.
Venkata Subramaniam, a former Secretary, Government of India and a Consumer Activist,
has been functioning since 01-07-2014 under the aegis of Department of Consumer Affairs,
Ministry of Consumer Affairs, Food and Public Distribution, Government of India. The
objectives of the Chair, among others, are (I)to provide for the advancement and
dissemination of knowledge of law and their role in the development of better education;(ii)
to promote legal education of large segments of the population and in particular to the
disadvantaged group. As per the Action Plan of the Chair, the Chair has brought out a
Compendium of National Commission Judgements [nearly 1345] delivered in the year 2014
in three volumes. The process of translation the same into in Tamil has been initiated. At
present, the Chair is working on the preparation of Compendium of Supreme Court
Judgements Awarenes in Tamil Nadu. A second survey report on Food Safety is in the

pipeline. The Chair has also published an edited book on Insurance Services: Issues and
Challenges. The Chair periodically conducts National level Workshops and Seminars on
contemporary consumer related issues. With the aim of instilling the consumer spiritedness
among the law college students, the Chair conducted a State level Essay Competition on Law
Students role in spreading consumer awareness. The Chair recently conducted a one-day
legal aid camp so as to sensitise the rural masses about their rights and duties as consumers.
In addition to this, the Chair is having a consumer Legal Aid Cell In the university campus as
well as in the Government Law colleges in chennai, Madurai and Trichy to render legal aid to
the aggrieved consumers. The Chair is planning to cross a number of milestones in the days to
come.
Conferences and Seminars
The Tamil Nadu Dr. Ambedkar Law University understands the importance of
conducting Conferences and Seminars both National and International. In the last academic
year Conferences/Seminars/Workshops/Symposia were successfully conducted on
various themes.
i. The National Green Tribunal organized 2 Days Regional Conference on

Environmental Law on 22 and 23 October, 2016 in the Perungudi Campus of the
Tamil Nadu Dr.Ambedkar Law University. Hon'ble Mr. Justice N.V. Ramana and
Hon'ble Mrs.Jstice R.Banumathi, Hon'ble Judges of the Supreme Court inaugurated the
Conferee and the Hon'ble Mr.Justice Sanjay Kishan Kaul, Chief Justice of High Court of
Madras participated in the Valedictory Function. Further reputed Hon'ble Judges of the
High Courts of various High Courts and the Hon'ble Judges of the National Green
Tribunal participated in technical sessions and discussions were made on the issues of
Environmental Law.
ii. The Vazhakkaringar Vaangalampalayam Chellappan Palaniswamy Endowment
created by Prof. Dr. V.C. Kulandai Swamy, Former Vice-Chancellor, IGNOU and
Former Chairman, Distance Education Commission, India was inaugurated by our
Former Hon'ble Vice-Chancellor Prof. (Dr.) P. Vanangamudi on 14.10.2016. The third
endowment lecture in the six lecture series was delivered by Dr.A.E.Chelliah, Senior
Advocate on the topic Conscience Keepers of Justice and Justice of Conscience Keepers'
Reflections on Constitutional Wisdom.

iii. Prof. Subhash C. Pandey, Director, Journal of Environmental Research and


Development, Bhopal, India (JERAD) has delivered Special Lecture on Awareness of
Environment for the benefit of the students of the P.G. Courses of the SOEL, on 24th
October 2016 at Perungudi campus of this University.

iv. On 27.10.2016, the Fourth endowment lecture in the six lecture series of The
Vazhakkaringar Vaangalampalayam Chellappan Palaniswamy Endowment created
by Prof. (Dr.) V.C. Kulandai Swamy, Former Vice-Chancellor, IGNOU and Former
Chairman, Distance Education Commission, India was delivered by our Former Vice-
Chancellor Prof. (Dr.) P.Vanangamudi on the topic The Constitution of India and
Judicial Review.

