A pair of roof-related items on Moorestown

Township Councils agenda had residents ques-
tioning council about overages, fees and contrac-
tors during the Monday, Aug. 28 meeting in town
hall. A consent agenda resolution approving con-
tract change orders for the improvements to Wes-
ley Bishop Hockey rink totalling $39,677.72 and

to the Aug. 23- Aug. 29 editorial Garden State is
a really boring slogan, which asked Sun readers
to send in their suggestions for New Jerseys state
slogan.
How about The Guardrail State?
The Guardrail State no other state or na-
tion comes close to New Jerseys Beauty by the
Mile.
Also, [the name is] in light of the populist
ground swell that is recognizing deplorable and
disgusting reminders of Amercas historical
past. As a public service; I would like to assist
with the safe and peaceful removal of the most
ubiquitous of these items.
Please post an OP-Ed letting folks know that if
they send me their $1, $2, $50 and $100 bills. I will
properly remove them from the public eye and

Referendum construction, board leadership
mark summer changes in Moorestown

Moorestown Board of Education
It is hard to believe that the start of
the 20172018 school year is upon us!
The summer months have been hec-
tic for the district and the Board of
Education in preparation for the new
school year, including the final stages
of the referendum projects, changes
in board members and leadership
and the filing deadline for board can-
didates in the November election,
among other actions.
The board held a special meeting
on July 20 to appoint a new board
member given Kathy Goldenbergs
appointment to the State Board of
Education. The board unanimously
selected Mark Villanueva to serve
until the reorganization meeting in
Jan. 2018. Sandra Alberti was selected
to serve as president until the reorga-
nization, and Dimitri Schneiberg will
serve as the chair of the budget and
finance committee.
The deadline for individuals to file
nominating petitions to run for a seat
on the board in the November elec-
tion was July 31. Five candidates are
running for three full-terms on the
board including Kameron Rabenou,
Tinamarie NicoloDorfner, Jack Fair-
child, Peter Palko and Lauren Roma-
no. Villanueva is the only candidate
seeking the two-year term. Palko and
Villanueva are the only incumbents
running as Anne Marie Reyher and
Caryn Shaw decided not to seek a sec-
ond term.
At the Aug. 8 monthly meeting,
the board heard an update on the
Building Excellence Referendum
construction projects from Rob Not-
ley of New Road Construction. Not-
ley expressed that all projects are on
time, under budget and will be com-
pleted by the start of the school year.
Projects over the summer took place
at multiple schools and included the
installation of new boilers, theater
upgrades, roofing, HVAC upgrades
and paving. One project involved the
redesign of the traffic flow at the Wil-
liam Allen Middle School and part of
the high school.
The board also adopted changes
to school lunch prices for the 201718
school year per federal mandate.
Lunch prices include $2.40 for the el-
ementary schools, $2.70 for the Upper
Elementary School, William Allen
Middle School and Moorestown High
School, and $3.25 for premium lunch
at WAMS and the high school. Also,
breakfast at Roberts Elementary will
cost $1.30, and kindergarten milk/
juice will cost $.50 at all elementary
schools.

enclosure was ditched in light of
the high expense.
In the original design, there
was a plan to do a roof structure
over both rinks, so therefore
they didnt anticipate sheltering
over the bench areas because
you had a roof structure over ev-
erything, Councilman Michael
Locatell said.
Resident Paul Conlow ques-
tioned why the project, which
has been ongoing since 2015, con-
tinues to have change orders. He
wondered why a corrugated roof
structure over benches would
cost approximately $40,000.
In the end, this is essentially
off-the-shelf design, Conlow
said.
Locatell countered that the
roof is not off the shelf and
has to be engineered to with-
stand wind and other elements.
He expanded that constructing
the rinks was not as straightfor-
ward as using a standard design.
When all these projects get
done, there has to be thorough
engineering because theres a
tremendous amount of liability
on us, the community, because
youve got kids out there play-
ing, Locatell said.
He said the roofing is going to
be built under a prevailing rate,
and the townships spending is
in line with the market price of
what a hockey rink costs.
Of the project, overall, Lo-
catell said the need for the rink
was there, and all things con-

sidered, the township is getting
its value out of the project. He
said Burlington County contrib-
uted $250,000 to the project via
a grant, and the Moorestown
Youth Street Hockey Association
has contributed as well.
The resolution authorizing
the change order passed unani-
mously.
Resident Timothy Daniels
asked council about an ordi-
nance passed on first reading
authorizing $865,500 in bonds to
replace roofs on the Department
of Public Works buildings and
Sewer Treatment plant build-
ings.
Daniels questioned if the
roofs were leaking at the public
works buildings, if its possible
that there could be damage to
the underlying ceilings due to
the leaks.
Merchel said the townships
architect identified the work
that needs to be done, and he
doesnt anticipate ceiling dam-
age being an issue. However, the
grant ensures that if something
should arise, they have the fund-
ing to cover the expense.
There is a contingency built
into this grant should they have
those issues, Merchel said.
Daniels explained the reason
for his line of questioning was
he has noticed a trend taking
place.
The overages are just ridicu-
lous, Daniels said. Its like
every project there is an over-
age.
Daniels cited the Moorestown
Library, in particular, as an
example. He said the projects
approximately $70,000 change
order due to asbestos remedia-
tion had him questioning who
