Substation Off line and hot line commissioning

The procedure identifies a practical sequential approach. By following the individual steps, and applying
all those which are applicable, the we will get insures that the commissioning process is always
performed in a consistent and methodical manner. The steps of the commissioning procedure are as
follows:

Review Secondary wiring design package

Confirm R&I (Relay and Instrumentation), AC, & DC schematics and SCADA.

Identify all additions and removals.

Mark Secondary design drawings to reflect functional test path requirements

Develop a custom Checkout Guide.

Deliver Checkout Guide to job site and affected crews.

Confirm relay and associated CT settings.

Perform functional testing on all required paths (would be witnessed).

Re-confirm proper relay settings are in correct relays.

Determine proper switching sequences.

Review all test data, Checkout Guide steps, and switching orders

Perform switching (Would be witnessed).

Secondary REVIEW

The Secondary package will be reviewed in detail by the engineering team prior offline or on line
commissioning process. At this point the engineer team will examine the secondary package for overall
applicability and accuracy. The secondary package generally includes the following:

DC Schematics.

AC Schematics.

Wiring Diagrams.

SCADA Diagrams (Supervisory Control and Data Acquisition)

The wiring diagrams will be reviewed in detail. During the installation process, changes are usually
required with either new or existing wiring. Once corrections are identified, the correction will be
demonstrated on as-build drawings.

Hotline commissioning :

We will consider the schematic diagram and switching logics as primary document during substation or
part of substation commissioning.
Offline commissioning will be done after all tests has been conducted on equipment, relay and
protection programed and settings were assigned and SCADA system is configured for whole substation
or one part/ bay is completed.

During commissioning interlocking system will be checked and all functional operation of each
equipment will be checked. All switching equipment (Disconnect switches, earth switches and Circuit
breakers) should operate as per switching logics signed by protection designer and designed during
design stage (it can find in secondary wiring design drawings). If something is not working as per
switching logics it will be shared with protection design team and they will check the design drawings
and will bring the necessary required changes (which will be reflecting on secondary wiring design
drawings). After that the changes will be applied at the site and again all switching equipment will be
operated and will the functionality of equipment will be checked against designed switching logics.

For Example, please refer to Gardiz 220KV line bay offline commissioning (System functional test):

In normal condition if the line is charged the instrument transformers (Current transformer and Voltage
transformer) will sense the voltage availability and voltage level on the line. In this case the protection
design will not allow earthing switch Q82 to be closed.

If we want to transfer voltage/ power to bus one. It can be done only by the help of disconnect switch
Q9 Circuit breaker CB and bus side disconnect switch Q1.

In this case if the earthing switch Q81 would be closed and earthed the designed protection interlocking
system will not allow disconnect switch Q9 to be close. It means first we should open Q81 then we
would be able to close the Q9.

With the same logic if earthing switch Q51 is closed we would not be able to close the circuit breaker CB
until unless we should open the Q51.

After Q9 and circuit breaker comes in close position we can close the disconnect switch Q1 and power
will be delivered from line to busbar #one.
Same procedures and interlocking schemes has been appointed for other bays and directions.

Offline commissioning (System functional test):

The above mentioned procedures will be applied when there is no voltage in the line. The system will
operate as it is designed. For Protection and SCADA system.