v On 31.10.2016, the Fifth endowment lecture in the six lecture series of The
Vazhakkaringar Vaangalampalayam Chellappan Palaniswamy Endowment created
by Prof. (Dr.) V.C. Kulandai Swamy, Former Vice-Chancellor, IGNOU and Former
Chairman, Distance Education Commission, India was delivered by Dr. A. Thiagarajan,
Senior Advocate on the topic The Constitutionalism & Criminal Justice.
vi On 01.11.2016, the Sixth endowment lecture in the six lecture series of The
Vazhakkaringar Vaangalampalayam Chellappan Palaniswamy Endowment was
delivered by Hon'ble Mr. Justice G.M. Akbar Ali, Judge (Retd.) High Court of Madras,
on the topic The Constitution of India & Personal Laws.
vii. The Tamil Nadu Dr. Ambedkar Law University in association with Library and
Information Science Society for Asia and the Pacific (LISSASPAC) and Dr.M.G.R.
Janaki College of Arts & Science for Women, Chennai has organized a One-day National
Conference on Legal and Ethical Aspects of Librarianship: Issues and Challenges on
1st October, 2016.
viii. On the Eve of World Environmental Day, the Department of Environmental Law &
Legal Order of the School of Excellence in Law of this University has organized a One-
day National Seminar on Organic Farming in India on 24th June, 2016.
The Tamil Nadu Dr. Ambedkar Law University organized 'One week Training
Programme' on "Tally" in February - March 2016, for the benefit of the Administrative
Staff Members of this University.
ix. Seven Days UGC sponsored short term course on 'Research Methodology in Law and
Inter-Disciplinary" was organized in February, 2016, for the members of the teaching

was organised for the administrative staff members of the University in January 2016.
Dr.V.Irai Anbu, I.A.S., Principal Secretary/Commissioner, Department of Economics
& Statistics, Government of Tamil Nadu inaugurated it and Thiru.R.Kaliyamurthy,
I.P.S., Former Superintendent of Police, was the Chief Guest for the Valedictory

xi. A one day National Seminar on "Valluvamum Vazhviyal Sattamum" was held in
October 2015.
xii. A one day National Seminar on "Disaster Management and Law-Issues and Challenges"
was held in October 2015 in association with Disaster Management and Mitigation
Department, Government of Tamil Nadu.
xiii. UGC sponsored five days Workshop on "Course Work on Research Methodology and
Reporting Skills" was conducted in June 2015 for the research scholars.

xiv. In collaboration with United Nations High Commissioner for Refugees, Chennai
(UNHCR) it organized "World Refugee Day" in June 2015 in the Tamil Nadu
Dr.Ambedkar Law University Campus.
xv. A one day National Seminar on "Water Resource and conservation in India: Issues and
Challenges" was conducted in June 2015.
Special Lectures by Visiting Delegates
The University has been organizing various special lectures including endowment
lectures in addition to regular classes for the benefit of the students and the faculty. Eminent
persons from various fields like Judges, Professors, Leading Advocates and Scholars are
invited by the University to give lectures.
i. A Special Lecture was delivered by Dr.B. Venugopal, Associate Professor, Department
of legal Studies, University of Madras on the topic Taxation on 17.02.2017 to the final
year students of 3 year B.L(Hons.) Degree Course offered in the School of Excellence in
Law.
ii. On 19.09.2016, a special Lecture on the topic International Commercial Arbitration
was deliverd by Honble Justice Datuk Dr. Haji Hamid Sultan Bin Abu Backer, Judge of
Court of Appeal Malaysia and Honorary Visiting Professor of Damodaram Sanjivayya
National Law University, India for the benefit of the U.G. & P.G. Students. Honble
Justice Mr. V . Dhanabalan, Judge (Retd.), High Court of Madras also participated in the
said lecture.
iii. Prof.Dr.Upendra Acharya from Gonzaga Law School, USA, visited the Law University
in January 2016. In the University campus he addressed the Faculty Members, Research
Scholars and the students of the School of Excellence in Law. He gave special lecturers in
all the Government Law Colleges of Tamil Nadu during the course of his one month
long stay.
iv. "Vazhakkaringar Vaangalampalayam Chellapan Palanisamy Endowment" organised
endowment lectures. Two Endowment Lectures on the topics "Constitutional Law and
Allied Subjects" have been delivered in April 2016 by Mr.Thriambak J. Kannan,
Advocate, High Court of Madras and Mr.P.H. Arvindh Pandian, Additional Advocate
General IV, High Court of Madras.
v. Mr. Shilohu Rao, General Manager, Digital India delivered a motivational lecture to the
students of SOEL in January 2016.
vi. In January 2016, Hon'ble Dr.Justice S.Muralidhar, Judge High Court of Delhi delivered a
Special Lecture on "Recent Changes in Arbitration Laws".
vii. Mr. Clifford Jacob (Rescue CEO), U.K. spoke on Cyber Ethics in August 2015.

