1. (i) Online applications are invited from eligible candidates for 440 post
of Gazetted Probationers (Group-A & Group-B) preliminary
Examination 2014 conducted by commission under Karnataka
Gazetted probationers (Appointed by Competitive Examination)
Rules 1997 and amendments to rules from time to time.

(ii) Commission received proposal to fill 452 posts from Department of


Personnel and Administrative Reforms, Government of Karnataka
first time on 24/11/2014. After verification or proposal commission
wrote detailed letter to the Government seeking several
clarifications on 26/11/2014. The Government after rectifying the
clarifications sent letter to the commission on 29/12/2014 and
17/01/2015. The commission issues notification to fill 440 posts on
22/01/2015.

Preliminary examination shall be held on 19/04/2015 main examination


shall be tentatively held in the month of August 2015 examination dates
are subjected to change under discretion of commission.

Special note : Candidates are required to obtain and keep reservation


certificates as mentioned in Annexure-2 before last date of receipt of
application for preliminary examination.

2. Classification of posts is shown in Annexure-1 of notification number


of posts and classification mentioned in Annexure-1 are subject to
change.

Commission shall issue addendum of posts when government proposes


addition of new posts.

3. 1) Starting date for applying for preliminary examination is 22/01/2015

2) Last date for preliminary application is 20/02/2015 11.45 p.m.

3) Last date for payment of fees is 21/02/2015 within working hours of


post office

Examination fee for preliminary application filled online shall be paid


in any of the computerised post offices only within working hours of
post offices. Applications of candidates who do not pay the prescribed
fees will be summarily rejected.

4. Candidates must read below instructions before filling online


applications

Stage 1 : Applications for Gazetted Probationers Examination 2014

http://kpsc.kar.nic.in, candidate shall read the notification / details of
examination fee carefully and fill applications.

Stage 2 : Before filling applications, candidates shall paste their


passport size photograph on plain paper and affix signature below it
with black ink sketch pen/marker pen (candidates must not sign on
photograph). Then photo along with signature must be scanned with
following specification.

Stage 3 : After filling application candidates should carefully verify the


details entered and access Edit details button if to make corrections if
there are any mistakes in the applications once submit button is
pressed, no changes are allowed.

Stage 4 : Once all details are entered correctly in the application,


scanned photograph and signature must be uploaded and fee challan
must be downloaded after clicking Next button.

Stage 5 : Fee should be paid in any of computerised post offices only


after downloading challan. Candidates shall download their
Application preview 24 hours after payment of fees. If candidates are
unable to download Application preview even after 24 hours of
payment of fees, candidates shall follow instructions given in Stage 6
below and provide fee details information (post office name, Pin code,
Receipt No. Transaction date) and clock Paid status button and
download their application copy of 6 hours thereafter. Candidates
should keep copy of application and free paid challan/details with them
and present them before the commission whenever it requires.

4.1 Candidates should indicate their e-mail address and alternate e-mail
address in the application.

4.2 Candidates must apply in advance without waiting far the last date of
application for preliminary examination.

4.3 Fee paid after the last date/time shall not be accepted applications
without fee paid will be rejected D.D., postal order, money orders, are
not accepted.

5. Examination fee : Fee of Rs.300/- for General Merit, Category 2(A),


2(B), 3(A), 3(B) candidates Rs.25/- for SC, ST, Category-I, Physically
handicapped and Ex-servicemen candidates should be paid. Once fee is
paid it will not be refunded at any circumstance and shall not be
adjusted to any of the examination conducted by the commission.
Applications without fee payment will be rejected.

6. Eligibility conditions

a) Must be Indian citizen

b) Person married more than once and women married to a person with
more than one wife must not be eligible for recruitment without
permission of Govt.

c) Candidate must be physically and mentally healthy and must not


have unsound health which may be a factor for not performing
his/her duties after selection.

d) Government shall have in its discretion as to declare any candidate


of unsound health and rejecting candidature on the basis of medical
reports submitted by a committee in this regard.

