METHOD STATEMENT
SLOPE CUTTING
1) BACKGROUND:

The works under contract ER420: New road link between Upper Changi Road and Upper
Changi Road East mainly comprises of the following:
Construction of new road between Upper Changi Road and Upper Changi
Road East with bus bays
Construction of New junctions in the Upper Changi Road and Upper
Changi Road East
Widening of Upper Changi Road (from Sunbird Rd to ITE College East)
Construction of Drains, Box culverts and sumps
Slope cutting works in the location of the proposed New road.
2) SCOPE OF WORK:
For the construction of New road link between Upper Changi road and Upper Changi
road East (MC01) , the existing ground is to be,
The area between Ch60 and Ch125 involves slope cutting works as high as 4.5 metres.
3) SEQUENCE OF WORK:
To do slope cutting works on MC01, the following sequence of works are to be carried
out accordingly,
Cable detection and Trial trenches to locate the Existing services along MC01
Approval from BCA to carry out slope cutting works with slope more than 4m
Approval of method statement from LTA and QP for slope cutting works

5) METHOD STATEMENT:

a. The level of the Existing ground and Slope alignment are to be marked out by
Surveyor
b. Cable detection is work is carried out and trial trenches are done to locate the
services like Singtel Manhole 9077, 150mm diameter PUB water main for fire
hydrant, 500mm diameter PUB water main along Upper change road and other
Powergrid services in the vicinity of the work area.
c. Erosion Control Measures are carried out by using Silt Fencing and temporary cut
off drains to drain of the water to ECM Tank.
5.1.1 Phase 1:
The slope cutting work is carried out in different phases depending on the site
conditions.
The affected trees are to be marked out. The Trees are to be cut down and the
debris is to be removed from the site to avoid complaints from the Public.
The existing ground is to be cut down by 1.5m with the slope ratio 1V:2H
The cut earth is to be disposed from the site and proper safety measures are taken
when the tipper trucks enter and exit the site including traffic control and washing
bay to wash off mud and earth before the vehicles leave the site.
The work area is to be completely barricaded and proper warning signs displayed
to prevent any accident.

Phase 1 CUT
5.1.2 Phase 2:
The same procedure is to be repeated for subsequent layers till reaching the
proposed ground level.
The completed slope is to be turfed by using Geo Cells and Geo Composites.
a. The level of the Existing ground and Slope alignment are to be marked out by
Surveyor
b. In this case the edge of the slope cutting is to be set out 1.5m away from the
proposed slope edge
c. Cable detection is work is carried out and trial trenches are done to locate the
services

5.2.1 Phase 1:
The earth is to be cut starting from 1a. Once 1a is cut down by approximately
1.5m for the whole length, earth cutting works for 1b is to be done.
Once the cutting reaches the proposed slope edge, the actual cutting is to be done
1.5m away from the proposed edge and this 1.5m platform is to be maintained for
the whole length of the slope cutting area.

5.2.2 Phase 2:
The earth is to be cut starting from 2a. Once 2a is cut down by approximately
1.5m for the whole length, earth cutting works for 2b is to be done and so on till
2c.
Once the cutting reaches the proposed slope edge, 1.5m platform cut during the
Phase 1 is to be maintained for the whole length of the slope cutting area.

5.2.3 Phase 3:
The earth is to be cut starting from 3a. The soil removed from 3a is to be used to
backfill 4a. The excess soil is to be disposed of from the site following all the
safety precautions.
Once 3a is cut down to the proposed ground level, start cutting 3 b.
Once the cutting reaches the proposed slope edge, 1.5m platform is still to be
maintained for the whole length of the slope cutting area.

5.2.3 Phase 4:
Once all the earth cutting work is complete and the earth is cut down to the
proposed level, actual cut slope area is backfilled until reaching the proposed
slope edge while still maintaining the 1v:2h ratio.
Geo cells and Geo composite materials are used to stabilize the soil along the
slope.
6) SAFETY PRECAUTIONS:
b. The above must be marked on the ground of the excavation area before
commencement of work.

c. Excavation near any underground facilities must be carried out manually using
hand tools.
d. Trial holes are to be hand dug to a depth exposing the underground obstacle or to
the depth of the planned excavation.
f. Cables, piping, etc., that are exposed during excavation work, must be sufficiently
supported to avoid breaking under their own weight (maximum of 2 metres
distance).
g. Slabs covering electrical cables should not be removed without the Company's
approval.
h. The Subcontractor must notify the Company immediately if any underground
components are accidentally damaged..
a. Every practically possible works are to be done to locate the 150 mm diameter
water hydrant pipe running through the work area without any damages.
b. The pipe is to be located behind the Bus stop of Upper Changi road where the
existing ground level is lower.
c. The path of the water pipe can be traced so as to prevent the damage to the pipe.
d. The same procedure is followed for Singtel Cable and Abandoned Powergrid
cable that were located already.
b. Only authorized Persons are allowed to operate the excavator and other
machinery for excavation.
d. Machinery must be positioned and operated in a manner that will not endanger

any person involve in the excavation works.
e. Excavated materials and other superimposed loads such as removed earth and
other equipment are to be placed at least 610mm away from the edge of open
excavation and trenches.
a. Excavations with a depth of more than 1.5 metres must be shored, sheet piled and
braced.
c. The Engineer In-Charge must carry out daily inspection of the excavated area of
more than 1.5 meter in depth before commencement of work, and after every
rainstorm or other hazard occurs.
6.2.3) Barricades:
a. All excavation work must be barricaded from the edge of the excavation and
posted with appropriate signboards.
c. Rigid guardrails, which are not less than 900mm in height, must be erected in
areas of heavy vehicular or pedestrian traffic.
d. The edge of the excavation and other falling and tripping hazards must be marked
to be clearly visible by day and by night.
e. All excavations along roadsides must be illuminated at night with blinking hazard
amber lights.
f.
Starter bars and other similar protruding elements must be covered.
6.3) Workers Safety:
a. All Workers should have safety orientation course certificate conducted by MOM
c. All Workers must attend daily toolbox meeting and use PPE provided for them

e. Operator to check his path when turning or moving excavator and horns to be

f. Cordon off work area/ provide temporary road signs/ traffic cones,etc,/ provide
temporary non-slip footpath for public/workers to access.
a. Water should be sprayed during excavation and other works on dry earth to prevent dust
pollution.
b. Green netting is to be used above the hoarding along Upper Changi Rd to reduce the
inconvenience to the public.
a. The slope area after being cut should have fine finishing facilitating water flow smoothly.
The slope area should be covered with Erosion Control Blanket temporarily.
c. The Erosion control measures should also be taken as shown in the drawing.