Moot Court
Every year the University organises two National Moot Court Competitions viz.,
(1) Pro-Bono Enviro National Moot Court Competition and (2) Ramamani National Taxation
Moot competition:
The 7th Ramamani Moot Court Competition was conducted between 17th and
19th March, 2016.
The 10th Pro-Bono Enviro National Moot Court Competition was conducted on
2nd December to 4th December, 2016.
To promote Moot Court competitive spirit, the SOEL has Moot Court Association
(MCA), which is managed by the Students and ably supported by Faculty Members.
The Moot Court Team of the School of Excellence in Law brings in laurels to the
University consistently. Their achievements for the academic year 2015 - 2016 & 2016-2017 are

The team comprising of Niraimathi N, Balaji Arunachalam, Pavithra

2nd MKES Moot Court Competition 2017.

the National Law School of India University, 2017. Sneha Pradeep also won the

Bagavathy V, Simhanjana G.S and Swathi R emerged as the runners up at the 2nd
Madras Bar Association Moot Court Competition, 2017. Bagavathy V also won the
best speaker award.
Rishika Mehta won the best lady advocate award at the 19th SC Javali Moot Court
Competition held at Bangalore.
Aishwarya Lakshmi VM was awarded as the best speaker at the 7th M.K.
Nambiyar Moot Court Competition held at belgaum.
The team comprising of Sonali Jain, Amritha Shankar and SB Arjun emerged as the
runners up at the 1st Mrinaini Devi Moot Court Competition.
The team comprising of Deepika, Anjana Devi and Shanmuga Dev emerged as the
runners up in the sesha iyengar ramaswamy all India Moot Court Competition,
2017 hosted by the Dr. Ambedkar Govt. Law College, Puducherry.
The team comprising of Harini, Jecintha and Adhishree won best researcher
award at the Mumbai Lex Loci Moot 2017.
The team comprising of Rohan G and Hepitha Priscilla won the best legal research
award at CUSAT, 2017.

Bagavathy V won the best speaker award at the 1st Tamil Nadu National Moot

emerged as the second runners up in the Competition.

SPORTS

The Tamil Nadu Dr.Ambedkar Law University annually conducts Sports Meet for the
School of Excellence in Law and for all the Affiliated Law Colleges, like Inter Law Collegiate
Athletic Meet, Intra-Mural Sports Meet, Sports Meet for the academic and administrative
staff members. Students are also encouraged to participate in Sporting events at the
International, National and State Levels.

University Table Tennis (Men & Women) Tournament sponsored by the Sports
Development Authority of Tamil Nadu (SDAT) on 25th & 26th February 2017.

Women) in the 18th Inter Law Collegiate Athletics Meet on 25th & 26th October, 2016 at
Perungudi Campus.

3. Ms. Soniya Raju, II year B.C.A.LL.B. (Hons.) - won Individual Women Championship in
the 18th Inter Law Collegiate Athletics Meet on 20th September 2016 at Jawaharlal
Nehru Stadium, Chennai.

4. The SOEL team won overall team championship in the National Level Sports Meet
SPIRITUS 2016 at National Law School of India University, Bangalore [NLSIU] from
21.08.2016 to 23.08.2016.

The SOEL students won Gold Medal in Youth Girls Team Championship in the Inter
District Championship held at Dindigul on 25th October 2015.

5. Ms. Soniya Raju, I year B.C.A.LL.B. (Hons.) - won Gold Medal in 200 Mts. running race
organized by Sports Development Authority of Tamil Nadu at Anna Stadium, Madurai,
in January, 2016 and received cash prize of Rs.5,000/- from the Distinguished Hon'ble
Chief Minister of Tamil Nadu.

6. The SOEL Cricket Team was Runners in Inter Collegiate Cricket Tournament
conducted at Quaide-Millet College, Chennai in February 2016.