7. Examination Attempts : As per Gazetted probationers (Recruitment)


Rules 1997, General Candidate is eligible for 5 attempts, other
backward communities for 7 attempts only. There is no limit of
attempts for SC/ST candidates. Every attempt at the preliminary
examination is considered as valid attempt. As per Govt. notification
No. DPAR 235 SRR dtd 24/11/2014, current notification and for
subsequent notification for the next recruitment, two additional
attempts have been given for all eligible candidates.

The commission shall not consider as valid attempt for candidates


applied for Gazetted probationers 2011 preliminary examination as
notified in Govt. notification dtd. 03/01/2015. However, this condition
is subjected to final orders of Honble Court candidates may mention
their preliminary examination register numbers in the column specified.

The candidates who exceeded their number of attempts, their


candidature is rejected.

8. Examination Pattern : This competitive examination shall be held in


two stages as notified in Schedule-2 of Karnataka Gazetted
Probationers Recruitment (Recruitment by competitive examinations).

Preliminary examination for selection of candidates to main

9. Preliminary examination : Comprises two papers of objective type

i) Each paper with each question carrying 2 marks with total of 200
marks

ii) Each paper shall have maximum of 200 marks, of two hours
duration (total of 400 marks for two papers).

b) The question of general mental ability in preliminary examination


shall be of S.S.L.C. /10th standard and remaining topics shall be of
degree standard.

c) On the basis of marks obtained in preliminary examination and


reservation rules from time to time for scheduled caste, schedule
tribes, other backward communities and general merit, 20 times the
number of notified vacant posts shall be eligible for main
examination.

d) Negative evaluation

i. Each question shall have 04 responses, for every wrong


response marked by candidate (1/4) of marks allotted to the
question shall be deducted.

ii. If a question is answered by marking more than one


response, then answer by marking more than one response, then
answer is considered a wrong and marks will be deducted as
above.

iii. There shall be no negative marks for questions


unanswered.

iv. In case of complaints about any paper, candidates shall


submit written complaint on the day of examination before
leaving the examination hall, writing centre supervisor name,
address, register number and obtaining acknowledgement for the
same. complaints submitted after leaving examination centre will
not be accepted by the commission

general understanding of the subject in its social, economic,
cultural and political aspects with a focus on Indian national
movement with special emphasis on Karnataka.

Karnataka.

(iv) Indian Polity and economy, including the countrys political


system, rural development, planning and economic reforms in
India-sustainable development, poverty alleviation,
demographics, social sector initiatives etc.,

PAPER II

(i) Current events of State importance and important State Govt.

and experience, as may be expected of a well-educated person

innumeracy (numbers and their relations, order of magnitude
etc.,) and data interpretation (charts, graphs, tables, data
sufficiency etc., (class X / SSLC level).

Note :

1. The marks obtained in qualifying papers i.e., in Kannada and in


English shall be qualifying nature. For qualifying in these papers, a
minimum of 35% in each paper is prescribed. The marks obtained
in these two papers shall not be considered for determining the
merit for selection. Candidates who do not secure the prescribed
minimum marks in the qualifying papers, namely, Kannada and
English, shall not be eligible for personality test and selection.

2. The examination shall be of conventional, descriptive type in


nature and all papers are compulsory.

3. The question papers shall be set both in Kannada and in English. A


candidate may answer a paper either entirely in Kannada or in
English.

4. The standard of the main examination except Paper-I Kannada and


Paper-II English shall be that of Degree level. The standard of
Paper-I Kannada and Paper-II English shall be that of First
Language Kannada and First Language English respectively at
SSLC level.

5. All seven papers are compulsory. Paper-II to V consists of three


sections. Each paper carries a maximum of 250 marks and duration
of three hours only.

6. Written and personality test marks will be announced along with


the final select list.

9.3 Personality Test : The test is intended to judge the mental calibre of a
candidate. In board terms, this is really an assessment of not only
his/her intellectual qualities but also social traits and his/her interest in
current affairs. Some of the qualities to be judged are mental alertness,
critical powers of assimilations, clear and logical exposition, balance
of judgement, variety and depth of interest, ability for social cohesion
and leadership, intellectual and moral integrity.

