Landmark decision will wait

Public response opposes
Highway Trailer designation

The Landmarks Commission respond-
ed to public comments Thursday, Aug. 10,
postponing a proposal to recommend the
city designate the Highway Trailer build-
ing a Local Landmark.
The commissions decision came as a
surprise to many, considering its charge is
to preserve historic buildings.
The century-old building on East South
Street is a key property in the citys 12-acre
riverfront redevelopment area and has been
the subject of much debate over the past
six months.
At question is whether to save the build-
ing, which has been vacant for 20 years
and now presents a threat to public safety,
or demolish it to make way for redevelop-
ment.
The commission met to consider a nom-
ination to make the building on a Local
Landmark, which would prevent its demo-
lition until at least 2018. The commission

ago went on record in support of the nom-
ination.
Instead, commissioners listened to com-
ments during a public hearing that over-
whelmingly opposed the nomination. The
commission then discussed the issue and
unanimously voted to table it until such
time as the city has a redevelopment plan
for the site.
Sixteen people spoke during the public
hearing and two emails were also read and
entered into the record. Only two support-
ed designating the 100,000-square-foot
building a Local Landmark, while most of
the rest strongly opposed the idea.

work, a committee tasked to
come up with a new teacher
compensation plan for the
Stoughton Area School Dis-
trict has reached a stand-
still.
School board president
Scott Dirks told the board
Monday night the Com-
pensation Committee has
been unable to reach a
consensus on how to pro-
ceed. Now, it will be up to
the board whether to keep
the committee working on
the issue or focus instead on
adjusting the existing plan.
The board did not reach
a consensus over how the
committee should proceed,
although they asked the
committee to bring back
more information on the
specifics of their discussion
to better direct the boards
recommendation.
The compensation com-
mittee will meet again
Thursday, Aug. 24. Dirks
told the Hub Tuesday he
plans to put teacher com-
pensation back on the

Kangaroo event was irresponsible

This is in regards to the
Stoughton Pick n Save store,
which held an event with the
Timbavati Wildlife Park on Sat-
urday, August 5.
The Wildlife Park brought
live kangaroos to the store for
people to hold and take pictures
with. This is extremely irrespon-
sible, as these kangaroos are
purely being used as a means
for profit. These animals were
under extreme duress, outside of
their natural habitat, with people
crowding them. This is not in the
best interest of the animals.

similar events. I urge the grocer
to stop hosting these type of
events, and urge Timbavati Wild-

Perhaps the most entertaining part
of the Stoughton Home Talent team is
not the on-the-field performance that
led the Merchants within a game from
the Final Four following Sundays 5-4
win over Jefferson but the barbs the
squad hurls at umpires, opponents and

among educators.

voted in September 2015
to bring the matter back to
committee for further work.

AN ORDINANCE
REGARDING ENGINE
BRAKING IN THE TOWN OF
RUTLAND, DANE COUNTY,
WISCONSIN
The Town Board of Supervisors of
the Town of Rutland, Dane County, Wis-
consin does hereby ordain as follows:
SECTION 1: Regulations Related to
Motor Vehicle Conduct Prohibited. Sec-
tion 1 shall be created as follows:
1) Engine Braking Prohibited.
(1) Definitions.
a. Engine Brakes are any mechan-
ical exhaust device, compression brake
or other device in a motor vehicle other
than conventional brake pads and drums
or disks, used for the purpose of slowing
or stopping a motor vehicle.
b. Emergency means a situation in
which there is an imminent and immedi-
ate risk of injury to a person or damage
to another vehicle or property. The term
does not include situations which result
from operating the vehicle in excess of
the posted speed limit or from lack of due
care by the vehicle operator.
(2) Unlawful use of Engine Brakes
and Compression Brakes. It shall be un-
lawful for the driver of any vehicle to use
or operate or cause to be used or operat-
ed Engine Brakes in the Town of Rutland,
except in an emergency.
(3) Penalties. Any Person who is
convicted of violating any provisions of
this ordinance shall forfeit not less than
fifty dollars ($50.00) nor more than two
hundred fifty dollars ($250.00) per vio-
lation. Any person who is convicted of
a second or subsequent violation of the
same provision of this ordinance in less
than twelve months shall forfeit not less
than two hundred dollars ($200.00) nor
more than five hundred ($500.00).
Section 2. Effective Date. This Or-
dinance shall take effect and be in force
from and after its passage and publica-
tion as provided by law.
Section 3. Severability and Conflict.
If any section or part of this ordinance
is adjudged unconstitutional or invalid
by a court of competent jurisdiction, the
remainder of this Ordinance shall not be
affected thereby.
The above and foregoing Ordinance
was duly adopted at a regular meeting of
the Town Board of the Town of Rutland
on August 8, 2017, by a vote of 4 ayes, 0
nays, and 0 not voting.