7. The students of SOEL won many prizes in the National Level Sports Meet 'SPIRITUS
2015' conducted by the National Law School of India University, Bangalore [NLSIU].
The girls and boys of SOEL emerged as Winners in

[a] Table Tennis (Men and Women), [b] Throw Ball (Women) and [c] Badminton (Boys).
SOEL Team secured 3rd position in Basket Ball (Men) and Volley Ball (Men).

In the same tournament, they won several Gold, Silver & Bronze Medals.

8. SOEL team won 1st prize in All India International Fide Rating Chess Tournament held
at Namakkal, in November 2015.

9. SOEL team won overall team championship in National Inter Law Collegiate Sports
Meet held in September 2015 at National Law University, Bangalore.

National Cadet Corps (NCC):

The Tamil Nadu Dr. Ambedkar Law University is having the distinction of being
the one and only Law University in the whole nation to have National Cadet Corps units.
NCC instils discipline and patriotism in the impressionable minds of young students.
In the Armed Forces, there is a demand for Legal Officers with a background in NCC.
Law Students of the University enthusiastically enrolled in NCC and due to their
dedication, they are bringing laurels to the institution. Every year, the cadets are being
selected for the Republic Day Parade at New Delhi and Chennai. The University conducts
annual CADO - FIESTA MEET where NCC Cadets from various educational institutions in
Tamil Nadu take part in the Competitions. Their achievements for the past three years are
listed below

1. In the 8th CADO-FIESTA 2017, 700 NCC cadets of 37 Colleges participated.

2. In the 7th CADO-FIESTA 2016, 500 NCC cadets of 25 Colleges participated.

3. In the 6th CADO-FIESTA, 300 NCC Cadets from 20 other colleges participated.

The achievements of our NCC Cadets in the academic year 2015 - 2016

1. In the Republic Day Parade at New Delhi, four of our NCC Cadets participated in 2016;
five Cadets in 2015 and six Cadets in 2014. They also attended the Prime Minister's Rally
and also took part in the Horse Show in that rally.

2. In January 2016, five of our NCC Cadets participated in National Integration Camp at
Tezpur, Assam.

3. Two NCC Cadets participated in All India Boys Trekking Camp held at Shillong,
Megalaya in December 2015 and won the first prize in Debate Competition.

4. Two NCC Cadets attended the Special National Integration Camp at Korangi in
October 2015

5. Our NCC Cadets attended the Tal Sainik Camp at New Delhi in September 2015 and
won the fifth place in the Inter-Directorate Competition in Advance Firing representing
Tamil Nadu Directorate.

National Service Scheme (NSS) and Youth Red Cross (YRC)

The University National Service Scheme has two units for SOEL. All the affiliated Law
Colleges also have NSS Units. It encourages students to work for the society and instils social
responsibility in them. The NSS Volunteers of the University have been conducting many
rallies, seminars, etc. to educate the masses. Camps are also organised periodically. In
February-March 2016, the NSS Unit of SOEL organised a camp for seven days at Attipakkam
Village, Tamil Nadu.

v The 13th National Level Youth Parliament Competition was organised by this
University at its Perungudi Campus in association with the Ministry of Parliamentary

Under Secretary, Observer, Ministry of Parliamentary Affairs and Shri. Dr.
Venugopal, Observer & Associate Professor, Department of Legal Studies, University
of Madras.

In this Competition, the enthusiastic team of 55 students of the SOEL were performed
and the following eight students were chosen as the Best Youth Parliamentarians and
the Certificates were also presented in the presence of His Excellency the President of
India and Hon'ble Prime Minister of India.

v The NSS Unit of the Tamil Nadu Dr. Ambedkar Law University organized a special
camp at Athivakkam, Tiruvallur District from 20.02.2017 to 26.02.2017. At the
inaugural function of the NSS Camp, Hon'ble Prof.T. Audiseshan, our Former Vice-
Chancellor delivered the Inaugural address & Prof. (Dr.) P.Vanangamudi, Former
Vice-Chancellor, TNDALU delivered the Presidential Address. As part of the Special
Camp, Chair on Consumer Excellence and the NSS Volunteers of the SOEL organized
Consumer Awareness Rally and Legal Aid cleaning works on 22.2.2017 and Medical
Aid Camp also organised on 23.02.2017 in association with Melmaruvathur Adhi
Parasakthi Medical Sciences and Research Institute. On 23rd and 24th February,
2017, Legal Aid Rally and Camp was organized in association with the Members of the
Tiruvallur District Legal Services Authority and in the evenings throughout the camp
days various stage events exhibiting the talents of the students volunteers to
entertain the illuminate the legal awareness among the villagers.

