A Proposed of Automated Personnel Payroll Management System for DSWD KC-NCDDP

Problem

Introduction

Computer systems have the great impact on the profession of accounting. With the rapid

growth of technology today, there is no doubt that computer will become a common asset in all

profession. As computer technology changes at such fast phase, many businesses sectors try to

cope up by upgrading computer system constantly in order to stay competitive. The multi-

function ability of technology for its advance system is also an important factor for a

Government agency to use software.

The Automated Personnel Payroll Management System is easy to use and effective and

efficient in organizing and calculating the payroll process. And have the employer to save more.

While in manual system payroll are difficult and hard-work, you need more time in order

to make your payroll computations accurately, manageable and reliable to your employees

payroll.

In addition, in manual computation we cannot say that, there are no human errors in

computing the payroll, same in computerization process, but similar to the manual process. And

because of the bulkiness of the agency employee that needs to pay for their services, the agency

needs more time to calculate and to reconcile their payroll.

The system will give a big relief to the employee and employers as well, to minimized

their time consuming for inputting information and computations to the payroll process.
However, there are still government agencies who have not budge with Automated

Payroll System. One of the agency identified is Department Social Welfare and Development

especially the Kalahi-CIDSS NCDDP Program. KC-NCDDP Program decided to come up with a

system that will modernized the processing of payroll considering they have more than 1000

staff. The main purpose in creating this system is to minimize the use of time, effort and

workload being encountered by most government agencies just like DSWD.

The Kalahi-CIDSS NCDDP Program at the present use a manually Personnel Payroll

Management System, which cause redundancy of the work. In order to lessen or eliminate the

said problem we designed a new system for their Personnel Payroll Management System that

makes transactions fast and accurate result. With the new system, the flow of the information

would become more efficient, effective and cost economic.

Statement of the Problem

This study aimed to develop an Automated Personnel Payroll Management System of the

KC-NDDP DSWD Program. More specifically, it sought to answer the following questions:

1. What are the common problems encountered in the Personnel Payroll Management

System of the DSWD KC-NCDDP?

2. What is the assessment of the management in the proposed Automated Personnel Payroll

Management System?

3. What system maybe proposed to improve the Personnel Payroll Management System of

DSWD KC-NCDDP?
