2.2 BRABHAM PAVILION AND NEIGHBOURHOOD PARK - DESIGN REPORT

KEY ISSUES

Brabham is a key population growth area in the Swan Urban Growth Corridor.

Architectural consultant Site Architecture Studio has submitted their completed


15% Design Report for the Brabham Pavilion and Neighbourhood Park for
review and approval.

The new facility is to provide an activity room, kiosk, internal stores, external
stores, toilets and change room facilities for the local sporting and residential
community of Brabham.

The 15% cost estimate is closely aligned to the Citys budget for this project.
The current estimated total cost is $2,360,000 which is approximately 4%
greater than the Citys budget allocation for the project. The estimate includes
allowance for contingencies and variations.

It is recommended that the Council approve the completion of documentation for the
Brabham Pavilion and Neighbourhood Park as described within the 15% Design Report
issued by Site Architecture Studio on 28 April 2016.

BACKGROUND

Brabham forms part of the Swan Urban Growth Corridor (UGC) and is a key population
growth area for the City of Swan. The UGC is expected to house approximately 33,000
people once fully developed.

Provision of community facilities is guided and funded by a Developer Contribution Plan


(DCP). This Pavilion was identified within the DCP Brabham and the final DCP cost review
in February 2014. The final DCP has been endorsed by the West Australian Planning
Commission (WAPC).

The Brabham Pavilion and Neighbourhood Park are being developed by the City to serve
the sporting needs of the local community. The development will include one senior sized
AFL oval playing field, sports floodlighting to training standards, a playground, cricket
practice wickets, car parking, dual use path, landscaping, terraced seating and the
Pavilion.

DETAILS

On 24 February 2016, Site Architecture Studio (SITE) was appointed by the City to
design and document the Brabham Pavilion and Neighbourhood Park. The new facility is
to provide an activity room, kiosk, internal stores, external stores, toilets and change
room facilities for the local sporting and residential community of Brabham.

SITE issued their initial concept plan to the City on 29 February for review, and
subsequently issued a revised concept plan on 21 March 2016 which then proceeded to
the 15% design stage. SITE has since received preliminary advice from their sub-
consultants in order to refine the design and prepare the 15% Design Report.

The 15% design prepared by SITE is 26m2 smaller in area than the schedule of
accommodation included within the request for tender (RFT) and includes the following
functional spaces:

Activity Room;

Kitchenette;

Unisex Change Rooms (x2);

Unisex Change Room Toilets (x2);

Universal Access Toilets (x2);

Store Rooms, internal (x2);

Store Room, external (x2);

Communications Room;

Verandah; and

Bin Store, external.

The Pavilion location has been selected to suit site services infrastructure and planning of
the site to achieve spatial requirements for all sporting activities, vehicular access and
parking.

The design and planning of the building provides maximum functionality within an
efficient sized floor plan. The external form of the building is simple and articulated with
different materials such as rammed earth and shadowclad lining which have been
specified for their durable characteristics and properties. The single plane skillion roof
cantilevers beyond the front of the pavilion to provide unobstructed cover and protection
from the elements.

The current estimated total commitment is $2,360,000 which is closely aligned with the
Citys allocated budget of $2,265,189. The estimated difference of $94,811 is not large
and can be managed during the design development and contract documentation stages
of this process to be delivered on budget. The estimate includes allowance for
contingencies and variations.

Upon receiving approval of the 15% design, SITE will continue with their scope of works
and development of the design of the Brabham Pavilion and Neighbourhood Park. The
contract documentation package when complete will comprise of architectural and
engineering drawings, specifications and schedules which will be used by the City to
tender the construction works.

CONSULTATION

Community engagement has occurred through the preparation of the DCP and with City
staff on the concept design. No broader community engagement has taken place in
regards to the design of the pavilion as the vast majority of the local community is yet to
arrive in the new development.

City staff have focussed on internal consultation utilising experience gained on recent
similar projects. City staff has ensured that the 15% design of the pavilion is in line with
DCP requirements and City of Swan community building guidelines.

FINANCIAL IMPLICATIONS

The cost estimate and the Citys budget are closely aligned for this project. Based on the
current cost estimate completed for the developed 15% design, the estimated total
commitment for the project is $2,360,000.

The current estimated total commitment is $94,811 (approximately 4%) in excess of the
Citys current budget allocation for this project of $2,265,189. The estimated total
commitment includes an 8% design contingency, 5% construction contingency and a
1.3% allowance for escalation. The construction market has become very competitive
recently with tendered prices being less than the estimated cost.

These costs are included in the 2016/2017 and 2017/2018 draft budgets.