Ambedkar Mass Mission for Legal Literacy

In September 2015, a one day Legal Literacy Programme and Legal Aid Camp was
organised by SOEL students under Ambedkar Mass Mission at Government High
School, Athivakkam Village, Tiruvallur District. Hon'ble Mr. Justice T. Mathivanan,
Judge, High Court of Madras inaugurated it.

The Tamil Nadu Dr. Ambedkar Law University established the School of Excellence in
Law in the University Campus, as a Centre of Excellence in the year 2002 on par with other
National Law Schools in India, to advance and disseminate learning and knowledge of law
and to produce well-trained, motivated and socially sensitive lawyers to serve the society. In
February 2015, the new campus at Taramani was inaugurated by the Hon'ble Chief Minister
of Tamil Nadu and in the same month the academic wing of the University started
functioning from that campus. Under Graduate Honours Courses, Post Graduate Courses,
Research Courses and Courses through Distance Education are being offered under the
broad canopy of SOEL.

In Under Graduate level, it offers 5 year B.A.LL.B.[Hons.], B.Com.LL.B.(Hons.),


B.B.A.LL.B.(Hons.), B.C.A.LL.B.(Hons.) Degree Courses and 3 year LL.B.[Hons.]
Degree Course.

In Post Graduate level it offers LL.M. Degree Courses in nine branches.

At the highest level, Research Degrees leading to Ph.D., in Law and Ph.D., in
Interdisciplinary leading to law are offered, both as full-time and as part-time

Course Structure

The Tamil Nadu Dr.Ambedkar Law University introduced B.B.A.LL.B.[Hons.] Degree


Course from the academic year 2015-2016. The duration of the course is for five years. Each
academic year is divided into 2 semesters and each semester consists of 90 working days.
B.B.A.LL.B. (Hons.) Degree will be awarded on successful completion of the course. No split
degree will be issued during the pursuance or on exit in the midst of the 5 year integrated
course.

Intake

The number of students to be admitted to the 5 Year B.A.LL.B (Hons.) Degree Course
shall be 104* (inclusive of NRI). All efforts will be taken to pay individual attention on every
student.

* As per G.O.Ms.No.418 Law (LS) Department dated 30.07.2012, on the basis of merit
list, 4% of the total seats have been allotted to the Higher Secondary Courses (+2) Vocational
Stream Candidates.

Eligible Qualification

A candidate should have passed Higher Secondary Examination (10+2) OR its


equivalent examination recognized by the Tamil Nadu Dr. Ambedkar Law University,

NRI Quota

Out of the total number of seats 15% has been earmarked for NRI candidates.

Eligible Qualification

The candidates should have passed any degree (B.A./B.Sc./B.Com./B.B.A./


B.E./B.Tech./M.B.B.S./B.Pharm/other graduates in general) and should have secured not
less than 60% of the total marks in the aggregate.

The candidates belonging to Scheduled Caste/Scheduled Tribe communities should

SELECTION PROCEDURE FOR 5 YEAR HONOURS DEGREE COURSES:

The candidates applying for admission to the B.A.LL.B.[Hons.], B.Com.LL.B.[Hons.],


B.B.A. LL.B. [Hons.] and B.C.A.LL.B.[Hons.] Degree Courses will be ranked according to
the marks obtained by them in their qualifying examination excluding languages in Parts I
& II and also on the basis of communal and special reservation as is prescribed by the
Government of Tamil Nadu (G.O.Ms.No.83 Law (LS) Department dt.19.04.2007).

SELECTION PROCEDURE FOR 3 YEAR LL.B.[HONS.] DEGREE COURSE:

Selection for the candidates applying for LL.B.[Hons.] Degree Course will be based on
"the percentage of marks obtained by the candidate in aggregate of all the subjects in the
qualifying degree examination, excluding languages, may be taken into account. In case

where the language alone is the subject of the qualifying examination, the percentage of
marks obtained by the candidate in the said examination may be taken into account"
(G.O.Ms.No.83 Law (LS) Department dt.19.04.2007).