The commission shall call for a personality test, as far as may be three
times the number of candidates as there are vacancies in the Group-A
and Group-B services. The candidates are invited for personality test
in the order of merit on the basis of the results of the main
examination ensuring the reservations for candidates belonging to
scheduled castes, scheduled tribes and other backward classes in the
same ratio of vacancies reserved for them. Personality test shall carry
a maximum of 200 marks.

10. Examination centres : Preliminary examination be held in districts


centres : Bangalore, Mysore, Dharward/Hubli, Gulbarga, Shimoga,
Bellary, Belagavi

Candidates shall indicate their choice of centre. Allocation of exam


centre to any of the above centres is subjected to decision of the
commission. Candidates shall download admit card from the website
no correspondence shall be done by the commission separately.

11. Minimum Educational Qualifications and Physical Standards

11.1 Educational Qualifications

The candidate must hold a degree/ Post Graduate of any of


Universities recognized by law or possess an equivalent qualification.

Candidates who have appeared at an examination the passing of which


would render them educationally qualified for the Commissions
examination but have not been informed of the results as also the
candidates who intend to appear at such a qualifying examination will
also be eligible for admission to the Preliminary Examination. All
candidates who are declared qualified by the Commission for taking
the Gazetted Probationers (Main) Examination will be required to
produce proof of passing the requisite examination with their
application for the Main Examination failing which such candidates
will not be admitted to the Main Examination.

Candidates who have passed the final professional M.B.B.S. or any


other Medical Examination but have not completed their internship by
the time of submission of their applications for the Gazetted
Probationers (Main) Examination, will be provisionally admitted to
the Examination provided they submit along with their application a
copy of certificate from the concerned authority of the
University/Institution that they had passed the requisite final
professional medical examination. In such cases, the candidates will
be required to produce at the time of their interview original Degree or
a certificate from the concerned competent authority of the
University/Institution that they had completed all requirements
(including completion of internship) for the award of the Degree.

Note: Candidates shall produce copies educational certificates


downloaded from internet as proof of passing final examination
attested by controller/ Registrar of University.

11.3 Age Limit:

On the last date of online application candidate must, have completed


minimum of 21 years and maximum age as mentioned below

Note : In respect of proof of date of birth, S.S.L.C. or equivalent


marks card, S.S.L.C. transfer certificate (T.C.)/S.S.L.C. cumulative

12. Caste/reservation certificate : The certificates of following formats


shall be taken and kept with the candidates before last date of
application.

a) Candidates belong to scheduled caste and scheduled tribes: Form-D

c) Category 2A, 2B, 3A and 3B candidates : Form-F

Reservation certificates issued by respective Tahsildar along with his


signature, seal or bar code, hologram and water mark must be obtained
by candidates before last date of application.

Candidates must produce the original copy of same certificate at the


time of interview otherwise their reservation shall be cancelled and be
considered in general category only if he/she is eligible.

12.1 Rural Candidate : Candidates studied from 1 to 10 standard in rural


areas shall be considered for reservation under rural quota under Govt.
order dtd. 13/02/2001. Candidates shall obtain certificates in
prescribed format from Block Educational Officer along with his
signature, seal before last date of application.

12.2 Kannada medium Candidate : Candidates claiming reservation under


this category should have studies 1 to 10 standard in Kannada
medium. The certificate issued by Head Master of School with
signature, seal must be obtained before last date of application.

12.3 Physically handicap Candidate : As per Govt. notification No. DPAR


50 SRR 2000 dtd 03/09/2005 3% reservation for physically
handicapped candidates has been provided. The eligible candidates
shall have not less than 40% of disability while claiming this category.

12.4 In service candidate : As per Karnataka Civil Services (General


Recruitments) Rules 1977 any inservice candidate applying for post in
Government Department or any Department of any other state or
under Central Govt. shall obtain no objection certificate from
Department Head with his signature, seal before last date of
application.

13. Correspondence with Commission: Commission shall not do postal


correspondence with candidates. However, change in address shall be
intimated to the commission by the candidates in the below format