The Town of Rutland is proposing an

RECITALS
A. Pursuant to Wis. Stat. 62.23(2)
and (3), the City of Stoughton is autho-
rized to prepare, adopt, and amend a
comprehensive plan as defined in Wis.
Stat. 66.1001(1)(a) and 66.1001(2).
B. The Common Council of the City
of Stoughton, Dane County, Wisconsin
adopted the City of Stoughton Com-
prehensive Plan (the Comprehensive
Plan) on May 31, 2005, and subsequent-
ly amended the Comprehensive Plan on
June26, 2012 pursuant to Wis. Stat.
66.1001.
C. Attached hereto and incorporated
herein as Exhibit A is a proposed Amend-
ed Comprehensive Plan (the Amended
Comprehensive Plan).
D. The Amended Comprehensive
Plan, together with all maps and descrip-
tive materials included or referred to,
has been on file and available for public
inspection in the office of the City Clerk.
E. On June 27, 2017, following no-
tice as required by Wis. Stat. 66.1001,
the Planning Commission and Common
Council held a public hearing regarding
the Amended Comprehensive Plan.
F. The Amended Comprehensive
Plan contains all of the elements speci-
fied in Wis. Stat. 66.1001(2).
G. The Planning Commission of the
City of Stoughton, by a majority vote of
the entire Planning Commission, has
adopted a resolution recommending that
the Common Council adopt the Amended
Comprehensive Plan.
ORDINANCE
NOW, THEREFORE, pursuant to
Wis. Stat. 66.1001(4), in consideration
of the above recitals that are expressly
incorporated herein, the Common Coun-
cil of the City of Stoughton, Dane County,
Wisconsin ordains as follows:
1. The Amended Comprehensive
Plan, with the following modifications, is
adopted as an amendment to the Com-
prehensive Plan pursuant to Wis. Stat.
66.1001.

as multi-family residential on the existing
land use map and future land use map.
b. Norse View Heights Preliminary
Plat Rezoning: This area has been ap-
proved to be rezoned contingent on a
number of items which the developer is
currently working on. The future land use
map must reflect the proposed zoning.
c. Norse View Holdings at N. Page
Street and County Highway B: The de-
veloper has tentative approval for a two
family residential development at this lo-
cation pending providing more informa-
tion related to access and layout of the
development. The future land use map
must reflect two family residential at this
location.
d. The changes to pages 30-32,
shown on Exhibit B, which have been
recommended by the Landmarks Com-
mission, shall be incorporated in the
Amended Comprehensive Plan.
e. Chapter 8, section B. f. must be
revised to include the following lan-
guage: It is imperative that the city and
city council be open to working with the
Stoughton school district and Stoughton
school board within the next two years
to specifically discuss, address and im-
plement a plan that takes into consider-
ation future growth analysis, improving
housing options, job creation, marketing,
addressing poverty trends and declining
enrollment issues of the school district.
This plan should be reviewed annually
thereafter to serve as an example of best
practices in a joint effort to increase the
quality of life of the community. Further
amend to add to the comprehensive plan