"All the subjects in the qualifying examinations" means and includes all the Main/Major
and Allied/Ancillary subjects of the qualifying degree and marks secured in those subjects
taken for classification for class awarding purpose shall alone be taken for ranking purpose.
RANK LIST:
The applications will be scrutinized and the Rank List will be published in the notice
board of the University. It can also be browsed on the University's website www.tndalu.ac.in.
Counselling dates will also be uploaded on the University's website and selected candidates
will be intimated by the University.

Criteria for Assessment of Merit

Admission to the 5 year B.A.LL.B.[Hons.], B.Com.LL.B.[Hons.], B.B.A.LL.B.[Hons.]


and B.C.A.LL.B.[Hons.] Degree Courses are made on the basis of merit assessed on the
following criteria, as per the G.O.Ms.No.83 LAW (LS) DEPARTMENT dt.19.04.2007.

For 5 year B.A.LL.B.[Hons.], B.Com.LL.B.[Hons.], B.B.A.LL.B.[Hons.] and B.C.A.LL.B.


[Hons.] Degree Course, the percentage of marks obtained by the candidates in the Plus
Two examinations in aggregate of all the subjects, excluding languages, will be
taken into account. The marks obtained by the students in the Plus Two examinations
in the first attempt alone may be taken into account and the marks obtained by them
in the improvement examinations should not be taken into account.

NORMALISATION PROCESS
Since, the marks obtained by the candidates in the qualifying examination excluding
languages being taken into account and since the qualifying examinations are being
conducted by various Boards or Authority, the marks obtained by the candidates of various
Boards or Authority shall be equated by the marks obtained by the candidates in the same
subjects in the qualifying examination conducted by the State Board by adopting the method
of normalization. In this process the highest mark obtained by the students of various Boards
in each subject shall be equated to the highest marks obtained by the students of State Board in
that subject and the relative marks obtained by other students in the subject shall be
determined accordingly.
Illustration: If the highest marks secured by the student of State Board in Physics is 100 and
the highest mark secured by a student of any other Board in the same subject is 90, both the
highest marks will be considered to be equal to 100. If a student of the other Board secures 60
marks in Physics when the first mark in Physics in the same Board is 90, the 60 marks will be
considered to be equal to 66.66 marks as arrived at below:

Tie: In the event of a "tie" in regard to the marks obtained by the students for admission to the
law courses, the following order of priority may be followed to determine the rank of the

Candidates seeking admission against ST/SC(O)/SC[A]/MBC and
DNC/BC(O)/BC[M] quota should obtain the certificates of social status issued by the
competent authority in the prescribed Permanent Community Card in Tamil Nadu and
enclose a self- attested Photo copy of the same along with the application.

The applicants from Tamil Nadu State should have a valid permanent community
certificate in the card format issued by the competent authority for ST, SC, MBC/DNC and
BC in the format prescribed by the Government of Tamil Nadu in G.O. Ms. No. 781
(Revenue Department) dated: 02.05.1988. This is applicable for BC (O) and BC(M) also. In the
case of ST candidates, the community certificate should have been issued by the Revenue
Divisional Officer/P.A. (General) to the Collector of Chennai/Sub-Collector of the
District concerned (except Chennai) vide Govt. Lr.No.32061/ADWII/89-2, dt:27.12.1989
and Lr.No.21424/ADWII/94-4, dt: 15.11.1994 from the Secretary to Government, Adi
Dravidar and Tribal Welfare Department, Chennai - 600 009. The Permanent Community
Certificate Card issued to ST candidates by Tahsildars upto 11.11.1989 only is valid.
Community certificate obtained from other States will not be considered for communal
reservation. For communities linked with districts (See Annexure-l) the candidates should
obtain their community certificate in the respective districts except the communities
mentioned in the G.O. (st) No. 95 BC, MBC & Minorities Welfare Department dt: 28.10.2009.
Community certificate obtained from other than the respective district will not be
considered. If a candidate belongs to any one of Code No. Column No. 6 & 7 in the
application he/she should furnish a self-attested photo copy of Permanent Community Card
Certificate.

Candidates who have not furnished a self-attested photo copy of the Permanent
Community Card Certificate at the time of submission of the application will be treated as
belonging to 'General Category (OC)'. The eligibility conditions and rules prescribed for
General Category will be applicable for such candidates and if they do not satisfy the rules of
'General Category (OC)', their applications are liable to be rejected. No correspondence in this

Admission will be made purely on the basis of Merit, Communal Reservations, Special
Category Reservations and as per the Government Orders.

Prohibition of Ragging

As per the directions of Hon'ble Supreme Court of India, UGC and Tamil Nadu
Prohibition of Ragging Act, 1997, Ragging is an offence, and is banned in the Institutions.
Anyone indulging in Ragging is liable to be punished with rigorous imprisonment upto 3
years, and or fine upto Rs.25,000/-, besides expulsion from the Institution. As per UGC
norms, the University has constituted the ANTI RAGGING COMMITTEE with the following

ADMISSION UNDER NRI QUOTA


Admission to the NRI quota will be made in the following order and as per merit on the
basis of marks secured by the candidate in the qualifying examination.

Category I - NRI Parent : The NRI should be a Parent (Father or Mother)

Category II - NRI Guardian: If the candidate has no Parent where he has been taken as a
ward by a nearby relative or someone and such NRI
Guardian has been legally declared as the Guardian of the
Candidate by the Court as per provision of Guardians and
Wards Act, 1890.

Category III - NRI Sponsor: The sponsor under this category has to submit a certificate
indicating the relationship with candidate.
If sufficient number of NRI candidates are not available under category I or II, then
category III candidates shall be considered for admission.
In each and every category, candidates will be selected based only on inter se merit.
Candidates must furnish the self-attested photo copies of the following documents along
with the filled in application:
i. NRI status certificate issued by the Indian Embassy of the respective Country with
seal.
ii. Copy of the NRE (Non Resident External) or NRO Bank Account Pass Book of
the NRI.
iii. Copy of the Valid Passport of the NRI.
iv. Certificate of relationship (between the NRI and the Candidate issued by the
Competent Authority).
v. Employment Certificate of the NRI. [In case of Self-Employment, nature of the
business, annual income and required proof of Income-Tax payment (for the last 3
years)].
vi. Qualifying Mark /Grade list of the candidate.
vii. Certificate showing that the candidate has proficiency in English Language.
ix. School/College Transfer Certificate or (Migration Certificate wherever
necessary).
The candidates provisionally selected will be admitted only after verification of all
original documents. They should surrender all the original certificates at the time of
admission for verification. On the date of admission, those candidates who fail to produce all
the original certificates referred above, will not be considered for admission. No extension of
time will be given for producing the original certificates.
On verification, if any discrepancy between information furnished in the application
form and original documents produced, the selection will be cancelled. The Tamil Nadu Dr.
Ambedkar Law University, Chennai reserves the right to cancel the admission of any
candidate for valid reasons.

Eligibility

The general eligibility condition for admission to Master's Degree Programme as per the
UGC Regulations 2001, is through completion of formal education in the 10 + 2 + 3 format and
candidates with such qualification are eligible to join any one of the Post Graduate
programmes offered in SOEL.

Candidates who have successfully completed a three year / five year under-graduate
degree course in Law conducted by the University or equivalent thereto shall be eligible for
admission to a Masters Degree programme in any of the LL.M. courses. Candidate should
have obtained a minimum of 45% of marks under New Regulations [40% under Old
Regulations]. Candidates who are awaiting results may also apply.

Course Structure & Duration

LL.M. Degree Course is offered at the University under CBCS pattern and is of two years
duration. Each academic year is divided into 2 semesters (odd semester from July to
November and even semester from December to April). Each semester consists of 90 working
days. A semester normally extends over a period of 15 weeks, each week has 30 hours of
instruction spread over a 5 day week. The semester pattern is designed with continuous
assessment system.

Objectives of the Distance Education Programmes:

The object of offering diverse legal courses by the department of Distance Education of
SOEL, is to enable a person to acquire knowledge in the field of law and also use that
knowledge in any career associated with the field of study chosen. The courses offered now
have been designed to include not only the study of the conventional subjects taught in Law
Colleges but also subjects which are gaining importance in the developing scenario of the
country. This approach is intended to enable an aspirant to acquaint himself with legal
knowledge so as to benefit his career and in the development of nation. From the academic
